JAMMU, Nov 22: The Single Bench of the State Human Rights Commission (SHRC) comprising Justice M Y Kawoos as its Chairperson, while taking cognizance in two cases involving officials of State Police and a doctor of GMC Jammu, directed Director General of Police (DGP) and Principal Medical College Jammu to submit their reports at the earliest pertaining to painful and inhuman stories of the petitioners.

The direction to DGP was passed on a complaint filed by one Mohd Mehfouz, wherein he alleged that his uncle Ghulam Qadir Malik was lifted by Darhal Police Station on November 1, 2006. During custody, Malik was brutally tortured and third degree method of torture was applied on him. An instance of the torture could be gauged from the fact that Police personnel cut his anus with a sharp-edged weapon, poured petrol into it and later allegedly sodomised him by inserting a rod.

Malik was later rushed to Government Medical College Hospital Jammu where he is presently under care of doctors.

The SHRC Chairperson while seeking report from the DGP, also directed Principal medical College Jammu to make arrangements for providing free medical facilities to the victim Ghulam Qadir Malik.

In another complaint in which report has been sought from Principal Medical College Jammu, one Vimal Kumar Sharma of Nanak Nagar Jammu alleged that his two and a half year old daughter Muskan died due to the grave negligence of Dr Ashtosh.

Muskan was found a cancer patient but the infant was not treated at all, as the Dr Ashtosh demanded rupees two lakh for curing her, which her father could not pay. It was pointed that although State Hospital is fully equipped with all medicines for such patients, yet the concerned doctor demanded huge amount of money, as a result in absence of treatment, the infant died.

 

Azad sees-off Hajj pilgrims at Srinagar airport

Srinagar, Nov 22 : The first flight of Hajj pilgrims was flagged-off by Chief Minister Ghulam Nabi Azad at Srinagar airport today. Mrs. Shamim Azad was accompanying Chief Minister.

Minister for Hajj and Auqaf Peerzada Mohammad Sayeed, Minister of State for Power and Health Peer Mohammad Hussain, Minister of State for Rural Development Javid Mustafa Mir, Divisional Commissioner Kashmir Basharat Ahmad, Deputy Commissioner Budgam and other senior officers were present.

Interacting with the pilgrims, Mr. Azad enquired about the facilities made available to them at Tourist Reception Centre and Srinagar airport. He directed the divisional administration and other concerned agencies to ensure that adequate facilities are made available both at Tourist Reception Centre and Srinagar airport and pilgrims do not face any inconvenience.

The Hajj pilgrims prayed for peace and prosperity of the state and complimented Mr. Azad for his people-friendly steps and prayed for his success. Mr. Azad wished safe and smooth performance of Hajj to the pilgrims and also prayed for their safe return.

First batch comprising 217 Hajj pilgrims including 102 ladies left Srinagar today.

Talking to a group of media persons on the occasion, Mr. Azad said that Prime Minister Dr. Manmohan Singh has enhanced Hajj quota for this year especially for Jammu and Kashmir state, as such, 10674 Hajj pilgrims are performing the Hajj this year as compared to 9200 last year.

In this way, this year’s Hajj quota for Jammu and Kashmir is highest.

Governor asks IPS probationers to make police more people friendly

JAMMU, Nov 22 : Governor Lt. Gen. (Retd) S K Sinha today urged the new generation of police officers to endeavour for making the force more people-friendly, saying that public goodwill is imperative for improving policing in the country.

General Sinha was interacting with a batch of 40-IPS probationers, currently on professional tour to J&K, at Raj Bhavan here this evening. He said impartiality and fairness hold key to the success of the force.

The Governor described police stations as cutting edge of the force and called for their strengthening and modernization to meet the present day challenges. He was of the view that police stations should have three wings to tackle law and order, gather intelligence and investigate crimes.

The Governor regretted that the number of police stations could not grow compared to armed police battalions. While police stations have registered slight growth from 12000 in 1947, the armed battalions have crossed 1000 mark against 22 in 1947.

He stressed the need for improving facilities at police station level and said that the recommendations of National Police Commission could have gone a long way in improving the functioning of police.

General Sinha dwelt in length on history of police in the country and said that during the British Rule, Indian Police grew as a colonial police though in Britain it had a fine public-friendly image. During this era, British taught coercive methods to police. Over the years, many factors including corruption can have adverse impact on policing of any country; he said and called for developing a police ethos. ‘Police should be seen as friends of the people’, he added.

The Governor referred to his close association with police during war and peace times and said he is aware of the difficult conditions in which the force has to function. He hoped that with right direction and spirit of commitment, police will come up to the expectations of the nation.

Principal Secretary to Governor, Dr Arun Kumar and Inspector General, CRPF, J C Dhabas were also present on the occasion. Mr Dhabas briefed the Governor that the officers were deployed in batches to various districts for knowing police and para-military functioning at the grass roots level.

JAMMU/KATHUA, Nov 22: As some fresh cases of chicken pox have been identified in Basohli area, the team of specialist doctors from Jammu and Kathua rushed to Basohli town to keep watch on the situation.

A total of 79 cases of chicken pox have so far been identified in Jawahar Navodhya Vidhyalaya, Basohli. A senior medical consultant from World Health Organisation (WHO) also reached the town this evening to provide all possible assistance to the administration.

SDM Basohli, Ashish Dhar, who has been camping in the hospital and Vidyalaya told the EXCELSIOR that situation was firmly under control and medical team led by Chief Medical Officer (CMO) Kathua, Dr R N Padha has examined all students individually.

"No need of the worry but as a damage control, team of doctors has been camping in the town", he said.

CMO Kathua, Dr Padha said that team of specialists including doctor Sanjay Khajuria, doctor S N Goel and WHO consultant Dr Sanjay Arora have reached the town. "Our team has visited the school and examined all students individually", he said and added that precautions have already been taken to stop spreading of this decease. He said that some fresh cases have been identified but made it clear that situation was firmly under control.

CMO further said that there was no shortage of medicines or other requirements. "Authorities are all prepared to face any situation", he said.

Worthwhile to mention here that some students of the JNV were admitted to a local hospital after they showed signs of chicken pox. The children were admitted at the Basholi Hospital in Kathua district last night.

On Monday, three cases were detected at JNV after which the school authorities sounded an alert. The management has decided to send children back to home to prevent further spreading of the disease.

Youth held with pornographic CDs

JAMMU, Nov 22: Police today arrested a youth and recovered several pornographic compact discs from his possession.

A police team from Trikuta Nagar Police Station headed by SHO Inspector Parshotam Mengi under the direct supervision of SDPO East Mamta Sharma arrested one Parveen Gupta, son of Chuni Lal Gupta of Nanak Nagar Sector 14 and recovered 40 pornographic compact discs from his possession.

He was on his way to sell the CDs when police arrested him. He was being interrogated and police didn’t rule out possibility of arrest of more persons involved in the trade of supplying porno CDs.

A case has been registered in this connection and further investigations were on.

Meanwhile, Trikuta Nagar Police arrested a thief identified as Toufil Ahmed alias Aadil, son of Majid Ahmed of Trikuta Nagar Sector 4 and recovered cash, gold chain and a mobile from his possession.

JAMMU, Nov 22: Chairperson of National Commission for Safai Karamcharis Santosh Chowdhary today interacted with the Safai Karamcharis of different banks to take stock of their grievances.

The Safai Karamcharis of Punjab National Bank, State Bank of India, Bank of Baroda, Bank of India and Indian Overseas Bank told the Chairperson of National Commission that their development has continued to remain a distance dream and no attention was being paid towards their grievances in Jammu and Kashmir.

They said that they were not being given any right to apply for Government jobs and purchase land as a result of which inspite of being educated enough their children were not in a position to shape up their future.

"We are being paid meagre amount by the banks and no welfare scheme has been started for us", they alleged and urged the Chairperson of National Commission to take steps so that they could get justice.

Concerned over the plight of Safai Karamcharis, Mrs Chowdhary informed them that Government of India was ready to provide enough funds for their development but the State Government has not shown any keen interest which is evident from the fact that around Rs one crore was demanded during the last plan despite the fact that Central Government could have sanctioned much more.

"I am on tour of all the States on the instructions of Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi to collect information about the plight of Safai Karamcharis", he informed and said that she will take up their demands with Chief Minister of the State Ghulam Nabi Azad.

She asked the Safai Karamcharis to send their complaints directly to the Commission so that action could be taken in time. She also directed the SC/ST/OBC Development Corporation to give wide publicity to the schemes meant for the Safai Karamcharis.

Vivek Arya, Zonal Manager of Punjab National Bank and MLA from Punjab Ram Lubhaya Choudhary were also present on the occasion. The interaction was coordinated by the Punjab National Bank.

Gang of thieves busted, 4 held with stolen mules

UDHAMPUR, Nov 22: Police today busted a gang of thieves involved in theft of mules and arrested four of its members from Rajouri district.

Acting on the theft complaints lodged with the Katra Police, Senior Superintendent of Police (SSP) Udhampur Prithvi Raj Manhas constituted a special team headed by SHO Katra Inspector S S Sambyal.

During the course of investigation, the special team came to know that the thieves used to shift the stolen mules to Rajouri district before selling them to the people.

Subsequently, a police team was deputed to Rajouri which gathered some clues about the gang. Some suspects were also rounded up and brought to Katra Police Station for questioning.

During sustained interrogation, one of the suspect named some persons, who used to bring mules to Rajouri Mandi from Jammu. On this, a police team was again deputed to Rajouri and four persons were arrested. They confessed to have stolen several mules from different parts of Katra. On their disclosure, four mules were recovered from Rajouri district.

The arrested persons have been identified as Mohd Rafiq, son of Sakhi Mohd of Karyani, Sunil Kumar, son of Bishan Dass of Kanjli, Ramesh Chander, son of Amar Nath of Bagani and Manoj Kumar, son of Munshi Ram of Tanda.

According to the SSP Udhampur, the modus operandi of the thieves was to pick up mules from Katra areas and shift them to Akhnoor via Tanda and then Rajouri.

He said that interrogation of arrested persons was going on and didn’t rule out the recovery of more stolen mules.

 

ASSI discusses demands with PCB chairman

JAMMU, Nov 22: The office bearers of Association of Small Scale Industries (ASSI), Gangyal, led by its president Rajesh Jain had a meeting with Chairman Pollution Control Board and discussed the problems concerning tiny and SSI sector.

The PCB Chairman was requested to implement Central Pollution Control Act in letter and spirit by issuing consent to operate Green category for five years, Orange category for three years and Red category for two years to avoid wastage of time of entrepreneurs as well as the Department. The chairman agreed to implement the Act shortly.

Other demands raised by ASSI pertained to installation of canopy over DG sets by old SSI units, completion of all formalities by tiny and SSI units in one go, and submission of project reports, timely consent to establish or operate the units and also their renewal well in time. The Chairman PCB gave a positive nod to all their demands.

The PCB Chairman was suggested to organize awareness camp at ASSI Bhawan, Gangyal to which he agreed to hold a seminar for awareness and help of industrial units shortly.

The matter with regard to identification of dumping site for industrial units was taken up and the Chairman PCB issued spot instruction to take up the matter with concerned agencies.

The ASSI expressed gratitude to the PCB Chairman and other officers of the Department for their patient hearing and kind attention towards their genuine demands.

Court issues notice to all Investigating Officers

Jammu, Nov 22 : In a much publicized "fidayee" attack in the Ragunath Bazaar and Ragunath Temple on March 30, 2002, the Principal Sessions Judge Jammu Subhash Chander Gupta today issued notice to all the Investigating Officers for submitting their explanation. for not having arrayed Varinder Sharma as one of the accused in the case. Ashok Sharma DySP who present in the court, a copy of the judgment has been supplied to him in the open Court. He sought seeks time for filling explanation. The DySP stated that he was only investigating the case partly. There were other police officials who had investigated and finally produced the challan in the Court.

Upon this the Court directed Public Prosecutor EA Tak to assist the Court in finding the names of the officers who investigated the case besides Ashok Sharma DySP.

Mr. Tak after perusal of the challan disclosed that Abdul Razzzaq Khan Dy SP, Ravinder Kumar Chalotra Dy SP, Pritam Singh Jamwal Dy SP and Ajay Singh Jamwal, Inspector had also investigated the case.

Upon this Principal Sessions Judge issued notice to all these police officials for submitting their explanation on the next date of hearing.

Committee to check black marketing formed

JAMMU, Nov 22: A review of stock, supply and sale of essential commodities besides the mechanism for price fixation was conducted at a meeting of senior officers from various departments held here today.

Divisional Commissioner Jammu, Pramod Jain reviewed the availability of basic amenities in the market and also the rates at which the items are being sold to the common man.

On the occasion, a ten member Committee was constituted with Retired Director Health J K Sharma as its president to check the quality, quantity and rates of essential commodities and prevent adulteration, black marketing and profiteering.

Regarding LPG, the officers expressed concern over its misuse in business establishments and vehicles. It was decided to launch a crackdown in various business establishments to avoid use of domestic cylinders in shops and also in vehicles.

To avoid black-marketing of kerosene oil and ensure its availability to the consumers, Director CA&PD was asked to identify localities, particularly those where poor and weaker sections reside so that adequate K.oil tankers would go on daily basis and on spot distribution would be made to the retailers. The rate has been fixed at Rs 9.40 per litre. It was decided in the meeting that separated/skimmed milk will be sold only in the packed form and absolutely not in loose form.

Referring to the black marketing and profiteering by commissioned agents, Jain apprised that to prevent this all such agents would be provided licenses. The committee would prepare commodity wise viable price list wherein genuine prices would be fixed keeping in view the profit of retailers and dealers. It was informed that their profit would be appreciably reduced for the benefit of the common man.

On maintaining cleanliness and hygiene in and around dhabas and restaurants, the Divisional Commissioner asked the representatives to strictly adhere to the safety.

While reviewing the availability of other essential commodities in the market, Mr Jain directed the General Manager Food Corporation of India (FCI) to take immediate measures for providing adequate sugar to public.

The officers and members of various associations apprised of the measures being taken by them to ensure quality eatables and proper basic amenities. It was apprised that Rs 7.5 lakh was realized as fine from the defaulters during several raids conducted by the squads.

He asked the officers to maintain quality and rate lists display especially in respect of fruits and vegetables. He also impressed upon the common masses to cooperate with the administration to curb black marketing, profiteering and related problems.

Among others, Director CA&PD, Assistant Drug Controller, Area Manager IOCL Jammu, Deputy Director Horticulture, Health Officer, President Retailer Federation, President Fruit Association Narwal, President Consumer Welfare Association, General Manager FCI, President Halvai Association, President Dhaba Union, Chairman Dhaba Union, Secretary Consumers Welfare Association, were also present on the occasion.

 
 

TSO Katra placed under suspension

UDHAMPUR, Nov 22: Minister of State for Consumer Affairs and Public Distribution Department, Manjeet Singh during a review meeting with officers of Consumer Affairs and Public Distribution Department, Udhampur has asked the Director, CA & PD, Jammu to attach Tehsil Supply Officer, Katra, Ram Lal in his office holding him responsible for not monitoring the distribution system of essentials effectively which resulted in arrest of a K. Oil dealer at Katra two days ago.

The Minister also directed the Assistant Director, CA & PD Udhampur to hand over the charge to TSO Moungri, Mela Ram in addition and hold an inquiry into the whole.

The Minster issued categorical instructions to the Tehsil Supply Officer to conduct the checking of ration and K.Oil dealers besides traders twice a week and keep a strict watch on the distribution of essentials in their respective jurisdiction. In case of any complaint from the public, the Tehsil Supply Officer concerned would be squarely held responsible for the lapse. Strict action would be initiated against such erring officers, the Minister said.

The Minister also took stock of food grains and sugar lying in various stores of the district. He also directed the officers to make adequate stock of ration and K.Oil in winter zones of the district so that the inhabitants of these hilly areas do not feel any scarcity of ration etc. Adequate quota of wheat, atta, rice and sugar including BPL ration was stocked in the stores of the district, the Minister was apprised.

Meanwhile, the Assistant Director, CA & PD, Reasi has placed the K. Oil dealer, Kalka Nagar, Katra, Anil Wazir, under suspension against whom case stand registered in Police Station, Katra on account of black-marketing of K. Oil.

TSO Katra was also placed under suspension by Director CA&PD, BD Sharma today.

Azad pays tributes to Lt Gen Bikram Singh

JAMMU, Nov 22: Holding sacrifice and excellent performance of Lt. Gen. Bikram Singh in highest esteem, Chief Minister Ghulam Nabi Azad said that the legacy of patriotism and valour of late General is the joint heritage of the country. He said Jammu and Kashmir is proud for the services rendered by Lt. Gen. Bikram Singh in the state.

Paying rich tributes to Lt. Gen. Bikram Singh at a Shardhanjali Samaroh here today, Mr. Azad highlighted his extra-ordinary services rendered in various capacities in the army.

Chief Minister said that Lt. Gen. Bikram Singh rendered laudable service in organizing and maintaining a sharnarthi camp in 1947 at Kurukshetra receiving country wide appreciation.

Chief Minister also laid a flower wreath at the statue of Lt. Gen. Bikram Singh.

The samaroh was organized by Lt. Gen. Bikram Singh Yadgar Committee at Bikram Chowk Jammu and was attended by family members of the Lt. General.

Among others, Minister for Health and Medical Education Mangat Ram Sharma, legislators Ashok Sharma and Yogesh Sawhney, Mayor Jammu Municipal Corporation Ch. Manmohan Singh, corporators, army officers, police and civil administration besides political leaders and prominent citizens were present on the occasion.

Mr. Mangat Ram Sharma and other speakers recalled the services of Lt. Gen. Bikram Singh rendered in Jammu and Kashmir.

JAC demands Rs 1000 interim relief for J&K employees

JAMMU, Nov 22: Joint Associations Committee (JAC) of all J&K Government workers and employees have demanded interim relief of Rs 1000 per month for the employees till outcome of the 6th Pay Commission and strongly condemned the Government for its move of privatisation of several departments.

At a one day convention of the Government employees held here today, a large number of Associations and Union leaders from various departments raised many issues connected with the welfare of the workers class and urged upon the Government to provide some interim relief to the employees in view of the sharp hike in the prices of all the essential commodities. They pointed out that it will take long time to the Pay Commission for deciding the fate of the employees, therefore, in order to provide them some relief, Rs 1000 per month as an interim relief be provided to each employee in addition to his/her pay per month.

The employee leaders also raised the issues pertaining to Public Sector Undertakings, daily wagers and contractual employees. Strongly opposing the move to privatise several Government departments, the Association leaders cautioned the Government to review its decision and not to invite unnecessary confrontation over this issue. They also demanded restoration of pension schemes, enhancement in interest rate of the GP Fund, withdrawal of ban on new recruitments in various departments and stop retrenchment of workers.

Convenor of the JAC, Ram Kumar Sharma stressed for the uniformity in the wages of the employees working as daily wagers and issue orders of regularisation of the workers who have completed 5/7 years in service.

Demand for proper maintenance of GP Fund accounts, ceiling for income tax up to Rs 2 lakhs, grant of 15 % dislocation allowance to the employees posted out of hometowns and grant of interim relief to all the State employees before Pay Commission’s outcome etc were also raised during the convention.

JAMMU, Nov 22: Government College for Women, Parade, is going to organise a UGC sponsored two-day national seminar on ‘Enhancing Educational Opportunities for Economic Empowerment of Women’ on November 24-25.

Delegates from different institutions of higher education in the country as well as within the State are participating in the first of its kind seminar being hosted by the Parade College this year.

This was informed by Prof Indira S Rathore, Principal of the college, while addressing a news conference, here today.

"The organising committee has selected twenty five papers, including four lead papers on the sub-themes related to main topic and these papers shall be presented during four technical sessions of the seminar," she disclosed.

Four sub-themes of the topic are ; ‘Higher Education among Women-Redefining from Entrepreneurial Perspectives’, ‘Low Socio-economic status and Higher Education among Women - A Challenge’, ‘Scope of IT in Higher Education for Economic Empowerment of Women’ and ‘Rural Women and Higher Education - Issues and Approach.

Prof Riaz Punjabi from JNU will deliver key note address in the inaugural session in which MoS Higher and Technical Education Aijaz Ahmed Khan and Principal Secretary Higher Education A K Angurana will be the chief guest and the guest of honour, respectively.

Jatt Youth Federation announces district, tehsil heads

JAMMU, Nov 22: To strengthen the organisation, J&K Jatt Youth Federation has announced its district and tehsil heads.

Ashu Choudhary, Rajesh Choudhary, Suresh Choudhary and Gurvinder Singh have been nominated as district president for Jammu, Kathua, Rajouri and Samba, respectively while Manjeet Singh Sarkaria, Surjeet Singh, Kulbir Choudhary, Madan Choudhary, Sanjay Choudhary and Suram Singh have been appointed as tehsil president for Jammu, R S Pura, Akhnoor, Bishnah, Sunderbani and Kathua, respectively.

Harpreet Singh and Umesh Choudhary are block president for Vijaypur and Kohur, respectively while Harpal Singh, Anil Choudhary, Parveen Choudhary and Sahil Choudhary have been nominated as president for Jammu University, GGM Science College, Commerce College and MAM College, respectively.

Their names were announced by Manjit Singh Jatt, president of J&K Jatt Youth Federation, while talking to media persons at Jammu University, here today.

He also highlighted some demands of the Federation and appealed the coalition Government in J&K to include MLA Suchetgarh Gharu Ram, who is the lone Jatt Legislature in the State Assembly, into the Council of Ministers.

The press conference was also addressed by Karnail Singh, Ravinder Choudhary, Satnam Singh, Mandeep Singh, Taran Singh, Vineypal Singh and Pali.

2 die under mysterious circumstances

JAMMU, Nov 22: Two persons died under mysterious circumstances while as a man died after consuming poisonous substance and three made abortive attempts to end their lives.

Police spokesman said that body of one Janak Raj, son of Tirath Ram of Miransahib was recovered under suspicious circumstances. The body was shifted to Government Medical College Hospital for post-mortem.

Another body of an unidentified man was recovered from Chatha Mini-Bus Stand. The body was shifted to GMC Hospital by the police personnel of Chatha Police Post.

In both the cases, police has initiated inquest proceedings.

Meanwhile, one Pawan Sharma of Shakti Nagar died after consuming poisonous substance at his residence. He was rushed to hospital when spotted unconscious by family members.

Doctors immediately provided him stomach wash treatment followed by other medicare. But he could not fight for his life and died. The body was, later, handed over to family members after all legal formalities.

Police has started investigations into the case.

The spokesman said that three persons identified as Madaber, son of Mohd Tariq of Basohli, Sonika of Kathua and Rekha of Ramgarh allegedly made attempts to end their lives.

They were rushed to hospital when spotted unconscious by parents. Doctors immediately provided them stomach wash treatment. Their condition was stated to be out of danger when the reports last came in.

The spokesman said that five persons were injured in separate road accidents reported from different parts of Jammu city and its outskirts.

They have been identified as Ghulam Mohd, son of Haider Ahmed, his wife Nasrila of Srinagar, Rajinder Kour, wife of Rajinder Singh of Simbal, Dev Raj, son of Mani Ram of Barankote, Pawan Kumar, son of Sham Lal of Udhampur.

Workshop on ‘Enhancing Job Skills’ organised

JAMMU, Nov 22: A workshop on Enhancing Job Skills was organised by the Employment Information Cum Advisory Bureau in the Centre for Adult, Continuing Education and Extension, Jammu University, here today.

Students from eleven PG Departments of JU participated in the workshop which was aimed to enhance the employability skills of the students and make them competent for the present job market.

Two eminent experts from Career Smart Pvt Ltd, Usha Alberquere, Director Career Smart and Sushma Singh, were the chief resource persons.

In his inaugural address, Vice-Chancellor Prof Amitabh Mattoo said that the greatest strength of any nation is its work force, especially the young human resource. Since India happens to be one of the youngest nations of BRIC countries with a large work population , the strength of this large work force lies in its soft skills, he said adding that this is the area where we need to concentrate. He said that average capacity of young students of Jammu is very high but a large part of their potential remains unexplored due to lack of soft skills, networking, marketing skills and self knowledge. So the aim of holding such workshops should be to fill up these gaps, he suggested. Earlier, Prof Poonam Dhawan, Director CACE&E, highlighted the need and importance of organising such workshops. The programme was conducted by Sita Anand while vote of thanks was presented by Priyanka Sharma.

Village guards’ deputation meets Financial Comm Revenue

JAMMU, Nov 22: A deputation of Provincial Village Guards Union (PVGU) led by Abdul Majid Khan, president All J&K Low Paid Employees Federation, met the Financial Commissioner Revenue and presented a memorandum enlisting various demands of Village Guards and Numberdars.

The demands pertained to regularization of Village Guards as Class IV employees as has been done in Haryana, West Bengal and many other states of the country, grant of fixed Travelling Allowance at the rate of Rs 100 per month to them, enhancement in stitching charges, expenses for purchase of boots at par with market rates, enhancement in honorarium of Numberdars, issuance of identity cards to Village Guards and Numberdars departmentally, grant of pension and family pension to those village guards who have been ousted on becoming aged and infirm or who have died in harness etc.

The deputation said Village Guards were getting a paltry rate of Rs 225 per month since April 1997 while Numberdars are being paid Rs 81 per month for more than 25 years.

The Financial Commissioner Revenue listened to the deputation with patience and assured sympathetic consideration expeditiously.

eradication of corruption

JAMMU, Nov 22: All J&K Plus Two Lecturers Forum organised a seminar on "Eradication of corruption"at Banquet Hall TRC, today.

The seminar which was attended by a large number of participants including lecturers, senior lecturers, principals , CEOs, Joint Directors, discussed various aspects of rampant corruption in the society and its damaging effects on every sphere of life.

During the seminar special focus on the daring steps of the State Government particularly by the Chief Minister, Ghulam Nabi Azad in curbing the menace of corruption from the State administration and the society on the whole were appreciated.

The participants made various suggestions for eradication of corruption and stressed on educational awareness through regular schooling and incorporating the relevant contents in the curricula for inculcation in the minds of the children.

The presentations made by Manmeet Bali, Dr Liyakat Jaffari, Dr Bansi Lal Sharma, Manmeet Kour and Kiran Jeet Kaur were comprehensive and informative.

The Secretary to Government School Education Department, Khizar Mohammed Wani was the chief guest on the occasion. He said such type of seminars will enable the right thinking people to have a comprehensive discussion on the subject.

He stressed on enhancing such activities across the state at every district , tehsil and block level which ultimately should get the space in the columns of text books to make the younger generation aware of the damaging effects of corruption in the society.

Director School Education, D K Vaid who was the guest of honour said it reveals that Forum has a constructive approach. He expressed the hope that the Education Department will further gear up to launch awareness campaign.

Their Forum chief ,H D Qureshi expressed his determination to make the people aware about such sensitive issues. Others who spoke include D P Dutta and Kiran jeet Kour, vice presidents, Gurcharan Singh general secretary and Charan Dass.

Police-public meeting held at Hiranagar

KATHUA, Nov 22: To involve locals to keep a check on the activities of anti-national and anti-social elements, Kathua Police today organized a meeting with villagers at border village of Chakra near Hiranagar.

A team led by Additional Superintendent of Police (ASP) Kathua, M Y Kichloo along with Sajjad Nabi, SDPO Hiranagar and SHO Hiranagar Ashok Singh interacted with the villagers and sought their cooperation in keeping a check on the activities of anti-national elements.

Addressing the meeting, Mr Kitchloo called upon the border inhabitants to cooperate with the police.

ASP assured the people that police was for the welfare and service of the common masses so they should not hesitate is discussing their problems with the police.

President of the Border Welfare Union, Nanak Singh also addressed the meeting.

Land near Nagrota being identified for
migrants’ tenements: Prem Sagar

JAMMU, Nov 22: Decision to identify State land for the construction of two room tenements for Kashmiri migrants near Nagrota has already been taken at a recently held meeting chaired by Chief Minister Ghulam Nabi Azad, said Minister of State for Finance, Law, Revenue and Planning Prem Sagar Aziz while addressing public meetings at Purkhoo and Mishriwala migrant camps.

District Development Commissioner Jammu Hirdesh Kumar Singh, Relief Commissioner Jammu Mohinder Singh were also present.

Mr. Aziz said that Government is fully aware of their problems and is taking keen interest to redress these at the earliest. He said work on 480 two room tenements are in progress and likely to be completed before the end of current fiscal year. He gave on the spot instructions for necessary addition and alternation in the bed room and Kitchen of each set as demanded by the migrants. He also directed Relief Commissioner to initiate process of transfer of ration cards of the migrants at the nearest ration depots of their present location.

In all 5200 flats have been proposed to be constructed to accommodate migrants who are present by putting up in various camps in and around Jammu. Of these, work on 1050 flats is going on and the Government land near Nagrota is being identified to construct the remaining flats to accommodate Mishriwala and Battal Balian migrant campers. Of the allocated funds of Rs. 1.20 crore, Rs. 1.14 crore has been released for an early completion of the on going construction works.

Responding to other demands like adding 11th and 12th class in the Purkhoo Camp High School, Bifurcation of families, special package for unemployed educated youth, delivery of standard weight LPG cylinders, deployment of migrant engineers for speedy construction of migrant quarters in double shift. Reorganization of Relief organization, repair and renovation of Lanes, Drains at Mishriwala, Mr. Aziz asked the Deputy Commissioner Jammu and Relief commissioner for immediately necessary action in the matters in their competence and rest will be taken up at the appropriate forum for early redressal.

BJP constitutes Committee in land
grabbing issue of Bhadarwah

JAMMU, Nov 22: State president, Bharatiya Janata Party (BJP), Ashok Khajuria today constituted a two member Committee under the leadership of Ex Party chief, Daya Krishen Kotwal to take stock of the situation arising out of the alleged land grabbing by the Government on the name of development in Bhadarwah town of Doda district.

Jyoti Parkash Sharma, senior BJP leader is the other member of the Committee.

According to a Party handout, the BJP chief has constituted this Committee after receiving various public complaints that land belonging to Hindu temples and Shishu Samadhis (grave yards of children) is being grabbed by the Government and the members of minority community are being harassed by the administration on one pretext or the other.

Mr Khajuria has asked the Committee members to personally visit the places from where the Party has received the complaints during the last 15 days, assess the situation and take up the matter with the senior functionaries of the Doda administration.

The Committee has been further asked to submit its report to the Party president within a week’s time.

Rapist arrested by Gharota Police

JAMMU, Nov 22: Police today arrested a man for raping a minor girl in Rabata village under the jurisdiction of Gharota Police Station.

Police spokesman said that on a specific information, a police party from Gharota Police Station led by SHO Inspector Mohd Aslam under the direct supervision of Sub-Divisional Police Officer (SDPO) Akhnoor Atul Sharma conducted a raid in Gharota area this evening and arrested the rapist.

The accused has been identified as Khurshid Ahmed, son of Din Mohd of Rabata village. He has been booked under Sections 376, 342, 341 RPC.

He had committed rape on a teen-age girl of the same village on November 14, 2006 and parents of the victims lodged complaint about the same on November 19, 2006.

PHE directed to improve water supply

JAMMU, Nov 22: The Committee on Government Assurances has directed the PHE Department to initiate measures to ensure potable drinking water to people of Jammu and Kashmir especially in rural and far-flung areas. Drinking water is the basic amenity for common man and it becomes the d uty of the department to provide this facility to all.

The Assurance Committee that met here today with MLA M.Y.Tarigami in chair has reviewed the status of Government assurances made in the Floor of House from time to time in response to the queries of various Members.

The Committee expressed concern over the non-implementation of assurances and viewed that all such assurances are related to the common man of the State and departments concerned should implement these with utmost care on priority basis. The Committee laid stress on durable and time-bound schemes so that the benefit of such water supply schemes reach to the needy segments. The officers of PHE department were directed to concentrate on the completion of on-going schemes on priority and all new schemes should be taken before ensuring the funds prior to their start so that these are completed in time-bound manner.

Gharu Ram, Member of the Committee raised the issue of testing the water of hand pumps installed in various localities and said that the department should take random checks of sample and ensure that people should get the safe drinking water.

The Committee has also directed the PHE department to provide a status report of all under-going schemes for the perusal of the Members within a fortnight.

Those present in the meeting include, legislators Mohammad Sayed Akhoon, Abdul Gaffar Sofi, Additional Secretary, Assembly Mohammad Ramzan, Superintending Engineer, PHE V.K.Puri and other officers of PHE department.

Government considering restructuring of
Agro-Industries Corporation: Zargar

JAMMU, Nov 22: The annual turn over of Jammu and Kashmir Agro Industries Development Corporation has crossed Rs. 43.19 crore during the year 2005-06 resulting in net profit of Rs. 2.67 crore to the corporation.

This was stated by Minister for Agriculture and Cooperatives Abdul Aziz Zargar during a review meeting of the Corporation convened here today.

Addressing the meeting, Mr. Zargar said that the Government is contemplating for restructuring J&K Agro Industries Development Corporation for making it commercially viable. He said that the Corporation being a public sector unit has to made self-sufficient and vibrant by way of establishing more commercial units under agriculture sector. He asked the management of the corporation to identify and explore the areas under the sector for making investments to promote Agro based industrial activities.

The meeting was also attended by Principal Secretary Agriculture S.S. Sahani, Commissioner Secretary Finance B.B.Viyas and Managing Director Jammu and Kashmir Agro Industries Development Corporation Gowhar Ahmed.

J&K Sheep, Wool Workers Association organises protest

JAMMU, Nov 22: To highlight their demands, employees of Sheep Husbandry Department organised a protest demonstration at the Directorate of Sheep Husbandry complex, here today.

The demonstration was organised under the banner of All J&K Sheep and Wool Workers Association. Besides highlighting their long pending demands, the demonstrators were protesting against the Government order of delegating DDO powers to Block Vety Officers in Sheep Husbandry Department.

Addressing the demonstration, Mohd Gafoor Dar, State president of the Association asked the Government not to adopt delaying tactics on genuine demands of the employees and warned that similar demonstration and dharnas would be organised on December 26 at district level. He feared that the delegating of DDO powers to Block Vety Officers will create financial mis-appropriation in the Department and also victimise the non-Gazetted employees whose time bound promotion, GPF cases and retirement papers will get further delayed.

He also highlighted other demands of employees which included removal of pay anomalies of Para Vetenery staff of Sheep Husbandry Department, two and half day's extra pay to the field staff, 100 percent reservation of posts of Store Officer, Technical Officer, Mobile Officer and Shearing Inspector for non-Gazetted staff.

The demonstration was also addressed by Bharat Bhushan Bhatti, G N Sheikh, Om Parkash Sharma, Karamat Malik, Mohd Munshi Khan, Kuldeep Sharma, Magar Singh, Shams-u-Din, Hem Raj, Abbas Kelam, Dehru Singh, Mohd Sharif, Rajinder Singh , Mohd Bashior Mugal and Ashok Badyal. They appealed the Minister for Animal Husbandry Department and Commissioner Secretary concerned to intervene personally for an early solution of their demands.

Meanehile, according to the Association, similar protest demonstration was organised by the Sheep Husbandry workers at Lal Mandi Srinagar.
