Joint
anti-terror mechanism
Sir,
The Foreign Secretary level
talks which have culminated in agreeing
to set up anti-terror joint mechanism has
not warmed many hearts in this part of
the border. It is good to have euphoria
over the outcome of talks but real
politic and past experience must be borne
in mind.
Our experience with our
neighbour calls for a cautious approach.
First of all is the problem of mechanism
set up to kickstart the joint anti terror
mechanism. Pakistan accepting the fact
that terror emnates from its land is a
million dollar question. Then even if
under international pressure it accepts
India's evidence as real then how will
the mechanism work when a large segment
of their army and intelligence is hand in
glove with the terror machine. It has to
be borne in mind that even on not such
contagious issues like Sir Creek and
Tulbul no positive headway has been made
baring a joint survey and patrol which
again is a time deflecting ploy. The
designs of Pakistan may will be
understood by the alacrity it has
displayed in being able to defer the
Baglihar decision. Soon after the ending
of the talks the firing of Gauri -V
should not be ignored. We need to be
realistic and more assertive vis-a-vis
our neighbour.

"Reduce
Frontier duty tenure''
Sir,
We the Ladakh non-local
employees of various departments draw the
kind attention of the Commr/Secy to Govt.
GAD, Ladakh Affairs, Secretary School
Education, and DSE (Kashmir) towards the
following few submissions for the favour
of their sympathetic consideration
necessary action there of .
That as per Ladakh Transfer
Policy (LTP) the maximum tenure for
non-local employees to serve in the
Frontier Districts of the State including
Kargil and Leh Districts of Ladakh region
is two years which needs to be reduced to
one year only from the existing two years
keeping in view the age factor, health
and other problems and circumstances by
the Ladakh Affairs Deptt /DSE (K).
In addition to the above the
Ladakh non-local employees face many
problems and project- genuine demands
which include providing Air service to
Kargil, reservation in Dekota and Indian
Air Lines flights at Leh, Jammu.
Srinagar, Chandigarh and New-Delhi and
vice versa to all non-local Ladakh
Employees (Both State Central Employees),
exemption from Income Tax at par with
local Ladakh employees, providing Govt.
accommodation to all non-local employees,
enhancement TA & advance TA, timely
announcement of Winter and Summer
vacation for education employees of
Ladakh Region/Kargil, increase in
CA/Boarder Area Allowance to all the N/L
Ladakh Employees besides reduction in
Frontier duty tennure.
There a forceful plea is
made to the Government to reduce the
Frontier duty from two to one year.

Children's
Day
Sir,
Children's Day is celebrated
every year throughout the country with
great fanfare and enthusiasm. But this
year's Children's Day i.e., the 117th
Birth Anniversary of Pt. Jawahar Lal
Nehru was something special in the State
of J&K that Children's Day was
celebrated at the state level to remember
the first Prime Minister and a towering
personality of the Nation. A mega show
was organised by the Deptt. of Education
in the winter capital of State at M.A
Stadium. This event because possible only
the sincere efforts of Chief Minister
Ghulam Nabi Azad and undoubtly by the
efforts of Education Deptt. of the State.
The show was a great success
with nearly 50,000 children from various
schools/colleges of the Jammu
participating in it. A colourful cultural
programme was presented by the students
of various Institutions.
But sorry to say that this
function remained confined to few leader
of the Congress party and there was no
leader either from the opposition party
or even from the coalition partners of
the Congress party present in the event.
One can really doubt whether it was a
Congress Day or Children's Day. Does
Children's Day not imply to the other
coalition partners of the Congress as
well as the opposition parties. Should it
hot had been made mandatory for every
faction of the Government to participate
in it? These are the questions which
really struct the mind. Nobody knows who
is to be blamed --politics, political
parties or petty political gains.
