5242 tenements being constructed for migrants

JAMMU, Nov 17: Governor Lt. General (Retd) S K Sinha today took stock of the progress on 2-room tenements being constructed for Kashmiri migrants in the periphery of Jammu. He visited the construction sites for Group A and B blocks of 128 dwelling units each at Muthi and discussed with the officers about their status and likely time of completion.

General Sinha called for expeditious completion of these tenements for shifting the first batch of migrants early next year.

The Governor went round various blocks. Each tenement comprises a bed room, a living, a kitchen, a toilet and a balcony.

Relief Commissioner, Mohinder Singh and engineers informed the Governor that notwithstanding the delay, the tenements in Muthi camp would be ready early next year and in other camps a few months later.

In all, 5242 two-room tenements are being constructed in different camps in three years at a total cost of Rs 184.72 crore.

On the occasion, a large number of Kashmiri migrants were present in the camp. The Governor was given a detailed briefing by the engineers about the project. The three blocks in Muthi will cost about Rs 11 crores. So far Rs 4.54 crore have been spent on these.

General Sinha has visited the camp on April 27 this year to take stock of the progress on construction.

 

Bail application of Minister's grandson rejected

KATHUA, Nov 17: Chief Judicial Magistrate of Kathua, Virender Singh Bhau today rejected bail application of Nitin Sharma, who has been arrested by the police under sections 294, 354, 504, 506, 366/ 511 RPC. Nitin Sharma is son of Congress leader Subash Sharma and grand son of veteran Congress leader and Minister of Health and Medical Education, Mangat Ram Sharma.

After hearing arguments of advocates of both the parties, the CJM Kathua rejected bail application of Nitin Sharma.

Meanwhile students of GGM Science College and some other institutions today boycotted their classes and held protest demonstration against Kathua incident. They demanded action against the accused and criticised Kathua Police for not acting properly in this case.

Worthwhile to mention here that Nitin Sharma was arrested after students of Kathua organised protest demonstration and blocked Jammu-Pathankote national highway on Wednesday as Kathua Police was initially hesitating to register case against him.

Azad discusses upliftment of backward tribes

Jammu, Nov 17: Chairman National Commission for Denotified Nomadic and Semi-Nomadic Tribes Balakrishna Sidram Renke called on Chief Minister Ghulam Nabi Azad here today.

Member of the Commission Laxman Bhai K. Patni and its Member-Secretary Laxmi Chand were also present.

Mr. Renke apprised the Chief Minister that the Commission has been setup by the centre to recommend measures required for improving the socio-economic conditions of backward tribes in the country. The Commission setup in February this year will submit its report in February 2007.

Chief Minister while interacting with the 3-member team of the Commission said that several schemes have been launched in the state for socio-economic and educational advancement of Gujjars, Bakarwals and other scheduled tribes and economically weaker sections of the society. He said that Gujjar and Bakarwal hostels have been setup in the state at the district level while scholarships are also being provided to the students of such communities to facilitate their education. In addition, mobile schools have been established to cater to the educational requirements of the children of migratory Gujjars and Bakarwals.

Mr. Azad said that several other schemes are also being implemented for overall upliftment of these communities in the state while several measures are afoot to further improve their socio-economic conditions.

Several matters like setting up of residential schools for improving literacy rate among these communities and provision of milk collection and processing centres for ensuring sustainable development of these communities also came under discussion during the meeting.

HC imposes cost of Rs 20,000, quashes
teacher's engagement

Jammu, Nov 17: Justice Nirmal Singh of the State High Court Jammu wing in a writ petition challenging the engagement of private respondent as Teacher under Rehbar-e-Taleem has allowed the petition with the direction to ZEO to recommend the name the petitioner for the engagement of teacher and the State was directed to pay the costs of Rs 20,000 to the petitioner and quashed the engagement of private respondent.

This judgment was passed in a writ petition filed by Poonam Rana through Advocate Nitin Bhasin in which it was submitted that Director School Education Jammu invited application for two posts of teachers under Rehbar-e-Taleem for village Laham. The petitioner and private respondent being eligible applied for these posts. The Village Level Committee prepared a panel of candidates for the engagement as teacher under the said scheme. ZEO on the verification and recommendation of village level committee prepared a merit panel of the candidates for their engagement as teacher under the Scheme. In the merit panel, the petitioner figured at Serial No 4 and Private Respondent figured at Serial No 5. The candidates who are at Serial No 1 and 2 namely Surinder Singh and Chhabil Singh were selected and appointed. The Govt accorded sanction for opening of another primary school in village Laham. ZEO did not prepare a fresh panel, the merit list prepared on the recommendation of VLC was update where in the qualification of B.Ed acquired subsequently by private respondent has been taken into consideration for the appointment in the newly open primary school Laham SC Basti.

Justice Nirmal Singh after hearing both sides and after perusal the record observed that issue involved in this petition is whether the qualification acquired by a candidate after the last date of the submission of the application can be taken into consideration. The merit panel has been prepared on November 4, 2003, private respondent acquired B.Ed qualification on December 14, 2003 and she made a request for entertainment of B.Ed marks in the panel on January 16, 2004. it shows that his qualification has been taken into consideration after January 16, 2004. In the case the B.Ed Qualification acquired by private respondents had been taken into consideration at the time of preparation of update panel than the name of the private respondents shall have been above the name of the petitioner because some marks must have been awarded for higher qualification while preparing the update panel. It shows that ZEO has fabricated the record with taking into confidence the Village Level Committee. The ZEO has no power to consider the qualification and prepare the panel. The ZEO inserted B.Ed qualification against the name of private respondent to favour her, so that se may be engaged as teacher. Why the ZEO has done so it is only known to him. The petitioner is higher in the merit panel. Therefore, she is entitled to be engaged as Rehbar-e-Taleem teacher not private respondent. With these observations Court accepted this petition with costs of Rs 20,000. The order of engagement of private respondent is quashed and ZEO recommended the name of the petitioner for the engagement and the state is to pay the costs to the petitioner, however, the state is at liberty to recover the costs from the ZEO

JAMMU, Nov 17: Thirty four persons were injured, six of them critically, when a bus carrying them, skidded off the road and rolled down into nullah near Chenani late last night.

The ill-fated vehicle bearing registration number JK01Y-402 was on its way from Srinagar to Jammu when met with accident. On the receipt of information, a police party rushed to District Hospital Udhampur and six of them were, later, referred to Government Medical College Hospital for specialised treatment.

JAMMU, Nov 17: A deputation of various trade union organisations belonging to State Public Sector Undertakings (PSUs) led by Shiv Kumar Sharma, state president Indian National Trade Union Congress (INTUC) met Finance Minister, Tariq Hamid Qarra and apprised him about the difficulties being faced by the PSU employees.

According to a press release, he highlighted the problems of non release of the salaries of PSU employees, non remittance of the CP and GP with the concerned authorities of some of PSUs like SRTC, JKI, JKHDC etc. for the last more than five year, non implementation of pensionary benefits and other pending issues.

The deputation also demanded conversion of COLA into DA, merger of 50 percent COLA/DA with basic pay, regularisation of consolidated and DRW’s workers in PSU and release of pending DA/COLA for the last three years.

The Minister gave a patient hearing and assured to solve their genuine demands. The delegation also met Health and Medical Education Minister, Mangat Ram Sharma, RDD Minister, Jugal Kishore, Power Minister, Rigzin Zora, PWD Minister, Gulchain Singh Charak, Social Welfare Minister, Hazi Nissar and apprised them about problems of the employees.

Dogra Law College bags Ist prize in debate contest

JAMMU, Nov 17: Surekha Bhat from Dogra Law College, bagged first prize in the Inter-Collegiate/ departmental debate competition organised by the Department of Students Welfare of Jammu University, under "Display Your Talent" programme here today.

Tanvi Mahajan from Govt College for Women Udhampur, Magandeep Kour from Govt Degree College, Kathua were adjudged second and third, respectively. Neeraj Sharma from GGM Sc College, Jammu was awarded the certificate of merit.

The team from Govt Degree College, Kathua was declared as the best team in the contest. The motion for the debate was "In the opinion of the House: " Gandhian Philosophy is still relevant in the present socio-political scenario." Each participant was given a maximum time of five minutes to express the views for or against the motion. Prof Zahoor-ud-Din, S P Sahni, Jagdish Chander were among the adjudicators.

Dr Vishawa Raksha, teacher incharge of the debate contest read out the rules and regulations and supervised the programme. Prof N R Sharma, chairman Campus Cultural Committee, Dr P S Pathania, Dean Students Welfare and Dr Shoab Malik were also present on the occasion.

 

Basohli observes complete bandh

BASOHLI, Nov 17: A complete bandh was observed in Basohli town and adjoining localities to lodge protest against refusal of the higher officers to visit the site proposed by the residents of Basohli for construction of college building.

All shops, bussines establishments, schools and other institutions remained closed in response to the bandh call given by the All Parties Action Committee and supported by students union, Beopar Mandal and College Action Committee.

Students took out a protest demonstration which passed through different areas of Basohli town. Students raised slogans against government.

Residents alleged that despite repeated appeals by the local people, the official delegation comprised of Principal Secretary, Higher Education, Ashok Kumar Angurana and Director College Development, N D Wani refused to visit Mairh, the site proposed by the locals for construction of the building of the college. The delegation also visited Tirari-the site proposed by Lok Sabha member Ch. Lal Singh and Basohli MLA, Kanta Andotra.

Amresh Sharma, Kartar Singh, Ved Mankotia, Jagdish Sapolia, Devender Kumar Sharma, Sudershan Chouhan, Deepak Sharma, Sultan Sheikh, Shammi Sapolia, Hari Krishan Kapoor, Amit Padha, Sunil Padha and others addressed the people.

DB issues notice in LPA filed by Munsiffs

Jammu, Nov, 17: In a Latter Patent Appeal filed by Six Munsiff Magistrates seeking setting-aside the judgment of Single Judge passed on November 10, 2005, a Division Bench comprising Justice Nirmal Singh and Justice Hakim Imtiyaz Hussain after hearing Advocate KS Johal appearing for the appellants issued notice to State of J&K through Commissioner Secretary Law, Registrar General of State High Court, Secretary J&K PSC and 73 private respondents including two proforma respondents.

In the LPA it has been submitted that petitioners namely Rajesh Kumar Abrol, Chain Singh Bavoria, Vijay Singh Manhas, Kalpana Revo, Mussarat Shaheen and Surjeet Singh Bali all presently Munsiff Magistrates were appointed as Munsiff on Substantive basis. Prior to their appointment, they were initially appointed as Munsiff on adhoc basis vide order dated may 22, 1996. This adhoc basis appointment was made in accordance with rule 42-A of J&K Civil Services (Judicial) Recruitment Rules.

It was further submitted that in pursuance of advertisement of the High Court of J&K, the appellants were interviewed by the three judges of J&K High Court headed by the then Chief Justice Ramakrishna, Justice VK Gupta (presently CJ Himachal) and Justice BA Khan (presently Chief Justice J&K). On the basis of test/interview the select list of adhoc Munsiffs came to be issued and appellants along with persons were appointed as Munsiff on Adhoc Basis. It is further submitted that the appellants being duly qualified at time of their appointment performed their duties un-interruptedly till they were appointed on substantive basis; hence the appellants cannot be ignored for the purpose of determining the seniority.

The petitioners prayed that Single Judge has not appreciated the correct principal of service jurisprudence vis-à-vis the determination of seniority while interpreting the provisions of Article 24 of J&K Civil Services Classification Control and appeal rules and seeking set-aside the judgment of single Judge.

Govt to equip hospitals with modern diagnostic facilities

Jammu, Nov 17: To equip all District and Sub District Hospitals with modern diagnostic and treatment facilities and specialized doctors, government is contemplating to pool resource and generate adequate funds for ensuring high grade medicare facilities and treatment in government hospitals, Minister for Health and Medical Education, Pt. Mangat Ram Sharma stated this while inaugurating Rs. 13 lakh RCH block in the Sub-District Hospital Akhnoor today.

Mr. Sharma said that all PHCs will be equipped with Dental chairs and Dental Surgeons to benefit the rural masses. He said a uniform policy will be adopted to regularize adhoc appointees. He said B Grade surgeon will be made available in different disciplines to cope up the shortage of surgeons till formal recruitment is made.

He said that for upgrading and improving the Sub District Hospital Akhnoor Rs. 4 crore proposal has been prepared which is expected to be implemented in next two years. In addition Rs. 17 Lakh Gynecology ward is also in progress.

Decision to acquire land near Government Medical College Jammu for construction of super specialty hospital has been taken in a meeting held under the chairmanship of Chief Minister, Mr. Ghulam Nabi Azad. He said that government has accepted the demands of posting of SDM at Akhnoor for convenience of backward and migrant people.

Mr. Sharma inaugurated a Free Eye Camp organized by the Viklang CHHATRA Trust in Collaboration with Directorate of Health Department District Blindness and Sant Nirankari mission Akhnoor. He also honoured the doctors, writers, social workers and prominent citizens who rendered valuable services in different fields.

He also released a souvenir of the trust titled "100 free eye camps-1980-2006"

Health employees meet Director, discuss demands

JAMMU, Nov 17: A deputation of J&K Basic Health Employees Association met the Director Health Services Jammu, Dr Jasbir Singh and discussed their pending demands with him here today.

The deputation led by general secretary, Vinod Sharma took up the problems of the Health employees of Jammu province with the director and stressed for early redressal. A memorandum was also submitted in this connection.

They demanded that all the vacant posts under Basic Health Schemes (Malaria wing) right from Basic Health Worker to DMO/Entomologist be filled up as per strict norms, seniority must be considered as only criterion for deputation to any training and multi-purpose health schemes be implemented.

The deputation also demanded formulation of a proper transfer policy, issuance of multi-purpose and first- aid kit with necessary medicines to each health worker deployed in the field and fixed travelling allowance of Rs 500 per month as Rs 45 as TA was a cruel joke with the workers.

Among others who accompanied the deputation included-Suresh Suri, Mani Ram, Madan Lal and other office bearers of the Association.

Air Force School holds annual day function

JAMMU, Nov 17: The Air Force School Jammu celebrated its annual day with traditional gaiety and fervor today.

The function was presided over by Group Captain J S Kler Station Commander, Air Force Station Jammu and Chairman School Management gave away the prizes.

All the guests, parents and children were formally welcomed by Wing Commander A N Raina, Executive Director of the School. The Principal of the School, Mr Vikesh Sandhal while presenting the annual school report highlighted the outstanding academic , co-curricular and extra curricular achievements of the School.

A handout issued here, today said that the Air Force School of Jammu due to its academic achievements, infrastructural facilities, congenial teaching learning ambiance has been adjudged as the best Senior Secondary School of the Western Air Command and has been nominated for the best Air Force School Trophy.

The School won third prize in Inter Airforce Schools Dramatic Competition held under the aegis of Air Force Wives Welfare Association at Air Force Station Bathinda. The School achieved 96.5 % and 95.5% results in XII th and Xth Board examinations.

In Inter Air Force School Painting Competition held at Air Force Station Ambala, the School bagged first prize in junior group while in the Inter School Sports meet at Palam it bagged one silver, three bronze medals in various athletics events.

Peerzada asks PDP to clear stand on self rule

JAMMU, Nov 17: The Jammu and Kashmir Pradesh Congress has asked its coalition partner Peoples Democratic Party (PDP) to clear its stand on self rule.

Addressing a meeting of Party workers at Gandhi Nagar, Education Minister and Pradesh Congress chief, Peerzada Mohammed Sayeed asked the PDP not to go public on the issue and desist from misguiding the people on the name of self rule.

He said PDP should explain the self rule before the working group constituted by Prime Minister on Kashmir.

Criticising the National Conference (NC) for raising the autonomy issue, he said this way the Party was misleading the people for its narrow political ends.

The meeting was organized by senior Congress leader and ex MP Janak Raj Gupta to highlight the achievements of the Congress Government headed by Mr Ghulam Nabi Azad.

Highlighting the achievements of coalition Government Peerzada said under the inspiring leadership of Chief Minister Ghulam Nabi Azad the Government has achieved notable success in fulfilling the aspirations of the people of all the three regions of the state.

He said for the first time in the history of the state, the Government has declared a war against the corruption and maladministration.

CAPD Deptt holds review meeting

JAMMU, Nov 17: In order to review the retail prices of various essential commodities particularly the Kiryana items and the items of daily use , a meeting was held in the Office Chamber of Director Consumer Affairs and Public Distribution (CAPD) Department here today.

The meeting among others was also attended by the president of Federation of Retailers Association and the heads of various consumer organizations.

During the deliberations, the retail sale list of Kiryana items issued by the President, Federation of Retailers Association on November 15 was compared with their list issued a fortnight back and an increase of Rs 5 in the sale rates of edible oils with a simultaneous decrease in the sale rates of desi ghee and pulses was noticed.

On inquiry the meeting was informed that the rise in edible oils was at national level.

The meeting also reviewed the wholesale rate of potatos which stands between Rs 600 to Rs 800 per quintal. It was assured that the wholesale retail rate of potatos will further decline.

Zargar inaugurates Amul Snowcap milk parlour

JAMMU, Nov 17: Minister for Agriculture and Cooperatives Abdul Aziz Zargar today inaugurated Amul Snowcap Milk Parlour, the first of its kind in the country at Railway Station Jammu in connection with the ongoing 53rd Cooperative Week Celebrations. The parlour has been allotted to Jammu and Kashmir Milk Producers Cooperative Limited (JKMPCL) by the Indian Railway Catering and Tourism Corporation Limited (IRCTC).

Speaking on the occasion, Mr Zargar said that parlour would provide fresh and nutritive milk products to passengers during their journey adding that Indian Railway has taken remarkable initiatives by allotting the milk parlour to JKMPCL. He said that with the opening of the milk parlour at Jammu Railway Station, the milk products of the state which are very good in taste and highly nutritious would be showcased not only within the country but outside the country as well, as heterogeneous and multi-national passengers would get an opportunity to buy the milk products from the parlour while coming and going from Jammu Railway Station. He said that with viable and developed diary cooperative like Amul, the milk producers and consumers would be saved from the exploitation by vendors.

The Minister said that the milk parlour which has been established by the JKMPCL milk plant Satwari Jammu in collaboration with Amul is fetching milk from 115 diary societies of Jammu, Udhampur and Kathua districts. He said that 15,000 liters of snowcap brand milk are being provided to the consumers of Jammu city while as 30,000 liters are provided to the consumers of Srinagar city daily.

The Minister asked JKMPCL to reach out the milk producers in remote and far-flung rural areas of the state for organizing milk cooperative societies so as to save them from exploitation by providing better marketing facilities for their milk products. He said that under dairy development programme ample job opportunities can be generated for both skilled and unskilled people especially in rural areas.

BJP chief inaugurates CSIT computer institute

JAMMU, Nov 17: CSIT, a computer-cum-accounting institute at Exchange Road was inaugurated by state BJP president Ashok Khajuria here today.

This institute which started imparting education to the learners hardly one year back, used to educate the freshers in short and long term certificate courses including computer fundamentals, basics, accounting, DTP and internet.

This institute has earned a name in the city within just one year of its coming into existence. Encouraged by record breaking enrolment during last one year, Managing Director of CSIT, Gulshan Anand decided to further modernize it and equip it with all the latest technologies in the field of information technology. More computers have also been added to the existing ones.

In his inaugural address Mr Khajuria congratulated the MD and his dedicated team for making all efforts to ensure completion of one successful year. He said that knowledge of computers is must these days. He asked for imparting good and quality education to the local youth.

Mr Anand in his address gave detail about the institution and courses being taught there. He also said that most of the pass-outs have been adjusted in various companies and other places. Besides him, Balbir Ram, Munish Sharma, Vipan Shastri, Premlata Gupta and K S Jamwal were also present.

Ex-servicemen hold rally

JAMMU, Nov 17: A rally of Ex-servicemen and Veer Naries of Kulu was organized at Kullu by 21 Sub Area under agies of Rising Star Corps.

Although Adjutant Generals Branch of Army Headquarters , New Delhi keeps on launching schemes of welfare for serving soldiers as well as Ex-servicemen, a need for close interaction with the veterans of this region was felt by the Rising Star Corps.

The rally is one of the many efforts undertaken by the Indian Army to bring the Ex-servicemen together, get first hand information on their needs and plan projects for their welfare.

Maj. Gen. Sanjeev Loomba, General Officer Commanding ,Tiger Division welcomed the chairman Himachal Pradesh Public Service Commission, Lt. Gen (retd) B S Thakur.

In his address Maj Gen Sanjeev Loomba informed about many welfare schemes which are to be launched in near future.

The purpose of this rally was to ensure close interaction between Ex-Servicemen in order to address the problems at grass root level and appropriate action taken at the earliest.

Minister announces ambulance for PHC Bufliaz

Jammu, Nov 17: Impressing upon engineers to be on toes for realizinng targets in full regarding tariff collection and installation of meters, Minister of State for Power and Health Peer Mohd Hussain today directed for streamlining power supply by minimizing transmission losses and timely completion of power extension and augmentation projects.

Chairing a review meeting of PDD at Poonch today, Mr Hussian took strong notice of poor recovery in revenue collection and asked officers to achieve full targets in this regard set by the govt. He also directed for total restoration of electric supply in quake affected and snow damaged villages and asked for expediting the process of electrification in these areas on war footing.

Mr. Hussian also ordered to investigate in the purchases made by M & RE Division Poonch to ascertain the reasonability of cost and quality of equipment purchased and submit a detailed report.

The minister announced an ambulance for PHC Bufliaz and assured for posting of pediatrician at SDH Surankote. Regarding grant of relief for earthquake victims and crop damage cases, he said these issues would be taken up with DC Poonch for appropriate action.

Sikh Intellectual Forum flays Badal

JAMMU, Nov 17: Sikh Intellectual Circle today said that the controversy of the Dasam Granth was set at rest decades back by the then Sikh stalwarts and religious dignitaries once for all.

Addressing a press conference, Jaspal Singh Mangal, president of the state unit of Sikh Intellectual Circle, said that it was then decided that Dasam Granth will no case be given equal status as Sri Guru Granth Sahib. He further pointed out that Guru Gobind Singh had himself ordained that Guru Granth to be followed by the Sikh Sangat and had himself bowed his head before the holy Granth. He pointed out that even the Supreme Court in its recent verdict has accepted Guru Granth Sahib as the living Guru of the Sikh Panth.

He was of the opinion that installation of the Dasam Granth at some religious places and recitation of its Akhand Path alongwith Guru Granth Sahib was a religious offense on the part of such elements.

He expressed surprise over silence of Jathedar Akal Takh and SGPC chief and termed it unfortunate. He said that it was a political gimmick of the Parkash Singh Badal to appease his saffronised politicians.

Qazi addresses National Conference on HUE

HYDERABAD, Nov 17: Minister for Housing and Urban Development, Qazi Mohammad Afzal, has said that Government is vigorously pursuing for 1000 crore financial package for permanent settlement of families around Dal and other water bodies in Summer Capital.

The Minister was speaking at a two day National Conference on Housing and Urban Elevation at Hyderabad on Friday. Chief Ministers and Urban Development Ministers of 13 states participated at the inaugural function of the two-day conference.

Giving details about the state governments plan for providing alternate houses to the families to be displaced from the water bodies, he said that state government requires Rs 1000 crore for the entire programme out of which Rs 322 crore are required for providing compensation to 10000 families and rest of the amount for setting up colonies for their resettlement. He said Chief Minister Ghulam Nabi Azad is vigorously pursuing Centre for early release of the package.

The Minister also elaborated state government’s programme for developing colonies to accommodate residential needs of people in the cities and towns particularly in the twin capitals of Jammu and Srinagar. He said migration of people from rural areas to urban areas in search of livelihood has created problem of housing adding that social infrastructure and other facilities are being developed in the cities to overcome these problems.

GHS Jib declared first in quiz contest

UDHAMPUR, Nov17: Suresh Kumar and Mita Sharma, both students of 10th class of Government Girls High School, Jib in Udhampur district were jointly awarded with first prize in a Secondary level quiz contest on Science Subject organized by the District Institute of Education and Training (DIET), Reasi in the premises of Government City High School, Udhampur here today. Government High School, Round and Government Higher Secondary School, Tikri were adjudged as second and third in the quiz competition.

As many as fourteen teams drawn from various Government High and Higher Secondary Schools of tehsil Ramnagar, Chenani and Udhampur participated in the competition.

The programme was conducted under the supervision of HOD District Institute of Education and Training, Reasi Balkrishan Majotra. The prizes were also given to the winning teams by the Incharge Principal, DIET and Headmaster of City High School, Udhampur.

Two illegal liquor units destroyed

JAMMU, Nov 17: Border Police today destroyed two illegally liquor manufacturing units at RS Pura, arrested two persons and seized a large quantity of material used in making illicit liquor.

Arrested persons, whose illegal liquor units were destroyed by police, have been identified as Harnam Singh of Kotli Bhagwan Singh and Ashok Kumar of Khour Deonian, RS Pura.

A large quantity of illicit liquor was also destroyed in the units.

Raids were conducted by SDPO and SHO RS Pura under the supervision of SSP Border Rajinder Gupta.

Samba police arrested a bootlegger Harbans Lal from village Nud and recovered 25 frooties from his possession. Raiding party was led by SHO Samba Varinder Singh.

Contractors’ body demands probe

SRINAGAR, Nov 17: Jammu and Kashmir Constructional Contractors Association (JKCCA) has complained irregularities and favouritism in the allotment of most of the constructional works in J&K Police Construction Division Srinagar.

The Association said in a statement that most of the works were being allotted to favourite agencies in violation of all codal formalities and rules and regulations in the Police Construction Division. According to the statement, the lion’s share of the allocation was being reserved for particular agencies who were hand in glove with the authorities and were causing damage to the state exchequer. It alleged that quite a number of the contractors, burdened with huge liabilities, were being ignored or harassed and their payments were not being released for months and years together.

The Association has urged the Chief Minister to look into the matter and ensure fair play in the vital construction division in J&K Police.

Meanwhile, another delegation of contractors revealed that R&B Department Kashmir had failed to execute over 80 percent of its targeted works inspite of the availability of funds and administrative approvals. The delegation demanded that Chief Engineer R&B Kashmir, Nazir Ahmed Shah, must be held accountable for the lapses though for most of the delays his predecessor, M S Koka, now in Vigilance net, was believed to be responsible.

The delegation pointed out that R&B Divisions in Budgam and Ganderbal areas had failed to execute most of the works for which funds had been provided under MPLAD scheme earlier this year. According to the delegation, engineers and officials were spending months together with making the estimates and floating tender notices. Many of the works had been divided into different sections and works. While tenders were being floated for one section, another was being pending for no plausible reason for weeks and months and it had resulted into chaos and confusion among the populations to be benefited by these works.

The delegation urged Minister of Works, Gulchain Singh Charak, to order an inquiry how an executive engineer had flattened R&B Divn Budgam with his inaction and poor performance but the same incumbent had been given a prize posting in Auqaf. It urged to Minister incharge to seek an explanation from the new executive engineer of R&B Budgam why the process of inviting tenders, making allotments, execution of works and payment thereto had been extremely sluggish, particularly in MPLAD and other schemes for which the funds had been made available long back.
