Zargar launches SMS banking facility in JCCB

JAMMU, Nov 14: Minister for Agriculture and Co-operative Abdul Aziz Zargar today launched SMS banking facilities in Jammu Central Cooperative Bank (JCCB) on the inaugural ceremony of 53rd Cooperative Week celebrations at Jammu.

Mr. Zargar appreciated the management and the staff of Cooperative Banks for introducing latest technology and applying the professionalism in providing better services to the customers. He said that in the present open market system and online banking the Cooperative banks would have to strive hard for earning the trust of the customers and providing credit facilities under farm and non-farm sectors.

He said that nine branches of JCCB have been fully computerized and SMS banking facility has been dedicated the customers at Trikuta Nagar branch of the bank. He said that the customers can send their SMS No. 9419797480 and have update of their accounts and other related information. He said that JCCB has become the first bank in the country to start SMS banking facility in collaboration with a reputed IT company NELTO. He said that JCCB has also established a training centre to impart training to the management and the staff of various banks under cooperative sector and so far 12 batches comprising 215 staff members have been trained.

Paying tributes to late Pt. Jawahar Lal Nehru on his birth anniversary Mr. Zargar said that he had been the pioneer of cooperative movement and Panchayat Raj.

Chairman JCCB, M. S. Tariq, said that the bank is contemplating to open its branches outside the state. He said that the bank has been extending facilities to the customers in both urban as well as rural areas adding that an increase of Rs. 586 crore deposits has been recorded by the end of March last by the JCCB.

Former Minister, S. Rangil Singh, Secretary Cooperatives S.Dalip Singh, Registrar Cooperatives G. N.Qasba, Chairman J&K Housing Corporation S. S. Manhas also spoke on the occasion and highlighted the role of cooperatives. Legislators Vaid Mahajan, Smt. Shanti Devi, G.M, .JCCB S. K. Mehta, Romesh Motton and other prominent citizens and members of Cooperative Societies were present on the occasion.

 

Auto operators go on strike, to take out rally against cops

JAMMU, Nov 14: Auto-rickshaw operators today went on strike following some of them including their Union president were allegedly assaulted by traffic police personnel at Mian Deedo Chowk this morning.

Reports said that an auto-rickshaw was signaled to stop by traffic police personnel at Mian Deedo Chowk this morning but the operator didn’t halt the vehicle. Following ignorance of signal, the cops allegedly hit sticks on the roof top of the vehicle tearing the canvass.

The auto-rickshaw operator immediately brought the matter to the notice of Union president Shanti Swaroop Gupta and asked him to lodge a complaint against the traffic cops for causing damage to the auto-rickshaw.

When the three wheeler operators reached Mian Deedo Chowk, Senior Superintendent of Police (SSP) Traffic Shafqat Watali was supervising the traffic management there. They approached the SSP and tried to narrate the entire episode.

"Instead of taking cognizance of the damage to the auto-rickshaw by some cops, he misbehaved with us and his Personal Security Officers (PSOs) on his instructions cane-charged us", president of the Union Mr Gupta alleged in a handout.

Later, the auto-rickshaw operators went on strike and all the passenger three-wheelers remained off the road till this evening when a formal complaint against SSP and his PSOs was lodged with Rehari Police Post.

The operators have decided to observe strike tomorrow and take out rally from Exhibition Ground against the harassment meted out to them at the hands of traffic cops.

With these observations and orders the High Court partly allowed the appeal.

EP tenants meet Custodian General, discuss demands

JAMMU, Nov 14: Evacuee Property Tenants Welfare Society delegation led by its Patron and MLA Shanti Devi, president Banarsi Dass Angral and chairman Krishan Lal Gupta besides other office bearers met Custodian General and discussed burning demands with him.

The delegation pointed out that what to speak of executing any repairs by the Department even the permission for the same is not been granted to tenant in a reasonable time frame. They added that in certain cases the repair works being carried out by tenants on their own have been stopped for obvious reasons.

The deputation held further that an order has been passed by the Department to get the house vacated although the original allottee is residing there, which has created a sense of insecurity amongst the tenants.

The Custodian General listened to the Society delegation with patience and stated that he never meant to harass any tenant but his policy will always be to favour them. He disclosed certain measures being adopted in functioning of the Department for the convenience and welfare of tenants.

He made it clear in the case of minor repairs the allottee need not seek permission barring the cases of addition, alteration or modification etc. He further assured that all the cases for permission would be disposed off within a week’s time and beyond this time period the permission will be deemed to have been granted automatically.

Custodian General added that rent will be accepted through Jammu and Kashmir Bank branches on the line of electricity bill and that pass books will be issued to tenants in this regard shortly.

Tributes paid to Advocate

JAMMU, Nov 14: In a full Court reference under the Chairmanship of Chief Justice today, tributes were paid to Advocate Rounaq Singh, who passed away on November 12, 2006.

While paying ributes, Chief Justice BA Khan said that legal fraternity has last one more stalwart. ‘‘We all pray that his soul may rest in peace and may God give his family members courage to bear the loss’’. At this stage all the persons present at the time of reference observed two minutes silence.

Justice Nirmal Singh, Justice YP Nargotra, Justice Hakim Imtiyaz Hussain and Justice JP Singh of the State High Court were also present whereas Judges of Subordinate Courts including Principal Sessions Judge Subhash Chander Gupta were present, Registrar General Hasnain Masoodi, Principal Secretary to Chief Justice Javid Kawos, Registrar Judicial D K Kapoor, Registrar Protocal Jang Bhadur Singh Jamwal, Registrar Vigilance Tariq Naqshbandi , Deputy Registrar Judicial VC Koul were present. State was represented by Advocate General AH Naik whereas presented by its President VR Wazir and number of Bar members were present.

Thakur Rounaq was born in 1913 in village Kishanpur Jandrah of Tehsil Jammu in a respectable family. He did his graduation from Prince of Wales College (presently GGM Science College) and later qualified his MALLB in the year 1947 from Lucknow University. Thakur Rounaq Singh started his career as teacher and then opted for practise of law and was enrolled as pleader on April 17, 1957 and then Vakil on January 8, 1960 and was enrolled as an Advocate of the High Court in April 1, 1968. He practiced both in High Court and Subordinate Courts. Thakur Rounaq Singh was also part-time politician and was Member of Legislative Assembly and Legislative Council also and thereby he was lawmaker as well.

Gole Shah's detention under PSA challenged

JAMMU, Nov 14: Detention of Gole Shah under Public Safety Act (PSA) has been challenged in the High Court on various grounds and leveled serious allegations against detaining authority.

Justice Hakim Imtiyaz Hussain today after hearing Senior Adv Z A Shah with Advocate Vipin Gandotra appearing for the petitioner issued notice to Advocate General for State of J&K with the direction to Registry to list the case for next week.

In the habeas Corpus petition filed by Rajni Gupta W/o Ravinder Gupta alias Gole Shah who has been detained on September 22, 2006 under the orders of District Magistrate Jammu under the provision of Public Safety Act it has been submitted that the husband of the petitioner was detained on manufactured considerations. Detenue has been deprived of and denied safe-guards available to him under provisions of the PSA and the Constitution. Detention of the husband of the petitioner has been on the basis of five FIRs in which offences are bailable and three of the five FIRs are either four years old or two years old or one year old.

It has been submitted in the petition that the husband of the petitioner has been granted bail in the FIRs, but the District Magistrate in the grounds of detention, has not at all shown any awareness of these facts. The detention order therefore, suffers from non-application of mind and deserves to be quashed on this ground as well. The detenue has not been served with any documents relied upon in grounds of detention as a matter of record and so he has been incapacitated from making and effective representation to the Govt and this detention of the detenue is bad at law.

In the petition it has been alleged that the allegations made against the detenue are vague and baseless and have been manipulated in order to carve out a case against the detenue just for justifying his detention under the PSA.

Peer Hussain calls for mass awareness about diabetes

SRINAGAR, Nov 14: Diabetes which has emerged as one of major health challenge in modern times can be overcome only when the general masses are made aware about the disease making it clear to diabetic that preventive measures and controlled life style would enable them to live a normal and healthy life.

This was state by Minister of State for Health and Power Peer Mohammad Hussain at an interactive session organized at SKICC here today in connection with the World Diabetes Day. He said that the health department is working on a well-designed programme to control diabetes in the state as higher incidents of stress related diabetes has been reported.

The Minister on this occasion gave prizes sponsored by the Rotary Club of Kashmir among the various physicians working in the respective field. MP and former Chief Minister Dr. Farooq Abdullah also addressed the gathering and announced to provide Rs. 30 lakh out of his Constituency development Fund (CDF) for purchase of latest machinery for SKIMS, Srinagar for providing best medicare to the diabetic patient of the State.

Chairman Public Service Commission Mohammad Shafi Pandit, Director Doordarshan Shahzadi Simon, former MLA Sonullah Dar, Chairman Endocrinology Sher-I-Kashmir Medical Institute Dr. Abdul Hamid Zargar and Director Indian Medicine were also present.

A large number of people who were present on the occasion posed various queries to the experts who gave various suggestions to the audience about the management of the disease. A good number of people were also examined by the Doctors’ on the occasion.

VHP opposes proposed Hurriyat,
Pak Foreign Secy meeting

JAMMU, Nov 13: State Vishav Hindu Parishad (VHP) has taken serious exception of proposed meeting of Hurriyat leaders with Pak Foreign Secretary at New Delhi tomorrow.

The VHP which held a meeting here, today under the chairmanship of its president, Dr Rama Kant Dubey alleged that hardly an occasion is missed by these separatist leaders when they do not meet Pak leaders at their own or on the behest of Government.

"Twice these separatist leaders have refused to join the roundtable conference called by Prime Minister, Dr. Manmohan Sing but they did not spare the chance to see Pak officials either in India , Pakistan or any other foreign country, the VHP statement issued here, today said.

It said the participation in such scheduled or unschooled meetings by these self styled leaders certainly carries an estrick mark as how these people are allowed to see officials or people of foreign countries especially of -a country which is hostile to India.

VHP also wanted to know that how any Tom, Dick and Harry is allowed to join such parlays and what the special agenda these separatists are going to discuss with Pak Foreign Secretary. It wanted to know whether separatists will discuss the issue of PoK and area of J&K handed over by Pakistan to China in the proposed meeting.

The VHP also wanted why Mir Waiz Umar Farooq was allowed to participate in Pagwash meet at Cairo by the Government and what position he holds at Government level.

 

Children’s Day celebrated with fanfare, enthusiasm

JAMMU, Nov 14: On the 117th birth anniversary of Pt Jawahar Lal Nehru, Children’s Day was celebrated today by various educational institutions, Government as well as private, with much fanfare and enthusiasm.

New Modern Higher Secondary School R N Bazar organised an impressive function in connection with Children’s Day. Health Minister Mangat Ram Sharma was chief guest on the occasion while MLA Yogesh Sawhney and JMC Commissioner Vinod Sharma were the guests of honour. Colourful cultural items were presented on the occasion.

DAV High School, Exchange Road Jammu, celebrated the day by organising an impressive function in the school presmises wherein the Principal hoisted National flag while students presented cultural items.

A sports competition was organised at Sainik Public School on the occasion of Children’s Day. Speakers in the function also threw light on the life of Pt Jawahar Lal Nehru and paid him rich tributes.

Little Angels Public School Vijaypur celebrated the day by organising a cultural programme wherein flag hoisting and march past were also held.

At the Blue Bird Public School, Janipur, rich tributes were paid to Pt Jawahar Lal Nehru while students presented colourful items and patriotic songs.

The function started with recitation of Holy Quran by Waheed Qadri followed by a Naat Sharief by Gowhar Sharief Dar. On this occasion a symposium on the topic "Life History and Contribution of Pandit Jawahar Lal Nehru’’ was organized. The function was presided over by Prof Parveen Sabharwal, Principal of the College.

The Ministry of Women and Child Development Jammu organised a function in the collaboration with Activity Public Higher Secondary School, Janipur Colony Jammu. A painting and anessay writing competitions on the topic "Importance of Nutrition’ were organised. Twenty five students participated in painting competition and forty students in essay writing competition.

Yogesh Verma, Meenakashi Bali and Diksha Sharma were adjudged first, second and third in essay writing contest while as Sakshi Dogra, Neha Katoch, Vivek Gupta and Kanav Rishi adjudged as first, second, third and fourth in the on spot painting competition.

On the occasion of the Children’s Day, Jammu Postal Division organised on the spot stamp design competition called "Design a Stamp Contest 2006’’ at Luthra Higher Secondary School. The subject of the contest was ‘The Magic of Night’’. Large number of school children from various schools of Jammu participated in the event which was organised by A K Hanjura, Senior Superintendent of Post Offices, Jammu division.

Shaheen Public School, Faridabad Doda celebrated Children’s Day with full fervour and gaity. Children displayed their talent by presenting different colourful cultural items.

Onkar Memorial Public School organised a function to celebrate ‘Children’s Day’. The function was presided over by B L Malpotra, Principal of the School.

District Congress Committee organised a function at Rajouri to celebrate birth anniversary of Pandit Jawahar Lal Nehru. Vice chairman of the State Pahari Advisory Board, Shabir Ahmed Khan was chief guest on the occasion.

With an objective to mark Children day, Major General Officer Commanding 27th Mountain Division A K Singh inaugurated Sadbhavana project in Rajouri today.

The main function was held to Government High School Chingus organized by 21st Battalian of Rajputana Rifle where furniture and other materials for various schools of border villages worth Rs.10.70 lakh was donated.

District Development Commissioner Rajouri Mr Parvez Malik, Senior Superintendent of Police Rajouri Mr Farooq Khan, senior Army officers, Sarpanches and Panches besides prominent locals and school children were present on the occasion.

Residents School for Blinds Roop Nagar also celebrated the Children's Day. The Division bench of the State High Court comprising Chief Justice, Justice B.A. Khan and Justice Bashir Ahmad Kirmani in a case titled S.R. Institute v/s state of J&K has passed several directions to the concerned authorities to enforce ban, sale and use of polythene. The court has asked the concerned authorities to submit their plan of action and mechanism adopted by them for implementing the ban while directing the government to expedite process of legislation on the subject and also requiring the Municipal Authorities to take steps under the powers enjoyed by them.

The Medical Superintendents of Government hospitals and management of all private hospitals were also directed to submit their action plans on similar lines.

The Directors of Health Services Kashmir and Jammu, Srinagar Municipal Corporation and Vice Chairman LAWDA have been directed to seek compliance report from management of private hospitals and direct them to appear before the court on the next day of hearing alongwith status report.

Perusal to the status reports submitted by various authorities, the court observed that no concrete and specific action plan has either been adopted or indicated by them which could constitute permanent mechanism for enforcing the court order imposing the ban and ultimately of the legislation which was on anvil.

The Government has been directed to get the proposed legislation, imposing ban on use and sale of polythene, published inviting suggestions from experts. In case suggestions or recommendations are submitted, the same should be considered for finalizing it before the legislature for enactment. All concerned authorities are directed to submit fresh action taken report within one week.

DPS Jammu celebrates annual day function

JAMMU, Nov 14: Delhi Public School today organised annual day function in which Ashok Chandra, Chairman DPS Society, New Delhi was chief guest. Ritu Singh, pro vice-chairperson, DPS presided over the function while Ajatshatru Singh, president RCT was guest of honour.

The function began with felicitation of chief guest and other dignitaries followed by lighting of lamp by the guests.

Principal of the school, D Joseph presented welcome address as well as annual report. She emphasised on character building, self determination, inculcation of values.

In the cultural function students presented Rajasthani, Punjabi, Ladakhi and Kashmir songs and dances. Kathak and classical music recital also enthralled the audience besides presentation of Chanda Chamke by tiny tots. The Dogri folk song added traditional touch to the programme.

Ajatshatru Singh, in his address remembered Jawahar Lal Nehru as the day was also celebrated as Children's Day across the nation.

The programme concluded with class VI students dance performance on national song ‘Vande Mataram’.

 
 

Lack of jobs will hamper return of Pandits to Valley: Leaders

JAMMU, Nov 14 : Asking the State and Central governments to ensure employment for Kashmiri Pandit youths in the State, community leaders today cautioned that the lack of jobs could hamper their return to the Kashmir valley.

The Kashmiri Pandit community’s top problem is the alarming growth of unemployment among its youth, leaders told reporters here.

"Over the past 16 years, several thousand Kashmiri Pandits retired from government service, but the corresponding entry points for the community in State and semi-government services are almost totally blocked," said Chuni Lal Bhat, general secretary of the State Congress Unit’s Migrant Cell.

One of the fallouts of this situation has been that unemployed Pandit boys and girls have to run from pillar to post seeking jobs outside the State, resulting in their scattering and further displacement, he said.

R L Raina, a member of the State Apex Committee for Migrant Affairs and general secretary of its Minority Forum, said that successive State Governments in the last 17 years appointed only 300 KP youth while 14,000 displaced Pandit employees attained superannuation during these years."

However, he expressed satisfaction over the gesture shown by the Chief Minister Ghulam Nabi Azad in his recent meeting with the community and expressed the hope that something tangible will be done for the community.

He said the Pandits have decided to constitute three Sub Committees to assist the Committee being constituted by Chief Minister in providing datas to it.

These Sub Committees will submit the data on encroachment and illegal occupation of Pandits land and property, encroachment of religious places and Distress Sale.

Highlighting the problems Mr Bhat said the Pandits are also demanding that the distress sale be declared null and void on pattern of Punjab. He also raised various other demands and problems confronting the community.

PDD Linemen Union elects body for Gandhi Nagar Division

JAMMU, Nov 14: A meeting of Electric Department Lineman and Workers Union, Gandhi Nagar division was held under the presidentship of Madan Lal Chalotra.

The office bearers elected on the occasion included Madan Lal Chalotra as president, Bhajan Dass, Tilak Raj, Vijay Kumar and Gian Chand as vice presidents, Tara Chand as general secretary, R Sharma, Narain Dutt and Mangat Ram as secretaries, while the members elected were Ashok Kumar, Suresh Kumar and Kishori Lal.

The meeting demanded implementation of SRO 149 and that those workers who have completed seven years of service be given pay grade of Rs 4000-6000 and 5000-8000 respectively. They also demanded that all clerks should be promoted after seven years.

Pandit calls for exploring, preserving
rich cultural heritage of State

Srinagar, Nov 14 : In-depth understanding of heritage, culture and rich historical background of our State is a must to help our posterity to grow as mature, stable and responsible citizens.

This was stated by the Chairman, Public Service Commission Mohammad Shafi Pandit at a function held at Tagore Hall today to celebrate the Children’s Day. The function was a part of four-day Children Film Festival organized by Help Foundation Jammu and Kashmir in collaboration with Rajiv Gandhi Foundation, New Delhi.

A galaxy of intellectuals, Government functionaries, members of various NGOs along with hundreds of children from various schools of Srinagar were present on the occasion.

While addressing the jam-packed auditorium Mr. Shafi stressed the need for inculcating the habit of respecting and making maximum use of our mother tongue, saying that only then world’s richest literature and the oldest recorded historical document Rajtarangini could be understood by the young generations.

He said that it is high time we change the traditional style of teaching and make studies more lively, interesting, and matching with the global standards. While congratulating the students on the occasion of Children’s Day, he said that it is our prime responsibility to understand and have complete know how of our roots and make it known to the world as those who loose their base remains hollow for the future.

Mr. Nissar Ahmad Ganai, Chairman Board of Schools Education in his address appreciated the initiatives taken by Help Foundation in the field of education under the able guidance of chairperson Mrs. Nighat Shafi and said that it is unfortunate that the education sector was worst hit during last two decades in the valley and young generations remained devoid of the basic facts regarding their rich historical background. The projects taken up by Help Foundation are giving new hopes in the field of education and government is also planning to set up a separate Heritage Cell to fulfill the cause.

General Secretary, Rajiv Gandhi Foundation in his address said that a bit of childhood remains alive at every stage of life. The quest of children for knowing and understanding the facts must always be fulfilled. The Help Foundation is making all out efforts of bringing out the hidden creativity of children and thus is helping them grow in a better way.

Earlier, an impressive power point presentation was shown to the audience in which the project "Discovering Srinagar" was highlighted. Under the project the children were taken to various historical sights of the city including Martand Temple made by the King Lalitaditya. The students under the project took up creative activities like Painting, Cutting, Writing, etc. The children also interacted with the people specially the older ones and explored the facts regarding the past. They also visited the place were the famous Kani Shawls are made since long times.

The student presented a rich cultural programme on the occasion. Prizes were also distributed among the meritorious students for excelling in various fields.

Electronic meter installation in full swing: Jora

JAMMU, Nov 14: Revenue of Rs. 52.81 crore has been realized by the M&RE power division Jammu during Ist seven months of the current financial year.

This was revealed at a review meeting of PDD Jammu division held here today, chaired by the Minister for Power Nawang Rigzin Jora.

Chief Engineer M&RE D. S. Pawar told the meeting that the areas where electronic meters have been installed, the power load has been reduced to one third. He said the work of installing more meters in other areas is in progress.

Mr. Jora directed the functionaries of PDD to carry forward the work of installing meters in the remaining areas to check misuse of power and also provide un-interrupted power supply.

Expressing satisfaction over realization of revenue, the Minister asked the authorities field staff of the department to redouble their efforts for collection of revenue to achieve the fixed targets end of the year. He also requested the consumers to cooperate with the functionary of PDD department for installation of meters and realization of revenue.
