powers to Vets at block level
Sir,
This is in reference to a
news item published in a section of press
regarding threat of ''Sheep and Wool
Worker's to hold protest demonstration on
DDO powers to Vets'' in this context it
is submitted for clarification that
similar powers are going to be extended
to the Vets of Animal Husbandry
Department, but no such objection has
been raised in that department. This
decision of Govt. is a welcome step and
it is in practice so called association
has singled out Vets of Sheep Husbandry
Department using derogatory remarks as
few dozen Veterinary Asstt. Surgeons
-bringing them at per with MBBS in pay
scales, interest on Non-Gazetted
employees and department etc. Let me
clarify here that a Vet has to go
rigorous training of five years and six
months internship to get B.V.S.c and A.H
degree. Moreover a Vet has to perform
varied nature of job as internal
medicine, preventive medicine, surgery,
Veterinary public health, clinical
medicine etc. The Central pay scales are
equal in case of Vets and Medicos as
recommended by 5th Pay Commission.
Due to new emerging diseases
as Bird Flu, B.S.E., SARS, Brucellosis
and Rabies the job of Vets is becoming
more challenging and risky. The Vets are
empowered with milk/meat inspection, shed
inspection for sanitation, licensing,
enforcement for drugs checking etc. as
additional duties. Thus the DDO powers to
Vets is welcome.

Vigilance
on the prowl
Sir,
The Vigilance Department is
doing a commendable job in exposing case
after case of corruption and
misappropriation of funds. The rural
electrification scam (DE, Nov. 9) has
been one such case. It is horrifying to
know that out of two crores sanctioned
only forty lakh have been spent. It means
only twenty percent of the alloted money
actually went towards development the
rest was misappropriated by engineers and
contractors. Everyday some scandal is
revealed. It shows how much the cancer of
corruption has spread its tentacles. It
has now become a multiheaded hydra which
is out to consume the whole society.
An active Government with a
political will as well as an efficient
vigilance department is the last hope for
the common man. Needless to say that the
latter is doing its utmost to perform its
duty. The work that the Vigilance
Department has undertaken should not be
hampered by any political interference
otherwise the whole movement forward
against the corruption will fall that.

Today is the fifth annual
World COPD Day, an event held on the
third Wednesday of November to raise
awareness of chronic obstructive
pulmonary disease (COPD) worldwide. Since
it was first held in 2002, World COPD Day
has grown each year to become one of the
most important COPD events globally. This
year, dozens of activities for health
care professionals, COPD patients, the
general public , and the media will take
place in countries around the world to
spread the world that there is help for
COPD.
COPD is a devastating lung
disease that progressively robs sufferers
of breath. According to the World Health
Organisation (WHO), COPD is the fourth
leading cause of death worldwide, on par
with HIV/AIDS. More than 3 million people
die from the disease each year, and up to
10 percent of adults over age 40
worldwide may have it.
World COPD Day 2006,
organized by the Global Initiative for
Chronic Obstructive Lung Disease (GOLD),
continues to build on the theme for the
event that was introduced last year:
'Breathless not helpless!'' This positive
theme was chosen to emphasize that
breathlessness is not an inevitable part
of getting older, and there are
treatments available to help people who
have been diagnosed with COPD live full,
active lives.
Early symptoms of COPD
include coughing, bringing up sputum, and
getting out of breath during exercise or
exertion. Without treatment, COPD is
generally a progressive disease, and as
the disease gets worse patients become
breathless during everyday activities
such as climbing a flight of stairs,
walking the dog, or even getting washed
and dressed in the morning. A simple,
plainless breathing test called
spirometry can confirm whether a person
has COPD.Also important in the fight
against COPD is reducing exposure to risk
factors for the disease. Worldwide, the
most commonly encountered risk factor for
COPD is cigarette smoking. Other
important risk factors include dusts and
chemicals encountered on the job and
smoke from biomass fuels (such as coal,
wood, and animal dung) burned for cooking
and heating in poorly ventilated
dwellings, especially in developing
countries.
