November 9 is observed as
"National Legal
Literacy Day"
throughout the country.
Similarly, on the
instructions of J&K
State Legal Services
Authority all District
Legal Services
Authorities/Tehsil Legal
Services Committees
celebrated this day by
way of holding special
Lok Adalats, awareness
camps and distribution of
legal awareness material.
The J&K
State Legal Services
Authority also
constituted various teams
for distributing the
legal awareness material
among the general public
on the day. While
speaking in the awareness
camps legal services
authority informed that
during the current year
upto September last, 7091
persons were benefited by
way of legal aid schemes
in J&K state and an
amount of Rs. 592.41 lakh
were awarded as
compensation in MACT
cases during the current
year.
In this
connection, a special Lok
Adalat was held today in
the new District Court
Complex Janipur Jammu
under the Chairmanship of
Principal District and
Sessions Judge Jammu Mr
Subash Gupta . Six
benches were constituted.
Bench No 1

Matrimonial and MACT
cases to up. 10
Matrimonial cases and 6
six were settled. Out of

to the claimants.

connection with the
celebration of Legal
Services Day, a public
awareness Camp and Lok
Adalat was also held in
the premises of Munsif
Court Basohli.
The
gathering was made aware
about the benefits of
Legal Aid scheme.

Two
narcotic smugglers held with 4 kg charas

UDHAMPUR, Nov 9: Police today
arrested two narcotics smugglers and
recovered four kilograms of charas from
their possession.
Senior
Superintendent of Police (SSP) Udhampur
Prithvi Raj Manhas said that a police
party from Udhampur Police Station led by
SHO Inspector Jagdev Singh intercepted a
truck bearing registration number
JK03-0184 at a naka and subjected it to
checking.
From the
vehicle, police recovered four kilograms
of charas which was being smuggled to
Jammu from Srinagar. The contraband was
immediately seized and driver and
conductor of the vehicle were arrested.
The
arrested narcotics smugglers have been
identified as Mohd Ashraf, son of Mohd
Ramzan and Sajjad Ahmed, son of Nazir
Ahmed, both the residents of Bijbehara.
A case
under Narcotics Drugs and Psychotropic
Substances Act (NDPSA) has been
registered against them.
Meanwhile,
SHO Rehmbal Police Station Sub-Inspector
Rajinder Sharma arrested of Ram Lal, son
of Nanak Ram of Jib and recovered 35
pouches of country made liquor from his
possession.
The arrest
was made under the direct supervision of
Additional SP Udhampur Anil Magotra.

lays foundation for Sumbal Court

Srinagar, Nov 9: Chief Justice of
the State High Court, Justice B. A. Khan
today laid foundation stone of Court
Complex at Sumbal Sonawari.
The new
court complex is estimated to cost about
Rs. 93 lakhs and expected to be completed
within one year. The design of the
complex includes main courtroom, library,
judicial lockup, nazarat and other rooms
for staff. To be spread over 5500 sq. ft,
the complex will have double storey
structure.

the occasion.
Addressing
a function on the occasion, Chief Justice
asked the judges, advocates and other
sections of the legal community to work
with added zeal and commitment so that
prompt justice is ensured to people. He
said people have greater to get early
justice as such, "our endeavour
should be to give provide3 justice within
reasonable time", expectations from
judiciary and approach it with the aim
cases and disputes. He urged the legal
fraternity to adopt new techniques
mediation and conciliation to sort out
the disputes at the initial stages so
that long drawn legal procedures are
avoided.
Justice
Khan maintained that a new mechanism has
been put in place in Jammu & Kashmir
to speed up disposal of pending cases. He
said thrust has been laid to pay focused
attention towards speedy disposal of
cases and matters involving human lives,
family disputes, accident claims etc. He
said incentive and recognition would be
extended to judges showing performance in
prompt disposal of pending and other
cases.
The Chief
Justice asserted that adequate
infrastructural facilities are required
so that the judiciary functions in a
better manner. He said about 40 percent
courts presently function in rented
buildings and there is an urgent need to
provide adequate accommodation facility
to the courts. He called for
implementation of scheme under which the
Centre provides matching funds to the
state for development of judicial
infrastructure. He asked the state
government to take up this matter with
the concerned adding the Prime Minister
is keen to develop the judicial and other
infrastructure in Jammu and Kashmir.
Mr.
Justices Khan directed the concerned
executing agencies to immediately take up
work on the new court complex and ensure
that it is functional within six months.
He also announced Rs. 25000 for purchase
of books for the local bar.
Local MLA
Mohammad Akbar Lone also spoke on the
occasion and said that with the
construction of the court complex a long
pending demand of the people of the area
would be met. He also announced Rs. 3
lakh out of his Constituency Development
Fund (CDF) for providing of different
facilities in the new court complex.
Later, the
Chief Justice interacted with judicial
officers and members of local Bar
Association.
One
killed, 9 injured in road accidents

JAMMU, Nov 9: One person was
killed and 9 others received injuries in
separate road accidents.
Police
spokesman said that one Kailash Yadav,
son of Ram Singh Yadav of Madhya Pradesh
and presently residing in Ghori was
knocked to death by an unidentified
vehicle at Hartaryan in Ramnagar.
The
critically injured pedestrian was
immediately rushed to District Hospital
Udhampur where he succumbed to injuries.
Police has
registered a case in this connection.
In another
accident, one Kishore Kumar, son of Amar
Nath of Garwal received severe injuries
when an unknown vehicle hit him near
Agarjitto under the jurisdiction of Katra
Police Station.
He was
rushed to Community Health Centre Katra
and his condition was stated to be out of
danger when reports last came in.
Meanwhile,
10 persons were injured in different road
accidents in Jammu city and its
outskirts. All were rushed to hospital
and their condition was stated to be out
of danger.
They have
been identified as Sham Lal, son of
Kuldeep Raj of Bishnah, Khurshed Begum,
wife of Mohd Yunas of Baffliaz, Madan
Sharma, son of Romesh Lal of Hiranagar,
Manjeet Kumar, son of Warish Raj of
Chinore, Davinder Singh, son of Jodh
Singh of Dharmkhoo, Raj Kumari, wife of
Prithvi Raj, Yashpaul, son of Mansa Ram
of Hiranagar and Munshi Ram, son of Arjun
Singh of Ramban.
SFC
labourer dies under mysterious
circumstances

JAMMU, Nov 9: A labourer of
State Forest Corporation (SFC) died under
mysterious circumstances while as one
person allegedly committed suicide by
consuming poison and two others made
abortive attempts to end their lives.
Police
spokesman said that a labourer of SFC
Mushtaq Ahad, son of Abdul Aziz of Batote
was found dead under mysterious
circumstances in the forest areas of
Batote.
The body
was spotted by some villagers, who
informed Batote Police about the
incident. The body was, later, shifted to
Emergency Hospital Batote for
post-mortem.
Police has
initiated inquest proceedings in this
regard.
Meanwhile,
one Varinder Kumar of Kathua allegedly
committed suicide by consuming poisonous
substance. He was rushed to District
Hospital Kathua when spotted unconscious
by family members.
Doctors
immediately provided him stomach wash
treatment followed by other medicare. But
he could not fight for his life and died.
The body
was, later, handed over to family members
for last rites after post-mortem.
Police has
taken cognizance of the incident.

IT
Deptt officers interact with traders,
DDOs in Valley

SRINAGAR, Nov 9: Income Tax
Department held interactions with traders
and Drawing and Disbursing Officers
(DDOs) of Anantnag, Pulwama and Kupwara
districts to educate them about their
legal obligation of filing returns of
income and new provisions of the Tax
Deduction at Source (TDS).
The Deputy
Commissioners of these districts also
attended the interactive sessions and
asked the traders to voluntarily comply
with the filing of income tax returns.
They also asked the DDOs to strictly
adhere to the provision of TDS.
Addressing
the traders, Income Tax Commissioner
J&K Virendra Singh said that filing
correct Income Tax returns would be in
the favour of the traders as Department
has decided not to spare anyone evading
tax. He added that by way of disclosing
exact income and paying tax accordingly,
the traders would contribute in the
development of the State.
During
interactions with the DDOs, Mr Singh
asked them to strictly follow the
provisions of TDS failing which action
would be taken against them as well as
the erring employees.
In these
meetings, Income Tax Officer (ITO) TDS
Rajesh Raina made presentation on
different provisions of Tax Deduction at
Source (TDS) and answered the queries of
the DDOs.
At
Kupwara, about 250 traders collected
Permanent Account Number (PAN) forms and
assured to deposit the same shortly. The
traders in Anantnag demanded opening up
of Income Tax Departments office in
the district.
President
of the traders Ashiq Hussain asked them
to stop evading tax and develop habit of
filing IT returns.

Accused
in Gopal Arya Mission case denied bail

Jammu, Nov. 9 : Justice Nirmal
Singh of the State High Court Jammu wing
today dismissed the bail application of
Ashok Mahajan S/o Neel Kanth, MD, Nirmal
Kumar and Purshtom Gupta sons of Gopal
Krishan who are involved in multicrore
Gopal Arya Mission Finance Scam.
In the
open court Justice Nirmal Singh announced
the order of dismissal of bail
application with the observations that
the reasons for the same will follow.
These MD
and Directors of Gopal Arya Mission
Finance Company were arrested by the team
of Investigation on April 16/17, 2003 and
thereafter they were lodged in the
District Jail Jammu.
Earlier
the First Additional Sessions Judge Jammu
AK Koul on September 6, 2005 had rejected
two bail applications filed by Ashok
Mahajan and other filed by Nirmal Kumar
Gupta and Purshtom Gupta, which was
dismissed by the with the observation
that petitioners defrauded the investors
and they succeeded in doing so. They are
facing trail in one case and
investigation against them is pending on
the complainants of hundreds of
depositors, so Court of is considered
opinion that granting bail to the
petitioner at this stage, would mean,
thwarting the course of investigation.

to organise rally on first day of Budget

Rehbar-e-Taleem Teachers Forum has
decided to launch State level agitation
and hunger strike programme five days
ahead of commencing of State Legislature
session at Winter Capital.
The
decision was taken in a meeting held
under the chairmanship of provincial
president Arvind Sharma. The participants
discussed in detail the latest
development before taking decision to go
in for State level agitation. The
decision was taken in consultation with
State Chairman Gazi Abdul Aziz.
On the
first day of Budget Session, the
Rehbar-e-Taleem teachers will organise
State level massive protest rally. The
participants urged the Chief Minister
Ghulam Nabi Azad to seriously consider
their demands.
Later, a
delegation of senior members of Forum

and Director School Education D K Vaid
and projected their demands.

Vital
installations, protected persons
security reviewed

JAMMU, Nov 9: Security of vital
installations including Raj Bhawan, Civil
Secretariat, MLAs hostel and protected
persons was reviewed this morning at a
high level meeting at Security
Headquarters.
IGP
Security Ashok Gupta presided over the
meeting.
Mr Gupta
directed field officers and security
staff to maintain a high alert and keep a
strict vigil on all vital installations
besides residence and offices of
protected persons.
A fresh
set of instruction to be followed by the
field officers for maintaining security
were issued in the meeting.
The IGP
Security took serious note of the reports
that PSOs of some protected persons were
not being used in professional manner for
security. He directed the concerned
officers to withdraw PSOs of all such
persons. He instructed the field officers
to ensure to PSOs wear police uniform and
follow security regulations.

Court
rejects bail plea of 2 accused in
murder case

9: Principal Sessions
Judge Jammu Subhash Chander Gupta
has rejected the bail application
of Darshan Gill and Suram Chand,
who are facing trail alongwith
accused Simon Gill for committing
murder of shopkeeper Shakti Gupta
on February 4, 2002.
The
allegations against the accused
were that they demanded money
from the deceased. On his refusal
to pay the money they called the
deceased from the shop and both
the accused Suram Chand and
Darshan Gill caught hold of the
deceased. The accused Simon Gill
inflicted 7/8 blows of Kirch on
the deceased, who died on spot
and accused ran away from the
spot.
The
judge after hearing Special
Public Prosecutor Sunil Sethi
appearing for the State and
Advocate P N Goja appearing for
the petitioners observed that
from the perusal of record that
after recording the statement of
Janak Raj on January 6, 2003, on
February 8, 2003 and July 19,
2003, the other witnesses of the
prosecution was recorded, on
April 17, 2004, the statement of
Suraj Parkash was recorded on May
21, 2005, statement of other
prosecution witnesses was
recorded on September 17, 2005.
The statement of another witness
Daljeet Singh was recorded. In
the wake of statements of these
witnesses the plea of the accused
that no other witness except
Janak Raj has been recorded is
devoid of any force and is not
tenable. The authorities cited by
the Advocate of the accused are
not applicable to the fact of
present case as the authorities
cited are full blow and
authorities in which the accused
have been acquitted after full
fledge trial given them the
benefit of doubt and the present
case is in which the evidence is
in progress. As such no case for
bail in favour of the accused is
made out and their bail
application is dismissed.

Landhar-Panchari
people allege neglect,
hold demonstration

number of inhabitants of
Landhar-Panchari area led by
Jammu and Kashmir National
Panthers Party (JKNPP) MLA
Balwant Singh Mankotia staged a
protest demonstration in front of
office of Deputy Commissioner,
here.
Addressing
the demonstrators, Mr Mankotia
said that residents of
Landhar-Panchari area have always
been ignored by the successive
State Governments and added that
11 Panchayats of Landhar-Panchari
area have been divided between
three Assembly constituencies of
Udhampur, Chenani and Reasi
thereby leading to areas
neglect and under development.
Mr
Mankotia said that Government
should not decide delimitation of
areas without taking
peoples aspirations into
consideration and added that
people of Landhar-Panchari wanted
that they should be included in
Udhampur constituency and their
wishes should be respected by the
State Government.
The
inclusion of already neglected
people in some other district
would further compound their
agonies, he further said and
stressed that Government should
not ignore people of
Landhar-Panchari any more.
He
also submitted a memorandum in
this regard to the Chief Minister
Ghulam Nabi Azad through Deputy
Commissioner Udhampur. Mr
Mankotia also assured the people
of area that he would personally
take up the issue with the Chief
Minister.
The
MLA warned to launch massive
agitation if the demand of the
Landhar-Panchari area was not
conceded by the Government. He
stressed that Government should
keep in mind that problems of
Bamhag, Panchari, Landhar and
Tikri areas would be increased if
these areas included in district
other than Udhampur.

Sharma has said that medical profession
is a noble job and fraternity connected
with medicare should devote their
services to humanity with missionary zeal
and be more compassionate to patients

observe fresher day for the 11th batch of
students admitted in the Acharaya Shri
Chander Medical Science and Hospital
(ASCOMS) Sidhra here today.
Minister
for Power, Nawang Rigzin Jora, was
present on the occasion.
Mr Sharma
said that ASCOMS is a prestigious
institution in the State having latest
equipments with qualified doctors could
provide sophisticated medical facilities
to the patients here without going
outside for such treatments.
Mr Sharma
said that freshers which have been
admitted for MBBS in the institution have
ample opportunities to excel as the
institution is a reputed one equipped
with facilities and having qualified
teaching staff. He said besides
professional studies, students have to
maintain discipline, cordial relations
with their seniors, juniors especially
with the teachers for obtaining better
professional education.
Responding
to some demands of the management, Sharma
said that for meeting the scarcity of
drinking water, construction of a tube
well in the periphery of the institution
would be considered for which, he said,
he will take up the matter with the Chief
Minister. Regarding other pending cases,
Minister assured early solution.
The
freshers, on the occasion presented a
thrilling cultural programme comprising
skits, songs, dance especially the
Punjabi bhangra to impress the audience.
Awards and
trophies were also distributed by the
Minister among the talented students who
performed cultural programme on the
occasion. The most talented female award
was given to Nikhita Gandotra while as
most talented male award was given to
Haider Guru.

SKUAST
organises workshop on
Sustainable Hill Agriculture

JAMMU, Nov 9: A two-day national
workshop on Natural Resource Management
for Sustainable Hill Agriculture was
organised by SKUAST-Jammu, in
collaboration with Soil Conservation
Society of India (SCSI).
The
workshop was inaugurated by Ajaz Ahmad
Khan, Minister of State for Agriculture
while Prof Nagendra Sharma,
Vice-chancellor of SKUAST-J, presided
over the function.
Speaking
on the occasion, Mr Khan stressed the
greater need for application of
technology to improve farming in hilly
areas, particularly in J&K. He
underlined the need for the judicious use
of water and other natural resources so
that future generations may not suffer.
Prof
Nagendra Sharma dwelt on the efforts made
by the scientists of the University to
address farm-related problems. He
stressed that the scientists and
researchers should develop site specific,
feasible and low cost technologies so
that farmers can easily adopt and improve
the productivity with minimum damage to
natural resources of land, water, soil
and forest.
Dr Suraj
Bhan, president of SCSI, New Delhi, who
was also present on the occasion, threw
light on the activities of the Soil
Conservation Society and important
contributions being made by it.

Two-day
workshop on Managing
Conflicts Peacefully concludes

on Managing Conflicts Peacefully:
Gandhi and Beyond, organised by
Gandhian Centre, Jammu University in
collaboration with the Department of
Political Science, JU, concluded here
today.
Ashok
Angurana, Principal Secretary Higher and
Technical Education, in his address, said
that that one can change the society only
by changing himself first. Gandhi
emphasized on sustainable living as it
leads to live not beyond needs, he said
and added that such workshops should be
organised to spread the teachings of the
Mahatama.
Dr Anurag
Gangal, in his address, spoke about
Gandhi and resolution of conflict. He
stressed that Gandhis philosophy of
life is such that it touches every aspect
of life and one needs to stick to this
philosophy to resolve any kind of
conflict.

Hindu University, gave presidential
observation.

Display
of moot court event on JU campus

JAMMU, Nov 9: The team of
mooters of the Law School, Jammu
University, which won the Runner Up
trophy in a national Moot Court
competition, at New Delhi, recently,
today displayed the moot court event on
JU campus.
The
proceedings were enacted in the Library
Hall, Mini Auditorium. All the staff
members and students of the Law School
witnessed proceedings of the moot court.
It may be
mentioned here that 3 students of the Law
School participated in the 2nd
Indraprastha National Moot court
Competition organised by the University
School of Law and Legal Studies, Guru
Govind Singh Indraprastha university, New
Delhi.
Twenty two
teams representing almost all the
prestigious national Law Schools of India
participated in the said national Moot
court contest. the mooters of JU
successfully contested the event and in
the final round won the runner up trophy.
Revenue
Officers highlight demands

JAMMU, Nov 9: A meeting of All
J&K Revenue Officers Association was
held under the chairmanship of Gandharb
Singh, president, wherein long pending
issues and service conditions of the
Revenue officers were discussed.
The meet
said that the Revenue department despite
being the back bone of State
administration, has not been given due
weightage and is a constant victim of
neglect and State apathy.
The
Association lamented that none of the
officers from J&K Revenue gazetted
services has been inducted in KAS since
1998 whereas 150 officers from different
feeding services were given the KAS rank
during the same period.
The main
demands, highlighted in the meeting,
included, eradication of OPG culture in
Revenue department, removal of pay
anomalies, immunity to revenue officers
as has been granted under the Agrarian
Reforms Act 21 and section 18 of Land
Revenue Act, updating of seniority list,
two and half day pay as compensation in
lieu of 24 hours duty and registration
authority to Tehsildar.
MIER
alumni get together organised

JAMMU, Nov 9: Model Institute of
Education and Research (MIER) organised
an alumni meet in the school premises.
It was an
emotional re-union for the alumni as some
of them were meeting each other after a
long gap of time. The alumni attributed
their success to the hard work,
missionary zeal and individual attention
of the founders of the school.
Maj Gen
(Retd) Jagdish Singh Jamwal, Kanwar Sein
Anand, T S Manocha and Prof Reeta
Jitendar were among the senior alumni.
The
participants were informed that former
Chief Justice of India Dr Adarsh Sein
Anand, who is an illustrious alumni of
the school, had agreed to become patron
of the Association of Alumni.
In the
meeting, several valuable suggestions
came forward from the alumni which were
referred to the working group of the
Association.
Earlier,
Dr Arun K Gupta and Mrs Gupta welcomed
the guests and explained the need to
create platform for the alumni to come
together, meet their contemporaries and
play their role in the future development
of MIER which has now developed into a
large educational group catering to the
learning needs of over four thousand
learners.
Govt
should be sincere in solving
migrants problems: KHC

JAMMU, Nov 9: Kashmiri Hindu
Conference (KHC) in a meeting here today
held under the chairmanship of M L
Thussoo has reiterated that none of the
Kashmiri Pandit organizations has agreed
to return to the Valley in cluster
habitations at Sheikhpora, Badgam, Mattan
and Khir Bhawani, Ganderbal.
The
meeting said that Kashmiri Pundits are
committed to return but with honour,
dignity, safety and security to their
respective places and the total clusters
presently ready for occupation are 50 in
all. This is simply to divide the
community, it added.
Mr Thussoo
said that Government should have a
pragmatic approach towards the problems
of the displaced Pandits and it should
spare no time in solving its genuine
demands like employment package for the
youth, stoppage of encroachments on the
Pandits land and property, religious
places and cremation grounds and
declaring the distress sale as null and
void.

Krishen Raina said the burning of the
effigy of a Kashmiri Pandit by the
community speaks volumes about the anger
of the youth against the apathy of
Government.
P L Kaul
Badgami alleged that 20 kanals of land
belonging to cremation Ground at Sagam
(Kokernag) in South Kashmir district of
Anantnag was encroached by the Government
and despite the repeated pleas the same
has not been restored to the community.
