Land mafia
Sir,
The press conference of the
Chief Minister at the opening of the
Civil Secretariat (DE, Nov. 7) in which
the Chief Minister has reiterated his
commitment to unmask the persons who head
the land mafia has been well received by
the people. It is not a small matter. The
scope and magnitude of the land grabbed
is enormous. It has been reported that
about 13 lakh kanals of State land has
been encroached upon by the land mafia.
It is alleged that some influential
persons belonging to various parties like
the Congress, PDP, NC etc as well as some
high ranking officials as well as media
persons are involved in this evil deed.
The statement of the Chief
Minister that none will be spared
howsoever connected or influential he may
be is like a breeze of fresh air. The
people of the State are impatient to know
about the complete scale of the land
encroachment. The Government has a duty
to release the complete data of the
encroachment so that the nefarious acts
of such evil men are brought to light.
The case must proceed till the whole land
is retrieved and the guilty are punished.

citizen's plea
Sir,
The travel concessions are
available to the senior citizens on the
basic fare in the Railway and Indian
Airlines. They have not fixed 60 as the
age for availing of fare concession. Even
the Banks have extended the concessions
to those above 60. But the Union Finance
Ministry provides some relief in
computation of total income and tax
thereon only at the age of 65 years or
more.
In western countries, the
old age is not a curse because the
Government gives a handsome pension and
people over 60 are not allowed to do any
type of work. Numerous facilities are
provided to senior citizens but in India
the condition of such old people is
pitiable as there are no provisions for
the social securities of senior citizens.
So, it is urged upon the
Central Government (Finance Ministry) to
reduce the age from 65 to 60 for gaining
the Income Tax rebate and other
concessions.

education system
Sir,
This is in response to an
article titled, ''Educational system in
J&K'', published in this paper (Oct
25) in which the author Prof. Bharkat
Singh Azad outlined the maladies that
plague the educational system in our
State.
The author is right to a
considerable extent. His assessment that
a school or a college must first be
equipped with the necessary
infrastructure before it is opened to
students or in otherwords made
operational. The mere opening or
upgrading of schools or colleges will not
solve the problem. First the basic
infrastructure like adequate and
qualified staff, buildings, labs,
libraries etc have to be in place before
it is made operational.
In this way the new
institution will serve the purpose for
which it is either upgraded or opened.
The syllabus and marking pattern needs to
be brought at par with CBSE so that our
students do not lag behind the students
of other states or Central schools.

Convert
COLA into DA
Sir,
It is to submit that the
Public Sector Employees are being given
COLA against D.A. It has been observed
that the release of COLA is being delayed
abnormally without any fault of the
workers.
As such the Government is
requested to convert COLA into D.A as was
being done prior to 1980. The COLA is
being paid no where in the country except
in J&K. This is a discrimination with
the PSU employees. To remove the
discrimination D.A should be paid to the
PSU employees as is being done in other
States.
