Nov 6 : Chief
Minister Ghulam Nabi Azad
chaired a meeting of
Financial Commissioners,
Principal Secretaries,
Commissioners/
Secretaries and
Secretaries to Government
immediately after
reopening of Civil
Secretariat here today.
Chief
Minister advised that all
Secretaries to Government
should ensure punctuality
of employees not only in
Civil Secretariat but in
the field offices as well
as at district, tehsil
and block levels. He also
advised them to conduct
extensive touring for
this purpose and also for
assessing execution of
development works.
Referring to
management of records,
Chief Minister said that
weeding out off old
records should be done as
per the procedure laid
down in the secretariat
manual. A special drive
should be launched to
weed out old records
which are no longer
relevant and management
of the records which are
current. He said this
should be completed
within six months. Chief
Secretary will discuss
this matter in the
secretaries meeting and
issue necessary
guidelines.
Mr. Azad
said that administrative
secretaries should
monitor all schemes being
executed under double
shift system through a
monthly meeting.
On Prime
Ministers
Reconstruction Programme,
Chief Minister said that
the administrative
secretaries should also
periodically monitor
implementation of
projects and schemes
taken up in the Prime
Ministers
Reconstruction Plan in
the respective sectors in
addition to the review in
the high level committee.
Chief
Minister revealed in the
meeting that this year
steps are being taken to
present the budget at an
early stage so that
February, March and April
are appropriately
utilized for execution of
works. He advised
Commissioner/Secretaries
to gear up their
concerned departments to
remain ready for
pre-poning the
presentation of budget.
Mr Azad said
that from the expenditure
figures at the end of
second quarter, it was
apparent that the pace of
expenditure though better
than in the past has not
picked up to the desired
level. All administrative
secretaries should
personally monitor the
plan expenditure with a
view to seeing that there
is no crowding during the
last two months of the
financial year.
He said
while additional district
development commissioners
have been assigned a job
chart, the administrative
secretaries should also
assign them special tasks
for inspection and
monitoring.
Chief
Minister emphasized that
advance action for
creation of staff and
establishment and
infrastructure of new
districts and other
administrative units
shall be taken so that
when the demarcation
committee completes the
work assigned to it, the
districts come into being
and administration made
functional.

Rajouri directed to hold enquiry on
CEO's
medical certificate

Jammu, Nov, 6 : In a number
of contempt petitions in which the High
Court directed Qazi Nazir Ahmed, Chief
Education Officer Rajouri to appear in
person on November 6, 2006, but today he
sent a certificate issued by Doctor A R
Choudhary Phy Spl District Hospital
Rajouri that he has been admitted in the
hospital with effect from November 4,
2006.
One of the
petitioners Zameel Ahmed made a statement
that the certificate issued by Dr. A R
Choudhary was false, as on Saturday, Qazi
Nazir Ahmed CEO Rajouri, attended a
function of Sports Mela on November 4,
2006, in which SSP Rajouri and DC Rajouri
were also present and Chief Education
Officer Rajouri distributed the awards
and petitioner also received an award
from the CEO Rajouri.
On the
statement of petitioner, Justice Nirmal
Singh took serious note of the matter and
taking into consideration these facts,
directed Chief Judicial Magistrate
Rajouri to hold an enquiry to find out
whether Qazi Nazir Ahmed, CEO Rajouri was
admitted in the District Hospital Rajouri
on November 4, 2006 and if admitted on
November 4, when he was discharged. CJM
will also collect the record from the
District Hospital Rajouri and send his
report before the next date of hearing.
Minor
girl sold by mother seeking protection
HC directs SSP Jammu for
registration of case

Jammu, Nov 6: Justice YP Nargotra
of the State High Court Jammu wing, in a
writ petition filed by Pinki Devi age
14/15 years through her father Lali Ram,
has directed SSP Jammu to get the FIR on
the report of Lali Ram natural Guardian
of Pinki Devi registered in the Police
Station in whose jurisdiction the
cognizable offence, if any found to have
been prima-facie committed by any of the
persons.
This court
directionwas passed in a writ petition
filed through Advocate AP Singh in which
the grievances were projected that Pinki
Devi who is a minor girl was in the
custody of her parents till she attained
the age of 8/9 years and after her mother
Darshan Devi took her to Kot-Bhalwal,
where she started living with Gusha Ram,
about one year thereafter her mother and
Gusha Ram sold her to one Inderjeet alias
Madan Lal s/o Ganga Ram of Village
Chibbe, Nagrota, where she was forced to
do domestic labour and was also sexually
exploited.
According
to petition on October 25, 2006, the
minor succeeded in escaping from the
custody of Inderjeet alias Madan Lal and
others and managed to reach back to the
house of her father. After knowing the
plight of the minor, her father
approached SHO P/S Poni Chak, but he
refused to take any action in the matter.
The petitioners sought a direction for
providing protection to the minor, so as
to save her from the clutches of
Inderjeet and other respondents. Her
counsel submitted that he would be
satisfied if this peititon is disposed of
with a direction to the concerned police
station to register the FIR on the report
of father of the minor girl and take
appropriate action. Mr. AS Dogra, Deputy

AAG while accepting notice for Home
Department SSP Jammu and SHO P/S Poni
Chak submitted that he would have no
objection to the grant of the prayer of
the petitioners. After considering the
statement of both sides, Justice YP

the observation that in view of the
submissions made, this petition is
admitted to hearing and disposed with the
direction to SSP Jammu to get FIR
registered.

centre for e-filing of Corporate Tax

JAMMU, Nov 6: Describing Income
Tax Department as backbone of
countrys economy, Minister for
Health and Medical Education Mangat Ram
Sharma today said that its prime
duty of every individual to pay income
tax sincerely to contribute in
nations building.
Addressing
a function organised to inaugurate help
centre for e-filing of Corporate Tax at
Aayakar Bhawan, Mr Sharma asked the
officers of Income Tax Department to
launch mass awareness campaign to
motivate people to come forward to pay
income tax correctly to boost economy of
the country.
He
stressed on the need to simplify IT
procedures so that every lay man could
easily fulfill the formalities. Mr
Sharma, while laying stress on increasing
the jurisdiction of the Income Tax
Department, said that tax evaders should
not be spared and strict action be taken
against them.
The
Minister said that help centre for
e-filing of Corporate Tax would go long
way in helping the assessees.
He
disclosed that Chief Minister Ghulam Nabi
Azad has already issued directions to the
Jammu Development Authority (JDA) to
identify suitable land for setting up of
residential colony for Central Government
employees.
Speaking
on the occasion, Commissioner of Income
Tax, J&K Virendra Singh said that
opening of help centre for e-filing of
Corporate Tax returns was yet another
milestone in the process of complete
computerization of functions of the
Income Tax Department.
He
informed that as per Electronic
Furnishing of Return of Income Scheme,
2004 and Furnishing of Return of Income
Internet Scheme, 2004, its
mandatory for all corporate tax payers to
furnish the returns for assessment year
2006-07 electronically through internet
with effect from July 24, 2006.
The said
returns are to be filed electronically
under a digital signature or in case
digital signature is not available then
the returns filed electronically are to
be followed by filing of paper returns,
the Commissioner said.
Mr Singh
further said that Income Tax Department
has a tax payer friendly approach towards
honest tax payers but made it clear that
tax evaders will be sternly dealt with.

Police, Gopal Sharma along with top brass
police officers today visited various
police establishments including Police
Headquarter (PHQ), Armed Police, Home
Guard & Civil Defence, Police
Telecommunication, Police Construction
Division, and other wings of J&K
Police that opened here today following
annual Darbar Move to the winter capital
of the State,
While
interacting with the officers and
officials, the Director General of Police
appreciated all ranks of PHQ and other
wings for putting in best efforts during
transit days to open the records in time
and making all the sections fully
functional on the first day of darbar
move in the winter capital. He enquired
about the infrastructure, working
conditions and residential accommodation
available to the employees.

Sharma, on his arrival at (PHQ) was
received by Additional Directors General
of Police, P.S.Gill, Kuldeep Khuda, Madan
Lal, Inspectors General of Police,
P.L.Gupta, J.A. Makhdoomi, A.R.Khan, Dr.

Speaking
at the function organized by the Jammu
and Kashmir Armed Police in honour of
best sports persons, while giving the
awards and certificates to the winners of
various sports events held during the
year, Mr. Sharma said "our endeavor
is to give nation-wide exposure to our
sports persons for creating better
avenues for them, he said adding that the
Jammu and Kashmir Police brought laurels
to the state in the recent years at the
national level but efforts should
continue to achieve more and more laurels
for the State police and this odyssey
will continue".
On the
occasion, Mr. Sharma announced one
advance increment in favour of those
police sports persons who participated at
the All India National Level Police Games
and brought laurels to the State police

Inspector General of Police (Armed)
Sheikh Owais Ahmed dwelt on the sports
activities held in the year and also

Procession
taken out in city
ReTs on 2-day dharna

JAMMU, Nov 6: In support
of their demands, Rehbar-e-Taleem
Teachers began a two-day dharna in front
of the Divisional Commissioners
office, here today.
The dharna
is being observed under the banner of All
J&K Rehbar-e-Taleem Teachers Forum,
Jammu province.
They are
demanding enhancement of ReTs
honorarium, reduce minimum period
required for regularisation of ReTs from
5 years to 3 years, inclusion of this
time period in service book, benefit of
SRO-43, conversion of EGS centres to
primary schools and EVs to ReT, etc .
Earlier, a
number of ReTs from different parts of
Jammu division assembled near the
Exhibition Ground and proceeded towards
the Divisional Commissioners office
in the form of a procession.
They were
holding banners and placards with slogans
in support of their demands. Raising
slogans, the ReT teachers
procession passed through different
bazars of the city and culminated near
the Divisional Commissioners office
where the two-day dharna was started.
The dharna
was addressed by Arvind Kumar, divisional
president of the J&K ReT Teachers
Forum, who highlighted the demands and
appealed the Government to address their
grievances.
Some trade
union leaders and ReTs, including Najmal
Jafri, Arvind Kumar, Vinod Kumar and
Ajaz, also addressed the dharna.
Later, a
deputation of the ReT Forum met
Divisional Commissioner Jammu Pramod
Kumar Jain and submitted him a memorandum
of demands.
Reports
from different parts of the Jammu region
said that processions were also taken out
there by ReTs in support of their
demands.
At
Kishtwar, procession was taken out under
the leadership of Mohd Jaffar Kotwal.

FIR registered
against management,
doctors of
charitable hospital

a writ petition filed by Monika
Kakkar, Justice JP Singh of the
State Jammu wing after hearing
Advocate Nitin Bhasin appearing
for the petitioner and Additional
Advocate General BS Salathia,
disposed of the petition with a
direction to police to consider
the registration of FIR against a
charitable hospital as and when
an application moved by any of
the relations of the petitioner,
disclosing the commission of a
cognizable offence.
On
the basis of High Court
direction, Monika Kakkar
submitted an application for
registration of a case against a
Charitable Hospital situated at
Amphalla Jammu. According to the
application, the doctors, the
management and other staff of
this hospital, caused the death
of the mother of the petitioner
namely Renu Kakkar W/o Sunil
Kakkar. It was submitted in the
application that the mother of
applicant (Renu Kakkar Deceased)
was working as Hostel Warden in
an education Institution and was
suffering from piles disease, she
came to Jammu for medical
check-up/ treatment. On reaching
Jammu, she came to know that
Doctor of GMC Jammu had gone on
strike and the mother of
applicant consulted a senior
doctor of Charitable hospital on
June 15, 2005, who was working as
surgeon in the Charitable
hospital and is also a Rtd HOD
Surgery Wing GMC Hospital Jammu,
who advised the mother of the
complainant for immediately
undergoing piles operation which
according to him was a minor one.
It was further submitted that an
advance payment of Rs 10,000 was
also charged from the mother of
the applicant as operation fee,
though the hospital is charitable
one.
It
was further submitted that the
hospital management on demand
issued a receipt of Rs 6000/-
only. For remaining Rs 4000/- was
not given. It was further
submitted that the patient was
not taken out of the operation
theater even up to 12:00 Noon and
when the applicant and her
relatives enquired from the staff
about the condition of the
patient, the staff replied that
the condition of the patient was
stable and there was nothing to
worry.
It
was further submitted that at
1:30 PM the mother of the
applicant was taken out of the
operation theater on a stretcher
and was rushed to GMC Jammu. It
was further submitted that it
took more than five minutes for
the ambulance to reach GMC Jammu
but at about 1:40 PM, the patient
was declared dead by the hospital
staff.
It
was alleged that the mother of
the applicant had already died in
the operation theater in
Charitable Hospital but with
malafide intentions and to save
their skin after committing such
an act, the deceased was shifted
to GMC Jammu.
On
this application and the copy of
the direction of the High Court,
the police registered a case u/s
304-A RPC against the management
and the doctors of Swami
Vivekanand Medical Mission
Charitable Hospital Amphalla

Charak,
Jugal inspect works in Gandoh, Chatroo

R&B Gulchain Singh Charak and
Minister for Rural Development Department
Jugal Kishore Sharma conducted two day
tour of Chatroo and Gandoh blocks of Doda
district and inspected public works.
They also
conducted joint meeting of
district/sub-divisional and tehsil level
officers at Kishtwar and Gandoh.
At Chatroo
Mr Charak inaugurated PWD divisional
office building. He also inspected the
pace of work of the model village at
Chatroo and took stock of the work of
link roads in the area.
While
taking the review of the rural
development works of the Inderwal block,
the Minister was apprised that as many as
349 different works have been projected
under NREGS out of which 61 works stand
completed in the 12 panchayats of the
block.
At
Kishtwar and Gandoh, the Ministers asked
the Officers to improve the work culture
& ensure transparency and corruption
free system of working of their concerned
departments besides exhibit responsive
attitude towards solving day to day
problems of a common man. Both Ministers
stressed upon the officers to ensure 80
percent work done status at ground level
in all development schemes by the end of
November 2006 with judicious fund
spending.

B.K. Vashisth, delivered a series of
lectures to the students of Master of
Business Economics and Master of Business
Administration in the College of
Management, Shri Mata Vaishno Devi
University.
Prof.
Vashisth explained and analysed different
current and core issues of business
economics and environment. In his
lecture, he elaborated the empirical
Managerial theory of Limit Pricing and

developing country like India. He also
emphasised on the relevance of these
economic theories in day to day decisions

today. This district level programme was

today torched the effigies of US
President George W Bush and Prime
Minister of UK Tony Blair.
Shouting
slogans like "down down
Bush, Blair, long live President
Saddam Hussein, India Iraq
friendship Zindabad", the
JKNPP activists urged the Prime
Minister Dr Manmohan Singh and
United Progressive Alliance (UPA)
chairperson Sonia Gandhi to take
up the matter with all world
leaders and seek release of
Saddam Hussein from the cage of
American administration in Iraq.
"America
is a biggest human rights
violator and perpetrator of death
and destruction in Iraq,
Afghanistan, Iran and other
countries", they said
vociferously before burning the
effigies of Bush and Blair.
They
stressed that India should take

titled G.M Khan Vs State and others
directed Public Service Commission to
complete the selection process against
224 vacant posts of Assistant Surgeons
claimed to have been initiated already,
by February 15, 2007 and furnish an
undertaking to that effect during week.

of the government for sparing requisite
staff for augmentation of staff
deficiency in Drug Control Organization
was directed to assure provision of
requisite staff to the Drug Controller
alongwith a vehicle within two weeks for

they shall be personally responsible for
the default in furnishing requisite

implementation of the court orders.
The
Vigilance Organization was directed to
furnish an up to date status report
regarding check/ inspections conducted by
them for assuring compliance of the
directions passed by this court regarding
closure of unregistered health clinics
etc., and medical stores. They alongwith
administration of all districts shall
also render all requisite assistance to
health department and Drug Control
Organization for affective implementation
of the court directions. The DB pointed
that some of the doctors covered by ban
order on private practice were
clandestinely undertaking such practice
which besides being unethical, was a
clear violation of court directions also
their respective controlling officers
were directed to furnish particulars of
such doctors to this court for
appropriate action in terms of orders
already passed in the matter.

JAMMU, Nov 6: Punjab National
Bank, Zonal Office (J&K Zone), Jammu,
is observing the vigilance awareness week
from today.
The
observance of the week commenced today
with the pledge taking ceremony in the
zonal office premises. The ceremony was
attended by S L Gupta and B L Koul,
Vishav Bandhu Sharma, B S Raina, other
senior officers and employees posted at
the zonal office.
S L Gupta
administered the pledge in English which
was followed by other employees in Hindi
version by R C Bhat.
Earlier,
Raj Kumar Gupta, Manager HRD, welcomed
all the staff members and apprised them
about importance of integrity and
transparency in all spheres of the
activities of PNB. He also hoped that
people would work hard for eradication of
corruption in all spheres of life.
All the
staff members participated
whole-heartedly in the ceremony and
pledged to act consciously and without
any fear or favour striving continuously
to bring about integrity and transparency
in all spheres of activities.
Lal
Singh listens peoples problems

KATHUA, Nov 6: To listen the
problems of common masses for early
redressed, Member of Parliament
Doda-Udhampur constituency Ch Lal Singh
convened a routine monthly meeting.
MLA
Basohli Kanta Singh was also present on
the occasion.
Among
others, the meeting was attended by
Panches, Sarpanches and large number of
people from far-flung areas of Billawar,
Basohli and Bani and even from Ramnagar
and Majalta tehsils.
The people
projected various demands mostly related
to drinking water, power supply, medicare
facilities and road connectivity.
MP Ch Lal
Singh and MLA Kanta Singh listened to the
problems of the people patiently and
assured for early redressal.
Speaking
on the occasion, Ch Lal Singh thanked the
people in extending full support for
successful arranging of Shaheedi Diwas at
Kathua. He asked the people to remain
vigilant against the nefarious designs of
the anti-national and anti-social
elements. He said that for the better
development, it is the need of the hour
for right planning.
Mr Singh
urged the people to avail maximum
benefits from the centrally sponsored
schemes which are formulated for the
upliftment of socio-economic conditions
of weaker sections of the society. He
also asked the people to desist from bad
habits like drinking, smoking and taking
drugs etc and impressed them to work hard
with dedication so as to achieve better
results.
Classical
vocalist Shanti Sharma performs in JU

JAMMU, Nov 6: Noted classical
vocalist and a leading exponent of Khyal,
Shanti Sharma today performed in Jammu
University.
The
classical recital was organised by the
Jammu University in collaboration with
the J&K Chapter of Society for
Promotion of Indian Classical Music and
Culture Amongst Youth (SPIC-MACAY).
Shanti
Sharma mesmerized the audience with her
classical vocal and latter reciprocated
with applause.
She was
accompanied by Manjit Singh on Harmonium
and Madan Sisodia on Tabla.
JU
Vice-Chancellor Prof Amitabh Mattoo, who
was chief guest on the occasion, lauded
the initiatives taken by SPIC-MACAY in
organising such classical performances.
Earlier,
Prof N N Sharma presented a formal
welcome address while Dean Students
Welfare Dr P S Pathania, who is also
vice-chairperson of the J&K Chapter
of SPIC-MACAY, threw light on the life
history and achievements of Shanti Sharma
who is a disciple of Pandit Amarnath.
Vote of
thanks was presented by Dr Shohab Inayat
Malik.
NMC
for uniform pay policy

JAMMU, Nov 6: National Mazdoor
Conference (NMC) president, Subash
Shastri has stressed upon the newly
appointed Chairman of Sixth Pay
Commission to visit all the State
Capitals to ascertain the views of the
employees on new pay structure and allied
perks.
Addressing
a rally of NMC workers here, Mr Shastri
suggested that 6th Pay Commission be
declared as National Pay Commission to
realize the objective of uniform pay
policy across the country as per the pay
scales, bonus, LTC, Medical Allowance,
HRA, CCA, Disturbed d Area Allowance and
other such benefits. Mr Shastri also
advocated for providing interim, relief
of atleast rupees 1,000 per month to the
employees till the recommendations of the
new pay Commission come in force.
Several
resolutions were also passed during the
rally which include early release of
salaries of Motivators working in IWDP
Project Akhnoor, regularisation of the
daily wagers , release of pending
installment of COLA etc.
Among
others who spoke on the occasion included
Sham Lal Sharma, Bodh Raj Sharma, Mohd
Farooq, Sukhdev Singh, Puran Chand, Sat
Paul, Narinder Bhagat, Lalit Sharma, Ram
Lal Sharma and Barkat Ram.
