Teacher
acquitted after 26 years
Excelsior
Correspondent
Jammu, July 21 : Second
Additional Sessions Judge Jammu, Mr.
Ashok Kumar Koul today acquitted Bodh
Raj, the then teacher Govt High School
Gole-Gujral Jammu against whom a case of
fraudulent withdrawal of GPF Bills,
festival advance was registered in 1980.
In the 12
page judgment, Mr. Koul observed that
this case is the eighth in series against
the accused regarding the fraudulent
withdrawals while being posted as teacher
in Govt High School Gole-Gujral Jammu.
There is a bulk of evidence on record,
but it is not the quantity but quality
that matters. An important and genuine
question that can be posed is whether
accused was authorized by his drawing
officer to draw the disputed bills or
not. What was required was to place on
record, the written authorization along
with attested specimen signature of the
accused sent to treasury to prove that
accused was having the authority to
present the bills and to draw the money
from treasury. But so far as the present
case is concerned, nothing like on record
as a corollary of it, another question
that haunts the Court is how the treasury
officials passed the bills presented by
the accused and make him payment.
Witnesses say that accused was authorized
to draw the bills but written
authorization that should be on record
was not there.
Mr. Koul
further observed that the report on
handwriting in question has so many
cuttings and overwriting and so it would
not be safe to rely on it exclusively to
reach a just decision, more so, when the
expert has not been examined. "There
are so many loop holes in this case which
may not be individually fatal to the
prosecution case, but collectively, it
amounts to very serious infirmity and
serious to the extent that accused can be
given the benefit of doubt. The evidence
on record even if large in quantity, does
not establish the crime attributed to
accused beyond the shadow of doubts. The
court, as such, is left with no option
but to extend the benefit of doubt to
accused as such the case is dismissed and
accused is acquitted by giving him the
benefit of doubt," the Judge held.

Srinagar, July 21: For the first time
anywhere in the country, a five
days training course on
pre-retirement counselling for Government
officials was held at the Institute of
Management, Public Administration and
Rural Development to help retiring
employees deal with the retirement blues.
Academics,
health experts and psychologists were
invited to deliver lectures to the
trainee participants on various areas of
problems that normally confront people
after retirement from active service. The
training course came to a close here
today with the valedictory function
addressed by Director General, IMPA, Amit
Kushari. Joint Director IMPA, Khalid
Bashir Ahmad was also present.
Mr.
Kushari described the course as a
pleasant surprise saying that for the
first time he had heard about conducting
a training programme for Government
officials which was actually aimed at
benefiting them rather than the
Government itself. He hoped that the
trainee participants drawn from various
Government departments would have gained
a lot during the programme that would
help them lead a more fulfilled
post-retirement life. He said retirement
from Government service was not a matter
of dejection and a well planned routine
could make it more meaningful and
worthwhile. In fact, it is the time when
a person feels relieved of lots of
restrictions and fetters, he said.
The DG

participants including some tips on
management of health, preparation of
retirement papers in time and investment

directs further investigation
against Relief Tehsildar
Excelsior
Correspondent
Jammu, July
20 : Special
Judge Anticorruption Jammu J R
Kotwal today returned a final
report filed by Vigilance
Organization Jammu in a case of
disproportionate assets to the
tune of Rs 8, 64, 301 against the
then Tehsildar Relief
Organization Migrant Jammu for
closing the case for want of
sufficient evidence and directed
further investigation to make up
the deficiency in the evidence.

saving of rupees 3, 90, 997/- has
calculated, thereby Rs 8, 64, 301
have been calculated as
disproportionate assets.
During
the course of investigation it
has been found that suspect
produced a fake certificate of
collector JDA showing that he or
any member of his family does not
own any house or land in Jammu.
The certificate proved to be
false when got examined in FSL.
It
was also found that the suspect
managed to prepare wrong record
of house at Nanak Nagar by
showing it as ancestral property,
which has actually been purchased
by him as a Benami, which was
proved by the then DySP. The case
after being examined by Central

Mr.
Kotwal, after pursuing the
record, submitted along with

positive finding that the suspect
has accumulated disproportionate

IO was not sufficient for
prosecution of the accused, the
legal course was to direct

is nothing more than unnatural
death of a well-founded criminal
process having been persuading by
the VO, which cannot be allowed.
With these observations Court

report and directed further

The
brand name of Jammu University,
initiatives taken by the
Directorate of Colleges
Development for quality education
in the JU affiliated private
institutions and availability of
admission forms on JU website
have apparently contributed for
unprecedented rush to B Ed
admissions this year.
Change
of admission process this year
under which the application forms
and information about the JU
affiliated colleges have been
made available on University
website as against sale of
admission brochures at selected
post offices, has greatly helped
the admission seekers.
"Unlike previous years,
there is no complaint of
non-availability of application
forms or difficulty in getting
the same," said Prof Rajiv
Gupta, Director Colleges
Development Council, who
conceived and implemented the
idea of making forms available
on-line.

different places.
At
around 11 am today, the optical
fibre cable of the BSNL got
damaged during highway widening

between Samba-Vijayur and

the communication link of the
entire State with rest of the

immediately swung into action to
find out the damaged portion of
optical fibre cable yet STD

this evening putting customers to
great inconveniance.
Even
the broad-band and VSAT service
of the BSNL affected badly

of several banks across the
State. The people were seen

distress.
When
contacted, General Manager of the

creating problems for the BSNL
every-day.
"Despite
our repeated requests they are
neither providing us corridor for
laying our lines nor working
cautiously to prevent damage to
the optical fibre cable", he
further said.
He
confirmed that STD, Broadband,
Pre-Paid Mobile Service and VSAT
