issues directions for implementation of
SRO 149

SRINAGAR, July 20: Power Minister
Nawang Rigzin Jora today issued
directions for the implementation of SRO
149 in respective of ITI and non-ITI
categories of employees of the Power
Development Department (PDD).
The
directions were issued during a meeting
with the representatives of J&K
Central Non-Gazetted Electrical Employees
Union (CNGEEU) called by the Minister to
review charter of demands submitted by
the CNGEEU and already discussed on May
17, 2006.
Mr Jora
said that due to transfer of budgetary
provisions from plan to non-plan, no
wages component was taken into
consideration as a result of which wages
could not be released so far. He assured
the CNGEEU leaders that he will meet the
Finance Minister Muzaffar Hussain Baig
shortly for the release of wages of daily
rated workers and casual employees.
He also
assured that welfare scheme on the
pattern of Police Department will be
implemented within one month. Similarly,
risk allowance and two and half day pay
to all categories of employees will be
finalised within one month.
For
amendment in the recruitment rules, Mr
Jora directed Development Commissioner
Power to have a detailed meeting with the
employees unions and finalise the
draft after taking into consideration
their view point.
He also
accepted the demands of filling up of 260
posts of Bill Distributors lying vacant
in Commercial and Survey Wings and
communication of vacant posts from Power
Development Corporation to respective
Departmental Promotion Committees (DPCs)
for filling up from the eligible daily
rated workers
The
Minister directed the officers to
implement SRO 149 in letter and spirit
and without pick and choose in respect of
ITI and non-ITI categories of employees.

killed, 6 injured in Nandni accident

JAMMU, July 20: Three persons were
killed and six others received injuries
when a Qualis, they were travelling in,
rolled down at Ashar Kund near Nandni
under the jurisdiction of Nagrota Police
Station late last night.
The
ill-fated vehicle bearing registration
number DL4CJ-4160 was on its way from
Jammu to Patnitop when at Ashar Kund it
rolled down into a gorge killing three
passengers on the spot and wounding six
others severely.
According
to the injured, driver could not control
the speeding vehicle while negotiating a
curve resulting into vehicle rolling
down.
On the
receipt of information, a police party
from Nagrota rushed to the spot and
started rescue operation with the help of
Army personnel from Nandni area.
All the
occupants of the vehicle were brought out
of the gorge and rushed to Government
Medical College Hospital. The condition
of all the six injured was critical till
this evening.
The
deceased have been identified as Amarjeet
Singh (driver), son of Surinder Singh of
Mana Singh Peeper Wali Gali, Amritsar,
Mohinder Paul Singh, son of Daljeet Singh
of Gali Number 4, Shiv Nagar Amritsar and
Tarseem Singh, son of Devinder Singh of
Court Atma Ram Gali No,3, Amritsar.
The
injured are Rajinder Kour, daughter of
Bak Singh, Seema, Simi, daughter of Kewal
Krishan, Anchal, daughter of Yashpal
Singh, Satnam Singh, son of Harbans Singh
and Yashpreet Singh, son of Jasvinder
Singh, all the residents of Amritsar.

lakh pilgrims visit Amarnath

JAMMU, July 20:
Nearly
2.4 lakh pilgrims from various parts of
the country have so far visited the cave
shrine of Amarnath since commencement of
the pilgrimage this year even as many
more are on their way.
A
spokesman of Shri Amarnath Shrine Board
(SASB) said that as many as 4826 pilgrims
performed Pooja last evening at the cave
shrine. He added that 1082 devotees left
from Baltal, 1995 from Pahalgam and 212
left Baltal in helicopters for the cave
shrine today.
Another
batch of 1395 pilgrims left from the base
camp of MA Stadium here in a fleet of 39
vehicles with security escort, the
spokesman said, adding as many as 68,246
pilgrims had proceeded from Jammu city to
the shrine so far since the commencement
of pilgrimage on June 10.
He
informed that the yatra was suspended for
first two hours from the traditional
Pahalgam route this morning because of
heavy rains while it was going on
smoothly from the shortest Baltal route
though the sky was cloudy.
Due to
rainfall, the road from the Pahalgam
route had become slippery forcing the
authorities to suspend the yatra, the
spokesman said and added that after about
one hour green signal was received from
almost all the halting points through the
traditional route.
Meanwhile,
12 Amarnath pilgrims were injured in
three road accidents in the Kashmir
valley since last evening.
A bus
carrying pilgrims from Baltal, the base
camp of Amarnath cave, turned turtle at
Rezan Kangan injuring six yatris. The
injured were admitted to hospital.
One yatri
was injured when a Tata Sumo met with an
accident at Ashmuqam on Anantnag-Pahalgam
route.
Four other
yatris were injured when their vehicle in
which they were travelling to Chandanwari
met with an accident. The injured were
admitted to hospital.
All the
injured are out of danger.

holds public meetings

KATHUA, July 20: A team of National
Conference (NC) led by Ajay Sadhotra,
provincial president of the party,
visited different areas of Kathua and
interacted with cross sections of the
society besides party leaders.
NC leaders
addressed two public meetings one at
Nanun and other at Kathua town.
NC
supported demand of the people to carve
out separate Kandi assembly seat and
tehsil for Kandi area. Party assured to
take up this issue in and outside the
Assembly.
Local NC
leaders apprised the visiting team about
problems being faced by the residents of
Kathua. They specially highlighted
problems of Kandi areas which are totally
neglected by the ruling coalition.
Addressing
the public meeting, Mr Sadhotra said that
NC was aware of the problems being faced
by the people of Kandi belt where there
was acute shortage of drinking water,
electricity and irrigation water.
The
meetings were organised by J P Singh and
Shakeel Ahmed Tony. Sheikh Bashir Ahmed,
vice-president, Javed Rana, MLA Mendhar,
Kashmira Singh, ex-MLC, Chander Mohan
Sharma, Bimla Luthra, Ajit Kumar, Giani

Teachers Forum projects demands

DODA, July 20: A protest
demonstration, organised by the J&K
Rehbar-e-Taleem Teachers Forum, was held
in front of Chief Education Officer, here
today. The Rehbar-e-Taleem (ReT) teachers
demanded fair deal to them and put forth
their demands.
Speaking
on the occasion, state co-ordinator of
the Forum, Ajaz Hussain Zargar criticised
the State Government for its casual
attitude towards the problems facing the
Rehbar-e-Taleem teaching community.
He warned
that if their genuine demands are not
met, the forum would be compelled to come
to streets and the Government shall be
totally responsible.
Others who
spoke included, Sajad Malik, Naresh
Kumar, Zakir Hussain, Shabir Ahmed, Sagar
Singh Chib, Fida Hussain and Abdul Hamid.
The main
demands of the Rehbar-e-Taleem (ReT) are
inclusion of five years ReT period for
service benefit, enhancement of salary
(wages) as also raising of wages of
Education Volunteers and their
regularisation on the ReT pattern.
It was
stated that the ReT teachers and
Education Volunteers are playing a
crucial role in the overall education
system in Jammu and Kashmir state,
especially in making the schools
functional in far-flung areas.

Bar
strike enters 23rd day

Bar
Association Jammu deferred its General
House meeting. More than 300 advocates
were present in the meeting which was
held under the Chairmanship of its
president Ved Raj Wazir.
In the
meeting it was unanimously decided to
defer the General House Meeting for
deciding the further course of action of
the strike call given by the Bar
Association Jammu for shifting the much
publicized sex-scandal case from Srinagar
Court to Jammu Court or any other Court
of the country.
In the
meeting it was decided that General House
Meeting will be held on Saturday July 21,
2006.
Meanwhile
Strike call given by the Bar Association
Jammu today entered into 23rd day and the
work in High Court Jammu Wing and
Subordinate Courts suffered due to
non-appearance of the lawyers.
Bar
Association Jammu took serious view of
the silence observed by the State
authority as the State has failed to
protect the constitutional and
fundamental rights of the citizen
irrespective of their involvement and
their status.

launched new upgraded and refurbished
WagonR with duo facility. This new fuel
efficient WagonR, functional on both
petrol and LPG, was launched in the

After
success of Swift, this is
another innovative and specially designed
car which has been launched by the Maruti

The car
was launched by MUL, Managing Director,

at reasonable prices the WagonR, besides

without a change in the price tag.
The new
car is tested and certified by the
Automotive Research Association of India.
The WagonR will provide customers with
lower running cost to the extent of 33
percent.
The new
WagonR has been styled and designed
entirely by Indian engineer at the Maruti
facility after their success in designing

Swift. The car has a fuel
capacity of 35 litres in the petrol tank
and 22 litres in the LPG kit-giving a

Excise
employees dharna enters second day

JAMMU, July 20: Protest dharna of
Class IV employees of Excise and
Commercial Tax employees entered second
day today. Employees staged dharna in the
main entrance of the Excise and Taxation
Complex resulted into total blockade of
the complex.
The
agitating employees have been demanding
that their cases should be put before the
House Committee constituted by the
Speaker of the Legislative Assembly.
Speakers
pointed out that like other 40,000
Class-IV employees they were also
appointed under order number 1786/GAD
dated 11-11-1997 through which powers
were given to the heads of the
departments to make appointments of
Class-IV employees. They regretted that
Government was committed to quash only
their appointments while as cases of the
employees of other departments have been
referred to the House Committee.
Adil
Rashid Khan, Surinder Sharma, Nazir Ahmed
Bhat, Charanjit Ram, Anjam Wazir, Shameem
Ahmed and others addressed the employees.
Meanwhile
State president of Samajwadi Party and
ex-MP, Sheikh Abdul Rehman has supported
the agitating employees. He expressed
surprise that large number of Class-IV
employees were appointed but axe was
fallen on only 400 appointees, who have
already put in more than eight years
service.
He dubbed
action of the State Government as sheer
injustice as well as discriminatory. He
appealed to the State Government to
restore and regularise their services.

Murder
of cable operator

registers case against Avtar Singh,
others

JAMMU, July 20: Crime Branch Jammu
has registered a case against Avtar
Singh, Gurmail Singh and others, residing
in village Koulpur (Samba).
On Baldev
Raj of Rattanpur lodged a report in
Police Station Ramgarh on October 14,
2005, regarding missing of his son Anil
Kumar alias Sonu, who had gone to Koulpur
on October 12, 2005 and did not turn up.
A report was received at Ramgarh Police
Station that a dead body was recovered
from the fields at Koulpur.
Upon this
proceedings under section 174 CrPC were
initiated on October 15 into the matter.
Since the matter could not be detected by
local police the DGP J&K transferred
the case to Crime Branch in March this
year for further inquiry.
A team of
Crime Branch during investigation,
visited the site of occurrence and
recorded the statements of the witnesses
under Section 175 CrPC and found that the
deceased Anil Kumar alias Sonu, working
as a Cable Operator in village Koulpur,
had developed illicit relations in the
village, which caused resentment among
Avtar Singh and others.
Avtar
Singh, working somewhere at Delhi managed
to come to his native village Koulpur and
after hatching a plan eliminated Anil
Kumar.
The
investigation of the case is going on.

Deputation
of Traders Federation calls on Div Com

Traders Federation, Warehouse, under the
leadership of its president, Romesh
Chander Gupta today called on the
Divisional Commissioner, Mr Pramod Jain,
regarding traffic restrictions causing
hardship to the people in Ware House and
Nehru Market area.
The
deputation, besides Romesh Chander Gupta,
comprised of senior vice president Kirti
Kumar, general secretary, Anil Gupta,
secretary, Sham Lal Gupta, cashier,
Naresh Kumar and other members of the
Federation Om Parkash Gupta, Rajesh
Bagotra. Jammu Municipal Corporator
Parveen Gupta was also in the deputation.
They
apprised the Divisional Commissioner of
the traffic problems and other issues
about this big trading centre of
foodgrains and other commodities in
Jammu.
The
deputationists pleaded that the courts
have allowed at certain timings for
loading and unloading of trucks in the
Ware House and Nehru premises.
The
Divisional Commissioner gave a patient
hearing to the deputationists and assured
to look into this matter regarding
movement of light motor vehicles and
trucks in Ware House and Nehru Market.
Regarding
Ware House- Belicharana alternate road,
the Divisional Commissioner agreed to put
the matter before the concerned
authorities, a release said.
The
Divisional Commissioner was apprised with
the security scenario in Ware House and
Nehru Market area and requested for
installation of close circuit cameras in
view of the ongoing militancy.

DPP
organises open discussion on
discrimination with Jammu

JAMMU, July 20: Duggar Pradesh
Party (DPP) organised a seminar cum open
discussion on alleged discrimination with
Jammu region and appeasement of Kashmir
in all spheres.
Representatives
of various pro-Jammu political outfits,
attended the discussion and expressed
their views on the topic. They sought to
justify the demand for separate Statehood
to Jammu region and stressed that
re-organisation of J&K State was the
only solution to end discrimination with
the region.
Focus of
the discussion was recent announcement of
creation of new districts, tehsils and
fresh delimitation of Assembly segments
by enhancing 25 percent of the existing
seats of all the regions.
The
speakers included Uday Chand, Mohan Singh
and Dev Raj Baru from Duggar Pradesh
Party, Ram Pal Sharma of Dogra Liberation
Front, Somnath Dabgotra of Janata Party,
S Balwinder Singh of Rashtrawadi Morcha,
Mohinder Singh of Far Flung Area
Association, B M Kohli of Jammu Mukti
Morcha, Uday Chand Sharma, Dr Dhani Ram
Sharma, N D Jamwal, C L Kachroo and Dr
Ghanshyam Singh.
They
quoted history in support of their
arguments and stressed that Jammu would
continue to get discriminated unless and
until balance of power is maintained by
giving the region its due share.
Questioning
the rational behind creation of four new
districts and tehsils in Kashmir valley
without any justification, the speakers
also described the announcement of fresh
delimitation of Assembly segments as a
mischief.
They also
exhorted people of Duggar land to unite
themselves cutting across any political
affiliation as well as religious belief
to end the continuous second class
treatment with them by the ruling Kashmir
elites.
The
seminar concluded with a unanimous
resolution in support of separate Jammu
State and a relentless struggle for the
cause.

Court
directs further investigation
against Relief Tehsildar

Judge Anticorruption Jammu J R
Kotwal today returned a final
report filed by Vigilance
Organization Jammu in a case of
disproportionate assets to the
tune of Rs 8, 64, 301 against the
then Tehsildar Relief
Organization Migrant Jammu for
closing the case for want of
sufficient evidence and directed
further investigation to make up
the deficiency in the evidence.
According
to the final report submitted by
SSP (PRK) Vigilance Organization
Jammu in which it was submitted
that the allegation against S
Moti Singh the then Tehsildar
Relief Organization Migrant Jammu
that total assets of Rs 11,03,949
during the check period and
saving of rupees 3, 90, 997/- has
calculated, thereby Rs 8, 64, 301
have been calculated as
disproportionate assets.
During
the course of investigation it
has been found that suspect
produced a fake certificate of
collector JDA showing that he or
any member of his family does not
own any house or land in Jammu.
The certificate proved to be
false when got examined in FSL.
It
was also found that the suspect
managed to prepare wrong record
of house at Nanak Nagar by
showing it as ancestral property,
which has actually been purchased
by him as a Benami, which was
proved by the then DySP. The case
after being examined by Central
office has been remanded back
with the direction to close the
case pertaining to
disproportionate assets for want
of sufficient evidence and
charges acquiring the house at
Nanak Nagar in the name of his
father by fraudulent means
referred to crime branch which is
under investigation.
Mr.
Kotwal, after pursuing the
record, submitted along with
final report and hearing the SPO,
observed that the final report is
too clear and no ambiguous in its
meaning, it is not understandable
as to why the vigilance
organization has opted not to
take further action for
commission of Prevention of
Corruption Act and allied
offences despite recording a
positive finding that the suspect
has accumulated disproportionate
assets worth Rs 8,64, 301 and the
investigating officer closing the
investigation as proved.
This
final report it appears has been
preferred only or the reason that
in the opinion of the central
Office of the SVO the evidence
collected by the IO was not
sufficient for launching
prosecution against the accused.
The grounds of such opinion have
not be elaborated or stated if in
the opinion of the central
office, evidence collected by the
IO was not sufficient for
prosecution of the accused, the
legal course was to direct
further investigation for
collecting the sufficient
evidence. Submission of final
report under such circumstances
is nothing more than unnatural
death of a well-founded criminal
process having been persuading by
the VO, which cannot be allowed.
With these observations Court
refused to accept this final
report and directed further
investigation.

gives away laptops to
Gujjar-Bakerwal students

20: Under its scheme to
impart computer training to
Gujjar-Bakerwal children, Jammu
University has distributed
laptops among students of the
mobile schools.
In
an impressive function at Patni
Top, yesterday, Vice-Chancellor
Prof Amitabh Mattoo handed over
the laptops to Arif Ali and Umar
Ali, two students of
Gujjar-Bakerwal mobile school,
who had been provided a ten-days
computer training at JU. The duo
will teach other students in
Gujjar-Bakerwal Mobile School to
handle and use the computers.
Addressing
the gathering, on the occasion,
Prof Mattoo said that providing
laptops to the Gujjar-Bakerwal
students should be seen as a
beginning of a new era in their
education. We want to give
strength and maximum benefits to
this community and JU will
provide two more laptops to
Panchayats of Gujjar-Bakerwal
community, he added and announced
that Gojri language and cultural
cell will also be set up in the
University very soon.
Later,
the Vice-Chancellor visited the
sites identified for the proposed
Extension Centre of JU at
Patnitop and University Campus at
village Bayli near Udhampur town.

Mankotia, Prof Mattoo instructed
the University officials, present
there, to speed up the process
for acquitation of 235 kanals of
land.

One
dies after consuming poison, 4
make abortive attempts

JAMMU, July
20: One person died
after consuming poisonous
substance while as four persons
allegedly made abortive attempts
to end their lives. This apart,
11 persons were injured in
separate road accidents.
Police
spokesman said that one Manjeet
Singh of Simbal Camp died after
consuming poisonous substance. He
was rushed to Government Medical
College Hospital where doctors
provided him stomach wash
treatment followed by other
medicare.
But
he could not fight for his life
and died. The body was, later,
handed over to family members
after all legal formalities.
Police
is ascertaining as to under what
circumstances he consumed poison.
Meanwhile,
four persons made attempts to end
their lives by consuming poison
at their respective residences.
Identified as Veer Singh of
Chenani, Veena Kumari of Krishna
Nagar, Asha of Shastri Nagar and
Ashu of Partap Garh, they were
rushed to Government Medical
College Hospital when spotted
unconscious.
Doctors
immediately provided them stomach
wash treatment followed by other
medicare. Their condition was
stated to be out of danger when
reports last came in.
Police
has taken cognizance of the
incidents.
Eleven
persons were injured in separate
road accidents. All have been
hospitalised and their condition
was stated to be out of danger.
They

Textiles Minister visits Pashmina
plant

State for Textiles E V K S
Elangovan paid visit to the
Pashmina Deharing Plant Leh today
and reviewed the progress of this
prestigious plant.
Accompanied
by the senior officers of the
Textiles Ministry, the Mr
Elangovan inquired about the
growth and progress achieved by
this unique plant established in
the region.
While
briefing the minister, the
Executive Councilor Health Dorje
Motup who is also the chairman of
the Board of Directors of the
Ladakh Pashmina Development
agency, said that the plant was
established in Leh town in 2004
at the cost of Rs 8 cr for the
promotion of Pashmina. He
disclosed that Changthang belt of
Ladakh which has vast pasture
area and the climate conducive
for Pashmina goats, rear this
breed in large number.
He
disclosed that Pashmina
Cooperative Societies have been
established in every nook and
corner of Changthang area for
procuring Pashmina directly from
the locals of the area by
utilising the revolving funds
provided by the UNDP and LAHDC.
Chief
Executive Councilor LAHDC was
also present on the occasion
besides other Executive
Councilors. He said Ladakh has
1.87 lakh Pashmina goats which
produce over 30,000 to 35,000 kgs
of Pashmina annually. The
de-haired Pashmina is being sold
at the rate of Rs 5800 per kg. He
further said that all out efforts
are being done to promote
Pashmina trade in the Ladakh
region.

Shobha
Yatra on August 14

20: Shobha Yatra
depicting the life, time and
events connected with Lord
Krishna would be held on August
14 this year. Traditionally the
Yatra is taken out a day before
Janamashtami, but as Independence
Day too has coincided with the
scheduled day for Shobha Yatra,
the representatives of social and
religious organizations agreed to
take out the procession on August
14 itself.
The
decision to take out Shobha Yatra
on August 14, two days earlier to
Janamashtami, the day of Krishna
avtaar, was arrived at a high
level meeting chaired by Deputy

Deliberating
on the celebrations of Shobha
Yatra, the meeting decided to
present award to the
best-decorated bazaar on the
occasion. The award ceremony
would be held at City Chowk.
A
team comprising senior officers
and representatives of religious
organizations would adjudge the
best decorations and facilities
during Shobha Yatra and Jhankis
highlighting the preaching of
Lord Krishna. Quality and
grandeur of the Jhankis and not
their numbers would be focused
upon during this year's Shobha
Yatra, the meeting held.
Other
arrangements like illumination,
drinking water, uninterrupted
power supply, sanitation, repair
of roads and face lifting of city
bazaars, traffic regulations,
health facilities, security
arrangements, et al too were
discussed at length by the
meeting.
The
Deputy Commissioner has appealed
to the people to ensure their
healthy participation during
Shobha Yatra besides celebrating
Janamashtami with religious
fervour and gaiety.

Rajouri discusses facilities for
Buddha Amarnath yatris

RAJOURI,
July 20: In order
to conduct smooth Yatra of Baba
Buddha Amarnath Ji in Poonch
district being commenced from
July 27,2006, necessary measures
were discussed to facilitate the
Yatris at Rajouri at a district
officers meeting held here today
under the chairman ship of
District Development
Commissioner, Rajouri Parvez
Malik.
Among
others SSP Rajouri,
Superintendent Engineers Power,
PHE, Tehsildar Rajouri, Executive
Officer Municipal Committee,
Rajouri and General Secretary BB
Amarnath Sawaghat Samiti Rajouri
attended the meeting.
During
the course of meeting, it was
decided that elaborate
arrangements for un-interrupted
power supply, drinking water
facility, security and temporary
shed over the kitchen at the
reception centre would be made.
The Reception Centre has been set
up in the outskirt of Rajouri
town opposite Baba Duda Dhari
Temple on Jammu-Poonch High way
where the devotees would take
brief rest and take food arranged
by the Amarnath Swagat Samiti.
The
DDC directed the R&B
authority to raise a temporary
shed at the site of kitchen,
Executive Engineer power for
regular electricity, PHE
authority has been asked to
arrange water tanker and two
sintex storages for the
convenient of Yatris. The
Information Department will
install PAS at the venue till the
Yatra is over for which Police
department will provide vehicle
for carrying PAS at the venue and
back.

Vigilance
books migrant for fraud

20 : Vigilance
Organization Jammu has presented
a Challan against a migrant
Damodar Singh of Yarbug Tehsil
Sopore Kashmir in the Court Chief
Judicial Magistrate Jammu.
According
to the Challan Damodar Singh had
prepared two relief cards, one of
relief zone Digiana and other
from relief zone Satwari.
During
the investigation it was found
that the migrant submitted
declaration forms for both relief
cards were affixed with
photographs which did not tally
with each other, whereas the
strength of family members and
names mentioned in both these
declaration forms were found
same.
On
finding fictitious by the relief
authority the same were
cancelled.
The
migrant Damodar Singh had
received Rs 21,215/- and ration
at the rate of 248 Rs per month
with effect from April 1991 to
September 1992 from relief zone
Satwari and other amounts and
ration from Digiana.
The
expert opinion from forensic
science laboratory Jammu was also
sought for the signature of
Damodar Singh. From the report it
was established that the persons
who submitted declaration form
and also opened the account with
Punjab National Bank Branch Canal
Road Jammu was the same. The
relief authority had also
indirectly recovered the amount
from migrant relief zone Satwari
by stopping the relief benefit to
Damodar Singh on his genuine
relief card on migrant relief
zone Digiana since May 2002. The
migrant Damodar Singh illegally,
fraudulently and by cheating the
relief authority drew the relief
benefit from two different relief
zones, therefore committed
offences.
A
challan was presened against him.
