The Paradip project was high on IOC's priority and over Rs 1,000 crore would be spent immediately on site development work, Deora assured Orissa Chief Minister Naveen Patnaik at New Delhi yesterday. Patnaik, who called on the union minister, thanked him for upscaling the project from a 9 mmtpa petroleum refinery to a 15 mmtpa refinery-cum-petrochemicals complex and suggested that the IOC should act as the anchor tenant for promoting a petrochemicals and petroleum refinery investment region at Paradip, an official release here said. Both Deora and Patnaik agreed to put in place a high level joint task force for this purpose, it said. The Chief Minister also requested for intensifying ONGC's oil exploration activity in the state. Deora informed that survey work had been done in four blocks in Orissa and there were "very positive findings" of huge gas reserves in the Mahanadi basin. ONGC loses Angolan bid to Chinese consortium NEW DELHI, July 14: Oil and Natural Gas Corp (ONGC), India's largest oil producer, has lost out on a bid for an oil block in Angola to a Chinese-led consortium. The Indian firm offered 310-million dollar signature bonus for becoming a partner in Block 18 but its bid fell short of 725-million dollars offered by a 75/25 Sino-Angolan joint venture, Sonangol-Sinopec International (SSI), industry sources said. ONGC had bid lower than even Angola's Grupo Gema (400 million dollars). Sources said pre-qualified operators for Block 18, Petrobras of Brazil and Chevron of US bid only 276-million dollars and 272-million dollars respectively. However, Petrobras has been made operator taking a 30 per cent interest with SSI getting a 40 per cent stake. Angola's Falcon Oil and Gema Group have 5 per cent working interest each. Angola had offered seven blocks - three in shallow water and four in deep water - in its first offshore licensing round. Sources said Total of France is likely to get operatorship of Block 17 with 35 to 40 per cent share, leaving SSI with 27.5 per cent and three Luanda-based juniors-Angola Consulting Resources, Falcon Oil and Prodoil-and perhaps even Portugal-based Partex Oil&Gas to share the remaining interest, each with stakes of about 5 per cent. On Block 15, Eni offered 902-million dollar signature bonus to take 35 per cent stake. SSI will have 20 per cent interest and Angola's Sonangol P&P with 15 per cent carried interest. Total will have 15 per cent stake and Statoil of Norway, Petrobras and Falcon Oil would each hold 5 per cent. Petrobras landed operatorship of Block 26 (80 per cent) and Block 6 (40 per cent), the latter in partnership with Norway's InterOil E&P, Falcon Oil and another Angolan junior Initial Oil&Gas. InterOil is also a partner in Block 5, which was won by US-based Vaalco Energy, while London-headquartered Tullow Oil will control Block 1. (PTI) |
MRTPC slams DLF again for unfair trade practice NEW DELHI, July 14: As it battles pre-IPO hiccups in a volatile market, construction major DLF was caught on the wrong side, the second time in the last three months, by Monopolies and Restrictive Trade Practices Commission who found the builder guilty of "unfair trade practice". DLF, which faced similar verdict in May for billing customers for escalation charges, has now been ordered to return the money of a customer, with interest, who chose to cancel his allotment when asked to cough up more than originally told. "The respondent (DLF) is directed to refund the applicant the component of the earnest money," MRTPC acting Chairman M M K Sardana said in his order this week. The Commission also directed the company to pay nine per cent interest to its customer. MRTPC slammed DLF for altering the basic terms of its Apartment Buyer's Agreement and termed it as "unforeseen burden". "The respondent (DLF) is a very renowned builder and should normally not be incorporating clauses, in which balance is tilted towards it," MRTPC said. In their appeal, Brigadier Umang Seth and Ekta Seth had accused DLF of "arbitrarily deducting money" in their DLF Regency Park, Gurgaon, scheme. Irked, they chose to cancel their flats rather than pay the cost escalation charges. The duo had entered into agreement an agreement with DLF in 1993 for a flat in DLF Regency Park. As per the agreement, the Seths were to pay Rs 16.37 lakh in 42 installments in 10 years. DLF was supposed to hand over the possession of the flat in three years or by 1996. (PTI) |
