Demilitarization without de-terrorization irrelevant: Sinha

Excelsior Correspondent

JAMMU, Jan 25 : Governor, Lt. General (Retd) Sriniwas Kumar Sinha today asserted that there can be no demilitarization in Kashmir without de-terrorization, saying that out of box solution to the problem could be considered which should not be flights of fancy unrelated to ground realities.

In his message on 57th Republic Day, the Governor said that there can be no military solution to the Kashmir issue. ‘We have to work out a political solution, which will be a win-win situation for all – India, Pakistan and the people of Kashmir. This solution cannot be only Kashmir centric. It must be Jammu and Kashmir centric, giving due consideration to the aspirations of the people of all the three regions of the State, he added.

On the issue of demilitarization, the Governor refereed to the historical perspective of Kashmir problem and said that if demilitarization of PoK had taken place in 1949 as per UN resolution, perhaps the people could have exercised their will at that time. ‘Vested interests prevented that happening there with the result that the Kashmir problem continued to simmer and repeated aggressions were been launched by our neighbour. People on our side of LC have been enjoying full democracy and any talk of self-determination is now irrelevant’, he observed.

General Sinha exuded confidence that ‘all of us working together can evolve an amicable political solution for Kashmir in the not too distant future which should be a win-win situation for all.’ He expressed the hope that the Paradise Lost will soon become the Paradise Regained.

‘Kashmir, the crown of India, will then emerge as the most prosperous and peaceful part of our Sub Continent’, the Governor said while greeting the people on the 56th anniversary of the great Indian Republic.

The Governor dwelt on the initiatives being taken for restoring peace and normalcy in Jammu and Kashmir and said that India and Pakistan are making efforts to resolve the long festering Kashmir problem. Composite dialogue has been taking place between the two neighbours, he said adding that the opening of the Srinagar-Muzaffarabad Road and the possibility of the Poonch-Rawalkot Road being opened soon, have been welcome developments. He, however, described it as unfortunate that despite all our efforts no progress has been made in the opening of the Kargil-Skardu road.

‘Our Government at the Centre is holding talks with a wide spectrum of leaders from Kashmir’, the General said.

On this auspicious occasion, the Governor remembered the sacrifices of those who fell prey to the militants’ violence and natural calamities during the last year and said, ‘Our brave people of this State have stoically faced calamities, both natural and man made, in 2005’. He referred to the unprecedented heavy snowfall, a massive earthquake and the senseless violence unleashed by the criminal activities of the terrorists, which continued even during natural calamities.

CCI, ASSI delegation meets Drabu, Vyas

Excelsior Correspondent

JAMMU, Jan 25: A joint delegation of Chamber of Commerce and Industry (CCI) and Association of Small Scale Industries (ASSI) Gangyal led by CCI president Ram Sahai met the Economic Advisor to J&K Government Dr Haseeb Drabu, Commissioner / Secretary Finance B B Vyas and Commissioner Commercial Taxes, Bashir Ahmed to discuss the post-vat implementation problems being faced by the business community.

The delegation members in the meeting emphasised that Commercial Tax department should reach every area of the state including far-flung areas to create awareness about the Vat regime and also to do on the spot solving the problems of the business community.

The matter regarding no refund to the industrial units due against their payment of VAT to SICOP was raised. Reacting to this the authorities told that the matter has been sorted out and the said refund shall be disbursed as incentive for which sufficient revolving fund will be kept at the disposal of SICOP.

Regarding provision of Form-65, Mr Sahai pointed towards the problem being faced by this provision. It was insisted that registered dealer should be differentiated in case of imposing the security and other panel measures because cases pertaining to registered dealers can always be referred to the concerned assessing authorities for taking cognizance of any lapse. Most of the points discussed in the meet pertained to the working at Lakhanpur, Lower Munda check posts where the goods are detained for verification of TIN numbers, no entry or entry by different name in the registration certificates. It was proposed that J&K state as a whole should be considered one unit so far as free movement of Agro-products like walnuts, Ladakhi apricot and almonds are concerned. The creation of SIUs is like over laping the working of Lakhanpur and Lower Munda check posts and Vigilance department, hence its constitution be reviewed and reconsidered.

Balbir Gupta, president ASSI also spoke in the meet.

Dr Drabu and Mr Vyas assured the delegation to look into the points raised by the members.

BBIA flays PDD for unscheduled trippings

Excelsior Correspondent

JAMMU, Jan 25: Bari Brahmana Industries Association today strongly flayed the apathetic attitude and step motherly treatment being meted out by the Power Development Department to the industrial sector of Bari Brahamana.

President of the Association Satish Kaul, in a meeting held here today, said that inspite of repeated assurances by the PDD during the last few weeks, the power supply was going from bad to worst. Since, last few days the industries as a whole have virtually been paralyzed due to non-supply of power.

"Industries of Bari Brahamana were the first to get electronic meters installed in J&K and give gainful employment to thousands of workers. If the power supply position does not improve, industries will not be left with any other option but to retrench the manpower", he warned.

Mr Koul said that Power Minister had himself assured an improvement in the power supply but the intermittent break downs of power was resulting into huge loss to the industrial units in respect of production. He said that in addition to the regular eight hour scheduled cuts, there are five to seven unscheduled trippings everyday.

The BBIA president sought to know that whether the industrial policy framed by Central and State Governments to boost the industrial growth in the State was the paper work only.

He appealed the Chief Minister Ghulam Nabi Azad and Deputy Chief Minister Muzaffar Hussain Baig to intervene and restore power supply to industries failing which the efforts of the State Government in bringing industrial revolution and investments made by the industrialists would be endangered.

Neuro-surgery unit of GMC without spine

By Mohinder Verma

Neuro-surgery Department is considered as the backbone of all the major and premier institutions providing healthcare to the people. This sector assumes much importance keeping in view the multifold increase in trauma cases occurring in large number due to increased road accidents and other related incidents.

But the unfortunate thing in this region of the State is that the premier institution of Jammu—Government Medical College Hospital has no full-fledged Neuro-Surgery Department. Unlike in other institutions in the country, the Neuro-Surgery Unit in GMC is only a part of Surgery Department and has no separate infrastructure which it must have.

Despite the fact that sharp rise has been witnessed in the patients requiring proper attention of the experts in this field and everyday six to seven patients with head injuries are reporting at GMC Jammu, the situation continued to be grim as there are only two neuro-surgeons working in GMC.

The available strength of Neuro-Surgeons in this institution may be trying their level best within available means to cope with the increasing number of patients yet it can be easily described that the unit is ‘semi-defunct’ ——if not fully defunct because of no separate infrastructure and inadequate staff.

Due to least attention of the State Government towards the immediate necessity of creating full-fledged Department of Neuro-Surgery, more than half of the head injury patients are being forced to move out of the State for treatment.

Principal of the institution, Dr Vijay Gupta said that though everything is moving smoothly yet it’s a fact that demand is more than supply, adding in the super-speciality hospital for which the Central Government has released Rs 120 crore, Neuro-Surgery would also be a full-fledged department.

According to Dr M L Babu, Additional Professor Neuro-Surgery Unit of GMC Jammu, in 1997 experts from Delhi were called to finalise a draft for creation of separate Neuro-Surgery Department in GMC Jammu and subsequently a detailed draft was submitted to State Government for consideration.

"Till today I have not come to know about the fate of that draft. In absence of adequate staff, the Neuro-Surgery Unit is being run with the assistance of staff from Surgery Department", he disclosed and said that as against the necessity of three consultants, two Registrars and six house-surgeons, the Unit is being run by only two concerned doctors—he and Dr Harun Salaria.

About the benefits of creating separate Neuro-Surgery Department, Dr Babu said "the creation of department means everything separate—like Operation Theatres, ICU and above all sufficient number of doctors of this particular speciality".

He also admitted that more than half of total number of head injury patients are moving out of the State for getting treatment and said that making Neuro-Surgery Unit a full-fledged department would be an asset to the institution and not to any individual as the institution has been catering to a vast population.

Former Principal Government Medical College Hospital Dr H L Goswami said that during his tenure, several proposals were sent to the State Government for appointment of more neuro-surgeons for Jammu Medical College but none of the proposals could see the light of the day so far.

"With only two neuro-surgeons, all the neuro-surgical cases cannot be handled properly —— that is why people are preferring to go outside the State incase of any such problem", he pointed out and advocated appointment of more neuro-surgeons particularly those, who have recently completed their degrees in this field.

As far as infrastructure is concerned, he said, there are several equipment required for the unit but lot more needs to be done and added that everybody knows that construction of super speciality hospital on the pattern of All India Institute of Medical Sciences (AIIMS) will take minimum of five to seven years and till then the situation cannot be allowed to remain same.

"If immediate steps are not taken by bringing in more neuro-surgeons the situation may worsen in the days to come", he cautioned.

From the views of the concerned authorities, it seems that Neuro-Surgery Unit of GMC needs to be infused a fresh lease of life till the coming up of separate Super Speciality Hospital. It’s really a wake up call for the State Government.

Does the State Government want people to continue to visit hospitals outside the State for treatment of head injuries till the coming up of Super Speciality Hospital which will take several years? is a million dollar question.

Prof Kokiloo delivers lecture on Kashmiri Shaivism at Ishwar Ashram

Excelsior Correspondent

JAMMU, Jan 25: Two day long lecture on Kashmiri Shaivism by Prof. Makhan Lal Kokiloo, a Shavist scholar and disciple of Ishwar Sawroop Swami Laxman Joo, concluded at Ishwar Ashram, Bhawan, Mohinder Nagar here, today. The lecture started yesterday.

While throwing light on Kashmiri Shaivism, Prof. Kokiloo said the Tantric philosophy of Kashmir Shaivism was taught by four renowned masters in four great schools of thought. They include Pratibhijna School (School of recognition), Karma School (School of Succession), Kula School (School of totality of energies) and Spanda School ( School of Lord Shiva’s Spand energy known as Vimrash Shakti).

He said Pratibhijna School (School of recognition) stresses on recognition of perfect identity of the individual soul with the highest reality. It was propounded by Somananda of 850-930 AD. He was the foremost teacher of this thought; the highest in the Trika system. This thought was meant for people of highest ability and understanding. He said Karma School is grounded in space, time and form. Its purpose is to develop such strength of awareness that one transcends the circle of time ,space and form. This thought of Kashmiri Shaivism was taught by Sh Erakanath of 800 AD , he added.

Prof. Kokiloo said the purpose of Kula School is to discard individual energy and to enter into blissful energy in totality. This thought was taught by Suwati Nath and Shambunath of 950 AD. Needless to mention here that Shambunath was the teacher of Abhinav Gupta, the great Acharya and scholar the world has ever produced, he added.

He said, the Spanda School is based on movement and it reveals on that. He said the monistic absolute reality known in Shaivism on Param Shiva has the nature of infinite transcendent consciousness and infinite awareness in itself and its nature as its essential character. Spanda energy is known as Vimarsha (awareness) of Param Shiva, he added.

Beside the teachings of Swami Laxman Joo were emphasized during the two days session which was organized by Jammu Trustee B N Kaul.
