Sir,
The horrible
Rajouri road accident has once again put a
question mark on the functioning of the traffic
system in Jammu and Kashmir. Innumerable precious
live are lost on these roads every where. The
approach of the authorities and legislators does
not go beyond the customary 'regretted the loss
of lives'. The traffic cops who are responsible
for checking over-loading in the buses remain
mute spectators most of the time. Their
carelessness has killed many an innocent. The
drivers have become quite irresponsible towards
their job despite repeated requests by commuters,
not to run rashly their vehicles, they care two
hoots for their calls. With the result such
accidents keep on Occuring every year.
Moreover, the
conditions of roads in rural areas in quite bad.
Lakhs of rupees are alloted for constructing
roads in rural areas. But this money is not used
properly. Projects are delayed. It takes pretty
long time to get them executed. If the whole
system is not corrected, problems looked into and
acted upon these accidents will continue to
occur.

Good governance
Sir,
The words ''Good
Governance'' are something which attract the
attention of everybody. This is in fact, the most
wanted and cherished goal the public long their
political bosses to achieve and sustain while
governing the country. And this is also something
which is expressedly desired by those true and
sincere to their jobs at the helm of affairs.
While elaborating
on the concept of Good governance I would not
like to go into the definitions or explanations
given by the intellectuals or political
philosophers because that would be purely an
accidemic exercise, instead I would like to
delineate on the concept of good governance from
the common man's point of view who is ultimately
the most affected one and at times who have to
bear the brunt of the policies and schemes
launched and adopted by the administrative
machinery. Presently the common man on the street
is definitely feeling perturbed because of the
fact that he has to face myriad problems almost
on a daily basis. He seems to have lost faith in
the system itself for which the top brass as well
as the ruling class is basically responsible,
besides of course the plummeting of morality and
values in the society. He harbours a feeling that
there is no body to bother about the plight of
the common man though all Govt's from time to
time have been claiming to be looking after the
interest of the common man while framing policies
for them. Then if this is true, then why the
perception of the common man on the street do not
change for the better. He wants good governance
in the sense that he should not have to face any
trouble during getting any work done in the
offices. The files must move swiftly and sans any
pecuniary considerations. He should not have to
run from one officer to another any anything
rather the system should be such that the works
of the people are get done automatically and one
receives all papers relating to one's work at
home itself within the stipulated time frame. His
life must be hassle free wherever he goes. And
surely the public perceptions about the obtaining
scenario would definitely change for the better
if the things move towards that direction.

Harnessing solar energy
Sir,
Apropos the news
item 'Kalam for popularising solar power' Daily
Excelsior Jan 18. President APJ Abdul Kalam's
call for harnessing solar power should be given
due consideration. This is because the country
may face energy crisis in the future. The
country's capacity to generate power from hydro
electric and thermal power stations is not quite
sufficient to meet our requirements. So solar
energy is a viable option. Though experiments to
harness more and more solar power are going on,
lot of research is yet to be on this front. We
can electrify our remote village by using this
source of energy. It should also be made
cost-effective so as to serve the people on a
large scale.
It is suggested
that each State Government in India should create
a separate department for this purpose. If it
receives nation wide attention and priority,
solar energy sector may emerge on the top.
