Jammu, Jan 18: Chief Minister Ghulam Nabi Azad reviewed the functioning of Home Department at a high level meeting here this afternoon.

Chief Secretary Vijay Bakaya, Financial Commissioner Home S.B. Mathur, Director General of Police Gopal Sharma, Principal Secretary to Chief Minister Anil Goswami, Principal Secretary Planning and Development M.I. Khandey and other senior officers attended the meeting.

Mr. Ghulam Nabi Azad also reviewed the supply and stock position of essential commodities in the Kashmir valley at a high level meeting.

Minister for Consumer Affairs and Public Distribution Hakeem Mohammad Yaseen and senior officers attended the meeting.

The Minister informed the meeting that since last visit of the Ministers to the Valley on the instructions of the Chief Minister, adequate stocks of essentials have been built up that would last for 40 days and closure of the national highway will not at any time affect the supply of essential commodities to the people in the valley.

Mr. Hakeem informed the Chief Minister that 57651 quintals of rice, 1485 quintals of atta and 1825 quintals of sugar is available in Anantnag district. Similarly, 56057 quintals of rice, 1462 quintals of atta and 1542 quintals of sugar in Budgam while 39000 quintals of rice, 108 quintals of atta and 2700 quintals of sugar is available in the stocks in Baramulla district.

The Minister said that likewise, Pulwama has 46800 quintals of rice and 600 quintals of atta while Kupwara has 30275 quintals of rice, 890 quintals of atta and 801 quintals of sugar available. Similarly, in Srinagar rural, there are 8150 quintals of rice, 348 quintals of atta and 447 quintals of sugar available to meet the requirement of people. As far as Srinagar city is concerned, 20000 quintals of rice, 170 quintals of atta and 2710 quintals of sugar is available in socks.

So far as the availability of LPG is concerned, the Minister said that 210534 gas cylinders are available in the stocks in the valley while more supply is in the pipeline. As many as 3822 kilo litre of kerosene oil are also available in the valley while as the stock position of other petroleum products is also comfortable.

Mr. Azad directed the concerned authorities to constantly monitor the supply and stock position of the essentials in the valley besides building more stocks so that people do not face any difficulty particularly during winter months.

Court grants bail to 2 Revenue officials

Jammu, Jan 18: Special Judge Anticorruption Jammu, JR Kotwal today granted bail to two Junior Assistants of Revenue Department Poonch namely Sohan Singh and Maqbool Ahmed, who are involved in much publicized Hill Kaka compensation scam to the tune of Rs 7.40 Crores, with the direction to filebail bond of to the tune of Rs 50,000/- each.

The accused Sohan Singh and Maqbool Ahmed, Junior Assistants, who surrendered before the Court on January 9, 2006 and prayed for bail, the Court remanded both the accused to the custody of the Vigilance Organization and rejected their bail applications. The Court, however, granted interim bail to Mohd Hafiz, then Assistant Commissioner Revenue Poonch.

According to the Vigilance Organization, the petitioner Mohd Hafiz at the relevant time was posted as AC Revenue Poonch and Sohan Singh and Maqbool Ahmed were Junior Assistants under him.

In 2003, army undertook an operation, namely, "Sarpnash" in Hill Kaka Area. In that connection about 100 families from the village were evacuated to safer places and some migratory families from adjoining areas were not permitted to migrate to their pastures in that area in summer of that year.

To compensate these families the Govt of India released fund to the tune of Rs 7.40 Crore and kept them at the disposal of the District Poonch Administration for distribution to the genuine Claimants.

According to the investigation 277 persons were paid compensations and there are cases where compensation was paid instead of Rs 12,960/- Rs 1,20,960/-, whereas compensation Rs 2, 05,200/- was paid to a person, whose name does not figure in the list of affected families, the IO also alleged that the concerned officials did not cooperate and did not even hand over the record pertaining to the cases. Today, the Court after hearing both the sides, granted bail in favour of Sohan Singh and Maqbool Ahmed Junior Assistants, who were in the custody of Vigilance Organization.

 

Baig recognises stupendous service of Beacon

Srinagar, Jan 18: Deputy Chief Minister Muzaffar Hussain Baig while appreciating the efforts made by the divisional and district administration in mitigating the sufferings of the people caused by recent heavy snowfall, despite heavy odds, has said that divisional administration has to shoulder additional responsibilities during winter months when offices move down to Jammu, as such, it should be ever ready, alert and prepared to face any emergency owing to weather vigorous or of any other nature.

Recognizing stupendous service of Beacon organization for pressing into service men and machinery for prompt snow clearance operation on the National Highway, he hoped the National Highway will be opened for traffic by tomorrow if weather permits. He said 300 truck loads of essentials are on way for the valley, while as adequate stocks are already available here

The Deputy Chief Minister was addressing divisional administration at a meeting here today convened to review the situation arising out of fresh heavy snowfall and also the availability of essentials in the Valley.

Divisional Commissioner Kashmir, Mr Basharat Ahmed, Deputy Commissioner, Srinagar Dr. Asgar Samoon DIG Police Srinagar Chief Engineer Beacon organization, Mr. Charak, Chief engineers of R&B, PHE, PDD, Mechanical Engineering departments and head of departments of various departments attended the meeting.

The snow clearance operations both mechanical and manual were discussed in threadbare and it was informed that inter district routes have already been cleared of snow while clearing of snow from inner links is going on vigorously and maximum number of inner roads are expected to be connected with district routes by tomorrow evening.

Regarding power supply, the meeting was informed that supply has mostly been restored while efforts are on to restore it in far of villages in northern Kashmir by tomorrow where heavy snowfall has been recorded.

Reviewing stock and supply position of essentials, it was given out that 2 lakh LPG cylinders, 2.50 quintals of rice and about 11000 quintals of Sugar besides sufficient quantity of other commodities including K-oil are available in various sale-outlets in the valley.

Later, interacting with electronic media persons, the Deputy Chief Minister said that panic about supplies in the event of closure of National highway saying that Govt has made sufficient stocks available to cater to the demands of the people. He said the administration is fully ready to meet the challenge posed by weather vagaries.

Earlier, the Deputy Chief Minister, visited Hindustan Petroleum Bottling plant at Pampore, Food Supply godowns in Lathpora and Mir Bazar Anantnag. He was accompanied by Divisional Commissioner, Kashmir, Deputy Commissioner, Pulwama, Deputy Commissioner, Anantnag, and Director Consumer Affairs & Public Distribution besides other officers.

At H P Bottling Plant Pampore the Deputy Chief Minister was informed that Bottling Plant has sufficient stock of petrol and petroleum products available which include petrol, diesel, K. oil. LP gas and more supply is on way. He was informed that plant has a capacity of bottling 10,000 cylinders per day and 75 percent requirement is met by the HP alone for consumers.

Regarding food grain position the Deputy Chief Minister was informed that buffer stocks of rice, atta, sugar are available in the godowns which is being dispatched in trucks every day to various destinations. Regarding drinking water supply, Mr. Baig said that due to severe cold the water supply in Chari-e-sharief and Sopore was affected but work to restore the supply is going on in full swing.

JAMMU, Jan 18: Directorate of Health Services has approached the Genetic Centre of the Jammu University and Medicine and Blood Transfusion Departments of the Government Medical College Jammu for parallel study on the deaf and dumb populace of the remote Dhadkai village in Doda district.

Sources told the EXCELSIOR that Dr Subash Gupta of Medicine Department and Dr T R Raina of Blood Transfusion Department of GMC Jammu have prepared a detailed project report and will submit the same within next two days.

In the report, they have mentioned that as a preliminary action geographical and environmental survey of the village needs to be conducted followed by chromosomal and molecular study of the genes of the affected populace, the sources informed.

While the molecular study will be conducted in the Jammu University’s Molecular Laboratory, the chromosomal study (Karyotyping) will be done in the Government Medical College Lab, they said and added that the entire study would take time as detailed study of one chromosome usually takes 10 days and there are 46 chromosomes in the human body.

Since the detailed study also requires lots of funds, the Directorate of Health Services, if need arrises, will seek the help of Department of Bio-technology, Government of India which can be easily done with the interference of Chief Minister Ghulam Nabi Azad.

Meanwhile, two ENT surgeons in the Doda district are on the final stage of sending requisite samples to the Directorate of Health Services Jammu for onward submission to the experts of the Genetic Department of the All India Institute of Medical Sciences (AIIMS), New Delhi for detailed study on the deaf and dumb populace.

When contacted, Director Health Services Dr Jasbir Singh said that decision to conduct parallel study was taken keeping in view the availability of the Genetic Centre in the Jammu University and availability of two experts of Medicine and Blood Transfusion Departments in GMC Jammu.

"If we have the infrastructure and expertise there is no harm in conducting study here too", he said while answering to a query.

 

2 killed, 5 injured in LPG cylinder explosion

BANIHAL, Jan 18: Two children including an infant were killed and five others received severe injuries in an explosion of a Liquefied Petroleum Gas Cylinder at their house in village Nowgam last evening.

Police sources said that the family was having a dinner when all of a sudden LPG cylinder burst killing two children including an infant on the spot and wounding five others critically.

On hearing the sound of explosion, some neighbours immediately rushed to the spot and even informed police about the incident. A police party immediately rushed to the spot and shifted all the victims to the hospital where two of them were declared as brought dead.

The condition of injured was stated to be critical when reports last came in and according to doctors there were least chances of survival of two persons because of 90 percent burn injuries.

The deceased have been identified as an infant Sakib and Bilkis. The injured are Safdar Ali, his daughter Safarah, Jana, wife of Ahmed Ganai Chopan, Abdul Gani and Farhana, daughter of Shabir Ahmed.

Keeping in view the critical condition of the injured, Deputy Commissioner Doda Gulzar Ahmed Qureshi made arrangements and got the injured shifted to Srinagar hospital for specialised treatment.

He also announced Rs 5000 each for the injured for treatment.

JAMMU, Jan 18: A man was found dead on road-side while as seven persons including two Army personnel were injured in separate road accidents.

Police spokesman said that body of a man was recovered from road-side at village Maryalan in Rajouri district. The body was spotted by some villagers, who informed the police.

Identity of the body was, later, established as Mohan Lal, son of Sita Ram of Dhalorhi Morha Maryalan. The body was, later, handed over to family member after legal formalities.

Meanwhile, two Army personnel were injured when they were hit by a speeding and rashly driven load carrier bearing registration number JK02T-7785 near Chopra Shop under the jurisdiction of Rehmbal Police Station.

Both the critically injured Army personnel were rushed to Military Hospital Udhampur and their condition was stated to be serious when reports last came in.

They have been identified as Ram Take and Sanjay Kumar, both Head Constables.

In other accidents, five persons were injured and have been hospitalised. Their condition was stated to be out of danger when reports last came in,

They have been identified as Mohani Suri, wife of K L Suri of Talab Tillo, Lakhvir Singh, son of Bodh Raj of Kanachak, Ankush, son of Sudesh Kumar, Sanjeev, son of Ram Lal and Sada Nand, son of Ram Dass of Hiranagar.

Support Azad in rooting out corruption: Charak

VIJAYPUR , Jan 18: Minister incharge Roads and Buildings, Gulchain Singh Charak today asked the Congress activists to support Chief Minister Ghulam Nabi Azad in the campaign to root out corruption and provide clean administration in the State.

Addressing a meeting of Congress activists here in tehsil Samba, Mr Charak appealed the Block Congress Committee members and other workers to strengthen the Party in this block and work unitedly after sinking the differences.

Referring to Party’s poor performance in Vijaypur in past many years, Mr Charak appealed all the office bearers of the Block Committee to come at one platform and work unitedly for the betterment of the party and strengthen its roots in all villages and hamlets of the constituency. He also listened to the grievances of many Party leaders/ activists of the area. It was unanimously resolved by all to re-organise the Block Committee and appoint new office bearers. It was stressed that representation be given to all the sections, communities and groups in the new formation and also reconstitute Youth, Women and Kissan wings of the Party.

Former MLA Bhagat Gauri Shanker stressed upon the need of overall development of the constituency and the unity among the Congress workers.

‘Stateless’ West Pak refugees to observe

JAMMU, Jan 18: Having denied citizenship for the last 58 years, the displaced people of West Pakistani are all prepared to launch ‘do or die’ battle for meeting their demands.

Over four lakh refugees of West Pakistan, who were forced to leave their homes and hearths during partition, are glaring example of the worst ever human right violations in the civilised world. Third generation of this community has been bearing brunt of, what they called, apathetic attitude and discriminatory policies of the successive state regimes.

As neither Centre nor State governments have given any response to the West Pakistani refugees who have been staging an indefinite protest dharna at Jantar Mantar in New Delhi for the last five months, they have decided to observe ‘Republic Day as Black Day’. "We are forced to take this hard decision", Labha Ram Gandhi, president of the West Pakistani Refugee Action Committee of 1947 told the EXCELSIOR.

West Pakistani refugees have been staging a dharna at Union Capital from August 12, 2005 but government has not give any heed to their problems.

"Celebrations of republic day are nothing but a cruel joke with over four lakh stateless people- majority of them are Scheduled Caste, who did not enjoy even basic rights in a republic country", rued Mr Gandhi, adding, "we will bear black badges and stage protest dharnas at several places to draw attention of the world community towards miseries and hardships being faced by us due to worst ever discrimination being meted out to us by the successive regimes of Jammu and Kashmir".

Mr Gandhi asserted that observing Black Day on Republic Day will be beginning of their agitation. "We will not allow function of the forthcoming Budget session of the Assembly", he declared and added "with our family members and cattle over four lakh refugees will start march towards Jammu city as soon as Assembly session start and later seize the Civil Secretariat to highlight our woes before the deaf rulers ".

Agony of these displaced people can be gauged from the fact they don’t have any right in the State despite being the fact that they have been living here since 1947. "Neither we can purchase property nor we have right to apply for government job in the State", Mr Gandhi pointed out while highlighting miseries of the displaced people. The ongoing militancy has further compounded their woes as due to non-state subject they have been denied recruitment in army as well as other security forces.

However, putting aside their differences on other issues, some political groups have come forward in support of their helpless people as ruling parties failed to fulfill their promises. BJP, Panthers Party and BSP have announced their support to the their displaced people.

Speaking on the occasion, Mr. Tariq apprised the audience that two counters of the bank are already working in Bhamla Udhampur and Channi Himmat at Jammu while two extension counters of the bank at Mishriwala in district Jammu and Jawahar Nagar in Rajouri have been converted into full-fledged branches. The Chairman disclosed that presently the deposits of the bank as a whole have touched Rs. 566 crore with advances at Rs. 187.06 crore by ending September last and the bank has issued 18000 Kissan Credit Cards till date. He appealed the masses in general and the business community in particular to avail the facilities from this bank, which are available in the extension counter at their doorsteps, he added.

Butcher found dead under mysterious circumstances

RAMBAN, Jan 18: A butcher was found dead under mysterious circumstances at his shop in the town today morning.

Police sources said that a butcher identified as Ali Mohd, son of Haji Abdul Samad was found dead by his brother Manzoor Ahmed in his shop-cum-house today morning. Manzoor Ahmed immediately brought the matter to the notice of Ramban Police and got the body shifted to hospital for post-mortem.

The preliminary investigation carried out by the police revealed that the deceased had closed his shop yesterday evening hours before the schedule due to the heavy rainfall and today when he failed to open his shop till 11 AM, his brother broke open the door and found him dead.

His hands and legs were tied which made the police to suspect that he might have been done to death by some persons. However, nothing was missing from the house and everything was intact.

Police has registered a case in this connection and started further investigations.

Govt employees instructed to attend R-day function

JAMMU, Jan 18: The Government employees have been instructed to attend the forthcoming Republic Day function at Maulana Azad Stadium without fail.

According to the Divisional Commissioner, Jammu, B. R. Sharma who is also the Chairman of Republic Day Celebration Committee, all the Heads of Departments in Jammu Division will ensure that their subordinate officers and employees attend the function at the stadium in large number. The failure of the employees to attend the function will be construed as deliration of duty and disobedient of the Government order.

Interacting with the Principals of various educational institutions of Jammu here today, Mr. Sharma underlined an imperative need of bringing maximum number of students to the venue of celebration of the national event. He said that unlike other previous years, this year’s function is likely to have more gaiety, fervour and enthusiasm.

Earlier, the Divisional Commissioner convened a meeting of different social organizations and appealed them for motivating the public in general to come to attend the national festival and imbibe qualities of patriotism, national integration and peaceful co-existence. He said that national day should look like an event of festivity and celebration and efforts should be made to give a vent to the public to reach the venue of celebration easily and comfortably. In this regard, he said that traffic restrictions need to be minimize and general law and order situation be maintained.

The representatives of different social organizations ensured their full cooperation to the administration.

The meetings among others were also attended President Rajput Sabha, Narayan Singh, Dhanidher Sharma, Baldev Khullar, Yash Paul Gupta, Surinder Mahajan, Parveen Kumar Ghulati and Talat Qazi.

DM bans transportation of bovines

JAMMU, Jan 18: District Magistrate Jammu has banned the transportation of cows, oxen, bulls etc from Jammu to other district except with written permission from the competent authority i.e Additional District Magistrate Jammu and under certain conditions imposed by his office from time to time.

The order shall come into force with immediate effect and shall remain in force for a period of two months from the date of its issue or in the case of order being rescinded which ever is earlier.

JAMMU, Jan 18: There has been mixed response to the Centre’s initiative of making the ambit of dialogue broad based in J&K state by including the people from all hues and corners into the talks.

While the Pradesh Congress, National Conference (NC) and Peoples Democratic Party (PDP) welcome the decision taken by the Prime Minister, Dr Manmohan Singh to invite Peoples Conference (PC) chairman Sajjad Gani Lone to talks and extend the offer to Jammu and Kashmir Liberation Front chief, Mohammed Yasin Malik and Democratic Freedom Party (DFP) supremo, Shabir Ahmed Shah and Kashmiri Pandits to talks, some political outfits including BJP, Shiv Sena and Leftists are apprehensive over the future of these talks in view of the increasing militancy attacks.

The Minister of Sports, Haj and Pradesh Congress chief, Auqaf Peerzada Mohammed Sayeed who is all praise for the Prime Minister for initiating the dialogue with different factions of separatists in Kashmir said, the Government will hold talks with all those who will like to come in the ambit of dialogue.

Supporting his contentions the, National Conference Provincial president Kashmir and M L A, Anantnag, Dr Mehboob Beg said his Party also favours making the dialogue process broad based as presently no body has the claim that he is the Sheikh Abdullah of Kashmir. "The Government has to talk to entire group of people in Kashmir as Hurriyat does not represent whole Kashmir", he added.

However, the NC firebrand leader stressed on making the dialogue meaningful and purposeful.

It may be recalled that CPI (M) state secretary and MLA Kulgam Mohammed Yousf Taragami has also expressed his apprehensions over the initiating of peace process in view of increasing killings in the Valley.

The PDP leader and former Minister, Ghulam Hassan Mir while welcoming the Centre’s move on peace process said, by inviting the other groups for talks after moderate Hurriyat faction is a welcome step.

But he cautioned against a particular section of people which is hell bent upon derailing the peace process as they have vested interests in gun culture. Mr Mir however said "the peace process will not derail provided we have the commitment".

The Bharatiya Janata Party (BJP) has however expressed apprehensions on the peace process saying it has derailed four months back after the Pak terrorists were found involved in Bangalore and Delhi attacks.

BJP senior vice president and Party spokesman, Prof. Hari Om said India can’t afford to accept the Pakistan’s demand of demilitarization and self rule in J&K. He said, India was right in outrightly rejecting this demand as Pakistan is not sincere in its approach and Pak terrorists are still involved in various terrorists activities in India.

Mohammed Maqbool, national secretary, All India Workers Federation has also expressed doubts over the fate of peace process saying that the Centre lacks sincerity in its approach. The way new groups are invited to talks by ignoring those who could prove effective in restoration of peace, the Centre is sending confusing signals.

BJP general secretary, Ashok Khajuria also expressed apprehensions about the peace initiative saying the way the politicians and Government employees are involved in the terrorists activities in the state one can’t believe that the process will succeed.

Same are the views of Shiv Sena who don’t also attach much importance to present peace initiative.

Protest demonstration was organised by the Panthers Trade Union under the leadership of PTU president Daljit Singh. A memorandum listing the problems and demands of Rehri-wallas was presented to the Divisional Commissioner, Jammu, B R Sharma.

It was demanded that the license fee for operating rehri within JMC limits be fixed at Rs 750 as one time registration instead of Rs 2250 which these poor persons can not afford. Renewal fee be charged at Rs 200 for consecutive year and it should be for the financial year.

Instruction must be issued to the Police not to harass the licensed rehri-wallas who should be issued proper identity cards by JMC. The Khalaf Warzi staff should be directed not to damage or destroy assets and material of rehri-wallas.

They demanded that non-State Subjects should not be issued licenses and also benami registrations of the rehries should be cancelled. The children of registered rehriwallas should be given admission in Government schools and provided free books, uniforms.

The protest demonstration was addressed among others by Daljit Singh, B B Kotwal, Anita Thakur, Suresh Gupta and Dev Raj.

Govt to take action against teachers gone on
unauthorised leave: DSE

JAMMU, Jan 18: The Education department has launched a massive statewide campaign against the teachers/lecturers, who have proceeded on unauthorised leave for the last several years and not reporting to their respective offices.

Disclosing this to the Excelsior, Director School Education Jammu, M K Diwevedi said that as a part of Government’s resolve to bring accountability in all the fields, a campaign has been launched to identify the teachers who have gone on leave unauthorisedly. It has been observed that many of them have either been serving in abroad or other private concerns while others have gone on different pretexts including study leave.

He disclosed that directions have been issued by the concerned Ministry to all the Chief Education Officers and Zonal Officers to identify the teachers and prepare list and forward it to the concerned directorate in shortest possible time. Mr Diwevedi said that Government was seriously contemplating to initiate action against such teachers including their pre-mature retirement or even termination from services. The reasons behind their disappearance from duty are also being investigated. The move is also aimed at bringing discipline in the department.

In response to a question, he said study leave for an employee can be for one year and it can be extended for one year more but after proper sanction. But in some of the cases, it has been found that some teachers proceeded on leave for two months and then extended it unauthorisedly without seeking proper sanction from concerned officers.

After five years unauthorised leave, the services of a Government employee are automatically terminated. So, some of them come after 3-4 years, join duty, stay for a couple of days, and again go missing, putting extra burden on Government exchequer. So, a decision has been taken to get rid of them.

Mr Diwevedi disclosed that in Jammu district 27 such cases have been identified and majority of them are female. They are on unauthorised leave for three to seven years and department is not aware of their whereabouts. He claimed that as per list provided by CEO, 27 such cases have been identified in district Jammu and the process is continued in other districts as well. It is estimated that over 200 such teachers have proceeded on unauthorised leave in Jammu division.

In Jammu district the teachers against whom action is being taken are-Simi Koul, teacher HSS Chouki Chora, Paramjit Tr H S Sunjwan, Pushpa Devi Tr MS Kot Garhi, Archna Gupta Tr Zone Akhnoor, Himanshu Tr HSS Sai, Prabjit Kour Tr HSS Sai, Sushma Kumari HSS Ramgarh, Sunita Goswamy GMS Tatore, Gurbachan Singh PS Qutam Nizam, Asha Rajput Tr Miran Sahib, Surinder Kour GPS Bahu, Yasmeen Choudhary Tr Miran Sahib, Sukh Raj Singh MS Khour, Sarbjeet Kour GMS Kirpind, Rita Thakur Tr Miran Sahib, Vishal Sharma Tr H S Nandpur, Raj Rani, Nusrat Bano & Shamim Akhtar Lecturers HSS Mandal, Harjeet Kour Tr PS Sultanpur, Narinder Kour Tr Jourian, Himmat Raj Master GHS Sarore, Parveen Kumari Tr M S Musa Chak, Rajinder Paul Tr P S Koratana Khurd and Parvinder Kour Tr P S Gundla. J&K Bank Calendar for 2006 ignores Jammu region: Sena

JAMMU, Jan 18: Shiv Sena (Balasahib Thackeray) has lambasted the Jammu and Kashmir Bank for not giving due place to the revered Hindu Shrines in its calendar published for the year 2006.

The Sena state chief, Anan Sharma took the Bank authorities to task the way this year’s calendar was published by the management. He alleged that the religious places of a particular community from Kashmir have been given a due place in this calendar, while the sacred places of Hindus have been totally ignored.

Mr Sharma said this attitude of the Bank authorities has hurt the sentiments of Hindus of the state as the calendar has projected a particular religion and region. And the height was that even when a Hindu based picture was incorporated, the same carried the negative caption like " flickering hopes", the Sena leader added.

He said there is no mention of world famous Mata Vaishno Devi Shrine in this calendar which feeds the entire state.

He said even the diaries of the Bank also exhibit the culture of Valley while ignoring the other regions. "In a secular state like India, the Government diaries and calendars should contain the scenery of tourists spots, lakes and mountains and not project the shrines of a particular religion", he added.

He said two some years back the people in Kashmir Valley had protested when the J&K Bank Ltd Calendar had contained the Hindu brides and the Bank was forced to publish a new calendar exclusively for Kashmir Valley.

Accusing the Bank of its discriminatory attitude towards the Hindus he alleged that it has failed to open its branches at world famous religious shrines of Hardwar, Bindraban, Patiala and Jagar Nath Puri while the bank has opened the branches at all religious centers of Muslims in country.

Mr Sharma warned that if the Bank will continue this attitude towards the Jammu region the Sena will be left with no option but to ask people to withdraw their accounts from the Bank.

The Sena has also decided to stage demonstration in front of Panama Chowk Office of the Bank tomorrow, he added.

Women observe fast on Ganesh Chaturthi

JAMMU, Jan 18: Women today observed fast on Ganesh Chaturthi, known here in Dogri as ‘pugga varat’. The fast is observed for well being of the male children.

According to Pandit Bihari Lal Shastri, the fast is observed on the pattern of ‘Karva Chouth’ as the women didn’t take even water during the day.

The fast is broken after paying obeisance to Moon God. After breaking the fast, the women take only ‘pugga’, radish and salad, Shastri said.

Tonight the moon appeared at about 9.45 pm due to cloudy weather.

Bharat declared Idol Jammu at singing competition

JAMMU, Jan 18: Mega final event of "Jammu Idol" singing competition was organized by Talent Club, Jammu in collaboration with Nami Dogri Sanstha-the Art Foundation Jammu in Abhinav Theatre here, today.

After conducting several screening tests , 25 singers were selected for the Mega final. The programme was the part of series of programmes being conducted by NDS-TAF to celebrate Dogri Bhasha Mannta Divas-2005.

Provincial president, National Conference (NC) and MLA Marh, Ajay Sadhotra was the chief guest on the occasion, where as S S Anand Lehar a renowned Urdu writer, poet and senior advocate was special invitee. The programme was inaugurated by Mr Sadhotra by lighting the traditional lamp.

The function was presided over by Ashraf Sahil,Senior Officer, Prasar Bharti Broadcasting Corporation of India, while Gopal Padha, president Hasya Vyangya Manch Katra and M D Bandhu Palace and Mrs Veena Handa, Principal Tiny Tots, Higher Secondary School, Jammu were the guests of honour.

The music of the programme was composed under the leadership of Arvind an upcoming young talented composer and team of artists.

Mr Bharat was adjudged as best singer and conferred the title of Jammu Idol.

Mr Sadhotra in his address said that art and culture play a significant role in shaping the positive personality of a person and need to be encouraged. The programme was compered Miss Yhi Mohan and Yash Pal Yash.

J&K Sikhs want to be included in peace
dialogue on Kashmir

JAMMU, Jan 18: Executive committee of J&K Sikh Unity Forum in a meeting chaired by Mohan Singh Kala, observed that Sikhs have been side-lined in the on-going peace process of Kashmir.

The Forum held that Sikhs have not been invited for talks so far by the Centre which has held talks with Kashmiri Pandits, separatist political groups of Kashmir and other for talks.

Forum said Sikhs occupy a special position in Kashmir and they continue to live in valley even after migration of Kashmiri Pandits and braved militant attacks and threats during the past over 15 years and they have suffered economically and politically under the successive Governments since 1947.

Forum added that Sikhs will killed and driven from their homes in Muzaffarabad, Poonch, Kotli and Mirpur in 1947 leaving behind their properties, but they have neither been rehabilitated properly nor given any compensation for their properties on the plea that PoK is a part of Jammu and Kashmir State.

The meting made a strong plea that displaced Sikhs and Hindus of 1947, as such, have a right to participation in the on-going peace talks on Kashmir to give their opinion and for redressal of their grievances.

Forum unanimously requested the Prime Minister to give due representation to Sikhs of J&K also in the on-going peace talks for settlement of Kashmir issue.

Deptt of Science, Tech organizes training camp at Vijaypur

JAMMU, Jan 18: The Department of Science and Technology (IREP) organized a one day training cum awareness programme in Government Higher Secondary School Gho Brahmana, Vijaypur today.

The programme was aimed at imparting a basic technical knowledge to the villagers and also to boost public awareness about the schemes being implemented by the Department.

The programme was attended by a large number of people including a seizable number of school children. A declaration competition was organized on the occasion to educate the people about energy conservation and other modern measures like Biogas, Biomass Gasifier etc,so that rural economy can be given a boost.

The training programme was presided over by Additional Deputy Commissioner, Jammu, Sanjeev Verma. He exhorted the people to shift gradually from non renewable to renewable sources of energy which are locally available and can save a lot of money.

The Project Officer , IREP Vijaypur N D Sharma explained the advantages of Jatropha plantation towards meeting the energy needs of rural areas.

The Project Director Tsering Angchok emphasized on the need to increase the use of Goaber Gas plants as the Government was providing 90 percent subsidy on these plants so that pressure of LPG can be reduced and people can save money spent on cylinders.

HC directs SSP Udhampur to produce Taniya in Court

Jammu, Jan 18: In habeas Corpus Petition filed in inter religious marriage case, Justice JP
Singh, Vacation Judge of the State High Court Jammu Wing admitted the habeas corpus petition and issued notice and also directed Senior Superintendent of Police Udhampur, to locate and produce Taniya in this Court on January 23, 2006.

The direction was passed in the petition filed by Raj Mohd Lone, through Advocate Arshad Majid Malik, who submitted that petitioner’s wife Taniya has been
detained in illegal custody by the respondents, despite her being set to liberty by the CJM Udhampur
in terms of order January 3, 2006.

The petitioner apprehended danger to the life of his wife and the child, in the womb. Justice JP Singh in the order observed that the averments made by the petitioner in his petition as also the statement of the lady recorded by Munsiff Judicial Magistrate Udhampur and order passed by the CJM Udhampur, and the documents placed on records as also the affidavit filed in support of the petition, the Court is satisfied that Taniya appears to have been detained against her wishes. The grievance of the petitioner that Taniya and the unborn may be harmed by the parents of Taniya appears to have forced. In these circumstances, it is directed that SSP Udhampur shall locate and produce
