JAMMU, Jan 17: Tension gripped Bishnah town today after a large number of people attacked house of a 70-year old ‘Tantrik’ for allegedly hypnotizing a young girl to enter into wed-lock with him.

The mob not only ransacked the house-holds of ‘Tantrik’ but even set some portion of the house on blaze. However, the situation was brought under control with the swiftness of Bishnah Police.

Eyewitnesses and police sources said that a large number of people of the Bishnah town particularly womenfolk from village Patyari took out a protest demonstration in the town against the ‘Tantrik’ and started heading towards the office of Tehsildar Bishnah.

Shouting slogans against the ‘Tantrik’ Girdhari Lal alias Girdhari Purohit, who is an ex-servicemen, the people were alleging that he had hypnotized the girl—Bandana Sharma, daughter of Ghani Sharma of village Patyari which was why she was adamant on entering into wed-lock with him.

They said that such an act would polute the society and demanded stern action against Tantrik, who has gone underground for the past some days. However, before they could reach the office of Tehsildar Bishnah, some of the agitating people moved towards the area where the Tantrik was residing alongwith his wife and attacked his house.

The people barged into the house and ransacked all the house hold articles. In the fit of anger, they even set some portion of the house on fire.

However, a police team headed by Sub-Divisional Police Officer (SDPO) Bari Brahamana Vijay Choudhary and SHO Bishnah Deepak Raina immediately brought the fire under control and made the attackers to flee from the spot. Later, the mob also damaged car of a local leader.

Though the situation was brought under control by the police yet the tension continued to grip the town till late this evening and SDPO was personally camping there.

Police has also registered a case under Section 147, 148, 436 and 448 in this connection.

It is worthwhile to mention here that after the parents of the girl, who was a teacher in a school, objected to her decision of entering into wed-lock with ‘Tantrik’, the girl approached the court of law complaining that her liberty was curtailed by her parents.

Later, on the directions of the court, the girl was kept in the Nari Niketan and she will be produced in the court of law tomorrow.

CM, others condemn killing of Tarigami's nephew

JAMMU Jan 17 : Chief Minister Ghulam Nabi Azad has condemned the killing of Gulzar Ahmed, nephew of State Secretary CPI (M) and MLA M. Y. Tarigami.

In a condolence message, Mr. Azad has expressed his grief over the killing and conveyed condolence to Mr. Tarigami. Mr. Azad said that killing of innocent people and indulging in barbaric acts to harass the citizens is handiwork of those who have no respect for humanity and God. He said people of the State have time and again decried such activities of violence mongers and destructive elements and would continue to do so.

He has also conveyed his sympathies with the bereaved family.

Meanwhile the Minister for CAPD Hakim Mohammad Yasin has also expressed similar feelings. He today visited Mr. Tarigami’s residence and conveyed his condolence personally.

Minister for Social Welfare Haji Nissar Ali has condemned the killing of Gulzar Ahmed.

Condemning the attack of militants Haji Nissar said that such cowardice acts can not detter the Government to carry forward the measures bringing normalcy in the State.

In a message received here today, the MLC A. R. Takroo has also conveyed condolence to Mr. Tarigami while condemning the killing.

Airtel launches its mobile service in Leh

JAMMU, Jan 17: Airtel—India’s leading mobile services provider—today announced the launch of its services in the high altitude Leh region of the State.

With this launch, Airtel becomes the first mobile operator to install the highest GSM site in the country at a height of 11801 feet in Leh district.

Announcing the launch of services, R V S Bhullar, Chief Operating Officer (Mobility) Bharti Tele-Ventures, J&K Circle said Airtel connects Leh with four cell sites at Chuglamsar, Stok, Skerzling and Qutak Gompa and added that this will be scaled to over eight cell sites in next six months to cover nearby villages.

"Our network will also cover areas of Thiksey, Shey, Stoc and Chuglamsar and Leh town besides vital installations like airport, army and air force base stations and bus stand", Mr Bhullar informed and said "we have also announced a special offer of three minutes pulse rate on all Airtel calls for special Plan 149 for post-paid customers of Leh".

The prepaid services, he said, will be launched soon and will come with limited period special offers of full talk time benefits on Rs 540, Rs 786 and Rs 350 recharge. "To avoid any network problem, we have installed separate mobile switching centre at Leh and Ladakh", he disclosed and said the service has been launched in Leh by making an investment of Rs 30 crore.

For easy accessibility and convenience for customers, Airtel has established a wide distribution network in Leh which includes a post paid and a prepaid outlet plus over 18 retail outlets. "We have also established Airtel Customer Relationship Center which is well equipped to handle customer queries. Customers in Leh will also be able to avail anywhere, anytime bill payment facility in the State", Mr Bhullar further said.

College Lecturer's suicide case
Court frames charges against husband

Jammu, Jan, 17 : Principal Sessions Judge Jammu Mr. Subhash Chander Gupta in a much publicized suicide case of college lecture Iqbal Kour, today framed charges against accused Manmohan Singh, husband of the deceased u/s 306 (abatement to suicide) and 498-A RPC (cruelty) and also fixed calendar for hearing of the case.

According to the prosecution case, in 2003 marriage of accused Manmohan Singh was solemnized with deceased Iqbal Kour, who was posted as Lecturer in Govt College Poonch, her native place. The deceased after her transfer in the month of November, 2004 from Poonch to GGM Science College Jammu started living with her husband at Karan Nagar Jammu in a joint family. The deceased was blessed with a daughter and it was alleged that accused on the instigation of accused Kamaljeet Kour and Harjeet Kour used to beat the deceased on petty matters and more over, the accused Manmohan had allegedy illicit relation with Harjeet Kour. It has further alleged that on March 13, 2005, deceased Iqbal Kour committed suicide by consuming poisonous substance, on account of the cruelty and harassment meted out to her by accused Manmohan Singh. On the basis of the statement of mother of the deceased, a case was registered and after completion of the investigation charge-sheet was presented.

In the seven page charge-farming order, Mr Gupta after hearing Mr. E A Tak Public Prosecutor along with Advocate RK Kotwal appearing for the State and Advocate Sunil Sethi appearing for the accused, observed that so far as statement of prosecution witness Gulshan Ara that accused Manmohan Singh and Harjeet Kour used to interact while closing the door of the room, the Court think, when her statement u/s 161 and 164 CrPC will be read as a whole, it is apparent that she does not suspect any illicit relation between both the accused. The statement of other witnesses recorded u/s 161 CrPC Manjeet Kour, DySP Nisha Nanthyal about the alleged illicit relations between accused No 1and 3 as disclosed to them by the deceased, such statements are admissible in evidence so far conduct of accused Manmohan Singh is concerned with regard to his illicit relation with his sister-in-law. Therefore, inference could be drawn about the cause of death of deceased Iqbal Kour or circumstances leading to such death on the basis of statement of prosecution witnesses in respect of alleged illicit relation. Since there is no sufficient material on record to proceed against accused Kamaljeet Kour and Harjeet Kour for commission of offence U/S 306 and 498-A RPC in the absence of lack of prima-facie case against them as such both of them stand discharged from the offences levelled against them. The Court with these observations framed charges against accused Manmohan Singh and fixed calendar for hearing the case.

One killed, 5 injured in road accidents

JAMMU, Jan 17: One person was killed and five others were injured in separate road accidents while as three persons allegedly consumed poisonous substances at their respective residences.

Police spokesman said that one Ashwani Singh, son of Harket Singh of Rai Pura was killed after his motorcycle was hit by a speeding mini-bus bearing registration number JK02V-7835 at Dogra Chowk.

He was immediately rushed to Government Medical College Hospital where he succumbed to injuries.

Police has registered a case in this connection and arrested the erring mini-bus driver.

In another accident, three persons were injured when a mini-bus bearing registration number JK02G-2617 which was on its way from Kalaban to Mendhar met with an accident.

All the three injured passengers were rushed to Sub-District Hospital Mendhar and their condition was continued to be critical when reports last came in.

Meanwhile, Rakesh Pandoria, son of Badri Nath of Jaganoo and Dhani Ram, son of Yog Raj of Kishtwar were injured in road accidents at Bantalab and Nanak Nagar.

Both have been hospitalised and their condition was stated to be out of danger. Police has initiated proceedings against the erring drivers.

Three persons—Rita Sharma, wife of Darshan Sharma of Qasim Nagar, Raj Rani, wife of Kaku Ram of Qasim Nagar and Sagar Singh, son of Dhan Pal Singh of Gho Manhasa received burn injuries in accidental fire at their respective residents.

Their condition was stated to be critical when reports last came in.

Three persons allegedly consumed poisonous substance at their respective residences. Identified as Vipan Kumar, son of Tilak Raj of Bari Brahamana, Shabbu, son of Satish Koul of Digiana Ashram and Mangat Ram, son of Shiv Ram of Chack Lal Deen, they were rushed to hospital when spotted unconscious by family members.

Doctors immediately provided them stomach wash treatment followed by other medicare. Their condition was stated to be out of danger when reports last came in.

Remarkable increase in taxable imports in December 2005

JAMMU, Jan 17: The taxable imports into the State during the month of December, 2005 have been recorded to the tune of Rs 1027.77 crore against imports worth Rs 651.60 crore during the corresponding period of December 2004 thereby registering an increase in imports to the tune of Rs 376.16 crore.

The taxable imports for Jammu Division during the month of December, 2005 have been to the tune of Rs 845.53 crore against Rs 508.88 crore for the corresponding period of 2004 thereby registering an increase in imports to the tune of Rs 336.65 crore.

Similarly, the imports for Kashmir Division have registered an increase of Rs 39.51 crore during December 2005. The imports during December 2005 were to the tune of Rs 182.24 crore against Rs 142.73 crore during the corresponding period of December 2004. The imports in Jammu division have recorded an increase of 66 percent while as in Kashmir Division 28 percent.

The taxable exports during December 2005 have registered an increase of 147 percent. In absolute terms, the exports during December 2005 were worth Rs 633.90 crore against exports worth Rs 256.43 crore during December 2004.

The imports by the SSI sector have registered an increase of 125 percent during the month of December 2005. The imports by the SSI sector during December 2005 were worth Rs 351.77 crore against Rs 156.10 crore during December 2004 thereby registering an increase in imports by SSI units to the tune of Rs 195.67 crore.

In respect on SSI Sector, Jammu Division has recorded an increase of 155 percent while as Kashmir Division has recorded an increase of six percent.

During the course of routine checking, 5883 cases were detected under Section 67(5) and 67(10) of J&K VAT Act, 2005.

Revenue amounting to Rs 281.53 lakh was realised during December 2005. This includes Rs 203.60 lakh on account of entry tax, Rs 43.66 lakh on account of Security, Rs 23.11 lakh on account of Penalty and Rs 11.17 lakh on account of Passenger Tax.

Rajnath convenes meeting of State BJP leaders on Jan 20

JAMMU, Jan 17: As State Parbhari (incharge) of Bharatiya Janta Party (BJP) Manohar Lal completed his three day extensive tour of Jammu province, new national president of party Rajnath Singh has called a meeting of all senior leaders in the Union capital on January 20.

State office bearers alongwith president of Morchas will meet Rajnath Singh after the much awaited meeting of the national council in which elections of Mr Singh as national president will be formally approved by the party.

Sources in the party disclosed that more than 20 senior leaders of the state unit of BJP will meet Rajnath Singh to devise strategy to revatalise the party.

Insiders in the BJP disclosed that Rajnath Singh, who twice remained as general secretary incharge of Jammu and Kashmir BJP, was very particular to revive the party. The meeting has been convened in this direction.

When contacted, State president of BJP, Dr Nirmal Singh said that a team of party leaders will visit Union Capital on January 20 to participate in national council.

Meanwhile state incharge of BJP, Manohar Lal completed his three day tour of the State. Mr Lal, who is national secretary of the party also visited Poonch and Rajouri districts and interacted with grass root level workers to get feed back.

After winding up his visit, Manohar Lal today convened crucial meeting of senior leaders of the party. In the four hour long marathon meeting, Manohar Lal directed the party leaders to start agitation on the issue of the implementation of the Mandal Commission report.

Not convinced with the party’s performance in taking up this issue, he has reportedly directed the party leaders to take up this issue with the masses and to make it a public movement. He has also asked the state unit to also take up the issue of corruption and unemployment.

Sources said that party’s incharge has directed the state leaders to emphasise more on rural areas and strengthen the party at grass root level. He has also asked the state unit to open offices at district level.

In the meeting it has been decided that meeting of the state council will be held on February 18 and 19. Manohar Lal will again visit the state on January 25, 26 and 27 to review the performance of state unit.

Like IPS, IFS officers will also get time
bound promotions in J&K

JAMMU, Jan 17: Like Indian Police Service (IPS), the Indian Forest Service Officers (IFS) officers will also get the benefit of time bound promotions in the Jammu and Kashmir.

The Union Ministry of Environment and Forests, in a letter (No. 20019/1/2000-IFS.II) directed to Chief Minister Ghulam Nabi Azad, has asked to grant parity to the IFS Officers with the Indian Police Service ranks in the State. It said that on the basis of the recommendations of the 5th Central Pay Commission, the Government of India recognised the need for granting promotions in time bound manner to the IFS officers.

The letter indicated that IFS cadre having strength of over 2700 officers is responsible for managing precious forests and wildlife resources of the country. The Ministry of Environment and Forests is the cadre controlling authority for the Indian Forest Service. It has been observed in the recent past that the acute stagnation has set in different cadres which is hampering career progression of the Indian Forest Service officers and dampening their zeal and morale and the situation needs to be effectively addressed.

The Union Minister for Forests & Environment, K Raja has given clear instructions to the State Chief Minister vide his DO Letter that guidelines issued by the Government on this subject be followed in letter and spirit, so that the larger interests of conservation of forestry, and wildlife research of the State is ensured. It has also been directed that all formalities be completed in six months in advance for a particular batch that is going to be promoted by creation of required number of posts in the Ex-cadre so that all officers of the batch are promoted in one go. The letter also mentioned that all irregularities that have been committed in the past be set right.

" Non-availability of posts will not be a hindrance in the promotion of an officer, who has completed the minimum required number of years for that post, as it will now be mandatory for the government to create post for him in the Ex-cadre." The State government has also been directed to fulfill the state deputation reserve and Central deputation reserve by deputing officers in the States and the Union Territories. The minimum years of service have been fixed for CF, CCF and Addl PCCF as 14, 18 and 25 years, respectively.

PHE workers demonstrate outside CE’s office

JAMMU, Jan 17: Public Health Engineering (PHE) employees and workers held a protest rally before the office of Chief Engineer, at B C Road here today.

The agitational programme was held under the banner of PHE Workers Welfare Association and a large number of employees participated in the programme. Various leaders of the Association addressed the gathering and criticised the higher authorities for not mitigating the long pending demands of the workers.

Speaking on the occasion provincial president, Bakshi Singh alleged that present coalition Government has failed to redress the long pending genuine demands of PHE workers. He demanded that all sorts of temporary engaged/ daily wage workers be given Rs 100 per day, helpers be given scale as per SRO 64 and field staff should be provided two and half days extra salary. He further demanded that SRO 380 be modified and the designation of Khalasies and helpers, release of pending salary and wage arrears and restoration of work in the departmental closed workshops.

Provincial general secretary, S C Verma criticised the higher authorities for ignoring the demands of the workers and alleged that there was strong resentment among the workers class. He regretted that despite assurance by the concerned Minister, the demands could not be redressed. He warned that struggle of the workers will remain continue and Government should stop discrimination against PHE workers. He said that daily wagers are being treated as bonded labourers and they are among the most exploited lot. Several new schemes have been launched but no proper regular staff is being appointed. The department has made to run on the adhoc system which is great tragedy.

IMPA conducts training programme

UDHAMPUR, Jan 17: Jammu and Kashmir Institute of Management, Public Administration (IMPA) and Rural Development, Jammu conducted a 10- day e-literacy training programme at Udhampur which concluded here today.

The programme was sponsored by Department of Information Technology, J&K Government.

As many as 26 employees including Junior Assistants and equivalent grade officials of different departments of the district like Education, Animal Husbandry, Sheep Husbandry, Social Welfare, Rural Development Department etc were provided 10-day training in Micro Soft Word.

The District Development Commissioner, Udhampur, Ashok Parmar was the chief guest on the valedictory function.

Course Director, IMPA, Prof. Indu Aima, Additional Deputy Commissioner, Udhampur, B.M.Sharma, Chief Planning Officer and Rakesh Jamwal were also present on the occasion.

Speaking on the occasion, Mr. Parmar emphasized the need of computer education in this fast changing world of Information Technology.

The DDC called upon the employees who have undergone training in computer applications to acquaint themselves with the latest version of computer courses for expansion of their knowledge in the field. For the purpose, he said they should take assistance from Community Information Centres set up at block headquarters and even can approach National Informatics Centre (NIC) Udhampur, if they desire so.

The DDC also interacted with the employees regarding the course contents and also shared his views on the subject with them.

Earlier Prof. Indu Aima stated that these programmes are being organized at all the district headquarters of Jammu and Kashmir Divisions in M.S. Word for enhancing Information Technology applications in a phased manner.

The DDC also distributed certificates among the trainees who have successfully completed the course.

soft loan issue of KP youth

JAMMU, Jan 17: In order to discuss the issue regarding the provision of soft loans for Kashmiri Youth Migrants, the Chief Secretary, J&K Government Vijay Bakaya has convened a meeting of concerned agencies on January 20 in his office chambers.

Besides the Financial Commissioner, Employment, Relief Commissioner Migrants, representatives of J&K Bank Ltd, State Bank of India, Punjab National Bank, Bank of Broada and president Youth Wing All India Kashmiri Samaj (AIKS), R K Bhat with his representatives have been invited to the proposed meeting.

A notification to this effect has been issued by Deputy Secretary to Government Revenue Department here.

It may be recalled that the Youth Wing AIKS staged a demonstration recently in front of Relief Organization in which besides highlighting the other problems of the community in general and displaced youth in particular, the Government was urged to provide soft loans to the displaced youth for earning their livelihood. The demand in question was agreed by the Chief Secretary later in a meeting held with the representatives of the agitating migrant youth.

PKM submits memorandum to Prime Minister

JAMMU, Jan 17: Panun Kashmir Movement (PKM) has opposed the demand of demilitarization and self rule in Kashmir as made by the President and Prime Minister of Pakistan.

In a memorandum to Prime Minister of India, Dr Manmohan Singh, PKM chief Ashwani Chrangoo said that refugee KPs view these proposals as an effort to sabotage the ongoing peace process initiated by Government of India in January 2004.

It said, the Pandits, who are the worst victims of terrorism are feeling that they are an abandoned lot and despite the fact that orders issued by Prime Minister in 2004 regarding the provision of better living accommodations, improved health and education facilities and creation of employment opportunities for the Pandit refugees after personally visiting and seeing their sub-human living conditions in the camps, nothing was done by the previous State Government except laying of foundation stone of proposed quarters.

The memorandum further said, that the Kashmiri Pandit refugee community is the indigenous group of population of Kashmir valley that has over five thousand years of written history and the community being the worst victim of genocide and ethnic cleansing in Kashmir puts forth its claim to natural and first party to any type of political dialogue on Kashmir with Government of India to seek out a way for its resettlement in the homeland.

Harsh Dev tours Majalta block

UDHAMPUR, Jan 17: To take stock of development works and listen to the problems of the people inhabiting in village Kail, Battal, Bharnara and Mansar of block Majalta in district Udhampur, former Minister and MLA Ramnagar, Harsh Dev Singh accompanied by MLA, Samba, Yash Pal Kundal conducted an extensive tour of these areas today.

At village Kail, Mr. Singh inaugurated the newly upgraded Middle School, Kail thereby fulfilling a long pending demand of the people of surrounding areas. He also inaugurated one additional room with verandah in Govt. Middle School, Bharnara. A tractor road measuring about 400 meter was also inaugurated at Battal to Parla Battal.

Mr. Harsh Dev Singh also inaugurated additional three-room accommodation at Govt. Primary School, Mansar. He asked the Officers of Education Department to submit estimated proposal for erecting fencing around the premises of Government Higher Secondary School, Mansar.

A number of deputations also called on Mr. Singh who demanded improvement in electricity and drinking water supply besides upgradation of schools and additional accommodation in Government schools, filling up vacant posts of a Lady Doctor, X-Ray Technician in PHC Bharnara etc.

Mr. Singh after listening their problems assured that their genuine demands would be taken up with the concerned agencies for their early redressal.

Accidental Insurance Policy extended

JAMMU, Jan 17: The Government have extended the period of Group Janta Personal Accidental Insurance Policy launched in 1997 and being renewed on year to year basis by one month and has decided to invite offers from General Insurance companies licensed by IRDA of India for the tie up of the Insurance policy for the year 2006-07.

Accordingly, all the Drawing and Disbursing Officers have been directed not to deduct the premium from the salaries of the employees for the month of January 2006. The orders with regard to amount of the premium payable by the employees and its deduction from their salaries shall be issued separately once the tie up with the Insurance company is decided.

However, the Drawing and Disbursing Officers shall continue to intimate the accidental death, disablement cases along with requisite documents to the Nodal Officer (Group Janta Personal Accidental Insurance Policy) in the Finance Department for registering the cases/claims with concerned Insurance Company for settlement of such claims.

Nirvan Divas of Chaitanya Bramchari observed

JAMMU, Jan 17: The first Nirvan Divas of Swami Visudha Chaitanya Bramchari was observed today at Chaitanya Ashram, Talab Tillo, Bohri. The function was organized by Shri Mata Vaishno Devi Shrine Board (SMVDSB).

To pay obeisance to revered Swamiji, a havan was performed by the Pujaris from SMVDSB and the function was attended by the devotees of Swami Ji.

The Havan concluded with Puranahuti followed by bhandara. Large number of devotees gathered at Chaitanya Ashram to seek blessings of Swamiji.

Swami Ji during his life time was greatly fond of children and used to gift toys to them. To keep this tradition alive a large number of toy collections of Swami Ji were distributed at SOS Home, Channi Himmat, Viklang Ashram, Udeywala, Bal Ashram, Ved Mandir and School children of Jagati Village by Puneet Kumar, Additional CEO, Mata Vaishno Devi Shrine Board, former Trustee Suresh Sharma and other prominent devotees in memory of Swamiji.

It was also disclosed that Holistic Health Centre will be inaugurated on January 19 at Chaitanya Ashram which will cater to the medical and health needs of the people and will provide required treatment to them.

Initially, the main services which will be provided in this Health Centre will be immunization, Ayurvedic and a yoga Centre.

2-day book fair at SMVDU

JAMMU, Jan 17: Shri Mata Vaishno Devi University is holding first ever book fair in the Campus from January 20 to acquaint students about the latest blications in varied subjects.

In all, 25 leading publishing houses of Northern India are participating in the two-day fair, which will be an annual feature hereinafter.

It is expected to work as a platform for the students and faculty of various academic institutions to explore the latest literature and books their subject areas. The fair will also provide them an opportunity to exchange ideas.

Bail plea of 3 accused involved in gang rape rejected

Jammu, Jan, 17 : Chief Judicial Magistrate Mr. Sanjay Dhar today rejected the bail applications of Jagmeet Pal Singh alias Sonu of Bakshi Nagar Jammu, Anil Kumar R/o Sainik Colony Jammu and Subash Chander of Kathual Dangoo Morha Tehsil Ramnagar District Udhampur who are involved in kidnapping and gang-rape of a minor girl a student of 7th Class.

According to the police story that prosecutrix had gone to Nagrota on birthday party of her relative on December 12, 2005, when she returned One Ricky meet met and enticed her and took her away in a matador to Baba; where from she was taken to Katra in Tata-Sumo, where one Subash Chander was already sitting in the Sumo-Tata and also arranged room for them in hotel at Katra. In the night Ricky raped her and accused Subash Chander also outraged her modesty. On December 13, 2005 accused Ricky along with prosecutrix came back to Jammu, accused met his friend Raj Kumar, who also outraged her modesty. Accused Ricky took her to Bus Stand, met his friend Vikas Gupta other friend Sonu, accused Sonu and Vikas Gupta also committed rape upon her, One Sajad also committed rape upon her. In the morning she was made to sit in a matador and takes her home and a case u/s 376 RPC was registered with the police.

The CJM after hearing Chief Prosecuting Officer Mangat Ram along with Prosecuting Officer Rajesh Bakshi and counsels appearing for the accused persons revealed the record of the case and the arguments of the counsels of the accused that co-accused Vikas Gupta has already been enlarged on bail as such same treatment should be given to the applicants accused. The CJM Said that it is true that grant of bail to one of the accused is relevant consideration in deciding the question of grant of bail to the other accused, yet this is not the only consideration on record to show that accused have committed rape/ facilitated the commission of rape upon the victim, which is very serious offence and in the fact and circumstances of the case it has contours of child rape as well as gang-rape, which carry punishment up to life-imprisonment. With these observations the CJM rejected the bail applications of the three accused.

Problems of junior doctors discussed,
CM urged to intervene

JAMMU, Jan 17: A general body meeting of Junior Doctors Association of Government Medical College and Associated Hospitals was held under the chairmanship of its president Dr Arshad Bhat.

In the meeting, a unanimous resolution was passed stating that junior doctors have been eagerly waiting for the hike in the monthly stipend of Post Graduates to Rs 15,700 as second instalment of early initiated process from the month of January 2006 as promised by the Government in accordance with the Cabinet decision No.111/Cir dated July 4, 2005 and Government Order No.406 HME of 2005 dated July 7, 2005.

The participants hoped that the long pending issue of merger of NPA with monthly stipend will be solved by Chief Minister Ghulam Nabi Azad, who is also holding Health and Medical Education portfolio.

They also demanded adequate and proper safety measures for the doctors and para-medical staff working in the Department of Radio Diagnosis and Orthopaedics to protect them from radiations and regretted that the lead aprons being provided to them have become ineffective.

Dr Bhat appealed the Chief Minister to look into the matter and provide adequate protection to the doctors and paramedical staff working in the department from the effect of radiations.

Among others the meeting was attended by Dr Satyainder Singh, Dr Rajesh Bhagat, Dr Sandeep Mohan, Dr Vikas Padha and Dr Gagan Bali.

House Committee for overhauling Forest Act

JAMMU, Jan 17 : The House Committee on Subordinate Legislation has stressed the need for overhauling the existing laws of Forest Department to protect the State forests from further depletion. The Committee has asked the Forest Department to propose stringent laws so that the green gold is saved.

The House Committee that met here today with Khem Lata Wakhloo, MLA in chair discussed the overall health of Forest Department and suggested various measures for bringing improvement in the functioning of the department.

The Committee unanimously said that till the new laws are framed, the existing laws should be enforced strictly and emphasized the need for proper mobilization of available resources.

The Committee further directed the officers to launch continuous awareness campaigns to enlighten the common masses about the importance of forests.

The Apex forum asked the Department to simplify the procedure for allotment of timber to the consumers and issue sanctions as per the availability of quantity with the Department so that the consumers may not face any hardship in getting the timber, the Committee added.

Responding to the points raised by the Committee, the Commissioner/Secretary, Forests informed that the Department is already working on some important amendments in the existing Forest Act, which will prove very useful for achieving results. He further said that due to paucity of sources, the State Forest Protection Force could not be mobilized affectivity. However, the normal work is being carried out by the force, he added.

Those present in the meeting included Sartaj Madni, Balwant Singh Mankotia, Abdul Ghani Malik, M.Y.Shah, Additional Secretary, Assembly, Mohammad Ramzan and other senior officers of Forest Department.

Court rejects bail of SPO who killed innocent student

Jammu, Jan, 17 : Second Additional Sessions Judge Jammu Mr. Sanjay Gupta today rejected the bail application of Satpal Sharma, SPO Police Station Domana, who on October 28, 2005 had killed Nishu, who was plilion rider and died on spot while Rakesh Kumar was critically injured.

According to the Additional Public Prosecutor Ravinder Sharma who opposed the bail application on the ground that the accused who is an ex-serviceman and was recruited as SPO in P/S Domana has fired from his loaded SLR and killed Nishu and seriously injured Rakesh Kumar. The applicant accused committed act of firing having knowledge that it was dangerous and it must cause death or heavy injury.

Mr. Sanjay Gupta after hearing both the sides observed that in the present case accusation is against the accused and is serious as he is yet to be charge-sheeted, punishment in case of conviction is also severe. Keeping in view the whole circumstances of the case and as the accused has killed one innocent person without any rhyme and reason, so, he is not entitled to bail and dismissed his bail application.

Zargar chairs Doda District Development Board meeting

Doda, Jan 17 : Minister for Agriculture and Cooperatives, Mr. Abdul Aziz Zargar today listed priorities of his government for faster development of backward and border districts adding that special plan allocations would be explored to give fillip to developmental pace in these areas.

Chairing the District Development Board meeting at Doda here today, the Minister said that backward and hilly areas of the state needed focused attention of the planning and development agencies to ensure equitable development there. "Our main effort would be to tape vast potential in Horticulture, Floriculture, Agriculture, Sericulture sectors which has remained un-exploited in these areas so far" Mr. Zargar said adding that Doda, Poonch and Rajouri districts are bestowed with a treasure of natural resources.

Minister for Power, Nawang Rigzin Jora, Minister of State for Rural Development, Mr. Babu Singh, Chairman Social Welfare Board G. M. Saroori, Legislators including Ex-Minister, Abdul Majid Wani and Financial Commissioner, Agriculture production Department C. Phonsang, Principal Secretary Planning and Development Mohammad Iqbal Khanday, Special Secretary to Chief Minister, Shalinder Kumar Principal Secretary Health and Education, M. A. Bhat, Commissioner/Secretary R&B R. K. Jearath and Dr. Naginder Sharma, Vice Chancellor SKUAST were also present in the meeting.

The chairman reiterated Government’s, commitment for speedy development of Doda district which mostly comprising difficult and hilly terrain.

Earlier, the District Development Commissioner, Doda G. A. Qureshi informed the meeting that an amount of Rs 39.61 crore have been expended up to ending December in the district out of released amount of Rs 57.27 crore. He said current years approved district plan is of the order of Rs 79.07 crore with Rs 34.51 crore as capital component and Rs 44.56 crore as revenue.

Secular Front, KMC discuss problems of migrants

JAMMU, Jan 17: Jammu and Kashmir Secular Youth Front held a meeting at Lower Roop Nagar today in which various problems of the displaced Pandits were discussed.

The meeting in an appeal to Chief Minister, Ghulam Nabi Azad urged him to announce an employment package for the displaced youth. It also demanded that the forms of SSRB be issued through J&K Bank so that they can be easily available to youth.

The meeting, which was chaired by the V Sathu, patron of the Front expressed satisfaction over the decision of Centre to involve KPs in talks over Kashmir. It has also demanded that the accepted leaders of the community be only invited.

Meanwhile in another meeting of the Kashmiri Minority Conference (KMC) held under the chairmanship of Prof. G K Mujoo grave concern was expressed over the apathy of the Government towards the problems of the displaced people.

The meeting, however expressed confidence over the Union Government’s decision to invite KPs for talks. It urged the community leaders to sink all their differences and frame a united front to put forth its demands before the Center.

Prof. Mujoo, while stressing on minority status to KPs demanded that the community be given the Constitutional guarantees as well. He urged the leadership to be flexible in their approach too while meeting the Union Government.

Doctor attempts to outrage modesty of woman in ward

RAJOURI, Jan 17: The police has registered a case against a senior doctor of Rajouri hospital for an attempt to outrage the modesty a young woman attendant in the hospital ward here last night.

SSP Rajouri, J P Singh said that a case has been registered against Dr Abdul Rashid Choudhary, Physician Specialist posted in District hospital Rajouri on the complaint of the woman and her ailing son. He said as per the statement, the doctor during night tried to pull the lady to his duty room twice and during the process even her son who is hardly 12 year old, threw away his glucose drip and joined her mother to push away the doctor. After intervention by some other attendants in the ward the doctor was made to move away from the ward.

He said that a case FIR No. 13/ 2006 under Section 353/354 RPC has been registered against the doctor and investigation has been launched. Another attendant in the ward Manzoor Ahmed stated that doctor was under the influence of liquor and first made entry to the Ward around 10.20 pm. He asked the lady to follow him to get some medicines but the woman—Shabnam, wife of late Abdul Ghani refused suspecting bad intentions of the doctor. But the doctor forcibly tried to pull her.

Hardly after twenty minutes the doctor again came and tried to pull the woman to an adjoining room. Her ailing 12- year old son got agitated over doctor’s act and threw away his glucose bottle and drip and tried to rescue his mother. Other attendants also joined them and made the doctor to flee. Later, the ward patients and attendants got agitated. They lodged a report with police during night. Sensing problem, the doctor managed to flee the hospital during night without completing night duty.

Director Health Service Dr Jasbir Singh could not be contacted being out of station. However, CMO Rajouri said that no departmental action has been taken as yet. He said that legal action has already been initiated in this connection.

Samba police nabs suspect

JAMMU, Jan 17: Samba Police today arrested a Delhi-based Kashmiri youth, who went missing from national capital some days back, and seized a brand new Opal Astra car being driven by him.

Police sources said that during a special naka at Basantar Bridge, a police team headed by Sub-Divisional Police Officer (SDPO) Samba Abrar Choudhary stopped a brand new Opal Astra car bearing registration number of Delhi.

The driver of the vehicle identified as Imran Ullah of Sector-7 Rohini, New Delhi was asked to produce the documents of the vehicle which he failed to do. Police become suspicious when he told that he basically belonged to Nowpora area of Kashmir but his family has recently settled in Rohini area of New Delhi.

He was immediately taken into custody and vehicle was seized. Later, Police established contact with Police Station of Sector-7 Rohini New Delhi and came to know that Imran Ullah had gone missing on January 13 and a missing report has been lodged there.

The sustained interrogation of the suspect was going on to ascertain from where he got the costlier Opal Astra car and where he was heading for.
