Selection of
college principals
Sir,
The recent
selection of the list 23 Principals from Kashmir
and 6 Principals from Jammu province for the post
of the Govt College Principal issued by the PSC
has raised many questions of regional imbalance
and quality education in Jammu and Kashmir. The
Government of Jammu and Kashmir has adopted UGC
pay scale and other norms in 1986 for the
colleges of the State. Where from the selection
of the College Principal only Reader are
eligible. For the selection of a Reader Ph.D and
published work is must. But unfortunately the
department of higher education, Government of
Jammu and Kashmir has neglected the academic
excellence and framed a criteria which suits to
the PSC members. They have ignored the Ph.D
people and selected simple MA/MSc as Principal.
As per the criteria laid down by the PSC 50%
weight age is given to personal merit. Out of 50
marks 25 marks were given to seniority of the 33
years of service. Rest of the 25 marks were
further distributed as: 5 marks for Ph.D, 5 marks
for the membership of various college committees,
5 marks for conferences and Published work, 5
marks for NCC/NSS and marks for Administrative
experience.
And 50% marks were
kept for the Interview. The selection process is
purely in the hands of PSC members. PSC selection
Process is an eyewash. Because there is no record
of interview. There is no transparency.
If College
Principal are selected in this manner what will
be the fate of our higher education. College
Principal is considered as a Captain of the
collegeship. Now we request the C.M to save the
Education system of the State and initiate an
enquiry commission to find out the truth.

State funding of
elections
Sir,
This has reference
to the article 'State funding of elections'
published in the Daily Excelsior. One does not
understand why there should be State funding of
elections. Elections in India involve huge
involvement of money. And this money has then to
be borne by the countrymen. When through taxes,
we are not able to raise proper infrastructure to
meet out our daily requirements, how can
Government bear this burden. Moreover, due to
heterogenous nature of our country, elections
sometimes mid-term elections continue to held and
it is not possible to hold these elections
frequently. The exercise would also make
political parties irresponsible, as they won't
have then to spare a penny from their own pocket.

Sir,
R.A Mashlekar
(Excelsior Jan. 10,06) has appropriately branded
India as a ''land of ideas'', which we should now
change into a ''land of opportunities'' also. For
achieving this objective there are four IT's
which have to dynamically act is unison. These
are Indian Talent; Information Technology;
Inspired Training; and Inner Transformation.
Together they will determine the quality of the
fifth IT i.e India tomorrow.
As a trainer of
long standing in HRD (Human Resource
development), the writer has observed that only
with the inputs of Inspired Training and Inner
Transformation combined with talent and
information technology can wholesome development
of people (WDP) be achieved. This process is the
foundation for wholesome sustainable development
(WSD) which is the sine-qua-non of a truly
blessed land of opportunity, where peace, process
and prosperity are based on positive values.
These become perrineal and permanent because
every one is given the opportunity to reach their
own highest potential.
