Sir,
The fire at Mubarak Mandi
Complex has alarmed everyday of the
heritage site of the State Mubarak Mandi
holds a special place because it has
played a crucial role in shaping the
modern history of the State. Many
decisions have been taken here which have
had far reaching effect on the
socio-political life of the people. Apart
from the Mubarak Mandi is a unique
heritage site overlooking a spur of the
Jammu city. The architecture which is a
mixture of Hindu, Muslim or Sikh
architecture styles is uniquely Indian.
The influence of European building
construction are also visible. The
arches, pillars, the brick in lay,
brackets, friezes, cornices, pebble work
etc makes it a treat to watch. The
Toshakhana which contain priceless
artifacts of the Dogra Kings is also
housed here. But due to the neglect of
the Government Mubarak Mandi is always in
the news. Some times some portion of its
falls down and the other day fire
destroys another portion. Mercifully
Toshakhana is said to be safe. The
Government must speedily devise and
implement a policy towards preservation
and upkeep of Mubarak Mandi otherwise it
will be too late.

Vigilance
medal scheme
Sir,
The news report published in
this paper (Dec 20) titled, 'Cabinet
approve CM's Vigilance medal scheme'' is
a welcome step. Rather it is in tune with
the Chief Minister's philosophy of
combating the scourge of corruption in
the State. It is everybody's knowledge
that the malady of corruption has seeped
into the very vitals of our State. In
such an environment there have to be new
ways to devise mechanisms which can play
a supportive role in combating corruption
at various levels.
The decision to present
Vigilance medals to any person or a
non-Governmental organisation who helps
to create awareness about corruption or
who exposes corrupt people is a welcome
step. In this matter the welmeaning
people and dedicated Journalists must
also be brought under the purview of the
scheme. In addition to it the amount of
money announced by the Government is to
meagre to stimulate a person to comeout
against corrupt persons for very obvious
reasons. Hence the award money should be
raised to about 1 Lakh rupees so that it
becomes a somewhat meaningful. The Medals
distribution should be such that those
people should get the medals who are
really honest. Otherwise we see that
sycophants too get medals which does not
give a message in the right earnest to
the people.

Need to
change
Sir,
It is really a welcome sign
that J&K Board of School Education is
mentioning or announcing the dates of the
examinations, declaring results at proper
times and thus helps to save precious
time of the students. But there are some
loopholes also in our system and that too
in the starting of the session. The
students of the class 10th get full
session to complete their course and thus
the result of the matriculation is good.
But not so in the class 12th. The reason
is that the whole system changes when the
student comes to higher secondary level.
In the 11th class the students do not
take the classes seriously because the
assessment of class 11th is internal. The
classes here do not start at the
propertime. The whole syllabus is
bifurcated into units and terms. The
result is that the students do not take
the classes seriously. The students then
only become conscious about the
importance of the class 12th when they
are at the fagend of class 11th. As the
whole syllabus of class 12th is based on
class 11th we see that the percentage of
class 12th is not so satisfactory.
It is obvious that somewhere
something is wrong. It is also a fact
that students do not take the studies
seriously despite the fact that parents
and teachers try to put in their best.
Also the basic concepts of the students
do not get solid grounding. Despite many
steps taken by BOSE like issuing
photostat copies of Answer books etc, but
still something is wrong. We need to
improve the standard of education
particularly at 10+2 level.
