Asserting that pre-trial
conciliation and
mediation are emerging as
best remedies to deliver
speedy and cheap justice
to the people
particularly in wake of
the tedious, time
consuming and pricey
formal Court system,
Chief Justice of state
High Court, Justice B.A.
Khan has said that Lok
Adalats being a part of
the Legal Services
programme needs to be
promoted with massive
awareness.
While
inaugurating the Mega Lok
Adalat held at the lawns
of the High Court Complex
here this morning. The
Chief Justice, who is
also patron of the
States Legal
Services Authority,
advocated the cause of
delivering justice
especially to the
socially disadvantageous
sections of the society.
He said, a country
where 26 crore of its
citizens are categorized
as below poverty line
while still many millions
are marginalized people,
how could the prevalent
expensive legal system
ensure equitable justice
to all, irrespective of
their status, caste,
position and
standing.
The Chief
Justice said that the
conception of organizing
the maiden Mega Lok
Adalat as part of the
Diamond Jubilee
celebrations of the High
Court is in itself a step
forward towards affording
to the litigants an
alternative mechanism of
speedy and cheap justice
arrived by various
amicable methods of
dispute resolution.
Justice
Nissar Ahmed Kakru, who
also spoke on the
occasion, said that it is
for the first time in the
legal history of the
state even the cases
pending before the High
Court are being taken up
under the Mega Lok
Adalat. He informed that
the 16 benches
constituted to deliver
justice to the people
would negotiate a total
of 20,000 cases.
Justice
Kakru said that, what is
most satisfying aspect of
the judiciary is that its
officers are men of
integrity, ingenuity and
store houses of immense
experience, who have
performed in a
distinguished manner even
during the most turbulent
times in Jammu and
Kashmir.
Among

70,000 fine imposed on
the defaulters.

One
HC, 6 constables among 18 given out of
turn promotion

of Police Jammu Zone Dr Sheesh Pal Vaid
today awarded out of turn promotion to
one head constable and six constables in
Ramban Police District and 11 police
officials in Reasi Police District for
displaying exceptional courage in
anti-militancy operations.
Eleven
Special Police Officers (SPOs) have also
been regularised as Police constables in
Ramban District in recognition to their
excellent work done against militants.
The
officials promoted in Ramban Police
District are head constable Mohd Rafiq of
IR Second Battalion, constable Kala Din
of 13th Battalion, constable Raju Sharma
of Ramban, constable Hafiz-Ullah of 13th
Battalion, constable Bansi Lal of Ramban,
constable Abdul Rehman of Ramban,
constable Muneer Ahmed of 13th Battalion,
SPOs Shakti Kumar, Adam Singh, Busdhi

Defence Committees (VDCs) and asked them
to patrol villages especially during
night hours. He also stressed upon the
need to strengthen intelligence gathering
network as that preventive measures could
be taken to avoid any untoward incident.

Debate at JU

Branch of Indian Institute of Public
Administration (IIPA) in collaboration
with the Department of Students Welfare,
Jammu University, organised Vth Veeranna
Aivalli Memorial
Inter-College/Departmental Debate at JU
campus, here today.
Topic of
the debate was In the opinion of
the House educational institution should
not be allowed to become arena of
political activity.
The
participants from different colleges and
departments of JU, expressed their views
for and against the motion. Total 62
students took part in the debate.
Manju
Sharma of PG Degree College Udhampur
stood first in the debate and bagged cash
prize of Rs 1500 while second position
was secured by Parvesh Kumar of R K
College of Education, who was awarded Rs
1000.
Consolation
prizes were awarded to Magandeep Kour,
Hina Jain and Navjout Singh.

University Vice-Chancellor Prof Amitabh
Mattoo was chief guest on the occasion
while Director General of Police, Gopal
Sharma was the guest of honour. The
function was presided over by former
Chief Secretary of J&K State and

Father
electrocuted on daughters birthday

JAMMU, Dec 16: A father was
electrocuted on the second birthday of
his daughter in Old Rehari area today.
According
to the family sources, the food was being
prepared this afternoon for the
celebrations of second birthday of
daughter of Ravi Gupta, son of B L Gupta
when Ravi went to the bathroom to wash
his hands.
He
suffered severe electric shock when he
put his hands in a bucket in which
heating rod was immersed. He was
immediately rushed to Government Medical
College Hospital where doctors pronounced
him as brought dead.
The body
was, later, handed over to family members
for last rites.
Police has
taken cognizance of the incident.
Meanwhile,
four persons allegedly consumed poisonous
substance at their respective residences.
Identified as Fazia, a resident of
Janipur, Suraj Ram, son of Dhani Ram of
Billawar, Baby, daughter of Tilak Raj of
Purkhoo and Chaman Lal, son of Kirpa Ram
of Badyal Brahamana, they were rushed to
hospital when spotted unconscious by
family members.
Doctors
immediately provided them stomach wash
treatment followed by other medicare.
Their condition was stated to be out of
danger when reports last came in.
Police has
taken cognizance of the incidents.

JAMMU, Dec 16: Seven candidates
from Frankfinn Institute of Air Hostess
Training (FIAT), Jammu have been selected
as cabin crew with Kingfisher Airlines
and Paramount Airways.
This was
stated by Centre head of FIAT, Pritika
Singh at a press conference here, this
evening. She said that with this
selection the FIAT Jammu has accomplished
its first milestone in facilitating cabin
crew placements to its under trainees.
Two students were also selected by Jet
Airways but they have yet to undergo the
medical examination, she added.
Expressing
the pleasure on the selection of the
candidates on behalf of the Institute,
she said our extraordinary efforts paid
dividends as the students one year
training course will complete on January
15.
The Centre
has to provide them placements after
completing the training but we managed to
get seven of our candidates including one
male selected before finishing their one
year training course.
She said
the Kingfisher interviews were conducted
at Srinagar and the final rounds were
held in Mumbai and five students were
selected in it, while two students were
selected in Paramount Airways.
She said
the selection of these candidates was
result of the intensive professional
training provided to them by Frankfinn.
She, while highlighting the role of the
Institution, said the centre does not
compromise on training standards and
every little aspect pertaining to
personality development, aviation,
hospitality, grooming and travel and
tourism is extensively covered in the
training programme.
Besides
imparting 30 hours air bus training at
Dwarika, New Delhi, Mrs Singh said that
the students are also specially trained
on interview skills by the Centre.
The
students while talking to this reporter
later said that they were selected out of
hundreds of candidates and the credit for
this all goes to the training imparted to
them at the FIAT, Jammu centre.

chief asks Pak to restore democracy in
PoK

JAMMU, Dec 16: Pradesh Congress
Committee chief Peerzada Mohd Sayed has
said that Pakistan should sweep before
its own down and restore full democracy
in his own country and also in PoK before
giving suggestions to others regarding
self-rule.
Addressing
a function organised by the Legal and
Human Rights Cell of the PCC here this
evening, the Congress chief said that
some political parties were raising the
slogans of self-rule on the behest of
Pakistan who is least bothered about the
restoration of democracy in POK and own
country." Let the Pak sweep its own
doors before giving suggestions to
others," Peerzada asserted.
Without
naming any party, the PCC chief alleged
that some parties here were indulging in
hollow slogans just to befool the
innocent public but Congress has tried
hard to give best democracy in J&K
state. He said that Pak sponsored
militants were indulging in HR violations
in J&K and forces should make every
possible effort to contain any such
violations. He asked the lawyers and
other members of the Legal cell to hold
interactions and give suggestions to the
Party time to time.
Minister
for Health Mangat Ram Sharma, who was the
guest of honour on the occasion, lauded
the efforts of great lawyers and
strengthening the Party and said that
Legal Cell has to play a great role in
the Party. He said that J&K was the
integral part of India and it will
continued to be remain so. He

chairman of the Legal & HR Cell, K K

celebrates Vijay Divas

Northern Command
celebrated 35th anniversary of
" Vijay Divas" with
traditional enthusiasm at various
locations of the northern theatre
today.
A
large number of service personnel
participated in the celebrations
and paid homage to those soldiers
who sacrificed their lives for
the sake of the country.
General
Officer Commanding-in-Chief,
Northern Command Lt Gen Deepak
Kapoor and the senior most
retired officer, Lt Col Sudershan
Sharma besides other serving and
retired officers of the Army laid
wreath at Dhruva War Memorial,
Udhampur. It was followed by a
get together of serving
personnel, civilian dignitaries
and ex-servicemen.
Lt
Gen Kapoor presided over the
function and highlighted the role
of torch bearers in achieving
this major victory in the
Partapur, Kargil, Tangdhar,
Poonch and Shakergarh during this
war in the northern theatre. He
conveyed his greetings to and
best wishes to all ranks of the
Army, ex-servicemen, civilians
and their families.
Vijay
Divas is celebrated to
commemorate the prestigious
victory over Pakistan in 1971. It
was on this day that Lt Gen Niazi
and his over 90,000 soldiers
surrendered before L t Gen A S
Arora, the then General Officer
Commanding- in- Chief of the
Eastern Command in Dhaka. This
historic victory signifies a
unique and unparalleled feat
wherein, Indian forces fought
self-lessly for a just and noble
cause, the liberation of the
people and creation of a
sovereign independent Bangladesh.
Meanwhile,
Lt Gen Kapoor interacted with the
ex-servicemen during tea
organised on the occasion of
Vijay Divas today. While
addressing ex-servicemen, the
GOC-in-C (NC) highlighted the
contribution and valour of all
those who took part in 1971
Indo-Pak war and brought laurels
to the nation. He asked the
ex=servicemen to render their
valuable service to the nation.

a press conference, Mr Sambyal said that
after discussing the matter with chief
organiser of All India Congress Seva Dal,
Parhlad Yadav, it was decided to
reconstitute State body.

Medical
teachers meet Secy Health Deptt

JAMMU, Dec 16: Medical Teachers
Association (MTA) of Government Medical
College Jammu today met Secretary Health
and Medical Education Department K B
Jandial and discussed various demands.
According
to Dr Bhupesh Khajuria, the main demands
which were brought to the notice of Mr
Jandial were implementation of three tier
faculty structure as per Medical Council
of India (MCI) norms, regularisation of
DPC to be held every six month,
non-practicing allowance on new basic pay
after merger of 50 per cent Dearness
Allowance with the old basic pay,
delegation of authority for attending
conferences to Principal and provision of
facilities for conducting research work.
Mr Jandial
gave patient hearing to the medical
teachers and assured that the genuine
demands will be considered
sympathetically.
The
meeting was among others attended by Dr
Dara Singh, president MTA, Dr Tariq Azad,
vice-president, Dr Dinesh Kumar, general
secretary, Dr Kuldeep Singh, joint

BCDP
demands implementation of
Mandal Commission
report

While welcoming the
Union Governments decision
on reservations to OBCs, Backward
Classes Democratic Party (BCDP)
today demanded implementation of
Mandal Commission recommendations
in Jammu and Kashmir.
The
demand was made by the president
of BCDP, Shiraz Azhari at a press
conference here. He also demanded
amendment in SRO 294 saying it
has not been beneficial to
backward classes and people of
other down trodden communities.
Criticizing
the State Government for
maintaining a stoic silence on
the implementation of Mandal
Commission recommendations, he
said that no steps were taken by
the previous Governments of
National Conference (NC) and that
headed by Mufti Mohammed Sayeed
in this regard, despite the
repeated pleas from the members
of the community.
He
said that political parties feel
threatened by implementation of
Mandal report in J&K as
backward classes constitute 70
percent of the States total
population. "To divert the
attention of people from the real
issues these parties raise the
hollow slogans of autonomy
etc", he added.
He
further stressed on granting of
scholarships to the students of
the backward categories and their
nomination in various educational
training and vocational
institutions.
He
said activists from various
political parties and social
organizations have joined the
BCDP to accelerate the struggle
for the people of backward
categories and down-trodden
communities.

inaugurates Laser Eye Centre in

Sharma this evening inaugurated
SM Retina and Laser Eye Centre.
Former Minister, Mohammed Sharief
Naiz was special guest on the
occasion.
Speaking
on the occasion, Mr Sharma
appreciated Dr Sandeep Gupta and
Dr Manesha Gupta for opening such
modern centre.
He
hoped that opening of this centre
will solve problems of those
patients who have to move either
to Amritsar or other cities for
treatment.
Mr
Naiz, in his address, also hoped
that this centre will provide all
advanced facilities to the people
of Jammu.
Dr
Sandeep Gupta informed that this
centre was first of its kind in
the city which can offer best
angiography system and lasers for
the people with a thorough
professional assistance.
"Till
now, patients suffering from
retinal disease such as Diabetic
Retinopathy, Proliferative
Retinal Diseases, Eales
Disease, CSR, ARMD etc from all
the districts of the State look
towards other States to seek the
management of their Retinal
diseases, spending excessively on

and lodging and losing precious
hours", he said.

Cop killed, four
family members among 6 injured

JAMMU, Dec 16: A police
constable was killed and his four
family members were among six
injured when a vehicle, they were
travelling in, plunged into gorge
at Nowgam under the jurisdiction
of Banihal Police Station.
The
ill-fated Tata Sumo bearing
registration JK03A-211 was on its
way from Srinagar to Jammu when
it plunged into 500 feet deep
gorge at Nowgam.
On
the receipt of information about
the accident, a police party
rushed to the spot and shifted
the injured occupants of the
vehicle to Emergency Hospital
Banihal where police constable
succumbed to injuries. The
condition of injured was stated
to be critical when reports last
came in.
The
deceased has been identified as
Bashir Ahmed of Qazigund. The
injured are Shamina, wife of
Bashir Ahmed, their
daughtersAamira Jan, Abida
Jan and son Asif, Maqsood Ahmed
Bhat and Fayaz Ahmed, all the
residents of Qazigund.
Meanwhile,
eight persons were injured in
separate road accidents reported
from different parts of Jammu
city and its outskirts. All were
rushed to hospital and their
condition was stated to be out of
danger.
They

JSSM activists
protest against
dishonour
of freedom fighters

JAMMU, Dec 16: Demanding
installation of a statute of
Bhagat Singh at the Shaheed
Bhagat Singh Chowk near Jewel
Theatre, activists of Jammu State
Students Morcha (JSSM) held a
demonstration, here today.
Shouting
slogans in support of their
demand, the JSSM activists took
out a procession from the State
Morcha office and proceeded
towards Jewel Chowk where they
torched an effigy of the State
Government in protest against the
alleged dishonour of freedom
fighters.
They
were also demanding
beautification of Shaheed Bhagat
Singh Chowk.
Addressing
the demonstration, Sandeep Singh
Manhas, general secretary of JSSM
and Vikrant Singh,
vice-president, alleged that the
State Government was insensitive
towards the honour of freedom
fighters. Despite christening the
chowk after the name of Shaheed
Bhagat Singh and repeated
announcements for installation of
a statute of the freedom fighter
there, no action has so far been
taken in this regard, they
lamented and threatened a mass
agitation if their demand is not
conceded within a period of one
month.
The
demonstration was also addressed

held at Manjakote wherein the
attention of authorities were
drawn towards non-release of
salary of the Manjakote zone
teachers for the November month.
According
to a release, the salary of
Manjakote zone teachers could not
be drawn as there is no DDO since
the superannuation of ZEO on
November 30.
The
meet appealed the concerned
authorities to look into the
matter and get the salary of
teachers released.

agents stage demonstration

The agents of Life
Insurance Corporation (LIC) of
India today staged a
demonstration here at LIC
Divisional Office at Rail Head
complex in support of their long
pending demands.
The
demonstration was led by Narinder
Sharma president of the LIC
Agents Association, Jammu. The
demonstrators with pal-cards and
banners in their hands were
raising slogans in support of
their demands. They criticised
the authorities for curbing the
democratic rights of the agents.
The agents from different
districts of Jammu province
participated in the
demonstration.
Addressing
the demonstrators, Mr Sharma
demanded immediate redressal of
demands of the LIC agents. He
warned that the Association will
intensify the agitation in case
the demands were not redressed.
The
agitating agents were demanding
framing of pension policy for the
agents, enhancement of gratuity,
restoration of welfare fund,
Amendment in Agents
Regulation Act, withdrawal of ICC
Circular and separate Divisional
Office to Jammu.
Later
a memorandum highlighting these
demands which was addressed to
Chairman, LIC of India was
handedover to SDM Jammu.
The
demonstration was also addressed

Two
branches of OBC inaugurated

and Managing Director of Oriental
Bank of Commerce, K N Prithivi
Raj today inaugurated two
branches of bank in Jammu sector.
According
to a press release, the Bank has
opened its 12 branch in Jammu and
Kashmir. Both the branches will
provide any where banking
facility to the customers. By
this, the bank has opened its
1195 th branch.
Mr
Prithviraj explained that the
Bank has been poised for the
major growth in deposit and
advances. The total public
deposit of the Bank is
approximately Rs 58000 crore and
the advances are Rs 39000 crore.
The overall bussiness is likely
to cross Rs one lakh crores
shortly.
He
further added that the Bank is
giving major thrust to on line
banking and majority of the
branches in the country have been
connected through internet for
the convenience of customers. In
Amritsar region, which controls
the branches of Jammu region, 35
branches out of 48 branches have
been integrated to online system
and the remaining branches are
shortly likely to be networked in
the next year.

112 kg
bhukki seized in
Batote, 3 arrested

police today arrested three
drug-peddlers, seized a truck and
a Maruti car and recovered 112 kg
bhukki from their
possession.
Police
said a Batote police station
party led by SHO Inspector Sat
Pal Modi intercepted a truck No.
9051 and a Maruti car 182 PB02B
at Batote this afternoon and
recovered three bags of
bhukkitwo from
truck and one from car. It
weighed 112 kg.
Two
drug-peddlers, travelling in the
car and a truck driver, were
arrested by the police. They have
been identified as Mohinder Singh
son of Pyar Chand R/o Tringla and
Vijay Kumar son of Sewa Ram R/o
Ladwal Morh, Batote, both
travelling in the car and truck
driver Hari Dutt of RS Pura.
A
case against the accused has been
registered at Batote police
station for further
investigations.
Police
said the bhukki was
being smuggled by the drug
peddlers from Srinagar to Batote.
