Orientation on Clinical
Legal Education by
Moot Court Society of the
Law School, began at
Jammu University, here
today.

Minister for Law and
Parliamentary Affairs
Muzaffar Hussain Baig was
chief guest in the
inaugural function which
was presided over by
Vice-Chancellor Prof
Amitabh Mattoo.
Speaking on
the occasion, Mr Beigh
stressed the need to
create awareness among
people about law and said
that the law must not be
confined to the forensic
skills. He also focussed
upon the duties of an
Advocate as a social
agent and suggested be
lawyers to have
commitment towards
profession, honesty and
humbleness towards judge
and fairness towards
opponent.
Mr Beigh
also shared some personal
experiences with the
students and emphasized
that intelligence and
integrity were the main
pillars of success for a
lawyer.
In his
presidential remarks,
Prof Amitabh Mattoo
congratulated the Law
School for organising
such workshops and
described the Law
students as hope for
future.
Earlier,
Director of the Law
School Prof V K Kapoor
presented a formal
welcome address and
discussed the role and
responsibilities of the
Law students.
In his
special remarks, Dean
Academic Affairs Prof B P
S Sehgal stressed that
organising of such
workshops was must for
excellence of the Law
School. He also
highlighted the
difference between
theoretical and practical
aspects of the law.

address, said that the
basic objective of the
clinical legal education
was to train students to
analyse the case and
comprehend things in a
better manner, to train
students in case
management and court
management.

Party (PDP) Patron, Mufti Mohammad Sayeed
arrived to a warm welcome here today
after his more than month long visit to
the United States. He was accompanied by
DPD President, Mehbooba Mufti.
Sayeed was
received by PDP Ministers, legislators
and senior party functionaries at the
Srinagar airport. They include Minister
of State for Rural Development, Javed
Mustafa Mir, Minister of State for Health
and Power, Peer Mohammad Hussain and
Minister of State for R&B and Animald
Husbandry, Mohammad Khalil Band,

Cong
a total failure on all fronts: Khajuria

JAMMU, Dec 15: Terming the
Congress led UPA Government at Centre a
total failure, Bharatiya Janata Party
(BJP) state president Ashok Khajuria
today made a scathing attack on it for
its dismal performance on all fronts.
Talking to
media personshere today, Mr Khajuria
alleged that Congress led Government has
not only failed in containing the
terrorism, but its performance was not
upto mark in controlling price hike and
eradication of corruption.
The BJP
state chief, who was closeted by Party
senior vice president, Prof. Hari Om and
spokesman, Ramesh Arora lambasted at
Prime Minister, Dr Manmohan Singhs
recent statement that minorities should
be given first preference in use of
resources.
Terming
the statement politically motivated, he
said Congress has made it eyeing the
forthcoming UP Assembly poll.
He
announced the BJP will hold a
demonstration in Jammu like other parts
of the country on December 18 and
handover a memorandum to Governor in
protest against the statement.
Mr
Khajuria, who expressed his dismay over
the rising corruption and land mafia in
J&K demanded a whitepaper on land
grabbing. He stressed on constitution of
a commission to probe it.
He also
demanded a white paper on the properties
of legislators and MPs in the state since
2002.
Accusing
the Government of protecting the
politicians involved in land grabbing, he
urged it to identify the forest land in
Bhatandi and make it known that how many
houses have been constructed on it.
He blamed
the Congress Government for delaying the
execution of Afzal Guru involved in the
2001 attack on Parliament.
NHRC
sponsored training on HR begins at IMPA

JAMMU, Dec 15: In an effort to
expose the officers of the state
government to the concept of human rights
in the new world order, a three-day
training programme on human rights issues
began the Regional Centre, J&K
Institute of Management, Public
Administration and Rural Development
(IMPA) here on Thursday.
Sponsored
by the National Human Rights Commission
as a part of the series of four training
programmes, two each at Srinagar and
Jammu, the first programme was
inaugurated by Director General IMPA Amit
Kushari. The participants to the training
programme are middle level officers drawn
from various government departments
mainly the J&K police. Joint Director
IMPA Khalid Bashir Ahmad was also
present.
During the
course, the constitutional provisions and
the role of the state in safeguarding
human rights will be thoroughly
discussed. The participants will be
apprised about the evolving strategies
and principles for protecting the human
rights. The programme, conducted by Dr
Sunita Zalpuri Associate Professor at the
IMPA, has been designed to include
lectures by eminent scholars and
academicians, panel discussion and
interaction between speakers and the
participants. The guest speakers will
deliver lectures on a variety of topics
including human rights issues and
Conceptual Formulation, Human Rights and
International Covenants, Rights of Women
and Children, Role of National Human
Rights Commission, Status Human Rights in
J&K and Human Rights-The Essence of
Constitutional Governance. The panel
discussion will be held on Human Rights
in J&K and role of state human rights
commission. The deliberations are likely
to generate lot of interest among
participants who comprise mostly the
young officers.
In his
inaugural remarks, Mr Kushari underscored
the need for upholding human rights,
saying no civilized society could
countenance violations of human dignity.
He said in the new world order greater
emphasis is being laid on upholding human
rights. He said while human rights
violations occur in every part of the
world the European countries seem to have
a better record than Asia and
specifically the South Asia where HR
violations take place both at the
societal and government level. He said
violations at the officials level include
harassment, torture and extra-judicial
killing of civilians by the law enforcing
agencies. He cited various instances
where men in uniform have trampled human
dignity.

introduced the participants to the format

Farming
community must adopt
innovative technology: Zargar

Minister Abdul Aziz Zargar today asked
the farming community to adopt innovative
technological implants and fastest
farming practices as these alone holds
the promise of high yields and quality
production in coming times.
Mr. Zargar
said that advanced technology and its
application especially in the kandi
areas, where traditional means usually
result in low produce, the farming
community there needs to be inventive and
resourceful in utilization of what ever
resources they have at their disposal.
Addressing
people at Akhnoor, here this morning, the
Minister said that diversification in
agriculture needs to be promoted with
full enthusiasm as it holds promise for
future. He said that in kandi area,
diversification with emphasis on
horticulture and marketing of the local
produce can help farmers get commensurate
rewards for the hard work and labour put
in by them.
Mr. Zargar
said that equitable development of all
regions is a solemn pledge of the
coalition government, adding that already
in the last four years of governance
several measures were taken to realize
the pledge into practicality. He said
that setting of Degree College at
Akhnoor, a separate Directorate of
Horticulture for Jammu and other bold
initiatives bears testimony to the fact
that coalition government tried to
fulfill the genuine aspirations and long
pending demands of the people.
On the
occasion, the Minister also released two
publication titled Jeeta huan main and
Moshmi sarma ki pehli barish written by
O. P. Shekhar, a local of Akhnoor.

Bhims
Haq Insaf Yatra reaches Poonch

POONCH, Dec 15: Nyaye Yatra of
J&K National Panthers Party led by
Prof Bhim Singh was accorded warm welcome
by the people in the town here today.
A large
number of NPP activists and other people
in general then took out a procession in
the town. Some Party workers were seen
dancing on the drum beats leading the
Bhim Rath. The procession passed through
various lanes and markets of the town.
While
addressing a rally in the town today, the
NPP supremo said that his party will
provide every cooperation and continued
to wage struggle against the Government
for seeking justice for the refugees of
1947 from Pakistan and POK who have been
suffering since 1947 with no civic and
political rights.
Prof Singh
expressed shock on the total collapse of
communication system in Poonch and
Rajouri. He said internet and STD
communication have broken down and mobile
phone system does not work. There was no
electricity and unemployed PTI teachers
were sitting on hunger strike for the
last two months. The administration was
ignorant to many problems in the town.
The
Panthers leaders regretted that Rs 500 is
being charged for every surgery in
district hospital and the poor people are
unable to pay even this much of amount.
He pointed out that nearly 700 migrant
families have been starving at Surankot
for years without any relief inspite of
Supreme Court directions.
NPP leader
strongly condemned the Parties and the
elements raising self- rule and
demilitarisation slogans. He said that
they were only befooling the innocent
people of this State. Prof Singh declared
that amendment in article 370 by
empowering parliament to legislate in
respect of four subjects defence, foreign
affairs, communication and currency which
were included instrument of accession by
Maharaja Hari Singh, make 370 a permanent
article. He further urged upon the
Central and State Governments to grant
general amnesty to all the political
prisoners related to militancy so that
they get a chance to live in dignity and
peace.
Earlier,
Prof Singh also addressed rally at Thanna
Mandi, Surankot and Mendhar. Others who
addressed the rally included- B B Kotwal
State president, Anita Thakur, Daljit

Ghulam Nabi Azad said on Friday that
establishment of Baba Ghulam Shah Badshah
University is in reality a dream come
true to provide highest education to the
youth of the areas at their doorsteps
relieving them from difficulties of
traveling longer distances to seek
admission.
Addressing
annual day function of the university,
Chief Minister said that lot of
development is evident on infrastructure
raising of the university since his first
visit to the campus when it was in
infancy and little structures were
visible. "Now scenario is presenting
an image of a grand university in offing
for which credit goes to Vice Chancellor
Mr. Masud A. Choudhary and his
associates", Mr. Azad remarked.
He said

technology. This would also bring the

Biodiversity Studies and threw open Pir
Panjal Biodiversity Conservatory to the

Nature Interpretation Centre and
Meteorological Observatory which are part
of the Centre for Biodiversity Studies
besides inaugurating university guest
house at the campus. He also inaugurated
an all India painting exhibition jointly
arranged by the university and cultural
academy.

killed, 7 injured in road
accidents

JAMMU, Dec
15: Two persons were
killed and seven others received
injuries in separate road
accidents while as body of an old
man was recovered under
mysterious circumstances.
Police
spokesman said that one Krishan
Chand, son of Balak Ram of Bhour
Camp was killed in road accident.
He was rushed to Government
Medical College Hospital in
critical condition where he was
pronounced as brought dead.
A
case has been registered in this
connection.
In
another accident, conductor of a
truck bearing registration number
JK02A-5957 fell to death from the
vehicle at Gole Gujral. The
vehicle was being driven very
rashly by Amardeep Singh, son of
Surjeet Singh of Gole Gujral when
the conductorGurcharan
Singh, son of Bhagwan Singh fell
down.
He
was rushed to hospital where he
was pronounced as brought dead. A
case has been registered at
Domana Police Station in this
connection.
Meanwhile,
six police persons were injured
when a vehicle bearing
registration JK02S-5140 which was
on its way from Thathri to Gandoh
met with an accident at Dunadhi.
All
the injured cops were rushed to
District Hospital Doda and their
condition was stated to be out of
danger when reports last came in.
They
have been identified as selection
grade constable Shabir Ahmed, son
of Mohd Ibrahim Shah, Om Parkash,
son of Hans Raj, Zaffer Rashid,
son of Abdul Rashid, Arif
Hussain, son of Din Mohd of
Chakwas, Shakti Singh, son of
Prem Nath and Akhtar Hussain, son
of Surma Ganai, all Special
Police Officers (SPOs).
The
spokesman said that body of an
old manMathra Singh of
village Senabati, Banihal was
recovered from the road side
under suspicious circumstances
from the village.
The
body was shifted to Emergency
Hospital Banihal and handed over
to family members after
post-mortem. Police has initiated
inquest proceedings in this
regard.

of Central Reserve Police Force
(CRPF) Jammu Sector J C Dabas
today asked the officers and
jawans of Jammu sector to work in
unison to successfully accomplish
the job of maintaining internal
security.
He
was addressing a function
organised at CRPF Group Centre
Bantalab to recognize the
outstanding performance of
various CRPF battalions for the
year 2005-06.
All
the battalions of Jammu sector
should work collectively towards
unity and integrity for overall
development of country which can
be achieved only by way of
ensuring internal security for
which CRPF has a greater role to
play, Mr Dabas said.
He
exhorted the officers and jawans
of all the battalions to develop
a healthy spirit of competition
which will always encourage them
to achieve new heights of
success.
Mr
Dabas said that to promote a
spirit of healthy competition and
to optimize operation efficiency,
a best operational battalion
trophy has been instituted by the
force.
Among
the 14 operational battalions of
CRPF deployed in Jammu Division,
the Board of Officers adjudged
150 Battalion CRPF deployed in
Poonch as best battalion for
outstanding operational
performance.
The
150 Battalion during various
operations has neutralised 13
hardcore militants and recovered
a huge cache of arms and
ammunition between January 2005
to May 2006. Shyam Chand Dey,
Second in Command of the
Battalion received the trophy on
behalf of 150 CRPF Battalion.
The
trophy for the best battalion in
administration during the
financial year 2005-06 was
awarded to Second Battalion CRPF
presently deployed in Dhubri,
Assam.

Sharma received the Trophy from
IG CRPF.
The
20th Battalion CRPF deployed in
Kathua has been adjudged as the
best battalion in the field of
maintaining cost effectiveness
and financial discipline.

battalion bagged the trophy in

Abhinav Theatre with the
competition among amateur group
children drawn from different

region.

to explore musical talent among
the younger generation. Forty one
students and budding artists
performed in the competition in
well prepared manner.

light vocal category while as

touts

Subordinate Services Selection
Recruitment Board has cautioned
people against touts who lure
some gullible candidates having
appeared or are appearing in the
interview for various posts in
different departments.
In
a statement issued here today the
Secretary asserted that there is
absolutely no scope for any fraud
in the process of selection. Some
unscrupulous elements claiming to
be intermediaries are
fraudulently charging the
candidates hefty amounts for
promising selection and return
the money if they fail to
succeed, he regretted.
These
unscrupulous elements, the
Secretary said use innovative
machinations to misguide the
candidates who have appeared in
Board interviews and collect
money from them. He has appealed
people to bring such cases to the
notice of the police even if such
elements are working in the Board

anniversary of Swami Nand Bab was
celebrated with full religious
fervour and gaiety today. The day
has been observed as Prakash
Divas.
The
Swami Nand Bab Ashram Lalay Da
Bagh, where a Maha Yagya was
solemnized under the supervision
of Swami Chaman Lal Bamzi in
connection with the celebration
of Prakash Divas remained a hub
of religious activities
throughout the day. A large
number of devotees thronged the
Ashram to participate in the
function.
On
the occasion, Matra Mala, a book
based on 108 names of Swami Nand
Bab was released by Swami Kumar
Ji of Geeta Satsangh Ashram. The
book has been written by eminent
religious scholar, Mr B L
Kothdar.
The
function was presided over by
Swami Pran Nath Bhat Garib and Dr
B L Kaul was the main speaker.
While Swami Kumar Ji and Pran
Nath Bhat Garib gave the
religious discourses on the
occasion, Dr Kaul highlighted the
life history of the mystic saint
of Kashmir.
He
also moved a resolution passed in
the Sant Samelan on November 12
at Swami Swayamand Ji Ashram on
eradication of social evils. The
resolution was adopted
unanimously later.
Dr
Kaul indicated that thrust will
be given on adoption of this
resolution in Hindu Samelan on
December 17 to be held at Bohri.
President
of All State Kashmiri Pandit
Conference (ASKPC) and senior KP
leader Amarnath Vaishnavi was
awarded in the function for his
outstanding social services.
Besides
him Dr Susheel Wattal, M K
Santoshi, O N Trisal, president
AKPSC, M L Sopori, J N Sathu,
Sanjay Kothidar, Vijay Thusoo,
Mrs Veena Ji and Mrs Sheela
Thusoo were felicitated by the
Ashram for their services.
The
function was also attended by
Swami Mahesh Bharti, Moti Lal
Pandita of Sharika Peeth, Mohan
Lal Aash and Swami Radhey Sham.
The
proceedings were conducted by H L
Bhat. The devotees were served
prashad after puranahuti. The
function concluded with Samohik
Aarti by devotees.
Drivers,
conductors to don uniforms

Jammu, Dec
15 : Pursuant
to the directions of High Court
in a public interest litigation
that all the drivers and
conductors of passenger Transport
vehicles, Jammu and Kashmir State
Road Transport Corporation and
Government Department vehicles
shall wear uniforms prescribed
under Motor Vehicles Rules,
Transport Commissioner has issued
a circular today directing every
person who has been granted an
authorization to drive a public
service vehicle and the driver of
a public service vehicle to hang
on the left breast the requisite
metal badge to be issued by the
Licensing Authority, of such
specification as illustrated in
the second schedule of Jammu and
Kashmir Motor Vehicles Rules,
1991. The driver of a luxury cab
and a tourist cab too have to put
on badges bearing the letters
"ICD" and TCD"
respectively.
The
circular further specifies that
the licensing authority issuing a
conductors license shall
also issue simultaneously on
payment of a fee of ten rupees a
metal badge inscribed with the
holders name, the word
"conductor" and an
identification number.
While
on duty a conductor shall display
a badge on his left breast and
above the badge a plastic name
plate indicating his initials and
surname in Urdu or Hindi or
English. The plastic name plate
shall be of the size of 9cm x
2cm, circular mentions.
Under
the terms of the circular the
drivers and conductors of stage
carriage vehicles shall be
cleanly dressed in khaki
bush-shirts and khaki trousers in
summer and khaki over clothes
during winters.
The
Transport Commissioner has
directed the Regional Transport
Officers and Assistant Regional
Transport Officers to inform the
concerned Transport
Associations/Companies and all
owners of such vehicles through
public notices about these
directions. Similarly, the duties
and code of conduct for the
drivers and conductors of stage
carriages, goods carriages and
those prescribed for the drivers
of motor cabs shall also be
notified through electronic and
print media on a regular basis.
