Dec 14: Functioning
of State as well as
Central Government
departments was affected
due to strike call given
by the various trade
union organizations to
lodge protest against,
what they called,
anti-employees policies
of the Government. State
Government employees
under the banner of
J&K Government
Employees Joint Platform
organized a massive
demonstration near
Exhibition Ground. The
demonstration was
addressed by senior trade
union leaders in which
demands of the Government
employees were
highlighted.
Talking to
the EXCELSIOR, trade
union leader Ram Kumar
Sharma, claimed that
strike was total and
complete and they have
received over-whelming
response from all
sections of the
employees. He claimed
that employees have
observed complete strike
throughout the State and
whole administration has
been paralysed due to
strike. He further said
that there was total
strike in Rajouri,
Poonch, Kathua, Udhampur
and Doda districts.
Later
addressing the employees
near Exhibition Ground,
Mr Sharma strongly flayed
both State and Central
Governments for
propagating anti-people
policies. He said that it
was result of the wrong
policies of the
Government that employees
were forced to launch
agitation. He said that
the strike was organized
against socio-economic
policies of the State and
Central Governments.
Employees leaders

anti-working class
policies of the
Government which led to
lot of problems for
employees.

simultaneously in the

as interim relief to the

outcome of sixth pay

privatization of

PSUs, restoration of
pension scheme,
enhancement of interest
rate of GP Fund and
saving schemes, ceiling
for income tax should be
enhanced to Rs 2 lakh,
regularisaiton of all
temporary employees,
revival of LTC,
enhancement of retirement
age from 58 years to 60
years and other demands.
In support
of the strike call given
by National Convention of
Workers, Jammu Province
Bank Employees
Federation, an affiliated
group of All India Bank
Employees Association
(AIBEA) observed complete
strike in the region
today. Work in all the
public sector banks
remained paralysed. The
clearing houses of all
the banks also remained
non-functional.
The Bank
employees held a
demonstration at City
Chowk to lodge their
protest. The employee
leaders, Arun Gupta and
Ashwani Pardhan addressed
the gathering and
criticised the Government
for its
anti-workers
policy. The work in Life
Insurance Coporation and
General Insurance Corp
offices also remained
paralysed in the State.
J&K
Circle of All India
Postal Employees Union
observed one day token
strike throughout the
State. The Postal work
was affected in various
districts including Leh,
Kargil, Poonch and Doda.
The employees took out
procesion in Jammu,
Srinagar and also at
several district
headquarters in support
of their demands.
At Jammu,
the Postal employees held
a rally at Rani Park,
Kachi Chawni. Various
union leaders including L
R Kotwal, Kuldeep Sharma,
Raghubir Singh, M L
Langeh, M L Sharma and
Anup Dhar addressed the
gathering.
Employees of
Jammu Municipal
Corporation also observed
Kaam Chor Hartal in
support of strike call.
They staged a dharna at
Town hall and highlighted
their demands which
included regularization
of all temporary or
contractural employees.
Insurance employees under
the banner of Northern
Zone Insurance Employees
Association staged a
dharna at the premises of
the Karan Bhawan in which
large number of employees
were present.

addressing the dharna
flayed anti-employees
policies of the Central
Government. He exhorted
the employees to strongly
oppose, what they called,
imperialist, policies of
the UPA Government .

Work
hit in Central Govt offices, banks in
Kashmir
SRINAGAR, Dec 14: Work in
Central Government offices and banks in
Kashmir was hit today due to a 24-hour
countrywide strike called by Trade Unions
affiliated to the Left Parties to protest
economic and industrial policies of the
UPA regime.
Postal,
banking and insurance services were the
most affected by the strike. All
nationalised banks and insurance
companies observed a complete strike.
However, the Jammu and Kashmir Bank
functioned normally and work at the
Srinagar Airport was not affected as all
incoming and outgoing flights operated as
per the schedule.
The
employees of Central Government offices
also struck work in response to the
strike call.
Hundreds
of employees took out a protest march
here, seeking implementation of their
16-point charter of demands, including a
legislation to protect 370 million people
in the unorganised sector, stopping
violation of Labour laws and preventing
disinvestment of profit-making PSUs and a
comprehensive law for Agricultural
workers.
Reports of
protests and demonstrations were received
from various district headquarters in the
Kashmir valley.
CPI(M)
leader Mohammed Yousuf Tarigami, who is
also the CITU-Jammu and Kashmir chapter
president, later congratulated the
workers of public, private and Government
sectors for observing the strike.
He urged
both the Centre and the Jammu and Kashmir
Government to heed to the voice of the
working class and come up with concrete
measures to redress the genuine and
legitimate grievances of the workers and

These
results were announced by Returning
Officer Mohammad Saleem Additional

Association is at present the premier
electoral college comprising of
Secretaries, Special secretaries,

Department, Deputy Commissioners,

killed, 8 injured in road accidents

JAMMU, Dec 14: Two persons were
killed and eight others received injuries
in separate road accidents.
Police
spokesman said that a womanRam
Payari, wife of Jagan Nath of Mansha was
killed after she fell down from a scooter
at Domana. She was immediately rushed to
Government Medical College Hospital where
she was pronounced as brought dead.
Police has
registered a case in this connection.
In another
accident, one Pridman Krishna, son of
Rishi of Muthi was killed after his
scooter was hit by a load carrier at
Narwal. He was also rushed to hospital
where he succumbed to injuries.
Meanwhile,
a pedestrianManzoor Ahmed, son of
Misri Juggar of Lad Mahore was injured
after he was hit by a speeding Maruti van
bearing registration number JK14A-1052
which was on its way from Katra to
Udhampur.
Another
pedestrianKewal Kumar, son of
Parshotam Lal of Mandir Dusala Chenani
was hit by a Tanker number JK01C-4070 at
Chenani near Champeri.
Both the
critically injured pedestrians were
rushed to hospital and their condition
was stated to be serious when reports
last came in.
Meanwhile,
six persons were injured in separate
accidents reported from different parts
of Jammu city and its outskirts. All were
rushed to hospital and their condition
was stated to be out of danger.
They have
been identified as Vijay Kumar, son of
Parmodh of Nagrota, Bagan Begum, wife of
Alam Din of Rajouri, Bimla Sharma, wife
of Sham Lal Sharma of Shiv Nagar, Seva
Ram, son of Ishar Dass of Nai Basti,
Bhupinder Singh, son of Amar Singh of
Krimchi Mansar and Khurshida Bano,
daughter of Liaqat Ali Khan of Ramban.

Leh interacts with people during his tour

LEH, Dec 14: The Chief Executive
Council, LAHDC, Leh, Tsering Dorje during
his second day of tour visited Chanspa,
Tukcha, Shenam Gongma, Shanam Yokma,
Skara and Skyanos-Gogsum and took stock
of the problems and demands of the
people.
Interacting
with the people Mr Dorje said Hill
Council has resolved to give priority for
execution of immediate need based public
works. He said that all the headworks of
irrigation khuls from Gangless to Skara
would be restored before next farming
season on temporary basis, however, these
works would be done permanently in a
phased manner.
To check
the soil erosion of irrigational land
along main Leh nalla and to ensure
minimum damage to the public property in
case of further flooding, Mr Dorje said
that Leh nalla needed to be restored as
per its original width and as such the
people will have to cooperate with the
administration by surrendering the
encroached nalla land.
The main
demands of the people included
restoration of headworks of irrigation
channels, reservoirs, motorable and foot
bridges over Leh nalla, opening up of new
Link Road, up-gradation and black-topping
of existing roads, installation of
additional drinking water supply points
and execution of foot paths etc.
The CEC
was accompanied by Additional DC Leh
Sonam Gyaltson, SE PWD Sonam Motup and a
team of engineers.

Adhoc
doctors to boycott screening test of PSC

JAMMU, Dec 14: Charging
coalition regime with meting out
injustice with doctors serving in
far-flung areas, Jammu and Kashmir Junior
Physicians Association today announced to
boycott the screening test of the State
Public Service Commission scheduled to be
held on December 17, 2006.
Addressing
a press conference, president of the
Association, Dr Sayed Sajjad Hussain
declared that on the day of examination
the doctors will protest both at Jammu
and Srinagar against the injustice and
exploitation by the State Government.
The
Association demanded early regularization
of the 170 adhoc Asstt Surgeons through
Cabinet decision, as has been implemented
to 10 adhoc doctors in 1998, under
Government Order Number 594-ME of 1998
dated 29-9-1998, in relaxation of rules.
The adhoc Asstt. Surgeons are now facing
the same threat of their age bar as was
the case with those 10 adhoc doctors in
1998.
``The
Government and the Health Department, on
one side is giving awards and rewards to
the qualified service of those adhoc
Asstt Surgeons for their services at holy
cave during AmarnathYatra, natural
calamities and natural disasters while as
on the other hand, Government continues
to sleep over the issue of their
regularization for no obvious
reasons, he said.
He pointed
out that the other emergency employees,
who served during turmoil and war had
been rewarded and promoted but the adhoc
doctors, who served during difficult
times were not treated properly and being
asked to show their competence through
screening test after serving for last one
decade. He further pointed out that most
of the adhoc doctors were at the verge of
age bar and some have already crossed it.
Dr Hussain
further said that the Government has also
accepted their continuous service of 6 to
8 years with sincerity and dedication on
vacant posts when the health care system
of the State had almost collapsed
especially in the far-flung and rural
areas due to militancy and massive
migration of confirmed doctors to green
pastures.

mesmerized the audience.

Rustam Sopori started his Santoor
recital with an evening Raaga,
known as Koshik Ranjini Raga
which was followed by some other
compositions.
He
was accompanied by Pt Dal Chand
Sharma on Pakhawaj and Arit Dass
on tabla.
Ragini
Rainu sang Sufiana lyrics written
by Shah Abdul Lateef Bhutani and
Bulleshah. She also presented
Kabir Bhajan.
She
was accompanied by local
musicians, including Ravi Sharma
on Harmonium, Kamal Sharma on

Mangat
inspects development works

Jammu, Dec 14: Minister for Health
and Medical Education Mangat Ram Sharma
today conducted tour of his constituency,
inspected various development works and
interacted with people.
Mr. Sharma
inspected on going work on Jammu
Municipal park Talab Tillo, visited
Government Urban Health Center, institute
of Music and Fine Art at Poonch House,
Government Girl Higher Secondary School
at Nowabad and also took stock of
construction and upgradation of lanes and
drains.
While
interacting with the people, the Minster
said that Rs. 4.35 lakh have been
sanctioned under constituency development
fund for construction of park. Of this
Rs. 2.72 lakh have been spent so for. He
directed the authorities of Floriculture
Department to come up with a proposal to
raise this park on the pattern of Zanana
Park under Government of India scheme.
At the
Health Centre Minister enquired about the
facilities being provided to people and
said that Government is keen to provide
latest equipments and medicare services
to the public and added that land is
being located to construct Government
building for the PHC.
Mr. Sharma
laid foundation stone of additional rooms
at the Girls Higher Secondary School
Nowabad which would cost Rs. Five lakh.
He also had a round of the school and
instructed JMC authorities to execute
repair, renovation of floor, walls,
bathrooms, conduct painting and whitewash
of the school building. He also issued
directions for upgradation of link road
and drains at Vishalnagar to clear the
water logging in the area besides
construction of separate bathrooms for
male and female along canal walking
track.
Mr. Sharma
asked the people to remain united and
cooperate the Government agencies
executing development works in the
respective areas and see that
construction works are of the standard
quality and as per there requirements.

function in the campus.
Minister
for Roads and Building, Gulchain Singh
Charak was chief guest on the occasion
while Rafiq Masoodi, Secretary of J&K
Academy of Art Culture and Languages, was
the guest of honour.
Speaking
on the occasion, Gulchain Singh Charak
stressed that it was the responsibility
of writers to produce good quality
literature in Dogri to attract the
readers in large number. He also urged
the J&K Board of School Education to
publish Dogri books so that the students
of Dogri may not suffer.
Dr Rafiq
Masoodi stressed for the preservation of
Dogri language and writing of prose in
Dogri. He informed that the Cultural
Academy has started a Dogri-English
project for the development of Dogri
language.

Sehgal, Dean Academic Affairs, who
presided over the function, also spoke on
the occasion.
Earlier,
Prof Archana Kesar, HoD Dogri, presented
a formal welcome address and highlighted
the activities of the department. She
also threw light on the challenges which

have been facing because of
non-cooperative attitude of the J&K
State Board of School Education towards
Dogri language and problem of placement
of Dogri students. She requested the
Secretary of J&K Academy of Art,
Culture and Languages to fill up the
posts lying vacant in the Dictionary
section of Cultural Academy.
On the
occasion, annual research journal of the
Department, Shodh-2006, was also
released.
The
publications of the department of Dogri
Sanstha, Jammu, were also displayed while
students and scholars of the Dogri
Department, who have cleared NET in the
year 2006, were felicitated. Those who
were felicitated, included Sunil Sharma,
Sandeep Dubey, Manju Sharma and others.

Charak
inspects Mubarak Mandi heritage complex

Jammu, Dec 14: Minister for Roads
and Buildings, Gulchan Singh Charak
visited the historical Mubarak Mandi
complex here today.
During his
visit, the Minister inspected on-going
renovation work for the preservation of
historical complex. He directed the
executing agency to remove the middle
wooden wall of the Grey Hall to keep it
in original form and stressed for early
completion of the work.
The
Minister was apprised that out of the
three old chandeliers which were imported
from England that time, one chandelier
has been restored to its original form.
Talking to
media, Charak said that for the
preservation of the Complex, Mubarak
Mandi Society Comprising of 30 members
including president and vice-president
has been formulated which is headed by
Chief Minister Ghulam Nabi Azad and added
that the whole complex in general and the
Grey Hall in particular would be restored
to its original glory and grandeur.
Later, the
Minister visited circular road and
inspected on-going work on construction
of protection wall along the outer
crumbled fencing wall of Mubarak Mandi
complex. He issued on the spot directions
to the concerned officers to complete the
work in double shift with special
consideration for securing the complex
from further deterioration and circular
road from blockade due to land slides.

on the agenda points, Mr. Saroori
stressed for special dispensation
for the State of Jammu and
Kashmir which has been going
through bad patch during the last
17 years.
He
stressed for setting up of over
1000 Creche Units for Children,
200 Condensed Courses of
Education for female school drop
outs, 1000 Awareness Generation
Camps for poor and rural women,
Short Stay Homes and Swadhar
Shelter Homes for women in
distress in every district,
setting up of family Counseling
Center and introduction of Income
Generating Schemes like dairy
farms and Sheep Units, Production
units in various Handicrafts and
other self employments units for
women to supplement their family
income. Mr. Saroori also stressed
on revival of Vocational
Tailoring Programmes to improve
skill development among
women/girls.

demands put forth by Saroori.

Battalion of Sikh Regiment
celebrated Battle Honour Day with
gusto and great zeal, as the very
mention of Khalsa instills a
sense of fear and discomfort in
the minds and psyche of
adversaries as the regiment has
carved a niche for itself as
being bravest of the braves.
The
10th Battalion of Khalsa Regiment
with a rich tapestry of valiant
deeds, sacrifices and victories
is a front runner among its units
and has kept the flag of the
regiment high, setting standards
to match with.
Presently
10 Sikh has established complete
moral ascendancy over the
terrorists with relentless
operations. Presently the team of
officers and men of 10 Sikh are
lead by Col Ajai Sharma, a
seasoned soldier, who on the
Battle Honour Day redeemed the
pledge and said that the trust
shown by the nation and the
Regiment on our capabilities were
a constant motivating factors for
the troops and that they were
ready to to take on any
challenge.
A
battle honour and host of
gallantry and distinguished
service medals earned by the unit
in a span of just four decades
stand as a testimony of
professionalism and valour.
Raised on June 1, 1966 and
christened as Dashmesh, the 10
Sikh met its first acid test in
the 1971 war and it came out
victorious with flying colours
and lived up to its name.
The
10 Sikh wrote a chapter of valour
in Rajasthan sector where due to
shifting of sand dunes and
impossible navigation, the Unit
emerged more solid. It has also
shown its mettle in Mizo Hills in
North East also. The Unit has a
large number of battle honours to
its kitty besides various other
decorations for its officers and
men.
Rights violations
register lowest ever graph

JAMMU, Dec 14: Categorical
instructions given by the Centre
and State Governments for
respecting human rights and
ensuring graph at zero level on
account of rights violations,
Jammu and Kashmir registered
remarkable decline in the
incidents relating to rights
violation during 2006.
Presenting
the scenario to this effect an
official spokesman said that as
compared to 83 custodial killings
during the period from 1996 upto
2002 it got reduced to only 24
custodial killings from 2003 to
2005 while as during 2006 only 4
custodial killings have been
reported, he added.
Similarly,
66 custodial disappearances have
been registered from 1996 to 2002
while as it got reduced to only
11 disappearances from 2003 to
2005 and only one in 2006. The
spokesman added that the graph on
this account has shown positive
declined as every measure has
been taken to avoid human rights
violation.
The
year wise summary given by the
spokesman shows that in the year
1996 there has been 18 custodial
deaths and 6 custodial
disappearances, 1997 recorded 6
custodial killings and 10
disappearances, in 1998 it has
been 6 and 6, in 1999 the figures
stood at 6 and 11, in 2000 it was
18 and 10, in 2001 the figures
recorded have been 17 and 6, in
2002 it was recorded at 12 and
17, in 2003 it has been 8 and 7,
in 2004 the figures stood at 9
and 3, in 2005 custodial killings
and disappearances have been
recorded at 7 and 1 respectively
and in 2006 only 4 custodial
killings and one disappearance
has been reported.

ACTF
pleads for phasing out of CST
system in J&K

Associated Chamber
of Traders Federation (ACTF) in
its extra-ordinary meeting held
under the presidentship of Yash
Paul Gupta has urged the Union
Government to phase out the
Central Sales Tax system and
instead strive on the VAT
compensation, as suggested by
J&K Finance Minister Abdul
Hamid Qarra.
The
traders, however, pleaded for the
resolution of other demands of
bringing the essential
commodities in the ambit of 0%
tax structure, as also, exempting
the traders, who have an annual
turn over of Rs 10 lakh, from
registration of the Value Added
Tax. Besides sales ranging
between Rs 10 lakh to Rs 50 lakh,
instead of Rs 20 lakh be brought
under composite scheme of 0.25%
as suggested by the Empowered
Committee.
The
members hoped that the Finance
Minister would address their
other genuine demands as well.
The
other issues discussed by the
traders pertained to phasing out
of Central Sales Tax (CST).

Vice-Chancellor
Masud Choudhary, who inaugurated
the exhibition, said that
participation of multinational
brands has given a new meaning to
this exhibition and next year,
more companies would be invited
for their participation.
He
said that main aim of the
exhibition was to boost Science
and Information Technology in the
Rajouri-Poonch region which lags
behind in the development.
A
hiking event was also organised
in which around 50 students
participated. Registrar of the
University, Prof A R Nazki
flagged off the track hiking.

sub-centre opened

KATHUA, Dec 14: Sub centre
of Inter-National Institute of
Fashion Design (INIFD) was opened
at Old Sabji Mandi, Jorahi Road,
Kathua today.
Deputy
Commissioner Kathua Sarita
Chouhan inaugurated the centre by
lighting traditional lamp in
presence of various dignitaries.
She said that the centre would be
of great advantage to those who
have creativity and talent.

Sharma, Centre Manager of Jammu
Centre INIFD, highlighted
achievements of INIFD and
congratulated Nirdosh Sharma,
Centre Incharge of INIFD Kathua
Sub centre, for taking the
initiative to bring this creative
world in such a small town of
Jammu.
Nirdosh
Sharma also spoke on the occasion
and assured all facilities and
latest techniques for the
students at the sub-centre.
On
the occasion, pieces of work,
prepared by INIFD students, were
displayed for exhibition. The
exhibited works included sarees,
impressive portfolios, creative
designs, interior antiques and
lot of fabric prepared by the
students.
A
counselling counter was also
established there to aware the
people about various courses
being offered by INIFD.
