Azad inaugurates Kashmir Handicrafts Expo-2007

New Delhi, Dec 9: Chief Minister Ghulam Nabi Azad inaugurated "Kashmir Handicraft Expo-2007" at Baba Kharak Singh Marg, here last evening organized by the J&K Apex Marketing Federation and Industrial Cooperatives and. Mr. Azad later in the day also inaugurated an exhibition Royal Poshmina organized exclusively for promotion of Pashmina shawls by the J&K State Handloom Development Corporation in association with Delhi Crafts Council at Lodhi road. The Corporations are engaged in manufacturing, developmental and promotion of Handicrafts and Handloom in the State.

The Handicrafts Expo, an annual feature held for 2 to 3 months every year showcasing hundreds of best specimens of the diverse handicraft products, shawls, papier-mâché wood carving and other varieties with rich in designs colour, texture and general appearance was thrown open for public today.

Jammu and Kashmir due to its skillful and high caliber artists and workmen has traditionally relied on cottage industry sector for its economic growth in the past. The handicrafts and handloom sectors in the State is a treasure of skill.

Speaking on the occasion, Mr. Azad highlighted State’s peculiarity and speciality in handicrafts and handloom production. He said these sectors provide greater opportunities of economic development and also generate respectable job to thousands of artisans. He said organizing such exhibition would provide greater avenues to expand market orbit of J&K handicraft and handloom products.

Mr. Azad was told that handicraft sector, with approximately 3 lakh artisan involved, generate employment for thousands. The estimated annual production in the State records a hopping Rs 800-900 crore. The handloom sector also employees 51847 weavers with 18154 units are spread over the length and breadth of the State.

On arrival at the venue, the Chief Minister was warmly received and welcomed by organizer, artisans and others including Director Handicrafts, Managing Director, Handloom Development Corporation and officials.

 

Banks can play pivotal role in nation’s economy: Governor

Jammu, Dec 9: Governor Lt. General (Retd) S K Sinha today emphasised the role of banks in the development of nation’s economy and said that proper investments can lead to economic emancipation and overall prosperity.

Inaugurating the first ever branch of the South Indian Bank here this morning, the Governor called for creating awareness and banking sense among hitherto uncovered segments of the people so that its benefits can be availed for economic development.

The Governor recalled how the Europeans prospered in 18th century with proper utilization and investment of gold assets while Spanish lagged behind. He said proper investments could yield better dividends and the general public should be made aware about various schemes tailored in this regard by the banking sector.

Dr Peter Seleston, Bishop of Jammu-Srinagar also spoke on the occasion and expressed happiness over the launch of the new facility in Jammu.

The high officials of the Bank said that South Indian Bank has grown with a stunning business of Rs 18224 crores while its net worth stood at Rs 696 crores. The bank is aiming to cross the net worth to the coveted Rs 1000 crore mark by 2008, they added.

The use of technology has placed Indian banks at par with global peers. South Indian Bank provides the facilities like Global ATM Debit Cards, Anywhere banking, Mobile banking, Internet banking and the like. The management claimed that SIB can stand up to any other new generation bank.

On the occasion, those opened first fixed deposit, locker, NRI and other accounts were honoured.

This will be the 458th branch of the South Indian Bank in India and first in Jammu and Kashmir.

PCC celebrates Sonia’s birthday

JAMMU, Dec 9: Pradesh Congress Committee and various district and tehsil units celebrated 60th birthday of All India Congress Committee president Sonia Gandhi today.

The main function in this connection was organised at the PCC headquarters at Shahidi Chowk here. It was chaired by PCC chief Peerzada Mohammed Sayeed and was attended by Minister for Health and Medical Education Pt Mangat Ram Sharma, senior office bearers of PCC, DCC, Congress Seva Dal, INTUC, NSUI and block presidents.

The Congress leaders served a mega cake weighing 60 pounds on this occasion and wished for long life of their leader. The PCC chief in his address described Sonia Gandhi as a symbol of secularism, sacrifice and social justice. Her qualities of leadership and value based politics has given new strength to the Congress party and the democracy in the country. Under her dynamic leadership and able guidance the Congressmen have imbibed the spirit of sacrifice. The partymen renew the pledge to the principals of the party and her mission to serve the people.

Eloped woman alongwith paramour arrested

DODA, Dec 9: An eloped woman and her paramour were today arrested by police after they were found moving under suspicious circumstances in the outskirts of the town.

Senior Superintendent of Police (SSP) Doda, Manohar Singh said that on a specific information that a woman along with another person were moving under suspicious circumstances, a police party conducted a raid and took them into custody.

They have been identified as Sakina Begum of Tral village in Pulwama district and Manzoor Ahmed of Lower Pahalgam area of Anantnag district.

The preliminary investigation revealed that Sakina Begum had eloped with her paramour on November 22 leaving behind two children and her husband, the SSP said, adding that soon after leaving Tral village, the couple reached Kishtwar where from they left for Chatroo.

They stayed in the house of one Ghulam Qadir in Chatroo and after few days they left for Bharat village and stayed in the house of one Abdul Gani Hajjam for some days.

Today, both of them were taken into custody from the outskirts of Doda town, the SSP said and added that police in Pulwama district has been informed and both are being handed over to them for further course of action.

CITU endorses Trade Union strike on Dec 14

JAMMU, Dec 9: The Centre of Indian Trade Unions (CITU) J&K Unit has fully endorsed the one day nationwide strike on December 14, call for which has been given by Sponsoring Committee of National Trade Unions, Federation/Association of Employees and Workers.

Announcing this at a joint press conference here, today the CITU president and CPI (M) State secretary, Mohammed Yousf Tarigami and general secretary, CITU, K K Bakshi appealed the unemployed youth, peasants, workers, employees, women organizations and other sections of the working people to make the strike a success.

The democratic set up has completely been affected in the State during last 17 years of turmoil and people were denied Civil liberties as well as trade union rights, alleged Tarigami.

Lambasting the State Government, he said those responsible for firing on railway workers that resulted in the death of one worker and injury to 22 others at Rail Project site Banihal on September 10, 2004 have not been punished till date.

Instead of taking action against the guilty, the workers have been implicated in false and baseless cases, he added.

He said likewise, the workers of Sewa Hydel Power Project, Hut Mushka who are demanding drinking water and first aid facilities continue to get justice.

Blaming the Government for the plight of working class, he said 273 workers are facing starvation due to the closure of Singer India Ltd at Bari Brahmana.

He alleged there is total industrial unrest at Kalakote Coal Mines, a State owned undertaking were workers are on agitation for the past 80 days demanding their regularisation.

He said these workers are engaged in extracting the coal for last two decades but have not been regularized till date. The safety of lives of 13 workers is a matter of concern for CITU who have been forced to go on fast unto death due to callousness of the management, he added.

Mr Tarigami, while justifying the demands of the working class said, the CITU is deeply concerned over their plight and the attitude adopted by the administration in this regard.

He also urged the Government to concede the 16 point charger of demands of CITU which among other things demands that firm and swift measures be taken to check price rise and strengthen PDS.

Bakaya short-lists demands of KPs for redressal

JAMMU, Dec 9: The committee constituted by the government under the chairmanship of Mr. Vijay Bakaya Advisor to Chief Minister to look into and suggest measures for redressal of grievances of Kashmiri migrants met here today.

The committee short-listed some of the major pending demands of Kashmiri Migrants, which required to be redressed on priority basis.

Some of the demands short-listed were bifurcation of ration cards of pensioners, regularisation of daily wagers, creation of a corpus fund for medical aid for the sick Kashmir migrants, provision of employment opportunities and implementation of promotion orders issued by various departments.

It was decided by the committee that committee will meet shortly to make final recommendation after short listed demands are examined urgently by the departments concerned.

Accordingly representative of Kashmiri migrants visited Nagrota and inspected land identified for construction of 4000 flats.

They expressed happiness and satisfaction for the same and also conveyed gratitude to Chief Minister Ghulam Nabi Azad for gearing up administration for this purpose. They hoped that the construction of flats would be completed within targeted period.

Bhim Singh’s Nayay Adhikar Yatra reaches Jammu

JAMMU, Dec 9: On its eighth day today, Nayay Rath Yatra by J&K National Panthers Party supremo Prof Bhim Singh reached Jammu.

Accompanied by some party activists and supporters, the ‘Bhim Rath’, carrying Prof Bhim Singh, entered Satwari chowk around 12 noon today where a rousing reception was accorded to the Yatra.

Amidst slogans, the JKNPP supporters garlanded Prof Bhim Singh who made a brief speech on the occasion and said that his party would provide justice to people of Jammu and Kashmir.

Similar receptions were accorded to the yatra on its route to Jammu city.

After passing through Dogra Chowk, Raghunath Chowk, City Chowk, Purani Mandi, Rajtilak Road, Panjtirthi and Ambphalla, the Yatra reached Janipur from where it proceeded towards Bhatindi via Canal road.

At Bhatinidi, a grand welcome function was organised by the local unit of JKNPP and supporters of the party.

Addressing the gathering, Prof Bhim Singh highlighted objective of the Nayay Adhikar Yatra and said that he would leave no stone unturned to ensure that people of the State, particularly Jammu region, are given their due rights and provided justice in all spheres.

Some other leaders of the party also addressed the gathering.

The Yatra from Lal Qila to Lal Chowk had started on December 2.

 

Workshop on Disaster Management in Museum
& Heritage Institutions

JAMMU, Dec 9: Sheikh Noor-ud-Din Noorani Museum in Jammu University today organised a one-day workshop on Disaster Management in Museum and Heritage Institutions.

Sat Pal Sahni, former Director General of Information Department, inaugurated the workshop and threw light on importance of disaster management.

Prof A K Dass, Director Lal Bahadur Shastri Museum, New Delhi, threw light on the ways and means to protect and preserve the museum and heritage institutions.

Prof S C Sharma, Prof Jigar Mohammad, Prof G M Bhat, Prof Deepak, Dr D L Choudhary, Prof Anita Billawaria and Dr Suman Jamwal also addressed the participants.

Earlier, Dr Poonam Choudhary, convener of the University Museum, presented a formal welcome address and talked about genesis and growth of the museum.

Imran Farooq highlighted future activities of the museum.

Anju Tamang conducted proceedings of the workshop while vote of thanks was presented by Jasbeer Singh Katoch.

The purpose to organise the workshop was to create awareness among students and Research Scholars of the University about the damage being caused by various natural calamities to the museum and heritage institutions and their preservation.

Pak President playing tricks: Gupta

JAMMU, Dec 9: Voicing strong opposition to the conditions being put by Pakistan for peace with India, former Union Minister and a senior BJP leader Prof Chaman Lal Gupta, has said that Pak president Gen Parvez Musharraf was playing tricks to divert the attention of the world from the real issues.

Commenting on proposals being put-forth by Parvez Musharraf, Prof Chaman Lal Gupta said that the main 0problem is the cross border terror and instead of demolishing the infrastructure of producing terrorists and give up aggressive designs to fight a war through proxy on Indian soil, some ridiculous proposals were being made to further their own designs.

Prof Gupta said that it was the question of sovereignty of the country and no nationalist can think of supporting such obnoxious moves.

He also ridiculed the slogans of self-rule and limited accession under the cover of autonomy as Jammu and Kashmir State is already enjoying democratically elected Government and other democratic structure.

Prof Gupta said all such talks should be snubbed to stop any moves which were creating uncertainty and encouraging secessionism. He said only realistic solution of peace between India and Pakistan could be that is to try to minimize the ill effects of communal division of 1947 as the people of two sides are from one blood and were having one culture as also one land.

Nirmal’s book of Dogri short stories released

JAMMU, Dec 9: A new book of contemporary Dogri short stories was released in a simple function held at Dogri Sanstha here today.

The boon entitled " Retu Da Ghar" is a collection of short stories by Mrs Nirmal Vikram, a noted Dogri short story writer. Dr Rafiq Masoodi, secretary J&K Academy of Art, Culture and Languages who was the chief guest on the occasion released the book. Padamshree Prof Ram Nath Shastri presided over the function.

They congratulated the author and appreciated her efforts. Many writers, artists and intellectuals were present on the occasion who lauded the woman author for her work.

Mr Chhatarpaul, an outstanding Dogri short story writer read a paper on the book and presented a critical analysis of the short stories in the collection.

Prof Lalit Magotra, president Dogri Sanstha welcomed the entry of the book in the field of Dogri literature and said that Nirmal is one of those honest short story writers having deep insight and capacity to portray the nuances of human relationships. Lalit Gupta, Dr Shashi Pathania and Sheikh Mohd Kalyan also spoke on the occasion.

 
 

10-day NSS camp concludes at Atman College

JAMMU, Dec 9: The 10 day NSS camp organized by the NSS unit of Atman College of Education concluded here today in which over 130 volunteers participated.

The theme of the camp was "Health and Hygiene". The unit is headed by Mr Jagmohan Sharma, Programme Officer cum convenor, Dr Mudhir Sharma co convenor and Ms Sangeet, Deputy convenor of the programme.

During last ten days the volunteers who were divided into different groups visited all the slums of Sector 6 and 7 of Channi Himmat in routine in order to give them the concept of health, hygiene and healthy happy life.

The volunteers provided training to the people how to keep their surroundings clean, prepare and eat hygienic food, keep their body clean. They also apprised them about the advantages of taking bath daily, cutting nails in routine and brushing teeth etc.

The volunteers also urged the women folk to take the care of their infants who often fall sick due to un hygienic feeding and unhygienic surroundings.

The programme concluded with interactive session and quiz competition which was organized in the college premises. The students who answered the questions were given away prizes.

LAHDC Kargil, Leh resolve to stress on education, power

KARGIL, Dec 9: Both the Hill Councils of Kargil and Leh have resolved to give stress on education, agriculture and power to make Ladakh a prosperous region.

This was stated by CEC LAHDC Kargil, Haji Asgar Ali Karbalaie and CEC Leh, Tsering Dorje while addressing the concluding session of seminar at Kargil here today. The programme was organized by 8 Mountain Division of Army on the topic "Toards a progressive Ladakh.

Haji Karbalaie gave a detailed political and developmental scenario with special attention on education, health, power, tourism etc.

Mr Tsering Dorje gave a detailed account of development scenario in Leh and held that Ladakh Hill development Council has already drafted a Ladakh Vision- 2025 for Leh district giving stress on Agro based industry, Information Technology, Tourism, Eco-friendly sustainable industry etc.

During the meeting the incident occurred last year in Bodh-Kharboo was also touched and both the CECs resolved to work unitedly to foil such occurrences with iron hands.

Dr Asghar Ali stresses on education of women

JAMMU, Dec 9: Eminent scholar, Dr Asghar Ali Engineer, today stressed the need for laying stress on education of women.

Addressing one day orientation programme for women organized jointly by J&K State Commission for Women and K B Public Higher Secondary School, run under the aegis of Gurjar Desh Charitable Trust here today, Dr Asghar Ali said that women empowerment can be ensured only through educational advancement.

Expressing happiness over large number of girl students hailing from far off areas in the school, Dr Asghar Ali said this speaks of the urge amongst younger generation for educational advancement.

Dr Asghar Ali hailed the educational advancement programmes of Gurjar Desh Charitable Trust and hoped that Trust would give a further boost to such programmes.

Mrs Reeta Jitendra, an eminent educationist while speaking on the occasion called for laying greater stress on education of women. The Principal of the school, A G Mir presented welcome address, while students of the school presented a cultural programme.

Dr Ali presented certificates and other prizes on behalf of the Trust to students of the school.

PAC for improvement in functioning of health sector

Jammu, Dec 9: The Public Accounts Committee (PAC) of State legislature has directed the Health and Medical Education Department to upgrade Medicare facilities in all health institutions especially in rural areas so that the benefits of health schemes percolate to needy. The Committee issued specific instructions to the Department to make judicious use of Government funds and orders of costly equipments should be placed before ensuring trained manpower for the particular equipment so that the investment so made may not remain unutilized.

These views were expressed by the PAC during its visit and inspection of Government Medical College, Jammu, office of the Food and Drug Control Organization and Government Hospital Gandhi Nagar here today. The Committee inspected these offices in the backdrop of certain Audit Paras of Comptroller & Auditor General’s report pertaining to the Health & Medical Education Department.

The Committee examined some equipment in these institutions for which Audit has raised objections that these equipments have not been put to use for long time. The Committee found that most of the equipments under Paras were functional at present. However, these equipments took some time to become operational due to shortage of trained manpower and other technical reasons which were beyond the control of administration, the Committee was told.

While inspecting X-ray Mobile Van of GMC meant for conducting X-rays on the patients of rural and far-flung areas from where the patients cannot afford to visit city, the Committee observed that the machine could not serve the very purpose for which it was purchased.

The Committee directed the Principal GMC to take immediate measures to make the van operational and deploy some doctors on rotational basis to visit in rural areas for the purpose. The Committee asked the Secretary Health and Medical Education to conduct an inquiry and fix responsibility for keeping the van un-operational for many years

The Committee suggested for initiating long-term measures to train manpower to use the latest equipments as per advancement in medicare sector for meeting the future requirements. ‘This should be made a regular feature.’ The Committee also suggested for creating exclusive workshop by the Department so that the faulty equipment could be repaired by the department itself instead of spending huge funds on the fee paid to engineers from various firms from outside the State to come and check the equipment.

The Committee asked the Secretary, Health and Medical Education K.B.Jandial accompanying the Committee to arrange lists of all the operational and non-operational equipments in SKIMS, GMC, Jammu, Srinagar, Food and Drug Control Organization and other health institutions of the State along with their date of purchase and becoming non-functional with reasons.

The Committee also stressed need for strengthening the Food and drug Laboratory and suggested for devising a mechanism to test the samples of milk and edible oils coming from other States at the entry point at Lakhanpur.

While briefing the Committee about the measures initiated by the Health and Medical Education Department for improving the entire health infrastructure in the state, Mr. Jandial said that Department has identified areas which need immediate attention and a well-knit strategy would be adopted to tackle them on priority. To upgrade the infrastructure, the Department has made out a proposal for creating one drug laboratory for two districts for quick disposal of samples at district level which is under active consideration, he added.

Besides Chairman of the Committee, Ajay Sadhotra, Sham Lal Sharma, Abdul Gani Vakil, Sakina Ittoo, Javed Rana, Qaiser Jamsheed Lone and senior officers of Health and Medical Education Department including Director Health Services, Jammu Dr. Jasbir Singh also accompanied.

Rs 14,18,162 recovered by Commercial Taxes
Vigilance Wing as penalty

JAMMU, Dec 9: The Vigilance and Inspections Wing of Commercial Taxes Department Jammu Division has recovered a penalty of Rs 14,18,162 during November 2006 as compared to Rs 4,32,133 recovered in the November 2005. This has resulted in an increase of Rs 986029 in recovery of the penalty in the month .

This was disclosed in a review meeting of the Department convened by Deputy Commissioner Commercial Taxes (V&I), M L Sharma.

The meeting was also informed that overall revenue generated amounted to Rs 194.45 lakh as compared to Rs 69.39 lakh till November last year. There has been approximately an increase of Rs 80.06 lakh showing corresponding increase of 115 %. The increase to revenue generated and the amount of penalty recovered from tax evaders has been due to increase in vigil and the frequency of checking enhanced by the Vigilance and Inspections Wing of Commercial Taxes Department, Jammu Division.

This was stated in a Departmental handout issued here today.

Baramulla, Dec 9: About 504 new houses would come up in twin blocks of Uri constituency under Indira Awaz Yojana scheme for which cheques to the tune of Rupees 1.32 crore were distributed among the beneficiaries of Uri and Boniyar blocks today by Minister for CA&PD and Animal Husbandry, Taj Mohi-ud-din at a function organized by Rural Development Department. Minister also distributed Rs 6 lakh among 60 beneficiaries under family benefit scheme and Nylon thread among 150 beneficiaries.

Speaking on the occasion Minister said that the coalition Government is determined to ameliorate the lot of down trodden by implementing various welfare schemes in letter and spirit. Stressing the need for active cooperation of people to build the damaged infrastructure the Minister said that effective measures have been taken for overall development with a missionary zeal.

He said that out of Rs. 29 crore earmarked for Uri Rs 9.85 crore are being spent on road sector during current financial year besides water supply schemes are being developed and improved. He said that schools are functional in every nook and corner of the Uri Sub Division and one degree college will also be constructed in near future. He said that a tele medicine facility is available in the Sub district Hospital Uri and assured the people of Uri that during next two years no body will be left without the own house. He said that both central & State Government were very much keen about the welfare of the people of Uri and reminded that the UPA chairperson Sonia Gandhi did not celebrated her birthday last year on this very day the 9th December. He said that whenever we meet her she always discusses the rehabilitation of the people affected by the earthquake.

Bakra murder case
4-day police remand to accused

Jammu, Dec 9: The Bahu-Fort Police today produced accused namely Rajesh Dogra alias Mohan Cheer, Vikas Singh alias Vicky Thakur, and Naresh Singh alias Sonu, who are allegedly involved in the much publicized murder case of Sanjay Gupta alias Bittu alias Bakra and prayed for extension in the police remand.

Special Excise Magistrate Inder Singh, while granting four days police remand of accused persons said that the Bahu-Fort Police moved an application for extension of police remand of the accused persons. The accused have been remanded to police custody, which period is expiring today.

The investigation of the case is going on and accused are involved in the commission of offence under section 302 RPC (murder) r/w section 3/25 Arms Act.

The Court further said that taking into consideration the gravity of offences, the police remand of the accused is extended for another four days, subjected to medical examination after every 48 hours. The Court directed the police that after expiry of police remand accused shall be produced before the competent Court.

HC quashes detention order under PSA

Jammu, Dec 9 : Justice YP Nargotra of State High Court Jammu wing in habeas corpus petition filed on behalf of detenue Abdul Qayoom, who was detained under Public Safety Act vide the order of District Magistrate Udhampur passed on September 13, 2005 on the ground that detenue indulged which is pre-judicial to maintenance of security of state and the order sent to home department for approval of the Govt, on September 24, 2005, the Govt accorded the approval to the detention order directing the determination of the period of detention on the basis of opinion of the Advisory Board, has allowed the petition and quashed the detention order.

In the 14 pages judgment, Justice YP Nargotra after hearing Advocate Sindhu Sharma appearing for the petitioner and Additional Advocate General BS Salathia appearing for the state, observed that Court cannot act as Court of appeal to sit over the order of the detaining authority. In exercise of this Court writ jurisdiction what is required to be considered by the Court is whether there was credible before the detaining authority on the basis of which a reasonable inference could have been drawn as regards the adverse effect on the interest of the state or on the maintenance of the public order and whether the detaining authority has considered all the relevant material which could have influenced his satisfaction. Non consideration of such a relevant material by the detaining authority renders his satisfaction drawn invalid which vitiates the detention order.

The court further observed that in the present case the detaining authority appears to have drawn the satisfaction that detenue was likely to indulge in activities pre-judicial to the interest of the state on the basis of his involvement in FIRs mentioned in the grounds of detention. There is nothing in the grounds of detention or in the detention order to show that the authority was aware of the fact that the detenu remained in custody for a period of about 7 years as an under trial prisoner and had been bailed out only about four months earlier or that he stood acquitted in the three cases.

These admitted facts may have or may not have weight with the detaining authority while deciding the question about the preventive detention of the detenu, but it was necessary that he should have taken the said facts into consideration before ordering for the detention of the detenu. As this has not been done in the present case, the satisfaction drawn by the detaining authority is rendered invalid which vitiates the detention order in question. For the reasons the writ petition is allowed the detention order dated September 13, 2005 issued by the District Magistrate Udhampur for detaining the detenu quashed and the detenu shall be immediately set-free, if not required in any other case.
