Pay
scales of Physical Education Teacher and
Master
Sir,
As per Rule 9 (a) of SRO 75
dt. 30.03.1992 & SRO 18 Dt.
19.01.1998 of J&K Civil Services
(Revised Pay) Rules, there is Special
Treatment for certain posts such as
Drivers, Patwaris, Medical Assistants,
Police Constables, Teachers, Junior
Engineers, Assistant Engineers, Assistant
Executive Engineers, Executive Engineers,
Dental Surgeons, Draftsman and Village
Level Workers and when even their pay
scales have been revised/upgraded as is
quite clear from the above said SROs they
have been placed in the same pay scales
irrespective of the Department where they
are working.
The Govt. vide SRO 225 dt.
18-08-2005 by amending Rule 15 (e) of
J&K Civil Services (Revised Pay)
Rules 1998 inserted is as Note-I below
under the above said Rule by deleting the
existing Note inserted vide SRO 170 dt.
16-06-2005 according to which all the
posts of Teachers having qualification
graduation and above and carrying
functional pay scale of Rs. 4000-6000
were placed in the upgraded pay scale of
4500-7000 and those who were
under-graduate in the pay scale of Rs.
3050-4590 were placed in the upgraded pay
scale of Rs. 4000-6000 w.e.f 01-04-2005.
These upgraded pay scale should have been
applicable to all Teachers working in any
of the Department but this did not happen
as the PETs/PEMs working under the direct
control of Principals/Headmasters in some
cases were given the benefit of the above
noted upgraded pay scales correctly but
the District Youth Services and Sports
Officers did not give the benefits to
none of the PET's for whom they were
DDO's and got another SRO No. 235 dt.
19-07-2006 issued from the Finance
Department regarding up graduation of pay
scales of PETs/PEMs on the same line as
mentioned above by inserting it is Note-2
Below Note-1 already inserted vide SRO
225 dt. 18.08.2005 but without mentioning
any date from which it is effective as it
should have effect from the same date as
in case of SRO 225 viz w.e.f 01-04-2005.
The concerned PETs are clamoring for
their dues as they have not been given
the same by their DDO's with the plea
that their is no date for which SRO in
question is effective and for this
necessary corrigendum needs to be issued.
It is further submitted as
to whether as and when the pay scales of
JE's/AE's/AEE's/Xen's or any other post
mentioned above which falls under
(Special Treatment of certain posts) are
revised/upgraded separate SRO will be
issued for each Department on the same
line as has been done in respect of
Teachers and Physical Educational
Teachers.

Sir,
The first one day between
India and South Africa was washed by the
rain. The last four one day
internationals were washed away or should
we say swept away by South Africa. The
Indian team famous for its batting
crumbled like a pack of cards. This is
not for the first time. Whenever the team
undertook a tour of the South Africa they
faced the same defeat. The point is that
if the national team was not competent
enough to play in South Africa then why
we sent a team like that. It is an
admitted fact that winning or losing is
the part of the game.
But to loose in this way is
not what we have bargained for. The team
has displayed a total lack of plan,
commitment and team spirit. When we see
the standard of fielding of the South
Africans we are shocked that our so
called 'great' players have not developed
such a skill despite the fact that crores
of tax payer's money is spent on the
coaching and training. I think we should
develop a new team which is young,
committed and agile. With such a pathetic
display we do not have high hopes from
our team in the tests too.
