Sheikh Mohammed Abdullah
as the tallest Kashmiri
leader who kept the flame
of secularism alive
during the horrendous
partition days, Governor
Lt. Gen (Retd) S K Sinha
today paid glowing
tributes to him on his
birth anniversary, saying
that he was a charismatic
leader who left an
indelible mark on the
socio-political history
of Jammu and Kashmir.
In a
message, the Governor
said that Sheikh Abdullah
was the architect of
modern Kashmir, who
worked relentlessly for
strengthening the social
fabric of our
multilingual and
multicultural State.
He commanded
respect of the entire
Nation for being a true
secular and nationlist
leader who was a source
of inspiration to the
rest of the country at
the time of the
Partition, he
added.
The Governor
referred to the
revolutionary steps taken
by the legendary leader
in steering the people
out of poverty and
backwardness towards
political and social
emancipation and economic
resurgence. The
Land Reforms brought by
Sheikh Sahib was a
pioneering and landmark
step towards making the
tillers masters of their
destiny, he
observed.

presents cheque to CM for corpus of SEDI

Jammu, Dec 4 : Zonal Manager
Punjab National Bank Jammu and Kashmir
Zone Vivek Arya called on Chief Minister
Ghulam Nabi Azad here today and presented
to him a cheque for Rs. 22.75 lakh as
contribution of the bank to the corpus of
State Entrepreneur Development Institute.
The Chief
Minister appreciated the gesture of
Punjab National Bank in contributing to
the corpus of State Entrepreneur
Development Institute. He impressed upon
the management of the bank to set up its
branches at tehsil level in Jammu and
Kashmir and help in a big way in the
socio-economic development of the State.
Mr. Arya
apprising Mr. Azad about profile of
Punjab National Bank said that the bank
has 68 branches in the State including
the one set up at Leh recently. He said
the bank is soon opening its branches in
far-flung areas like Kargil, Kupwara,
Kishtwar and Doda. He said it is also
contemplating to set up its regional
office at Srinagar shortly.

Joint
platform of Govt employees to hold stir

employees was held here to deliberate
upon the proposed December 14 countrywide
strike under the banner of J&K
Employees Joint Platform of Action in
which employees from Rajouri, Poonch
districts and tehsils of R S Pura and
Akhnoor participated.
Joint
platform of employees comprising Ram
Kumar Sharma, Mohd Gafoor Dar, Balwan
Singh Jamwal, S Jaswant Singh, Balvinder
Singh, Balbir Rahi, Yakeen Mohd, Navtej
Singh and Rattan Doshi conducted
extensive tour of Poonch and Rajouri
districts besides Akhnoor and R S Pura.
At all
places the employees endorsed the strike
call to be held on December 14.

Vyas
interacts with small traders on VAT

UDHAMPUR, Dec 4: On the initiative
of Chamber of Commerce and Industry,
Jammu, Commissioner Secretary Finance B B
Vyas alongwith Khawaja Bashir Ahmed,
Commissioner and other officers of
Commercial Taxes Department held a
meeting with business community of Katra,
Udhampur, Reasi and Kud areas.
The
meeting was organized by Dhabas and
Halwais Association under the
presidentship of Ramesh Chander Dogra. Mr
Ram Sahai, president, Chamber of Commerce
and Industry Jammu who was accompanied by
a team of Chamber office bearers
eulogized the qualities of B B Vyas and
Kh Bashir Ahmed.
He also
highlighted the problems of small dhabas
and Halwais who have not been registered
with District Industries Centre and
engaged in small business by using hand
labour only but are being compelled to
get themselves registered under VAT Act.
Mr Sahai
wanted the Commissioner Secretary
Commercial Tax Department to hold
registration camps at tehsil level and
even in smaller places for the traders to
get on the spot registration without
imposing any penalty.
Others who
spoke on the occasion requested the
authorities to give sympathetic
consideration to the small traders, who
are mostly uneducated and have no
resources to keep proper accounts
required under VAT regime. They demanded
that eligible establishments be
registered under TOT.
Peaceful
atmosphere imperative
for
comprehensive development: Qarra

Jammu, Dec 4 : Minister for
Finance and Planning Tariq Hamid Qarra
during extensive tour of Chenab valley
visited Ramban, Banihal, Gool and a
number of villages enroute to take stock
of progress of various developmental
works.
"State
has witnessed a "boom" on the
developmental sector since coalition
government took over by launching
net-work of schemes in almost all
sectors", Mr. Qarra said and added
that public infrastructure like roads,
bridges and buildings were made good to
serve people. He said development is a
by-product of a peaceful atmosphere and
in this regard coalition government has
initiated bold steps.
At Banihal
while addressing a mammoth gathering Mr.
Qarra said that Government is
contemplating to discuss with railway
authorities the issue relating to
provision of employment to the unskilled
sector to local youth at Banihal Railway
Junction. He said all issues brought to
his notice by the people during his tour
will be given due consideration.
The
Minister also had a meeting with
management of Baglihar Hydroelectric
Project wherein he was apprised about the
pace of progress of the Project. He was
told that at least 75% of civil work and
95% of mechanical part of the project
have been completed.
Baglihar
Hydroelectric Project with a capacity of
450 MW is situated near Chanderkote
Ramban on River Chenab.
The
management also told the Minister that
the Project body also extends services
like fresh water supply and medicare
facilities to the people of adjoining
areas.
The
Minister while addressing a gathering at
Gool said that area has a tremendous
tourist potential which will be developed
in due course of time. He assured the
people that black-topping of the Sangal
Daan-Gool road will be taken up on
priority. He also said that a new
treasury building and a hydraulic point
for meeting the water requirements of
Fire-Services will also be considered
sympathetically besides construction of
hostel for employees.

Hakeem
orders suspension of absentees in SRTC
workshop

Jammu, Dec 4 : Minister for
Transport Hakeem Mohammad Yasin today
paid surprise visit to the SRTC Central
Workshop and Passenger Maintenance
Division (PMD) located near Bikram Chowk.
He checked the attendance registers of
the employees of various wings and found
17 employees absent from duty.
The
Minister ordered immediate suspension of
the absentees which include Works Manager
Sudesh Kumar. He inspected various
branches of the workshop as well as PMD
and took stock of the functioning of both
the wings.
Speaking
to the employees on the occasion the
Minister stressed for maintaining
punctuality and rendering disciplined
service for further strengthening of the
corporation.
He
directed concerned authorities to monitor
the punctuality and regularity of the
employees working in different wings of
the corporation adding that the
Government is committed to provide better
transport facilities to the people of the
state and to make the SRTC a profitable
organization. He sought detailed reports
from the authorities about the purchases
made for spare parts during last one
year.
The
Minister was accompanied by the senior
officers of the Corporation.

Zargar
orders action against absentees

JAMMU, Dec 4: Minister for
Agriculture, Cooperatives and Fisheries
Abdul Aziz Zargar today paid a surprise
visit to the Directorate Office of
Command Area Development (CAD) Jammu.
Mr. Zargar
while inspecting various sections of the
Directorate office including soil and
water Management, Planning and Statistics
and Accounts found 14 officers and
officials absent from duty.
The
Minister issued directions to the
Director CAD Jammu, Manzoor Ahmad Shah
who was on official tour for initiating
immediate action against the absentees.
He also asked him to suspend the absentee
officials and seek explanations from them
and submit the report to the Minister
within a weeks time.

absenteeism is a facet of corruption as
it amounts to dishonesty, negligence and
irresponsibility. He said that the drive
against those officers and officials
would continue in all departments under
his command who willfully and
unauthorizedly remain absent from the
duty and subject the public and the needy
to suffer for their petty official works.
The
Minister issued strict instructions to
the heads of various sections of CAD,
Jammu to maintain discipline and
punctuality in their offices and see that
no employee violates the official
decorum.

Jammu organized on the spot Children
Painting Competition in memory of Late V
N Khajuria, an internationally renowned
painter of the region in which 500
children from 60 different schools
participated.
This
painting competition was organized for
the senior and amateur groups as the
second part, in the first part, the
competition of Infant and Junior Groups
was held in the month of October in
memory of Late Master Sansar Chand Baru,
the prominent painter and another
international personality of the field.
In senior
group first prize of Rs.300 was won by

One
killed, 10 injured in road accidents

Correspondent
JAMMU, Dec 4: One person was
killed and 10 others received injuries,
three of them being critical in separate
road accidents while as a man found dead
under mysterious circumstances.
Police
spokesman said that one Ashok Kumar, son
of Vijay Kumar of Nowshera, who was
admitted in Government Medical College
Hospital on November 30, 2006 after
sustaining critical injuries in road
accident, succumbed to injuries today.
The body
was, later, handed over to family members
after post-mortem and other legal
formalities.
Meanwhile,
three persons were injured when a truck
bearing registration number JK14-7339
which was on its way to Ukhral skidded
off the road and fell down in a gorge at
Kaslus Ukhral under the jurisdiction of
Banihal Police Station.
All
injured were rushed to Emergency of
Ramban Hospital and their condition was
stated to be critical when reports last
came in.
The
spokesman said that seven persons were
injured in road accidents reported from
different parts of Jammu City and its
outskirts. They were rushed to hospital
and their condition was stated to be out
of danger.
They have
been identified as Pawan Kumar, son of
Harbans Lal of Rajpora, Prem, son of Babu
of Dogra Hall, Javed Ahmed, son of Ghulam
Mohi-ud-Din of Banihal, Mangat, son of
Din Mohd of Banihal, Shallu, daughter of
Dharamveer of Hiranagar, Ghulam Mohd, son
of Mohd Ramzan of Ustad Mohalla and Vijay
Kumar, son of Balwant Raj of Bantalab.
Body of
one Bagh Singh, son of Amru of Panckhli
Ghati, Bani was recovered under
mysterious circumstances. He was found
hanging with a tree by some villagers,
who immediately informed police.
The body
was shifted to hospital and handed over
to family members for last rites after
post-mortem.
Police has
initiated inquest proceedings in this
regard.

INTUC apprises
MoS Finance of PSU
employees demands

deputation of the representatives
of Public Sector Undertakings,
led by Jugal Sharma, State INTUC
secretary, called on Minister of
State for Finance Prem Sagar Aziz
and discussed with him the issues
related to PSU employees.
The
issues taken up with the
Minister, included release of
pending COLA for the last more
than three years, merger of 50
percent DA/COLA in salary,
conversion of COLA into DA, etc.
The
deputation also urged the MoS
Finance to sanction adequate
funds so that DA/COLA may be
released in favour of PSU
employees.
The
Minister gave a patient hearing
to the deputation and assured
that the Government would
consider their demands
favourably.
Later,
the deputation also called on
Raman Soni, Managing Director of
JKI and apprised him about the
difficulties being faced by the
employees of JKI because of
non-release of their salary for
the last four months and
remittance of their CPF for the
last 50 months. The MD assured
for release of salary as well as

Anganwari workers
take out protest rally

protest against failure of both
State and Central Governments to
solve their genuine demands,
Anganwari workers and helpers
under the banner of Anganwari
Workers Welfare Association took
out a procession and submitted a
memorandum to the Governor.
Anganwari
workers warned to start march
towards Union capital if their
just and genuine demands were not
fulfilled.
Braving
severe cold and continuous down
pour, large number of Anganwari
workers and helpers attended the
rally. Led by Swarana Choudhary,
president and Neelam Sharma, the
procession started from Dogra
Chowk and passed through Jewel
Chowk, Vivekanand Chowk,

Purani Mandi before reaching in

regretted that except promises

Concern over
delay in issuance of state
subjects to
migrant youth

All Parties Migrant
Coordination Committee (APMCC)
has expressed grave concern over
the delaying tactics adopted by
the Relief Organization
(Migrants) in issuing the state
subjects to the displaced Pandits
youth.
In
a statement issued here today,
the chairman of the Committee
Vinod Pandita and another leader
Vijay Chikan alleged that all
cases of state subjects are
pending in the Relief
organization since October 31
this year after the retirement of
Deputy Commissioner Relief.
They
said neither the successor of the
Deputy Commissioner was posted
nor the organization had assigned
the job to any other officer due
to which the hapless migrant
youth are facing many hardships
to seek the State Subject
certificates.
The
APMCC leaders have urged the
Relief Commissioner Migrants to
ensure that the migrant youth who
have applied for their state
subject certificates are not to
suffer any long.
Azad asks
teachers to make schools model
institutions

Minister Ghulam Nabi Azad has
called upon teaching community to
strive for making schools as
model institutions for grooming
young buds into responsible
persons able to face all
challenges with courage and
caliber. He said strenuous
efforts are required to achieve
the goal of cent percent literacy
in the State for ensuring
universalization of education a
pre-requisite for all round
development of the State.
Addressing
Best Teacher Awards-2006 in
vesture ceremony and felicitation
of outstanding children at SKICC
here today, Mr. Azad said
"we are living in 21st
centuary and competition for new
generation is not limited to
State or national levels but it
is a global phenomenon. Teaching
community should redouble efforts
to train students so that they
are able to compete at the all
levels". He asked teachers
not to remain satisfied with the
fact that pass percentage at
metric level has gone up from 33%
to 45% but work to achieve pass
percentage of 100% in all
Government schools.
Chief
Minister said that education
means all round development of a
child and teachers have an
important role to play in this
direction and added that need of
hour is not only to make students
degree holders but good human
beings and responsible citizens.
Mr.
Azad maintained that teachers
play an important role in the
life of a child and contribute in
making his life enormously rich
in every sphere. He asked the
teaching community to train the
children at a young age and
inculcate in them etiquettes,
good character and virtues of
being a responsible citizens. He
said a teacher at the same time
is a guide, guardian and a friend
of a student and his personality
has a profound impact on
children.
Minister
for Education, Peerzada Mohammad
Sayeed also spoke on the occasion
and said that despite turmoil
teachers worked a lot to keep the
educational system on rails. He
said the uncertainty over the
last more than a decade had
affected educational system but
it goes to the credit of teaching
community that they kept system
going on. He said that ample
talent is available in the state
and need is to harness it
properly. "Teachers and
administration have to work in a
coordinated manner to achieve 100
percent literacy", he said
and added that government is
alive to the problems of the
teaching community and endeavors
to remove these is under active
consideration.

Jagdish Raj was
elected as president while Janak
Raj as general secretary of
J&K Guru Ravi Dass Sabha
(Refugee) in the elections held
at Bokri in tehsil R S Pura
today.
In
the general meeting of refugees
of the biradari from Bhimber
tehsil held in the Guru Ravi Dass
temple Bokri, new office bearers
of the body were elected. Jagdish
Raj from Pacca Talab is new
president, Ramesh Chander from S
M Pur senior vice president, Om
Parkash and Jagan Nath as vice
presidents whereas, Janak Raj
from Pacca Talab as general
secretary. The new president
assured the members to raise the
burning issues of the biradari
and work for their welfare

directs for ensuring smooth
supply of
essentials in
rural, far-off areas

JAMMU, Dec 4: Chief
Minister Ghulam Nabi Azad today
issued instructions to the
Divisional Commissioner concerned
and all District Development
Commissioners of winter zone to
ensure smooth supply and piling
of buffer stocks of essential
commodities in the far-off and
rural areas where roads normally
get blocked by snow fall and
slides. He personally talked to
each District Development
Commissioner on phone giving the
directions to this affect.
He
said people should not feel any
discomfort on account of supply
and distribution of essentials
like food grains, vegetables, K.
Oil and LPG. He directed the
authorities to keep men and
machinery alert to face any
eventuality caused by weather
vagaries during the winter
months. Asking for opening
control rooms by all public
utility departments, he directed
the administrative and
engineering departments
concerning road clearance to keep
snow clearing equipment available
at all areas especially nearer
the vulnerable points.
He
said that PHE, PDD, CAPD and
other public service departments
should gear up to face any
challenge during winter months.
The
Chief Minister directed District
Development Commissioners to keep
constant eye on market prices and
not in any case allow black
markets and unscrupulous elements
to make the hay while sun shines
in the garb of blockade of roads
or heavy snowfall. He directed
them to drive home to every
functionary at the block, tehsil
and district levels to be
responsive to peoples
requirements and render services
with devotion and zest.
Mr.
Azad also asked Srinagar
Municipal Corporation and all
Municipal Committees of winter
zone to be ready to shoulder
responsibilities during snowfall
and inclement weather.
He
said Corporators have all the
most earnest responsibility to
seek peoples comforts
during unpleasant winter and
ensure that supply and
distribution of essential
commodities remain smooth and
regular in the urban areas. Chief
Minister asked them to take every
measure to be ready to clear the
interior roads, lanes and
by-lanes whenever snowfall takes
place and threatens blockades. He
said snow clearing operations
should be launched without delays
so that people do not feel
disturbed by disruption of
communication links.
Divisional
Commissioner and DDCs
informed Chief Minister that
sufficient stocks have been
created in every area and all
measures taken to ensure smooth
supply and distribution of
essentials. They also assured him
that administration will live up
to the trust and render
devotional service to the people
in all times.

Hindu
organizations hold meeting

JAMMU, Dec 4: Leaders of
various Hindu organizations
including Vishav Hindu Parishad
(VHP), Bajrang Dal (BD), Matri
Shakti and Durga Vehaini held a
meeting with Mr Anand Harbola, a
Central Office bearer of VHP in
charge Northern region regarding
the third Vishav Hindu Samelan to
be held at Allahabad.
The
Hindu organizations of state were
led by Dr Ramakant Dubey,
president , VHP. The meeting was
held in connection with the birth
centenary celebrations of second
Sarsangchalak of Rashtriya
Swyamsevak Sangh (RSS), Madav Rao
Sadashiv Rao Golevalker,
popularly known as Guru Ji.
Addressing
the meeting, Mr Bhushan Pal said
that persons intending to
participate in Hindu Samelan
should furnish all the
information by December 15.
The
meeting among others was attended
by Hem Raj Khajuria, Anand
Kishor, Sudarshan Kumar, Krishan
Chand, Mrs Asha Handa, Prabha

Bishnah
MLA opposes irrigation tax on
farmers

JAMMU, Dec 4:
Member Legislative
Assembly (MLA) from Bishnah
constituency, Ashwani Sharma has
strongly opposed the irrigation
tax imposed on the farmers by
J&K Government.
Addressing
a largely attended public rally
at Saidgarh in tehsil Bishnah
today, the MLA strongly
criticised the Government to
impose irrigation and water tax
on the farmers. He said that
farmers of the area were very
poor and were unable to pay the
heavy tax imposed on them. He
further pointed out that due to
poor power supply, the farmers
were not getting adequate supply
of irrigation water.
Mr
Sharma said that he met the
Finance Minister Tariq Hamid
Qarra recently in this connection
and stressed for immediate
withdrawal of the tax. The MLA
also demanded compensation for
the farmers whose crop was
damaged in the recent hailstorm
and rains. He referred to various
development works initiated by
him in the constituency and said
that new lift irrigation scheme
for Saidgarh has been sanctioned
and the work will be started on
it soon.
