NPP highlights regional imbalances through Haq-Insaf Yatra

JAMMU, Dec 2: Jammu and Kashmir National Panthers Party (JKNPP) has been highlighting the issues of regional imbalances and demanding Parliament’s jurisdiction over J&K vis-a-vis legislation through Haq-Insaf Yatra which started from Lal Quila on Friday and reached Panipat today.

Addressing a press conference, leaders of the JKNPP said that through the Yatra, which will culminate at Lal Chowk Srinagar on December 23, the JKNPP supremo Prof Bhim Singh and others have been educating people about total integration of Jammu and Kashmir with the Indian Republic since October 27, 1947.

According to party leaders, people of J&K, who daringly decided to accede to the Union of India in 1947, have remained deprived of the privilege in respect of legislation by the Parliament. "The people of J&K should be treated at par with other states so that Parliament would have authority to legislate vis-a-vis J&K in respect of the matters/subjects which were included by Maharaja Hari Singh in the Instrument of Accession in 1947", they added.

Why this discrimination against the people of J&K which has resulted in causing untold sufferings and tension in the State, the spokesman asked and said that through the Yatra awareness is being created about the regional imbalances in social, economic and political fields.

During the Yatra, the JKNPP leaders would also oppose the concept of self-rule, self determination and autonomy as these slogans are aimed at causing communal divide in the State.

Prominent among others participating in the Yatra include MLA Balwant Singh Mankotia, Balwant Singh Billowria, Romesh Khajuria, Sushma Srivastav, Anil Kumar Sharma, Sanjoy Sachdev, S N Chandola, Harsh Malhotra, Nasreen Hamid and Sudesh Dogra.

 

Self rule, demilitarisation not acceptable: Mangat

samba, Dec 2: Senior Congress leader and Minister for Health and Medical Education Mangat Sharma and MoS Finance, Law and Revenue, Prem Sagar have said that an era of peace, prosperity and development has set in after the Chief Minister Ghulam Nabi Azad took over the reign of the State.

Addressing a rally at Vijaypur today, they said Congress party has a long history of over hundred years and worked for the freedom unity and integrity of the country. They said Congress has sacrificed great leaders for the cause of the unity and peace. The Congress has given first time in the J&K State, Jammu based Chief Minister as has been promised during the election manifesto resulting in announcement of eight new districts instead three as recommended by the Wajir Commission thirty years ago.

They further said that a number of mega projects including power projects bridges roads and buildings started and completed in a record period of time due to the strict directions of the Chief Minister. Campaign against corrupt, inefficient Government servants, land mafia and other unscrupulous public personalities has been launched.

The Health Minister pointed out that Congress Party believes in practical and not in hollow slogans as some political parties are raising to exploit the innocent people on one pretext or the other. He said Congress Party out rightly rejects such slogans of self-rule, demilitarization which are being raised on the behest of foreign forces and not acceptable to the people of all the three reasons of the State and the country as a whole. He said these slogans clearly indicates division and disintegration of the State from rest of the country.

He said Congress was in the opinion that Governor should be from the Centre as this highly regarded post is working as a bridge between Centre and State and help create congenial atmosphere and relations. He said Prime Minister has set up five working groups by involving people of different opinions to find out amicable solution to various problems confronting the people in all the three regions of the State.

Pronouncing future course of action Mr. Mangat Ram said that upgradation of block tehsils would be considered as per the wishes of the people and feasibility fulfils for the purpose. He said genuine leaders would be given proper place in the organization and considered for candidature during the next election after approval of the central observer out of the panels framed for the purpose.

Cooperative Union demands waiving off of agriculture loans

JAMMU, Dec 2: The Jammu and Kashmir Cooperative Union today urged upon the State Government to enact a new law for organising the labour cooperatives in the State with 50 percent membership of the weaker sections of the society.

Addressing a press conference, secretary of the Union, Kashmira Singh pointed out that labour cooperatives include agriculture and forest cooperatives so that these societies could get the bussiness of earning and otherwise the cooperative societies in the State can not exist only on the income of commission charged from the supply of fertilizers to the primary agriculture societies.

Giving details about the recently held one day cooperative conference at Jammu, the Union leader said that Rajesh Sharma, chairman J&K Cooperative Union raised the demands of waiving off of agriculture loans of the cooperative societies on the pattern of the other waived loans by the Central Government and the State Government in the past. Mr Sharma has also asked the State Government that the annual grant of Rs 24 lakh to the Cooperative Union for the spread of education was not enough to meet the salary expenses of the employees of the Union.

He also thanked the State Government to direct the IFFCO and NFL companies to supply the fertilizers to the cooperative societies along with the freight charges on the same pattern which these companies have adopted in other parts of the country.

B S Manhas, director of the Union urged upon the State Government to allot the Government land on concessional basis to the cooperative schools.

BSF donates blood on Raising Day

JAMMU, Dec 2: In connection with its 41st Raising Day, Border Security Force (BSF) organised a blood donation camp at the Jammu Frontier headquarters, Ploura here today.

Inspector General of BSF, Jammu Frontier S C Vaid inaugurated the camp in presence of senior BSF officers and other personnel. The camp has been organised by the doctors of BSF under the guidance of Dr K D Sharma, Commandant (Medical), BSF Jammu and technical staff from Govt Medical College Jammu under the guidance of Dr Kumkum Sharma, HoD Blood Transfusion department of the GMC.

The officers and jawans from various units/ battalions and Frontier headquarters donated the blood in the camp. This blood was further donated to the Blood bank of Govt Medical College, Jammu for the needy patients, especially those coming from the remote areas of the region to this hospital. Dr Kumkum appreciated the gesture of the Jammu Frontier BSF in donating blood.

The highlights of the mela were variety of programmes including fun game for children, Ladies games, painting competition for children, cultural programme, medical check up camp and eatable stalls.

Mr Batnagar who was the chief guest on the occasion listened to the problems of retired BSF personnel and widows on the occasion. Those who were declared the winners of first and second position were given away the prizes and gifts.

Talking to media persons later, Mr Batnagar said such melas are held to create more public -BSF liaison so that people can know that security personnel are also from them.

He said the problems of war widows and retired personnel are being looked into and it is the endeavour of the BSF that all educational schemes for the benefit of children of the force should reach them also.

The DIG said that the incidents of infiltration have decreased and the force deployed on LoC made the attempts of infiltrators unsuccessful thrice in recent past.

Mr Batnagar said the local support to militancy is decreasing day by day and number of local militants is very less in this border belt now.

JAMMU, Dec 2: More reports of awareness programmes, organised by different educational institutions in connection with World AIDS Day, have poured in today.

Shirdee College of Education, Kunjwani, took out an AIDS awareness rally which was flagged off by R K Puri, chairman of the college. The participants spread the message of prevention from AIDS.

Students in the rally were carrying banners and posters with slogans against the AIDS.

Shastri Memorial Higher Secondary School organised a two-day conference on World Aids Day. During the conference, which concluded today, a quiz on AIDS awareness was held. Dr Kum Kum Sharma, HoD Blood Bank, was the chief guest on the occasion.

Some students also made speeches against the deadly disease and preventive measures against the same.

The two-day workshop on ‘HIV/AIDS: Challenges and Hopes’, organised by Government Degree College Reasi, concluded today. Dr Sham Lal Gupta, Principal, presided over the valedictory function in which Col Kuljeet Saini, Uniforms Force, Reasi, was the guest of honour. Speaking on the occasion, NSS volunteers elaborated in detail about the causes and symptoms of the disease.

PHE employees discuss long pending demands

UDHAMPUR, Dec 2: An executive committee meeting of PHE Employees Association, district Udhampur, under the presidentship of Som Nath, who is also state secretary of INTUC, highlighted their demands and urged the Government to implement the same at an earliest.

The meeting held that in a meeting held on July 27, the Chief Minister had taken a decision regarding enhancement of wages to Rs 2100 but formal orders were still awaited.

The Association held that Government has ordered one day extra pay to the field staff but categorically not mentioned the designation who will get the same. It said SRO 149 has been implemented in some divisions of PHE and called for issuance of orders for the remaining divisions. Association also called for filling up of vacant posts of clerical cadre, the file pertaining to which was still lying in the office of the Chief Engineer PHE Department Jammu.

The meeting demanded an interim relief of Rs 1000 till implementation of recommendations of 6th Pay Commission and that Udhampur town having been declared as "C" Class City, the orders should be issued for enhancement of HRA to 7%.

Speaking in the meeting Som Nath warned that since the genuine demands stand elaborated at every possible fora, the Association would not hesitate to take drastic steps to get the demands realized. Various other local demands were also raised which included issuance of char-coal, gum shoes, umbrella etc.

Others who spoke in the meeting included Baldev Singh, Shiv Lal Pathania, Jagdish Magotra, Baldev Raj, Rattan Singh, Subash Chander, Arjun Singh, Des Raj, Shamsher Singh, Jabar Singh, Dhera Singh and Rajinder Heera.

 

AWWA president visits Sunjwan VT Centre

JAMMU, Dec 2: Army Wives Welfare Association (AWWA) president of 26 Infantry Division, Mrs Sadhna Loomba visited Sunjwan Military station’s vocational training (VT) centre and interacted with the instructors and the trainees today.

This vocation training centre is being run by the AWWA for the empowerment of Army wives. She also planted a sapling in the premises of the VT Centre. Mrs Loomba was accompanied by other AWWA members. This centre trains the women/ girls in soft toys, socks making, embroidery, tailoring, machine knitting, stitching and school- bag making. She was briefed about the activities of the Centre by the instructors and local AWWA president. The AWWA chief stressed the need to create awareness among the ladies about AIDS awareness, health and child care, hygiene and family planning.

Meanwhile, Mrs Loomba inaugurated the nursery wing of Sunjwan Army Middle school. The new wing has been added to this school comprising of five spacious rooms. While speaking on the occasion she stressed for quality education and conduct of extra curricular and sports activities. She assured all possible assistance from AWWA for excellent functioning of this school.

Congress candidate elected as chairman
of Reasi Committee

REASI, Dec 2: Congress candidate, Yash Verma today elected as chairman of the Reasi Municipal Committee while as National Conference candidate, Suraj Parkash won the post of vice chairman.

Yash Verma defeated his rival BJP candidate Sudesh Puri by one vote. Mr Verma secured seven votes while as his opponent managed to get six votes. For the post of vice chairman, Suraj Parkash of National Conference defeated BJP candidate, Sudesh Pandotra by a margin of one vote.

In the present Municipal Committee, Congress and BJP have five members each while as PDP and NC have single member. There is also one independent in the committee.

BSP condemns Kanpur incident

JAMMU, Dec 2: Bahujan Samaj Party (BSP) has strongly condemned the desecration of the statue of Bharat Rattan Baba Sahib Dr B R Ambedkar, at Kanpur.

According to a press release, a meeting of BSP was held under the chairmanship of Tulsi Dass Langeh, vice-president of the party in which all leaders strongly condemned the incident. It was demanded that the culprits should be booked under the law.

Sewa Raman, K A Qazi, Raj Kumar Raja, Chaman Lal Bhagat, Bansi Lal, Shak Mohammed Malik, Parshotam Thapa, P C Dansalia, Girdhari Lal, Darshan Thapa, Charak Dass and others addressed the meeting.

Another meeting of BSP was held under the leadership of D R Attri to condemn this incident. Addressing the meeting, Mr Attri appealed to the people to maintain brotherhood and peace to frustrate evil designs of the anti-national forces. Meeting also appealed to the Centre to dismiss Mulyam Singh Government in Uttar Pradesh for its failure on all fronts.

A meeting of BSP workers was held at Doda city under the chairmanship of Puran Chand Bhagat, district president. Babu Ram Suman was also present in the meeting. Meeting strongly condemned Kanpur incident and termed it as shameful act. BSP leaders demanded CBI inquiry in the matter.

 
 

Seminar, painting competition organised

JAMMU, Dec 2: Students Association Bishnah in collaboration with Eco Friendly Club, organised a seminar and painting competition at Government Higher Secondary School Bishnah.

Topic of seminar was ‘How much we know about AIDS’ while theme of the painting was ‘Environmental Pollution’. Thirty students from 20 schools, participated in the each event.

MLA Ashwani Kumar Sharma was chief guest on the occasion while Principal Devinder Kour and ZEO N D Sharma were the guest of honour.

On the occasion, BMO Dr Ram Dhan delivered a lecture on dangers of AIDS.

Vote of thanks was presented by Kuldeep Raj Sharma, president of the Students Association Bishnah.

Angurana’s poetic compilation released

JAMMU, Dec 2: " Waqt Pe Khudi Lakeeren", a poetic compilation of Ashok Angurana, Commissioner-Secretary, Higher Education, was released by Minister for Health and Medical Education Mangat Ram Sharma at Abhinav Theatre, here this evening.

This is Angurana’s first publication and this bi-lingual book has his poetry in Urdu and Hindi.

At the book release function, the Minister, who was the chief guest , praised the administrative skill and creative faculty of Angurana.

Speaking on the occasion, Ashok Angurana said this was his first creative work and is spread over a period from his young years to present time. "Though I am not a professional writer but my emotion-packed poetry sprouts from my heart and reflects different moods at various times.", he stated

At the function, organised by the Academy of Art, Culture and Languages a music programme, Sangeet Sandhaya and an exhibition of paintings by young students. Shamima Azad was the guest of honour at the function.

In his welcome address, Dr Rafeeq Masoodi, Secretary, Cultural Academy presented brief resume of activities being performed by this institution. He also spoke about Angurana’s deep literary interest.

The Sangeet Sandhaya comprising musical programme was applauded.

Principal, Institute of Music and Fine Arts, Savita Bakshi presented vote of thanks, while Rajni Sharma and Raj Kumar Behroopia conducted the programme.

Mangat asks public representatives to
create awareness about AIDS

Jammu, Dec 2 : Politicians and elected representatives at the grass root level can play an important role to motivate and convince the people in general to adopt preventive measures to curb dreaded diseases like AIDS, said the Minister for Health and Medical Education Mangat Ram Sharma.

He was addressing corporators of Jammu Municipal Corporation at a function organized to involve elected representatives in the AIDS preventive campaign. The function was organized by the J&K State AIDS Prevention and Control Society in collaboration with Municipal Corporation of Jammu.

Members Legislative Council Arvinder Singh Mikki, Mayor J.M.C Manmohan Singh, Deputy Mayor Dharmbeer Singh, Municipal Corporation Commissioner Vinod Sharma, Project Director AIDS control society M.A Wani, Consultant from Blood Bank Professor T.R Raina, large number of Corporators and Doctors participated in the function.

Mr. Sharma said that elected representatives should be role model for the public so that their every word receives appreciation by the people in general. He said Corporators must take the message of adopting preventive measures not for only HIV/AIDS but other social evils to their respective wards and conduct group discussions, seminars and deliberate with people of all walks of life. He said real method to curb AIDS is to follow the principles of their religion and live a sacred life which only can save us from the worldly evils and dreaded diseases.

Project Director M.A Wani said that elected representatives who are directly connected with the people at the grass root level are the best source for change of attitude of the masses. He said solution to get rid of dreaded disease is to abstain from physical relation with opposite sex before marriage, faithful to their spouse and committed for adopting preventive measures.

Consultant Blood Bank Professor T.R Raina advocated safe blood transfusion and voluntary blood donation.

Earlier Mayor J.M.C read out welcome address and said that this session has been conducted for the awareness of the corporators so that they can take this message to their wards to convince and motivate people to help in curbing the dreaded diseases of AIDS.

18 police officials transferred in Doda

DODA, Dec 2: Senior Superintendent of Police (SSP) Doda Manohar Singh today ordered transfers and postings of various police officials including SHOs and Incharge Police Posts.

Inspector Gurmeet Singh, who recently joined District Police Lines Doda, has been posted as Incharge Operations Kishtwar. SI Anil Raina has been posted as SHO Police Station Atholi while as SI Jaleel Ahmed, transferred from Operations Group Thathri, has been posted as Incharge Police Post Khellani.

SI Raghubir Singh has been transferred from Police Post Dool and posted as Incharge Police Post Goha, SI Urfan Wani has been posted as Incharge Police Post Karara, SI Mohd Hussain was shifted from DPO Doda and posted as Additional SHO Doda while as SI Javed Iqbal, Incharge Police Post Pul Doda has been transferred and posted in Police Station Bhadarwah as Investigating Officer and PSI Ashwani Kumar transferred from DPL and posted as Incharge Police Post Prem Nagar.

Seminar on Civil Defence conducted

JAMMU, Dec 2 : With an aim to educate people about the role of Civil Defence in disaster management and during natural calamities, external aggression and other crises, a seminar on "Civil Defence as an instrument of Community Policing" was conducted today.

Civil Defence came into being at world level and in India in 1941 after World-War II. The main purpose of the organization was to render its selfless services during external aggression, natural calamities and other disasters. It provided all possible assistance to the Government during such unfortunate incidents. Even today it is a vital role during militancy in the state.

IGP Home Guards and Civil Defence Naveen Aggrawal had organized the function.

Speaking on the occasion, ADGP Dr Ashok Bhan stressed for strengthening communication network so as to provide necessary assistance during emergency. He suggested for finding out an alternative to maintain communication. He also emphasized on police public participation in Civil Defence programmes.

Kuldeep Khudda ADGP said that Civil Defence is a bridge between police and public. It is entrusted with the duty to safeguard the lives of general masses. It is playing a vital role in our militancy infested state.

Jugal Mahajan, a prominent citizens said that as our police is already overburdened with militancy and other affairs, the CD Volunteers should help them resolve minor issues.

Naveen Aggarwal, highlighted the role of CD and the remarkable work done by its volunteers.

Arun Joshi from Hindustan Times said that people should develop mindset to curb malpractices. They should willingly cooperate with CD Volunteers to stop others from indulging in social evils.

The best adjudged students of debate contest were from Government College for Women, Gandhi Nagar were also awarded on the occasion. Shiksha Charak, Miss Anchal Sharma and Manik Arora of SPMR College were presented momentos.

NIIT celebrates 25th Foundation day

JAMMU, Dec 2: NIIT Limited today celebrated its 25th foundation day all over the country.

Main function in this connection was held at the NIIT headquarters, New Delhi while at Jammu, the day was celebrated by illuminating various centres of NIIT.

Various talent display activities, which included quiz competition, Rangoli, ex-tempore etc, were organised. In conclusion of the programme, cultural items were presented and prizes were distributed among the participants.

On the occasion, a special cash rebate of Rs 5000 was also announced for each enrollment for Computer Education Programme on the day.

It was 25 years back when a Jammuite, Rajendera S Pawar, in coordination with V K Thandani and P Rajenderan, all IITians, established first NIIT Computer Education Centre at Nariman Point, Bombay. Within short span of 25 year, the NIIT brand achieved various milestones and is now having more than 3000 centres spread over all parts of India, besides, USA, UK, China, Arbian countries, South East Asia and African countries. It is Asia’s largest computer education company with a mention in Limca Book of records, said a press release.

Industry is back bone of State economy: Minister

Jammu, Dec 2: Minister of State for Industries and Commerce, PHE, Irrigation and Flood Control, Dr Romesh Chander Sharma paid a surprise visit to District Industries Centre, Kathua today and inspected all the sections therein. He checked the attendance register and enquired from the employees about the functioning of the District Industries Centre, Kathua.

During his inspection the Minister sought detailed report of District Industries Centre, and said that no corrupt officer/official would be tolerated.

Speaking on the occasion, the Minister said that Industrial sector is the back bone of the state’s economy and coalition Government headed by the Dynamic leadership of Jenab Ghulam Nabi Azad is committed to exploit every natural sources to boost the industries which will not only generate employment but will also strengthen the economy of the state. The minister asked the employees to work with dedication and honesty. The minister was informed that District Industry Centre has registered 105 units during the current financial year and 72 un-employeed educated youth were provided financial assistance to establish their units.

The Minister was also informed that under package of incentives for the rapid growth 22 unit holders were provided 3 to 5% subsidy, 30% CIS to 8 beneficiaries and 100% to DG sets were provided.

During the year, 2005-06 under Prime Minister’s Rozagar Yojana against the target of 159 cases,105 cases were sanctioned.

General Manager, DIC, Kathua, Rita Parimo apprised the minister that under District Plan during 2005-06, Rs. 74.5 lakh were allocated.

Earlier, the minister paid surprise visit to Public Health Engineering Department, Kathua.

During his visit to PHE Division Kathua the minister was informed that about 85 schemes under ARP Phase-IV and MNP are under progress. Out of which 2 schemes have been commissioned.

Executive Engineer, PHE apprised the minister that 26 more schemes would be completed by the end of current financial year.

Sai Sham College holds seminar,
poster making competition

JAMMU, Dec 2: The Environment Club of NSS Unit of Sai Sham College of Education organized a seminar and poster making competition to observe Environment Awareness month in the college premises.

Total 30 students participated in the seminar and poster making competition. In the poster making competition the theme of which was "Save environment save life", Ms Anupama Sharma, Mahavir and Mahendar Kumar won the first,second and third prizes respectively. The theme of the seminar was "Man—Destroyer or creator of Environment"and Urmila won the first prize in it. The second and third prizes were bagged by Dilip and Pushpinder respectively.

The programme started with the lighting of lamp by chairman C L Tickoo who was the chief guest on the occasion.

Highlighting the importance of the theme , Dr Usha Tickoo, Principal of the College stressed upon the role of teachers in creating Environmetnal awareness among the new generation. The programme was held under the supervision of Urmila Kaul, Ms Rashim Sharma and Ms Shalini Dogra teacher incharge Environment Club and Prof. S N Manhas , Programme Officer NSS Unit.The proceedings were conducted by Prof Anita Gupta.

Two-day national seminar on Service
Marketing begins at JU

JAMMU, Dec 2: Two-day national seminar on ‘Challenges and Opportunities in Service Marketing’, organised by the PG Department of Commerce under SAP-DRS programme, began today at Jammu University.

Dean Academic Affairs Prof B P S Sehgal, inaugurated the seminar and hoped that the deliberations during the two-day technical sessions would greatly help the participants to better understand minute features of the service marketing.

Key note address was delivered by Prof T N Mathur from the Rajasthan University, Jaipur, who traced the origin of service marketing from ancient time to the modern form.

Prof N D Mathur from Shri Mata Vaishno Devi Shrine Board University, Katra, in his presidential address, emphasized on distribution of service to ensure equity, growth and profitability.

Earlier, in his welcome address, Prof R D Sharma gave a brief evolution and growth of Special Assistance Programme of UGC in building the Department of Commerce.

On the occasion, a book on ‘Service Marketing in Finance Sector’, written by Prof Neetu Andotra and Puja Gupta, was also released by Prof B P S Sehgal.

The stage was managed by Hardeep Chand and Dr Gurjeet Singh.

During the technical sessions, 20 papers on varied aspects of service sector were presented by the participating faculty members and research scholars.

BSF restricts farmers from cultivating land: MP

JAMMU, Dec 2: Member Parliament (RS) and senior PDP leader Tarlok Singh Bajwa has strongly criticised the Border Security Force, Jammu sector for not allowing farmers to cultivate their land lying across the fencing, closer to zeroline all along the international border in the region.

In a press statement issued here today, the MP alleged that Government has erected barbed wire fencing along the IB in Jammu sector to prevent infiltration. Since the fencing has been erected deep inside the IB, thousands of acres of land of the farmers has gone on that side of the fencing. The border villagers have to go to their fields for work after crossing the entry gates. Mostly the gates have been established at longer distance and they are opened only for a limited period.

Mr Bajwa alleged that he has received several complaints of the border villagers that BSF men do not allow women and children to work on that side and moreover, gates are opened for only a limited period, causing lot of hardships for the farmers residing along the border.He pointed out that there was no restriction to the farmers on the other side of the IB and senior BSF officers at Posts or even Battalion level hardly bother to listen to the plea of local farmers. He said that thousands of acres of land was going waste due to this attitude of the Force and the farmers were also facing difficulty in transportation of fertilizers and seeds etc. due to restrictions.

The MP demanded that BSF should increase the time period and remove hard restrictions. He strongly demanded that fencing be re-erected along the extreme Pak border as there was total peace in view of ceasefire. He also demanded that farmers whose land was used for land mining during war alert few years back, be given full and final compensation. The farmers who have lost their land in the fencing process should also be compensated properly, Mr Bajwa maintained.

BJP backs Rangarajan

JAMMU, Dec 2: Extending its full support to the Working Group on economic reconstruction’s opinion of formulating a comprehensive land lease policy to attract private sector, State Bharatiya Janata Party (BJP) today demanded a "liberal land lease policy" for the economic growth of the State.

"To ensure the proper economic growth of the state,there is a need to liberalize the land lease policy " said former State BJP president Dr Nirmal Singh at a press conference here today.

The BJP leader, who represented his Party in Working Group on Economic Reconstruction which met here yesterday under the chairmanship of Dr C Rangarajan however, criticized the coalition partners in the State Government and the main opposition National Conference (NC) for "politically blackmailing" the Centre.

"The representatives of State Government and the Opposition National Conference (NC) were non-serious about the working group meetings," he alleged.

Accusing the opposition NC of politicising the issue, he said BJP apprehended that the fate of these working groups would be same as was that of Gajendara Gadkar Commission. "No doubt the Prime Minister was instrumental in setting up the working groups, but when the real actors in the state are nonserious what will be their fate"he asked?

The BJP leader said that he made it clear in the working group meeting that Article 370 was a main hurdle in economic growth of the state and bringing the people of the state into the national mainstream.

He said the various issues raised by him include that there should be no hegemony of one region over the other in the distribution of funds. Moreover, the steps be taken for encouragement of local entrepreneurs and revival of sick industries, abolition of contractual system in appointments after regularizing these employees and Kashmiri Pandits be given their share in employment.

ASKPC opposes move to shift migrants
from Gulshan Ground quarters

JAMMU, Dec 2: All State Kashmiri Pandit Conference (ASKPC) today accused the Government for being non serious towards the rehabilitation of migrants putting up at Police Lines Gulshan Ground in PWD Block Third as no sincere efforts are being made in this regard.

The organization, in a meeting held under the chairmanship of its president A N Vaishnavi expressed dismay over the repeated move of the Police Department to shift these migrants to other places.

Mr Vaishnavi alleged shifting the migrants from Gulshan Ground to other places will be another migration for them and it will affect the education of their children also.

He said despite the assurances of the Minister of Health and Medical Education and Director General of Police that no migrant will be dislocated from the quarters the Estates Department of J&K police is pressurizing these migrants to leave the quarters.

The senior vice president of the organization R K Raina and general secretary, H L Chatta have demanded that the migrants putting up in 13 sets of the building be shifted to adjacent sets till the completion of work.

These leaders in an appeal to Chief Minister have sought his intervention in the matter.

Four day farmers training camp concludes

JAMMU, Dec 2: The four days farmers field school training camp at village Bandhwal which was organized by Department of Agriculture from November 29 concluded today.

The camp was inaugurated by M A Mir , SDAO Akhnoor and it was organized by AEO and staff members of Zone Bamal.

In the camp the farmers were imparted training regarding recent and latest technical know how of cultivation of different rabi season crops, Zero tillage, use of bio fertilizers, Kissan credit cards schemes etc.

They were also guided how to tackle the problems faced by them like non availability of irrigation water at the time of sowing of crops.

The officers who took part in the camp include R R Raina, Guldev Raj, Subash Singh, Masood Ahmed and K K Nakashi SMS.

IAF personnel killing case
Malik exempted from personal appearance

Jammu, Dec 2: Presiding Officer TADA/POTA Court, Wani ND today exempted JKLF Chief Yaseen Malik from personnel appearance for today.

When the case regarding killing of five Air-Force personnel was taken up, the counsel for the accused presented an application for the exemption JKLF Chief Malik on the ground that the father of Malik is going to holy pilgrimage of Haj tomorrow and he being the only son has to make the arrangements for the departure of his father and also to see him off at airport so he cannot attend the Court today.

Upon this, Presiding officer TADA/POTA Court exempted Malik for today's hearing. Other accused Showkat Ahmed Bakshi, Ali Mohd Mir, Manzoor Ahmed Sofi, Javid Mir, Mohd Rafiq alias Nanaji, Mehraj-ud-din Sheikh and Javid Zargar were present in the Court today.

Senior Advocate ZA Shah appearing for the accused concluded his arguments. He asserted that the statement recorded by SP, CBI is not a police officer under J&K Police Act and, therefore, he cannot record the statement u/s 15 of TADA in respect of the offences committed within the state of J&K. He further submitted that identification parade is contrary to law and therefore, is inadmissible in evidence.

On the other hand Assistant Special Public Prosecutor appearing for the CBI sought time to reply the arguments advanced by the counsel for the defence. It is worthwhile to mention that prosecution has already opened the case and has made deliberations regarding the frame of charge against the accused. Court, however, granted time to the CBI to reply the arguments and supplement it with law laid down.

According to the case which was committed in the month of January, 1990, while the Air-Force personel were standing at Batmaloo waiting for Air-Force bus and in the meantime they were killed in the indiscriminate firing. The case was registered and the investigation was handed over to CBI and the case is still at the stage of framing charge after 16 years.

Kathua Police nabs fake CID officers

KATHUA, Nov 2: Kathua Police today nabbed two youth, who were impersonating as CID officers. One of their companion is still at large.

Reports said that one Subash Sharma, son of Makhan Lal of Kali Bari, lodged a complaint with police they he was kidnaped by three youth on Friday night. He alongwith his vehicle was taken into a house where the kidnapers started checking documents of his vehicle. The youth were impersonating as members of the special team of CID.

The kidnapers, who were demanding Rs 20,000 from Subash Sharma to release his vehicle, was allowed to go to his home to bring the money. Mr Sharma straightway rushed to the Hatli Morh Police Station and informed the police about entire episode.

A police party rushed to the spot but all the three slipped away from the scene. This morning police nabbed two of them identified as Sourab Kumar and Jagga. A case under section 342/364/382/34 has been registered in this regard.

ISAP conducting agriculture entrepreneurship training prog

JAMMU, Dec 2: Indian Society of Agribusiness Professionals (ISAP) has been designated as nodal agency for conducting Training Programme for Agriculture, Horticulture and Forestry Graduates by National Institute of Agriculture Extension Management (NIAM) for Jammu and Kashmir regions separately.

The Agriculture Graduates, who are the State Subjects of J&K, will be eligible for the training programme which envisages imparting practical training and skill development in entrepreneurship leading to establishment of agriculture enterprise.

The programme has been sponsored by Government of India through ISAP in J&K under agri-clinics and agri-business centre scheme. The programme will commence at Sher-e-Kashmir University of Agriculture Sciences and Technology (SKUAST-Jammu) and would be of 60 days duration.

The candidates will be trained to set up their own enterprise for various products and contact the farming community in Jammu region. The project also includes support for the entrepreneurship in raising funds.

The programme will be in batches of 30. Lt Col (retd) H.P. Singh is the Nodal Officer.

JAMMU, Dec 2: Congregations of various Biradaris will be held on December 3 and 4 respectively.

Congregation of Gandhi Biradari will be held on December 4, 2006 at village Nandpur.

According to a press release a meeting of the Biradari members were held today to finalise arrangements for the congregation. Religious function followed by Bhandara will be held at the Devsthan.

Congregation of Manhas Biradari will be held at Peer Charang Nath on December 3, 2006 and Mian Shaheed Kishan ji on December 4, 2006 at their Devsthan at Purana Hamirpur (Kona) on December 4 and 5.

Half yearly congregation of Tagotra Biradri will be held on December 4, 2006 at Datiji and Dataji Desthan at Kaluchak.

Devotees from Delhi, Punjab, Mumbai and Kalkutta will attend the congregation.

Annual congregation of Gandotra Biradari is being held on Monday, December 4 at village Krimchi, Mansar.

The organisers have extended an open invitation to Biradari members to participate and seek blessing of Kuldevta.

Protest against unauthorised absence of docs from hospital

BHADERWAH, Dec 2: People of the town today held protest demonstration against the shortage of doctors in the Sub-District Hospital Bhaderwah and demanded stern action against those doctors and para-medical staff members, who have developed a habit of remaining absent from the duty.

Reports said that two days back one person received severe injuries after having a fall from the roof top of his house and he was immediately shifted to SDH Bhaderwah. But no doctors was present in the hospital at that time.

Moreover, when three critically injured persons, who sustained injuries in road accident, were rushed to hospital nobody was present to treat them leading to their referral to Government Medical College Hospital Jammu.

Concerned over continuous absence of the doctors from the hospital, people of the town today held massive but peaceful demonstration against the Health Department and alleged that senior authorities of the Health Department were not taking the unauthorised absence of the doctors from the hospital seriously despite the fact that ailing people have been facing lots of problems.

The protest demonstration continued for quite longtime after which senior police officers and from civil administration visited the spot and assured the agitating people that they will brought the matter to the notice of senior officers of the Health Department.

It was only after the assurances from the police as well as civil authorities that the protest demonstration came to an end.

Anganwari workers stage protest dharna in Jammu

JAMMU, Dec 2: Anganwari Workers and Helpers of the Social Welfare department staged a protest dharna outside the office of Divisional Commissioner, at Mubarik Mandi here today.

The Helpers and Workers are struggling since long for the redressal of their genuine and justified demands. They alleged that paying Rs 1300 per month to Anganwari workers and Rs 640 to the Helpers was sheer exploitation of the fair sex engaged in the job by the SWD. They demanded enhancement in the wages of Anganwari workers in the grade of Rs 2550-3200 and their regularisation.

The speakers including president of the Anganwari Workers Association, Suman Suri, Asha Sharma-sr vice president and Nirmal, general secretary demanded that graduate Anganwari workers be provided 50 % promotional quota and matriculates 50 % for the next promotion to the post of Supervisor as per their experience. Helpers who are matriculates should also be promoted as Anganwari workers as per tenure of service. They also demanded separation of ICDS from the Social Welfare department besides enhancement of their wages.
