JMM
flays Kashmiri leaders for statements
on
land lease issue
Excelsior
Correspondent
JAMMU, Nov 30: Prof
Virender Gupta and H B Khajuria,
president and senior vice president of
Jammu Mukti Morcha reacted sharply to the
statements of NC and PDP leaders
criticizing the Government decision of
giving on lease State land to persons
from outside the Valley.
Both the
leaders asked the Kashmiri leadership
that they should leave Jammu and dispose
off the property they have acquired in
the Jammu region, if they oppose and
dont allow any person from outside
the valley including the residents of
Jammu province to settle in the valley
even temporarily.
The JMM
leaders held that Kashmiris have no moral
right to construct permanent structures
in Jammu region and even in the rest of
the country. They added that the leaders
of NC and PDP always raise bogey about
the danger to Kashmiriat even if people
from Jammu region try to settle in
valley.
The Morcha
leaders warned these leaders that because
of settlement of large number of
Kashmiris in Jammu they also also posing
a danger to the culture and identity of
Jammu region.
If the
Kashmiri leaders build up palatial
buildings and possess huge property in
Jammu and also in rest of the country,
they have to allow the people from
outside to the valley on the basis of
reciprocity.
The JMM
leaders demanded that Kashmiri leaders
should shed narrow-mindedness and
hypocrisy and understand the realities.
Keeping the Kashmir isolated from the
rest of the world will not serve the
interests of the people of the valley and
nor this parochial attitude was going to
save Kashmiriat.
The Morcha
leaders said the concept of Kashmiriat
has become narrow, covering only a
section of Kashmiri society and Kashmiri
speaking particular religious group. It
even excludes the Kashmiri Pandits, who
remained part and parcel of the Kashmiri
society and who contributed to enrich the
Kashmiri traditions and culture.

Militant
involved in Udhampur blast acquitted
Excelsior

Jammu, Nov 30: Presiding Officer
of TADA/POTA/3rd Additional Sessions
Judge Jammu Wani ND today acquitted Mohd
Arfan of Lodhra Tehsil Ramnagar District
Udhampur who was facing trial in a
grenade explosion case at Sailan Talab
Matador Stand on May 9, 2004 along with
accused Mohd Shafiq, who was proceeded
u/s 512 CrPC and declared absconder.
According
to the prosecution case, the accused
person exploded grenade in order to
disseminate militancy and create terror
among the common people. One to this
explosion, few persons sustained injuries
and a case u/s 307 RPC 7/25 Arms Act and
3 PSS Act was registered. During the
investigation police seized the splinters
of exploded material, recorded the
statement of witnesses and after
completion of the investigation presented
challan in the Court on June 4, 2005. The
accused Mohd Arfan was charge sheeted
under Acts and prosecution examined
witnesses.
In the
acquittal judgment, the Judge after
hearing both the sides, observed that the
whole evidence so far adduced by the
prosecution comprising independent
witnesses as well as police officials.
They have not identified the accused nor
their whisper in the evidence that
accused exploded a bomb in Salian Talab
matador stand or any grenade was
recovered from the possession of the
accused or at his behest. There is not
even an iota of evidence that accused
made disclosure to the effect that he
concealed a grenade in the bushes, which
police alleges to have recovered. Mere
fact that few persons sustained injuries
and record of FSL endorses that splinters
sent to the laboratory were found of gun
is not sufficient to implicate the
accused for the commission of offence u/s
3 PSS Act. Identity of the accused has
not been established; his presence on
spot or near by place of occurrence has
not been established. It has not been
proved by the prosecution that accused
was in any way involved in the commission
of offence. The evidence educed is very
weak and feeble. With these observations
Court acquitted accused from the charges
leveled against him with the direction
that the file put up again as and when
accused Mohd Shafiq who was declared
absconder is arrested or brought before
the Court.

NPP MLAs meet
Qarra, allege financial
irregularities in R&B
Excelsior
Correspondent
JAMMU, Nov 30: National
Panthers Party MLA from Ramnagar
and former Education Minister
Harshdev Singh alongwith his
Party MLA Samba Yash Paul Kundal
met the Minister for Finance T H
Qarra here today in connection
with pre-budget deliberations and
gave suggestions for
incorporating the same in the
forthcoming budget.
The
NPP leaders gave several
suggestions for the active
consideration of the Government.
He suggested waiver of
agriculture loan raised by
farmers of Jammu region on the
pattern of Kashmir region where
loan raised for trade, tourism
and house boat business were
waived off long time back. He
demanded enhancement of
honorarium of RET teachers, grant
of special financial assistance
to the bad pocket areas, raising
of allocations for district plans
from 40 to 60 percent,
enhancement of wages of PHE
workers to a minimum of Rs 2100
per month, establishment of
mini-hydro power projects in
remote areas, and settlement of
problems of the displaced persons
from POK and West Pakistan.
Mr
Singh demanded that decisions of
District Development Board
meetings be implemented. He
regretted the non-implementation
of many decisions taken in
Udhampur Board meets. He pointed
out that equitable disbursement
of non-plan funds be ensured
amongst various areas and sectors
so as to ensure just and
equitable treatment to all.
Several development works
especially roads have come to a
grinding halt because of
complicacies involved in forest
clearance.
Commenting
on functioning of R&B
Department, Harshdev alleged that
funds provided to the department
for cost-over run schemes under
NABARD in April 2006 have still
not been disbursed to various
districts. No proper system is
being followed for release of
funds in this sector giving rise
to great resentment amongst
various districts/
constituencies. The MLA said that
R&B received funds under
NABARD in July -August 2006 but
neither the funds have been
released by the Administrative
Department nor have the works
been taken up, thus making
mockery of fiscal responsibility
and budget management.
The
NPP MLAs further alleged that
R&B received funds under
PMGSY Phase-IV in 2005. No action
has been taken even after lapse
of one year thus indicating
highest instance of financial
indiscipline and irregularities.
Moreover, wasteful expenditure is
being incurred by the Department
on the unwanted publicity and
self projection at the cost of
public exchequer, they
maintained.
