distribution system
Sir,
This refers to reports
appearing that LPG cylinders which are
otherwise meant for the domestic purpose,
are being fitted into vehicles, as a
replacement of petrol for fuel. According
to the report ''Despite being aware of
this illegal practice and having enough
powers to nip the evil, the Government
agencies are not ready to bring an end to
this illegal practice''.
In this regard there are
some glaring examples in the distribution
e.g.
* LPG cylinders, meant for
domestic use, are easily available for
use by shopkeepers while consumers have
to wait for days together to fetch a
single cylinder. Long queues can be seen
outside the LPG cylinder outlets. The
cylinders are also not containing the
full quantity of LPG for which the
consumer pay to the gas company.
* Distribution of ration and
kerosene oil to the public is also under
taken by CAPD department and how this
department is performing its duty can be
well judged from the fact that kerosene
oil is available in abundance in the
black market round the clock where as in
depots/outlets there is very less
kerosene oil.
* If we talk of distribution
of ration to the consumers through ration
depots, the position is no different.
Consumers often raise voices against
untimely and sub-standard quality of
atta, rice and sugar through ration
depots.
* We often come across
reports of police raiding some godowns or
intercepting trucks carrying ration meant
for public distribution being carried to
other places for selling in black. This
shows that items meant for distribution
to consumers are diverted and sold at
high rates.
All this can never be
possible without the knowledge and active
in involvement of the officials and field
staff. The present Government which talks
of accountability, transparency and
rooting out of corruption, should take
immediate and effective steps to ensure
that the LPG cylinders, kerosene oil and
ration reaches to the consumers and those
involved in misuse and diversion of these
items for black-marketing are booked
under law. For this purpose, the
Government should not hesitate in giving
effect to massive overhauling of the
public distribution system.

canal
Sir,
The recent decision to start
the work on the Kandi canal in Doda
district by the Chief Minister has been
well received by the people of the area.
The construction of this canal was a long
standing demand of the public of the
area.
Now after a long gap of
sixty years when the demand of the canal
was first raised the work on the canal
has started. With this canal, when it
will get completed the people of the
Kandi area of Doda district from Gandoh
to Bela will get assured irrigation for
their fields. The huge area of thousands
of acres is at the mercy of the weather
Gods at present. It is hoped that the
work on this canal will progress without
time delays and that the project will be
completed soon. The people of the area
are appreciative of the decision and
thank the Government for the start of
work on the canal.

Water
supply
Sir,
A news report titled,
''Water supply in city touches 1 cr (DE,
Nov. 25)'' has brought before us the fact
that if administration galvanises itself
it can fulfill the promise about the
completion of any project within the
timespan earmarked for it. This has been
proved in the case of restoring 1 cr
gallon of water supply to the city within
the promised 45 days. For this the
Department of PHE deserves kudos.
Although the daily need of
the water in the city is 1.4 Cr gallons
it is hoped that the shortfall will be
argumented soon. In this restoration
process the shortfall argumentation was
tackled on war footing and to the welcome
surprise of everybody it was achieved
well in time. In this process I would
like to say that the needs of all the
area of Jammu city are increasing as far
as water demand is concerned. The
Municipal cooperation of Jammu should
take this in view. The concerned
departments like PHE as well those who
frame the master plan for the future
needs of the expanding city should focus
on the rain harvesting techniques so that
the low water table is raised. Besides
the proposal to filter water from Chenab
should also be taken in hand so that the
future drinking water needs of the city
are taken into consideration.
