* Leakage through distribution pipes in Jammu City is a major problem for Public Health Eng. Department.

* Leakage cause low pressure at consumer's end and practically no water reaches at upper floors.

* Low pressure forces consumers to install booster pumps on the water lines, which is illegal and deprives neighbours of their legitimate requirement of water. Further, it causes pollution of drinking water by sucking in waste water from drains & cesspools, causing water borne diseases.

* Entering of Sewage into pipe line because for prevalent low pressure leads to water borne diseases.

* Using of booster pump may also lead to entry of filth into suction pipes.

It is Notified for the information of all the concerned that the students who are more than 40% Physically disabled (Deafness, Dumbness, Blindness, Lower Vision, Leprosy Cured, Hearing Impairment, Loco-motor disability, Mental retardation, & Mental Illness and the like) of permanent nature, of Secondary School Examination (Class 10th) & higher Secondary Part -II (Class 12th) have to pass the examination if he/she secures, atleast only 28% marks instead of 33% in Secondary School Examination and 31% marks instead of 36% in case of Higher Secondary Part - II Examination in each of the five subjects save in English, where only 28% marks are required to pass. Where-ever practical examination is involved. This percentage of 28% and 31% shall be required by a candidate in theory and practical examination separately.

This Regulation is in addition to chapter X (Examination General) 17, (iii) and 24, (i). It is also mentioned here that physically disabled candidates have to produce a certificate from District Medical Board (Competent Authority appointed by Directorate of Health Services Kashmir/Jammu) or documentary proof from Department of Social Welfare J&K in support of their claim.

Moreover, no Examination fee/other fees shall be charged in cases of Disabled students (Deafness, Dumbness, Blindness, Lower Vision, Leprosy Cured, Hearing Impairment, Loco-motor disability, Mental retardation & Mental Illness) who are more than 50% Physical handicapped of permanent nature.

Application on prescribed proforma for grant of scholarship for Post Matric Level courses are invited from the students belonging to SC/ST/OBC and physically Handicapped categories studying outside and within State of J&K. The scholarship includes tuition fee and all compulsory non-refundable fee paid by the students studying in Govt. or private Institutions recognized by the Govt/UGC/Board of Technical Education as per fee structure approved by Govt. Besides maintenance allowance is also admissible under rule. The application forms should be accompanied with the certificates mentioned hereunder duly recommended by the Heads of concerned institutions and forwarded through the concerned District Social Welfare Officers.

a) Permanent Resident Certificate.

b) Caste/Category certificate.

c) Parents/Guardian Income Certificate from concerned Tehsildar in case of students whose parents guardian are non Govt. employees. In case of employed parents/guardians salary certificate issued by the concerned Drawing & Disbursing Officer is required along with affidavit that the income from all sources does not exceed the prescribed limit, which is as under:-

1. For SC students Rs. 1.00 lakh per annum.

2. For ST students Rs. 65,290/- per annum.

3. For OBC/Physically Handicapped students Rs. 44,500/- per annum.

d) Marks certificate (duly attested by a gazetted officer) for the last three years examination passed.

e) Bonafide certificate of the concerned institution.

f) Passport size photographs to be pasted on application forms.

g) Receipt of fee of the concerned course.

h) Promotion certificate in case the student has passed the previous examination for which scholarship already received.

i) Hostel certificate (in case the applicant desires to avail the Hostel facility).

j) The scholarship to the students of private institutions is admissible only to the institutions affiliated with the universities recognized by the Govt./UGC/Board of Technical Education.

k) Utilization certificate of previous amount of scholarship.

The application forms for the year 2006-07 should reach office of concerned Distt. Social Welfare Officers in case of students studying within the State and Directorate of Social Welfare Jammu in case of students studying outside the State by or before 30th of November 2006. The applications received after the prescribed date will not be entertained.

NOTICE INVITING TENDERS

For and on behalf of Governor of J&K State sealed tenders through Registered/Speed Post affixed Rs 2/- revenue stamps are invited from the registered firm A Class Electrical Contractor for the supply and erection of 2 Nos. 13 M Medium high Mast Lighting system of Bajaj/Philips GE make as per the specifications given below on the prescribed format which should reach in the office of the Municipal Committee Basohli on or before 30-8-2006 at 12.30 PM as per the terms and conditions of the tenders notice.

Specification :-

Design, Supply, Installation testing and commissioning of medium Mast lighting system by using 13 m long pole with 6 nos 2x400 w MH luminaries along with adjustable ring and other allied, complete job as per specifications.

TERMS AND CONDITIONS:-

1. Tender documents containing application for quoting offer can be obtained from the office of the Municipal Committee Basohli upto 28-08-2006 on any working day during office hours on payment of Rs 200/- only against proper receipt.

2. The tenders offering the rates should be submitted in a sealed envelop addressed to the President/Executive Officer Municipal Committee, Basohli duly subscribed as tender for medium light mast, accompanying earnest money in shape of CDR pledge to the Executive Office Municipal Committee, Basohli of an amount of 10,000/- (Ten Thousand only). Tender without CDR shall be rejected.

3. The Tender received shall be opened on the same day at 1.30 PM by the President/ Executive Officer purchase committee in the presence of tenders of their authorised representatives, who may be present at the time of opening of tenders.

4. The rates must be quoted inclusive of all taxes and charges duly typed without and cutting, over writng and erasing.

5. The detailed rates received on the opening tenders shall be submitted to the Director Urban Local Bodies, Jammu for finalization of contract. The successful approved contractor shall be informed accordingly for execution of work.

6. The approved contractors shall have to complete the work within 25 days from the date of award for execution of work, issued in favour and in any case of default the award shall cancelled at the risk and cost of contractor with for-feiture of the earnest money.

7. Payment for the material is released only after successful erection and commissioning of the light mast at site.

8. The approved contractor shall give undertaking for guarantee for the installation for a period of 12 months/years from the date commissioning against any technical defect before release of payment in his favour. Any such defect occurred during the guarantee period shall be rectified by the contractor free of cost.

9. The earnest money pledged by the contractor in favour of Executive Officer Municipal Committee Basohli shall only be released after the successful completion of guarantee period i.e 12 month.

10. Any accidental or otherwise claim under the provision of works men compensation. Act shall be obligation of the approved contractor.

11. All facilities to the providing under the labour law to the labour engaged for on execution of works shall be liability of the contractor.

12. The Municipal Commitee Basohli or any other authority of the department shall not be responsible for any damage, loss, theft or breakage occurs during the course of execution of work to material to be used for the purpose.

13. The Director Urban Local Bodies, Jammu reserves the right to accept or reject any offer of without assigning any reason. He shall not bound to accept the lowest rates thereof.

14. The Contractor is required to respect and abide the rules and regulation of Sales Tax, Income Tax and other departments. He must have to appended PAN No. and Sale Tax clearance Certificate and also have a certificate of External Electrical work app 2-00 Lacs issued by not less than rank of XEN.

All such offers alongwith the terms and conditions duly signed by the tenderer at the space mentioned therein must be sent to the undersigned on the address of Shri Mata Vaishno Devi Shrine Board, Central Office, Katra through registered Post AD/Speed Post or through reputed courier service or can be put in the sealed Tender Box kept in the Central Office, Katra. Conditional tenders or tenders received after the stipulated date and time shall not be considered. The scope of activities in housekeeping/cleaning services and other terms and conditions shall be as per annexure to the Tender Form.
