2-day workshop on Ladakh
Vision-2025 Excelsior Correspondent Srinagar, May 9: Chief Minister Mufti Mohammad Sayeed today said that Ladakh is fast emerging into a model for peoples involvement in development process and optimal use of resources. Inaugurating the two-day workshop on Ladakh Vision-2025 prepared by the Ladakh Autonomous Hill Development Council (LAHDC) here, the Chief Minister asked for paying due attention to preserve the cultural identity of Ladakh while devising policies for its future development. Present on the occasion were Deputy Chief Minister, Mr. Mangat Ram Sharma, other Ministers, senior officers and representatives of various national and international development agencies. The Chief Minister said his Government believed in the overall development of all regions of the State and the empowerment of the LAHDC was a step in that direction. He said the council earlier had certain grievances with regard to the grant of powers and with its empowerment these have been addressed. Mufti Sayeed said Ladakhis have set a good example by demonstrating their faith in non-violence. He said the low rate of crime in the area is a proof of the level of tolerance and harmony among the people there. He said the old trade routes opening up to Sin kiang and Tashkent passed through Ladakh. Terming the preparation of the Vision document as a great step by the LAHDC, the Chief Minister said Ladakh is full with potential in tourism and trade. He said tourism in the area needs to be developed, not as a five star culture but, in a manner so that every village and villager becomes a part of this development. He said with the improvement of relations with China, the revival of traditional trade routes with Tibet and China needs to be explored. He also demanded the annual Kailash- Mansarovar yatra be started from Leh as it is easy to reach Mansarovar from Leh. The Chief Minister asked the experts attending the two-day workshop to come up with suggestions to make the document more comprehensive. He also asked to blend the socio economic development with the cultural identity of the area. Speaking on the occasion Deputy Chief Minister, Mangat Ram Sharma said the coalition Government soon after its coming to power empowered the Hill Development councils of Leh, Kargil and he alongwith the Chief Minister toured the area extensively to take stock of the developmental process being carried on in the region. He said the area is witnessing a spurt of activity in tourism, rural economy, Pashmina industry and small-scale industry. He appreciated the role of NGOs in this regard. In his address, Minister for Science and Technology, Nawang Rigzin Jorha said the present Government in terms of resource allocations has done parity with all the regions of the state. He said this Government under the leadership of Mufti Mohammad Sayeed has been responsive to the urges and aspirations of all areas of the State. Mr. Jorha said Kashmir and Ladakh have complementary and supplementary roles for each other and not adversarial positions. He said tourism and handicraft joins both regions and the two people need to work hand in hand for a prosperous joint future. |
DGP for strengthening grievance redressal mechanism Excelsior Correspondent Srinagar, May 9 : The Director General of Police, Mr. Gopal Sharma, today inspected various police establishments including police headquarters (PHQ) that re-opened here today following the bi-annual darbar move to the summer capital of the State. The Director General of Police also had an interaction with the senior police officers and staff at the police headquarters. Mr. Sharma , on his arrival, was presented guard of honour by the contingents of Armed Police at PHQ lawns. The DGP along with top brass police officers inspected all the sections of PHQ to make sure that officials are fully equipped with proper infrastructure and other working conditions. He also enquired about the residential accommodation available to the employees. On the occasion, the DGP appreciated all ranks of PHQ for putting in best efforts during transit days to open the records in time and making all the sections fully functional on the first day of darbar move in the summer capital. He impressed upon the senior officers and other ranks of the police to strengthen the grievance redressal mechanism and attend to the problems of the people promptly. HC orders petitioners reinstatement Excelsior Correspondent JAMMU, May 9: Justice Permod Kohli of the State High Court has directed the authorities of IRP to re-instate the petitioner forthwith with all consequential benefits. In is six page judgment, Mr Kohli observed that from the record it appears that the petitioner was under treatment atleast upto April 15, 2002 and there was no question, he being absent from March 17, 2002 till April 15, 2002. Even in regard to absence beyond April 16, 2002, petitioner has not been put to any notice or not provided any opportunity of being heard. All the signals and notices said to be served upon the petitioner were actually not served upon him. There has been violation of principle of justice. The orders of discharging the petitioner from the services are quashed with the direction to the respondents to reinstate the petitioner forthwith, the Justice held. This order was passed on a petition filed by Joginder Kumar through advocate DK Khajuria, challenging the validity of the order dated December 20, 2002 passed by Commandant IRP Ist Battalion whereby the petitioner was discharged from the service on the pretext that he had absented from service. Infact, it was established that the petitioner was under treatment at RS Pura Hospital when he was discharged from the services. |
Farooq for liberal financial aid to JMC Excelsior Correspondent JAMMU, May 9: Former Chief Minister Dr Farooq Abdullah today asked the State Government to give liberal aid to the newly constituted Jammu Municipal Corporation (JMC) for the over-all development and upliftment of Jammu city. Addressing a seminar on Chaotic Jammu Traffic Whos Responsibility by Royal Institute of Driving and Maintenance here this evening, Dr Abdullah said that need was for adequate funds to improve sewerage and drainage system in the city. "Government should do justice with all sections of the society and adequate funds must be given to all institutions", he said with an obvious reference that JMC is headed by Bharatiya Janta Party. Dr Abdullah said that it was duty of the State Government to ensure smooth flow of funds in JMC for the development of Jammu city. He advised that politics should not be involved in developmental process. "Developmental activities should continue despite change of guard", he argued but regretted that pace of work on four lane highway project has gone very low after installation of United Progressive Alliance (UPA) Government headed by Dr Manmohan Singh. Pointing towards the traffic of Jammu city, Dr Abdullah said that only Traffic Police should not be held responsible for present mess. He said that it was duty of all the citizens to follow traffic rules. The former Chief Minister admitted that there was corruption in the administration from upper to lower level. "First of all we have to change the system", he suggested and added that honest officers should be appointed at important positions to keep a check on corruption to some extent. Dr Farooq Abdullah narrated example of senior IPS officer Ram Parkash, known for his integrity and honesty. "Despite being posted as Inspector General (IG) Traffic, Mr Ram Parkash maintained his honesty and integrity", he said. Speaking on the occasion, Minister of State for Finance, Babu Singh said that lack of vision among policy makers was the real cause of prevailing mess in the system. In his thought provoking address, Mr Singh said that thinking of our policy makers was short term. "We have to think about coming 100 years before formulating developmental policies", he said and added that populist polices were also responsible for mess in the system. He suggested that Traffic Police should be separated from police so as to make it more functional and professional. Speaking on the occasion, Kavinder Gupta, Mayor of JMC argued that it was duty of all departments to solve traffic problem in the City. He assured the gathering that JMC will take effective steps to solve this problem. Mr Gupta was of the view that some hard steps should be taken to decongest city. He sought cooperation of the people in this regard. SSP Traffic, Shoukat Wattali, president of the Chamber of Commerce and Industries, Ram Sahai, Aman Sharma, officers of different departments also addressed the seminar. Surinder Singh Jamwal, MD of Royal Institute of Driving and Maintenance, while speaking on the occasion said that institute has planned to create awareness among masses about traffic rules. He pointed out for years together their institute has been educating people about traffic rules. Purchase scam of over Rs
23 lakh in PHE Excelsior Correspondent JAMMU, May 9: Special Judge Anti-Corruption Jammu, Mr BL Bhat has decided six challans filed by Vigilance Organization in a purchase scam involving over rupees 23 lakh in 1990-91 and 1991-92 in which the then Executive Engineer PHE Division Udhampur, VP Gupta, the then AE Technical Officer-cum- incharge Store Engineer PHE Division Udhampur, Ashok Kumar Gupta and then AEE presently Executive Engineer Nirdosh Kumar Sharma are facing trial. In a common order, the court discharged all the accused at the stage of framing charges, with the direction to the Government to hold departmental enquiry against the delinquent officials and recover the losses caused to the State Exchequer. In his 17 page order, Mr Bhat, after hearing Advocate KN Bhat appearing for VP Gupta, Advocate Varinder Bhat appearing for Ashok Kumar Gupta and Advocate Anil Mahajan appearing for Nirdosh Kumar Sharma and Chief Prosecuting Officer appearing for the Vigilance Organisation and also quoting various judgments, observed that the accused VP Gupta was posted as X-en PHE Division Udhampur at the relevant time and all transactions spread over the year 1990-91 and 1991-92 involving loss to the State Exchequer to the tune of rupees 92,058 belonging to his tenure as X-en. He is alleged to have issued 416 supply orders of GI fittings for the amount of rupees 23,76,235. The report of the Financial Expert clearly establishes that such supply orders/repeat orders were approved by Executive Engineer VP Gupta which was within his competence in terms of the Government order. However, irregularity was committed by X-en VP Gupta in exceeding the pecuniary limits of rupees one lakh in 19890-91 which is breach of codal provisions and violations of financial norms. The Judge, Mr BL Bhat observed that the irregularity attributed to accused VP Gupta, prima-facie appears to be an irregularity in procedure committed by the accused as the same doesnt conform to Government order dated July 4, 1997. However, the breech of procedure doesnt imply fraud or criminal design. There is no material on record even to suggest that any pecuniary advantage has been derived by the accused or the same has been caused to a beneficiary firm. The essential element of dishonesty emanating from abuse of authority on part of the accused is woefully lacking. It is not shown that the accused accepted any illegal gratification or pecuniary benefit by transgressing the limits imposed by the Government order. Thus it cannot be held that the accused deliberately caused wrongful loss to the State exchequer. The irregularity in procedure attributed to the accused may be an act of indiscretion, but it doesnt justify drawing inference of dishonest intention. With these observations, Mr Bhat discharged the accused involved in all the six cases relating to same FIR, with the direction to the Government to hold departmental enquiry against the delinquent officials and recover the losses caused to the State Exchequer. |
Srinagar traders observe strike Excelsior Correspondent SRINAGAR, May 9: Shops and other business related establishments observed a near total shutdown to protest against Value Added Tax (VAT) in Srinagar city today. The shutdown call was given by the Kashmir Traders and Manufacturers Federation (KTMF) on the occasion of opening of Darbar. Several protest demonstrations were also organised at various places in the Srinagar city with traders accusing Government for tuning Nelsons eye towards the business community. Ever since the VAT regime was imposed in Jammu and Kashmir from April 1 this year, KTMF has been vociferously protesting against it and urging the Government to revoke it. The KTMF has all along been asserting that VAT is not customer friendly at all. The trade union body has also warned the state Government to take immediate measurers and withdraw the VAT or otherwise face them on streets. Last month, the KTMF workers volunteered themselves for arrests against the VAT. |

Keeping in view the past performance of the existing national level organisation of Langars, it was decided in the meeting to form a new organisation which was named as Shri Amarnath Baltal Langars Organisation (SABLO). According to a press release, it was proposed to form a separate organisation/association for Baltal langars at Baltal itself during last years Yatra. Vijay Thakur, chairman of the Langar Committee, Malerkotla and Rajan Gupta, president Bhole Bhandari Charitable Trust Ludhiana were unanimously elected as president and general secretary respectively of the new organisation. Members present in the meeting expressed their happiness on the verdict given by Justice Parmod Kohli, Judge of Jammu and Kashmir High Court wherein it was held that Shri Amarnath Shrine Board will manage the conduct of annual yatra. Meeting also hailed Courts directions that State Government should immediately permit the user of land by the SASB and the State and Union governments should take effective steps to make provisions for adequate and effective security arrangements during the Yatra. It was decided that permission letters to organize langars of all the members of SABLO shall be obtained by Vijay Thakur from SASB and J&K Government and lagar organizations should not be permitted to go to Srinagar for obtaining the permission letters individually. Meeting urged upon the SASB and J&K Government to set up a cloak room at Baltal for keeping the luggage of pilgrims in safe custody particularly keeping in view the security aspect involved. It was decided that langar organizations will not use plastic disposables at langar during the Yatra so as to maintain cleanliness and keep the environment neat and clean. Resettlement Act of 1982 should be repealed: BJP Excelsior Correspondent JAMMU, May 9 : Describing J&K Chief Ministers statement that no refugee will be dispossessed of evacuee property as an "attempt to mislead the people", BJP today said that if Mufti Mohammad Sayeed Government was committed to safeguarding interests of the allottees of evacuee property, then it should convene a special meeting of the Assembly to get the Resettlement Act of 1982 repealed. The repeal of this Act alone could allay the fears of the allottees of the evacuee property, including residential houses, agricultural lands and shops, pradesh BJP president Nirmal Singh said in a statement here. He said the abolition of Custodian Department and giving propriety rights to the allottees need to be taken forthwith in order to avert any possibility of the allottees being uprooted from the evacuee property. BJP has resolved to launch a compaign against the Resettlement Act, he said, adding the party will organise protest dharnas and demonstrations at all district headquaters on May 11. Singh said the objective behind the agitation is not only to seek the propriety rights for the allottees, but also to educate the masses about UPA Governments moves on Baglihar and Kishenganga hydro-electric projects in the State. |
Mir lays foundation of emergency hospital at Thathri Excelsior Correspondent DODA, May 9 : Minister of State for R&B Mr. G. A. Mir, who is on an extensive tour of Doda district, laid foundation stones of rest house and emergency hospital at Thathri in Inderwal constituency. The double-storeyed rest house would be completed at a cost of Rs. 41.50 lakh. The emergency hospital building will involve a cost of Rs. 21 lakh. Mr. Mir addressing a public gathering reiterated the Governments commitment of providing to the people particularly of far-flung areas the facilities of drinking water, medicare, education and road communication on priority basis. In this connection, he said that Rs. 14.50 crore are being spent on road communication sector in Inderwal constituency during the current financial year. He, however, sought peoples involvement and active cooperation in successful and result-oriented implementation of these road projects. Referring to the education sector, the Minister said that the previous regime during their 30 years rule managed to set up 13 colleges while the present Government has established 14 new degree colleges in the state in just two and a half years. Minister of State for Housing and Urban Development Abdul Majid Wani while responding to the demands of the people regarding raising the status of Thathri town to that of municipal committee, assured that their demand would be considered on priority. Chairman State Social Welfare Board G. M. Saroori, who was also present on the occasion, said that besides executing a number of road links for the area, the government is initiating several steps to address the un-employment problem by exploring new avenues of tourism and boosting horticulture industry. The Ministers took stock of the ongoing development works besides functioning of educational and health institutions in the area. Later, Mr. Mir laid foundation stone of a 150-bed Sub-District Hospital building at Kishtwar. The multi-storeyed building would cost Rs. 2.60 crore and is likely to be completed within next two years. Commercial Taxes officers inspect business houses Excelsior Correspondent JAMMU, May 9 : A team of senior officers of Commercial Taxes today took a round in below Gumat, Jewel and Talab Tillo markets of Jammu city and inspected various business houses in order to ascertain the legality of invoices issued by the dealers. During the inspection, it was found that some of the business houses were not issuing proper invoices under the Jammu and Kashmir Value Added Tax (VAT), 2005. The concerned commercial taxes officers of the circles were instructed on spot to take notice of such activities and ensure that action as permissible under the VAT is initiated against the defaulting dealers. The officers also attended a post-VAT interactive session later. |
Niaz inaugurates power receiving station at Birpur Excelsior Correspondent JAMMU, May 9 : Minister for Power Mohammad Sharief Niaz inaugurated 33/11KV 10 MVA power receiving station installed at a cost of Rs. 1.27 crore under APDRP scheme in Birpur industrial complex today. Addressing at the inaugural function, Mr. Niaz said that the coalition Government has formulated schemes and channalised its resources to improve power availability to the industrial sector and the masses. He said that with the completion of this receiving station, a long awaited demand of the industrialists and people has been fulfilled which will give impetus to the industrial activities in the region. He said that various new power receiving stations would come up in the State and more schemes have been devised to augment the power supply in the area. The Minister stressed for judicious use of power by the consumers adding that more reforms and awareness programmes are being launched to seek the cooperation of the people in the revenue realization. To avoid unfair use of power, Mr. Niaz said that emphasis is being given to metering and in most of the areas the people themselves are demanding for it. He said that to make the State self-reliant in power sector, more power generation projects are coming up which will give boost to the industry resulting in employment of more youth. He said that by the end of 2008, every village would stand electrified in the State. |

re-opens in Srinagar Excelsior Correspondent SRINAGAR, May 9: The Civil Secretariat and other Move offices re-opened here today after having been closed for biennial move in Jammu on April 28. At the Civil Secretariat, the employees and the senior officers gave the Chief Minister a warm reception. Deputy Chief Minister, Mangat Ram Sharma and members of the council of ministry were also present. As the motorcade of the Chief Minister arrived in the premises of the Civil Secretariat at 10 A.M. sharp, the employees who were waiting greeted him. The police band played the welcome tune. The Chief Minister alighted from the vehicle and met the employees and shook hands with each of them. At the main gate of the Secretariat building, ministers and senior officers including the Chief Secretary, Dr. S. S. Bleoria received the Chief Minister. The Chief Minister was presented guard of honour by a neatly dressed contingent of J&K Police. Deputy Chief Minister, Mangat Ram Sharma was also with him. Later, the Chief Minister held a meeting with his ministerial colleagues in his office chambers. He also disposed off some files and had an informal chat with the media persons who had come to cover the biennial re-opening of the Secretariat in Srinagar. |

lathicharge Excelsior Correspondent JAMMU, May 9: Federation of Retailers Association Jammu in its meeting held under the chairmanship of its president Yash Paul Gupta has strongly condemned the police lathicharge on traders of Kashmir Valley who were leading a peaceful march against the imposition of VAT system in the State. The meeting expressed its anguish over this brutal assault on peaceful members of the trading community and warned the Government against such acts which are bereft of any sense of propriety and democratic norms. It said instead of holding discussions with the real representatives of the trading organisations, the Government seems to be bent upon letting loose the power of arrogance against this peaceful and respectful community. The members further reiterated their resolve to seek deferment of the VAT System till uniformity of the provisions are brought about and these made people friendly and simple within the comprehension of a common trader who has not even been given demonstration about plethora of accounting procedure at grass root level. The meeting alleged that it seems the Government has decided to turn blind eye to all these issues brought to its notice in the recent past through peaceful demonstrations and representations. The Association calls upon the authorities to institute a magisterial inquiry into the unprovoked lathicharge on the traders of Kashmir and punish those officers who have indulged in this inhuman act. |

Showing a black and white photograph of husband-daughter to a group of visiting journalists, Bibi prays to God every morning for reunion with her husband. The Poonch-Rawalakote road, which passes through her Salotri village and later touches Teetrinot hamlet in PoK, is just 300 metres away. But the proposal for opening this Poonch-Rawalakote (in Pakistan-occupied Kashmir) road and running on it the "Karvan-e-Aman" (caravan of peace) bus service has rekindled Bibis hope of meeting her husband and daughter across the LoC. "My traumatic wait is coming to an end soon. I will meet him (husband) after years by boarding the first peace bus to PoK", Bibi said as her voice quivered and tears rolled down her crumpled cheeks. During talks between Prime Minister Manmohan Singh and Pakistan President Pervez Musharraf in New Delhi on April 18, the two countries agreed to open second cross-border road link between Poonch and Rawalakote after Uri-Muzaffarabad section. Bibi is one of the 2,972 divided families hoping to travel across the LoC in the first or second bus to meet their kith and kin there. "I will catch the first Indo-Pak bus along with son Issac to visit Teetrinot village in PoK and to meet with husband and daughter when the road re-opens after 57 years", Bibi, who was only 27 with her son Issac four years old and three-year-old daughter Ulfat during Indo-Pak war, said. This is not the story of Salotri or Teetrinot border hamlets alone but of 202 border villages of Poonch, of which 114 fell on the other side of LoC after the 1965 war, Issac adds. As per revenue officials, there are 2,970 divided families comprising 11,000 members in Rajouri-Poonch belt alone. "Many divided family members yearning to meet their relatives have died over the past half a century but perhaps Allah has kept me alive for a possible reunion with the other family members across LoC", Bibi said. "For my mother and father, 1965 Indo-Pak war was the worst thing to happen to our family. My father, who was running a shop in Poonch town, had taken shelter in Teetrinot village during the war along with his daughter. When war was over, even Teetrinot village fell into Pak territory", Issac recalls. He, along with his grand father Khan Mohammad had visited Teetrinot village in PoK on a visa in 1985, five years before the emergence of militancy. Later, Teetrinot had become major launching pad of militants who had been using it as an infiltration route. The function started with the Saraswati Vandana and continued with a cluster of colourful events. The items presented by the students were Dogri folk songs, Kashmir folk dance, break dance , ghazals, patriotic songs and skits. Chairman Dogra Education Trust and MLC, Th. HESK organises retreat for migrant children Excelsior Correspondent JAMMU, May 9: Gandhi Memorial College a unit of Hindu Education Society, Kashmir (HESK) today organised a retreat for migrant students who recently appeared in class 10th examinations. A large number of displaced children participated in the function. Apart from watching movies on Kashmir and its cultural heritage, the children were provided with an opportunity to interact among themselves as also with academicians from different streams of education. Village Guards organise protest demonstration Excelsior Correspondent JAMMU, May 9: Demanding remuneration arrears for the last two months, Village Guards of Jammu tehsil took out a procession and also held protest demonstration. Led by All J&K Low Paid Government Employees Federation, the agitating Village Guards raised slogans in support of their demand. Addressing the gathering, Abdul Majid Khan flayed the State Government for not paying due attention to solve long outstanding grievances of Village Guards who have been waging agitation under the banner of Provincial Village Guards Union for the same. He urged Tehsildar Jammu to arrange funds on priority basis to pay remuneration arrears to the Village Guards without any delay. He also highlighted some other demands of the Village Guards which included stitching charges for uniforms and expenses for boots. Sahasranaman said the expo helped to a great extent in fostering public-private industrial integration. JSSM for probe into illegal admissions by B Ed Colleges Excelsior Correspondent JAMMU, May 9: Suspecting the support of some officials of the Directorate of Colleges Development to the erring B Ed Colleges which made illegal admission of students for the current academic session, Jammu State Students Morcha (JSSM) has demanded a probe to expose the nexus. Talking to mediapersons at Jammu University, here today, JSSM president of JU unit, Sunil Sharma alleged that the erring B Ed Colleges must have done the admissions with a silent nod from the Directorate of Colleges Development. "This is the apparent reason that the Directorate did not take notice of the illegal act of these B Ed Colleges timely and now delaying tactics are being adopted in taking action against these erring institutions," he said and demanded a thorough probe into the episode to identify the culprits and punishment to them. However, at the same time, Sunil Sharma said that time and study of the B Ed students, who were admitted illegally, must not go waste and the University should conduct their examinations despite punishment to the erring Colleges. Dubbing the Non-Governmental Colleges of Education as B Ed shops the JSSM leader alleged harassment of students by the College managements for minting money from them. "We have repeatedly brought such matters into the notice of Director Colleges Development Prof Rajiv Gupta but no action is initiated," he said. JSSM Vice-president Sunil Singh, who was accompanying Sunil Sharma in the press conference, highlighted several demands of the JU students and scholars, which included enhancement in scholarship to M Phil and Ph D scholars. This was announced by Balak Bal Yogeshwar Maharaj of Varindaban while addressing a press conference this morning. Balak Yogeshwar Maharaj announced that Dhawajarohan (flag hoisting) ceremony will be held at the site of Yagya followed by other religious function. He said that an impressive Kalash Yatra will be held before starting of the Havan. Havan will start on June 9 while as Puran Ahuti will be conducted on June 17, 2005. Balak Yogeshwar Maharaj said that Yagya at Udhampur will be 100 Kundas and devotees from Udhampur and adjoining will participate in the Yagya. He further stated that Purohits and Pandits from Kashmir and Banaras will perform the Havan and other religious rituals. Bhajan Mandle from Navdeep Bengal will perform 24 hours during the religious congregation. The forthcoming Yagya will be six Maha Yagya so far conducted by Balal Bal Yogeshwar Maharaj. First 100 Kundas Yagya was held at Jammu in the month of October 2003. Ati Maha Vishno Yagyas have been performed at Reasi, Katra, Bishnah also. According to reports the people thwarted the move of authorities to shift the Office on Saturday by staging a demonstration in the town. They continued the protest today to seek a guarantee from Government that the office will not be shifted from the town. The protesters warned to intensify agitation in case the Office was shifted from Sunderbani. In a memorandum given to the Tehsildar Sunderbani the demonstrators alleged that previously number of offices were shifted from Sunderbani to Nowshera which also include the PHE Division. The people warned that they will not allow the Government move to succeed as with the shifting of the offices from the area to Nowshera the people of Sunderbani and adjoining villages will be put to many hardships. Rare heart surgery done at ASCOMS hospital Excelsior Correspondent JAMMU, May 9: Rare surgery was done in Heart Care Centre of ASCOMS Hospital, Sidhra, by Dr Ashok Jayant, Chief Cardio thoracic Surgeon. In this rare Congenital anomaly, to the 35 years old patient Mohd Anwar, the main blood vessel supplying blood to various parts of the body was totally blocked in the chest that raises the blood pressure in the upper body and at the same time insufficient blood flows in the lower half of the body. The disease is generally picked up in early childhood and that is the optimum time of the operation. Mohd Anwar presented only recently at ASCOMS with history of severe headache and paralysis of body due to bleeding in the brain because of the high blood pressure. After clinical diagnosis made by Dr K K Pandita, Assistant Professor in Medicine Department of ASCOMS, senior interventional cardiologist Dr Ashok Bakaya did further diagnostic work up that included Echocardiography and angiography. Eventually the patient underwent surgery in which the blocked segment in the main blood vessel was replaced by a suitable synthetic pipe that restored the blood flow in the lower parts of the body and normalized the blood pressure in the upper body. The patient is recovering well after the operation. The patient is a poor man and ASCOMS management gave heavy discount and whatever little that was charged was also arranged by contribution. The blood requirement of B Negative group of the patient was met by ASCOMS and GMC Jammu Blood Banks and voluntary donations by one of the doctors of ASCOMS hospital. The other office bearers of the Committee include Avtar Krishan Kaw, vice president, Mahraj Krishen Pandit, general secretary, Chand Jee joint secretary, Hira Lal Pandit, cashier and Chooni Lal as accountant. He said that an amount of Rs 14,79,008 as on date is deposited in various banks in the name of the Committee Youth Council discusses return formula Excelsior Correspondent JAMMU, May 9: Kashmiri Pandit Youth Joint Working Council (KPYJW) in its meeting held under the chairmanship of Satish Razdan at Muthi today discussed the proposed return formula of the Government. It said that a group of 2,000 unemployed displaced youth who have shown their willingness to go back to Kashmir was framed by the Council. It demanded that this group is willing to return to Kashmir provided the State Government provides employment to them as promised by it. The meeting further demanded that the migrant youth willing to return be also provided the fool proof security and free accommodation in the Valley. It said the decision has been taken by the Council keeping in view the frustration of unemployed displaced youth who have become a burden on their old and infirm parents. |
