JAMMU, Mar 20: The 19-seater mini-bus, which will free-wheel on the prestigious Srinagar-Uri-Muzaffarabad route from April seven, undertook its first test-drive successfully on Saturday.

"The stag-mini bus of Ashok Leyland has undertaken its first test drive on the 313 km road till Kaman Post yesterday and it was successful," Minister for Roads and Buildings Ghulam Ahmed Mir said today.

Unlike the luxurious Delhi-Lahore buses, the State Government has selected 19-seater vehicles for the Srinagar-Uri-Muzaffarabad route because a major part of this route is hilly and only small buses can ply on it, he said adding four stag buses have been readied for the purpose.

These vehicles are fully air-conditioned with central heating facilities with installed TV sets and stereos, he said adding the state-run J&K State Road Transport Corporation (JKSRTC) would run these Indo-Pak buses.

He said four more such vehicles are being purchased for this purpose and are being given a new look with some special facilities added to them, including a guide.

JKESL alleges discrimination with Jammu region

Excelsior Correspondent

JAMMU, Mar 20: The J&K Ex-services League has been highly agitated over decision to place the Jammu city and the area adjacent to it under the Western Command based at Chandigarh, which means that Jammu city and vital areas around Jammu upto the border will not be under the Udhampur Northern Command.

The ex-servicemen have been dismayed and felt that it was another discrimination with Jammu particularly with the winter capital of the State. This time, they said, discrimination has come from the Army and the Government of India.

The veterans including senior retired generals are unhappy on this decision as they feel that the vital and sensitive region will now be remote controlled from Chandigarh and thus further neglected.

Without going into Military Doctrine and the need to bifurcate Jammu and Kashmir State, particularly Jammu region, under two different commands, they felt that under no circumstances Jammu city which is so vulnerable and close to the border, should be taken out of the Northern Command. If need be new boundary should be adjusted along river Basantar, which was unanimous suggestion of the veterans.

J&K Ex-Services League president Maj Gen Goverdhan Singh Jamwal informed that he had a meeting with Army Commander Northern Command to institutionalize the procedure to deal with the ex-servicemen problems in the most sensitive border State and it was decided to have regular meetings every six months.

Maj Gen Jamwal said GOC-in-C Northern Command also agreed to establish a Heritage Centre with a museum for posterity. He informed that a memorandum of demands was presented to the Prime Minister at Raj Bhawan during his visit on November 19, 2004 which included one rank one pension, reservation in State and Central Government jobs, move of JAK Rifles Regimental Centre from Jabalpur to Jammu etc.

Trade community of J&K opposed to VAT

Excelsior Correspondent

JAMMU, Mar 20: Two major trade organizations of the State Kashmir Chamber of Commerce and Industries and Chamber of Commerce and Industry Jammu have appealed the Jammu and Kashmir Government to defer the implementation of the Value Added Tax (VAT) system in the State till the people in general and the traders in particular were fully educated about the new system to be adopted by them.

Kashmir Chamber of Commerce and Industries (KCCI) said since traders are required to maintain a plethora of accounts under the VAT regime, it was absolutely necessary that Government defers its implementation till traders are completely educated and trained in new tax system.

The Chamber of Commerce and Industry Jammu has also while expressing similar views on VAT said new taxation regime be implemented only after full preparation by the State Government, awareness to the people and business community in particularly and that J&K should not be the first State to implement VAT and rather it be implemented in J&K simultaneously with other States.

The KCCI, calling upon the Sales Tax Department for awareness programmes at the district and town level, emphasized the need for incorporating suggestions put forth by the Chamber and other trade organizations in the VAT Draft Act.

The CCI Jammu said it was due its reasoning and persuasion that VAT regime was deferred last year, but Chamber feels sorry to note that no sufficient ground work has been done during all this period as uptill date the business men know nothing about the Bill Forms and the firms doing book accounting do not know about the method to be adopted and the companies who are doing Telly?Computer accounting have not been apprised about the required software etc. It added that TIN numbers have not been yet been communicated to the assees, no procedure of new registration announced and above all most of the officials and almost whole of business community is unaware of the system.

The KCCI has submitted that Government should look into the pros and cons of the VAT before implementing in the State. It added that the Government also has to bear in mind the sufferings of the people during the last 15 years, which has left the economy of the State in shambles. The KCCI said although it was not opposed to implementation of VAT and only seeking its deferment, the trading community of Kashmir led by Kashmir Traders and Manufacturers’ Federation (KTMF) has sought its revocation. The business community of Kashmir has on March 17 observed bandh on a call given by KTMF against implementation of VAT from April 1, in the State.

The CCI Jammu on the other hand said that Government has not yet come out with concrete policy with regard to industrial exemption. Even the VAT Bill has not been discussed in the State Legislature so far. The Chamber on its own organized many interactive sessions, seminars and discussions to apprise the authorities about these points but no timely action has been taken by them.

Ram Sahai, president Chamber of Commerce and Industry, Jammu, has meanwhile appealed the business community to observe complete bandh and shut down on March 30, 31 and on April 1 and at the same time pleaded with the State Government to remove all impediments and irritants before taking final decision about VAT.

Our Udhampur Correspondent adds: Associated Chamber of Commerce and Industries Udhampur alongwith Beopar Mandal and Traders and Distributors Association Udhampur protested against the decision of the Government to implement VAT in J&K State.

A large number of traders from Udhampur town observed one day hunger strike at Gole Market Udhampur and shouted slogans against implementation of VAT and warned the Government not to implement VAT in the State as the same was not in the favour of traders especially the small traders.

The action of Chamber has also been supported by Municipal Committee of the Town. Those who sat on hunger strike included S S Kalsotra, Puran Kumar Ringra, R C Gupta, Ved Prakash, Ravi Kumar Malguria and Pawan Kumar Gupta.

KPs to Govt: Enact law for management of
Hindu religious places in Valley

Excelsior Correspondent

JAMMU, Mar 20: The Kashmiri Pandits have demanded that the management of temples and other Hindu religious places in the Valley be left to Community under a legally valid, unified and purposeful arrangement, the same way as has been done for such places of worship of other ethnic groups to save them from misuse and encroachments.

The demand was made at a joint press conference by AIKS, senior vice president A K Dewani, acting chief of KP Sabha , B L Bhat, Dr Chand Narayan Tickoo, AIKS publicity secretary, Sanjay Kumar and Opinder Handoo.

Justifying the demand, they said if Awaqaf has been set up for religious places of Muslims and Gurudawara Prabhandak Board for Gurudwaras, why such type of body can’t be constituted for Kashmiri Hindus.

In this regard we have submitted a draft of the Mandir Bill to Government and the matter has been discussed with major political parties, said Mr Dewani. National Conference has also made this demand in the Sate Assembly during last Budget session and every quarter has given a good response to this proposal, he added.

He said but it appears that the Government under the influence of vested interests is ignoring the community in all matters including the management of their own religious places and educational institutions.

He said there is growing concern among the Kashmiri Hindus over the grabbing of community land one way or the or the by the mafia. The land and property of various religious places and temples like Baba Dharam Dass, Hanuman Mandir, Mangleshwar, Hariparbhat and the Hindu Asthapans at Kanihama, Solina, Anantnag and Ganderbal are reportedly in the process of clandestine sale.

He said despite repeated pleas the Government has failed to restore the religious shrines of Hindus in the Valley which have been encroached.

While making a dig at Government Mr Dewani said, notwithstanding the tall claims made by it regarding the dignified return and rehabilitation of the community , it is working contrary to the community cause.

He alleged that all the claims of the Government despite peace moves are aimed at annihilate original inhabitants of Kashmir from their roots.

The community has lost all faith in this Government as in its lengthy and elaborate budget speech the Finance Minister did not make any mention about the sufferings of this community when migration is a core issue.

Mr Dewani while criticising the Government said the process of ignoring the community is obviously willful. It is surprising that a provision of Rs 30 crore has been made in the budget for 2005-06 for rehabilitation without making any specific mention for highly publicised scheme of construction of two room sets for migrants at Jammu and other provisions made for some welfare schemes of this unfortunate lot have not also been given any transparency to enable watching their implementation.

He said the migrants are surprised to know that level of expenditure on the environmental improvements in the camps has reached Rs 161 lakh, Rs 80 lakh to medical relief and Rs 350 lakh to medical reimbursement . How this huge amount is being spent is a riddle, he added.

He also condemned the role of so-called human rights activists who are ignoring the plight of the displaced Hindus and championing the cause of secessionists and militants.

Construct Rounda-Digghi road

Rounda is a village situated in Digghi Panchayat of Tehsil Bhaderwah. Digghi is another village of the said Panchayat. The link road is proposed to be constructed between these two stations and its alignment was done by the PWD (R&B) Dept., Division - Bhaderwah. It is 4.70 Km long road and provides benefit to about 300 inhabitants by connecting villages as Rounda, Butt Mohalla, Kawahari, Koba, Dappan, Naie and finally Digghi. It is free from forest to a large extent. The MLA Bhaderwah, Power Minister Mohd. Sharif Niaz has also recommended this route for construction of road. But some residents of village Digghi want to construct this road from Gatti-More to Digghi. It could provide benefit to about 60-70 inhabitants only by connecting these two stations only.

Therefore I request to the MLA Bhaderwah, Power Minister Mohd. Sharief Niaz and other concerned authorities to look into this matter and direct the Divisional Engineer PWD (R&B), Division Bhaderwah to make its detailed survey for further execution of work.

Scheme of studies at (10+2) level

Partial Modification of the Scheme of Studies at +2 level by the Director Academics J&K State (BOSE) vide his Notification No. F (Acad-C)/Fifth-Subject/B/05 Dated 18.01.2005 published in DE/ST/GK Dated Jan 20, 2005 making it compulsory for the students of class XI and XII to offer (05) subjects instead of (04) subjects is a welcome step in view of the Supreme Court of India's Directive for introducing the subject like Environmental Science, Functional English, Information Technology (IT), Bio-Technology & Electronics etc in the schools, colleges & universities because of the need of the present times.

But, a part, para of the notification in question which reads as follows "However, it will not be necessary for a candidate to pass the fifth (5th) subject to pass the examination" which I think needs to be very cautiously re-examined, reconsidered because the students under such situation, circumstances, nature of the notification will take the 5th (fifth) subject very lightly and will not read it with keen interests and hence as a consequence of it" the scheme of studies" will suffer alongwith the students in the long run and will not serve the purpose, deliver goods.

Therefore, it is the need of the hour to re-examine the condition of not passing the fifth subject as necessary as quoted above by making it compulsory to pass it to make the scheme of studies not only at +2 level a sure success but from school to university level as well.

Lack of civic amenities in Bohri

We the inhabitants of Lane No. 5 Anand Nagar Bohri want to draw your kind attention towards the lack of civil amenities of our colony.

Our colony comprises of more than hundred houses and more constructions are going on. Power Development has installed 250 KVA capacity transformer in place of 100 KVA as the 100 KVA was overloaded but the conductors which carry the electricity are of 100 KVA capacity need to the changed in order to save the transformer from damage and also ensure smooth supply of electricity without any disruption. Moreover the conductors should be tightly fixed with the poles so that saging may not remain in conductors. Because when the wind blous fast, the conductors collide with each other and result in damage of transformer. Moreover, the colony is in need of three additional poles but the pole near house No. 27 is of dire necessity.

Last but not least, the Municipality of Jammu has constructed a tar road in our colony but the game has become rough due to the torrential rains of monsoon season and needs annual repair which has not been taken so far. We the members of welfare committee Lane No. 5 Anand Nagar Bohri apprised the concerned officers/officials of respective department regarding our problems from time to time but it seems every body turned a deaf ear leaving us in the lurch.

Therefore, we again request the authorities to do the needful.
