Jammu, Mar 12: The Director General of Police, Gopal Sharma today said that State police has emerged as a pioneering force in the country by dint of making supreme sacrifices and demonstrating exemplary courage, determination and resilience while fighting the militancy in Jammu and Kashmir.

Addressing a function organized by the family members of martyr Subash Chander, after unveiling the memorial of martyr Subash Chander, a constable of Jammu and Kashmir Police at his native village Deoli, near Bishnah, who sacrificed his life while fighting with militants in Rajouri in March 2001, the Director General of Police said that the force will always remain in the fore-front in the services of the people and save the public life and property and provide security to the people at all costs.

While paying tributes to martyr Subash Chander, the Director General of Police, said since the inception of militancy in Jammu and Kashmir State, more than 4600 police and security force personnel have sacrificed their lives in the State while performing their duty. Of them, he said, the Jammu and Kashmir Police accounted for more than 1200 martyrs.

Asserting that "we will always remain the friends of the people", Sharma said that the role of police in safeguarding the interests of the people of the State has always been accoladed by the people who are extending their full cooperation to face the challenges on various fronts.

He made a special mention of the role played by the J&K Police in the recent snow storms in the State and said they have left an indelible mark of services in the people’s minds

Mr Sharma also interacted with the family members of martyr Subash Chander including his father Chaman Lal, who has also served as Editor in the Police Headquarters.

"Police Parivar" a new NGO formed under the patron-ship of Director General of Police envisages to look-after the welfare and well being of the family members of those police personnel who have laid their lives for the cause of the State.

Ashwani Sharma, MLA Bishnah also addressed the gathering on the occasion.

Present on the occasion were Dr. S. P. Vaid, Inspector General of Police, Jammu Zone Farooq Ahmad, Deputy Inspector General of Police, Jammu-Kathua Range and Bhupinder Singh, Senior Superintendent of Police, South Jammu.

Jammu, Mar 12: Jammu and Kashmir Small Scale Industry (JKSSI) is making its presence felt even at the national level by entering into the arena titanic professionalism.

The state’s small scale establishments have taken a lead in participating in the prestigious NSIC organized exhibition at the union capital.

An unchallenged name in industrial promotion, NSIC is holding 10-day long "Jammu and Kashmir Small Scale Industry Expo" at the industrial hub of Okhla exhibition centre, New Delhi from March 27.

Participation of state’s SSI in the premier, the exhibition assumes significance in the wake of the fact that local entrepreneurs would get a good opportunity to interact and market their products even abroad.

Stating this at a high level meeting, Principal Secretary, Industries and Commerce, A. Sahsaranaman gave a resume of industrial activities in Jammu and Kashmir.

Mr Sahasaranaman apprised that owing to the visionary initiatives in the form of new industrial policy, 54 medium and large scale units were set up in the State from April 2004 as against 66 units in this category since independence.

He said that from 1947 to 2003, there were only 66 medium and large scale industries in the State and of these 66, only 33 were operating while the rest closed down their operations. This ultimately accounted for state’s poor performance in the vital industrial sector, which is measuring yard stick of progress.

Mr Sahasaranaman further informed that as many as 10 top pharmaceutical companies have also approached the State Government for setting up of their units in the State.

Three senior scale stenographers transferred
as Private Secretaries

JAMMU, Mar 12: The State Government has accorded sanction to the placement of three Senior Scale Stenographers (HoD Cadre) as Private Secretaries in their own pay and grade for a period of six month or till such time the posts are filled up on regular basis on the recommendation of DPC/PSC whichever is earlier.

According to Government Order 285-GAD of 2005, Mohammed Hussain Malik, in his placement as Private Secretary in his own pay and grade is transferred and his services placed at the disposal of the Public Service Commission.

Zahoor Ahmed Shah, on his placement as Private Secretary, in his own pay and grade basis is posted as Private Secretary to Principal Medical College Srinagar. Vashno Dass Gandotra on his placement as Private Secretary in his own pay and grade is transferred and posted as Private Secretary to Chief Electoral Officer. One post of Private Secretary from overall cadre strength of Private Secretaries is transferred to the Chief Electoral Aphasia for a period of six months.

This arrangements is made purely in the interest of administration and shall not confer any preferential right on them for promotion as and when appointments as Private Secretaries (HoD) service is made under rules.

Essential commodities' shortage continues
to haunt Valley people

SRINAGAR, Mar 12: Even though the essential commodities are being rushed to Kashmir valley after Jammu-Srinagar National Highway opened for traffic, the shortage of essential commodities continues to haunt the people here.

People across the valley have been complaining about the shortage of LPG and kerosene oil besides non-availability of various eatables including poultry items and meat have been a cause of concern for the protein hungry consumers across the valley.

"Right now we are not faced with a situation that seems alarming. But we still need a few days time so that all the essential commodities are made available in good quantity and people really experience some relief," says Taj Mohi-ud-Din, Minister for Consumer Affairs and Public Distribution (CA&PD).

"People in the valley have become more cautious and in the process they are storing essential items in abundant quantity. This is leading to shortage," adds the Minister.

Even though the Government has been assuring the people that there are adequate supplies of LPG and kerosene oil available in the valley, long queues are seen outside LPG gas and kerosene distribution centers.

"I have been trying to get my LPG cylinder filled for the last two days, but the queue is so long that it seems that I may have to return home empty handed. I have even tried my hand at getting some kerosene oil also but the dealer in our area has been telling us that they are not getting enough supplies from the Government," says Ajaz Ahmad, a resident of Dalgate area.

"Items like LPG and kerosene are not running in short supply as the Government has enough stocks available as of now," admits Taj Mohi-ud-Din. "Actually the problem of short supply of kerosene oil been created by the dealers who are not depositing the money for the release of kerosene quota. The dealers feel that owing to public pressure the Government will release the additional quota and they will sell it and retain the money with them for the time being," adds the Minister.

"The Government has now started to send oil tankers to various localities where people can buy kerosene directly from tanker operators against the coupon they have acquired from the department of CA&PD.

"Regarding the shortage of LPG, we have been advising the people not to get panicky and get only one or two gas cylinders filled at a time. But the people have been ignoring our requests. Our gas bottling plant has a capacity of refilling only 10,000 cylinders a day and the demand of the people for getting their gas cylinders filled runs in many lakhs. The people have to be patient and give us a weeks time before every thing settles down," says the Minister.

Surprisingly, the protein consuming people across the valley have been complaining of non-availability of poultry products and meat as well. People are complaining that poultry products are running in short supply and very little meat is also available in the market.

"There was some problem with regard to the availability of chicken as we were asking the poultry dealers to stick to the rates issued by the Government. The Government had told the dealers to sell chicken at 48 Rupees a kilo. But the dealers were selling it for Rupees 53. Now we have confirmed from other States also and we have issued new rates of Rupees 52 per kilogram," adds the Minister. "Now from today there won't be any problem with the availability of chicken in the market," added he.

Industry key to economic growth: Sinha

JAMMU, Mar 12: Governor Lt. Gen (Retd) S K Sinha today called for massive industrialization in Jammu and Kashmir, saying that growth of corporate sector is key to unemployment and productivity in the State.

Speaking at a function sponsored by the Lion’s Club here the Governor appreciated the measures being taken for giving fillip to industries and encouraging entrepreneurs to set up their units.

Gen Sinha envisioned great scope for industries with local raw material and exhorted youth to take up income generating units for achieving self-reliance.

Deputy Chief Minister Mangat Ram Sharma was also present on the occasion.

Deputy Commissioner, Kathua D. K. Nargotra gave an overview of the industrial growth in Kathua district and spelled measures being taken for motivating youth switch over to launching their own units than to hanker after white collar jobs.

The Governor and the Deputy Chief Minister distributed incentives to 16 entrepreneurs at the function organized by Industries Department at Fish Farm, Kathua. The DDC apprised the Governor that 149 number of units have been formally registered during the last three years up to ending February 2005 which have generated 1025 employment opportunities with the investment of Rs. 878.79 lakh whereas 490 units have been registered provisionally which are proposed to generate 5618 employment opportunities.

Among others Minister of State for Finance, Babu Singh, chairman SC/ST Advisory Board, Girdhari Lal, Member Parliament, Udhampur constituency Ch. Lal Singh, MLA, Basohli, Smt. Kanta Singh, other senior officers, newly elected councilors of the civic body were present on the occasion.

Kathua, Mar 12: Governor Lt. Gen. (Retd.) S. K. Sinha today stressed the need for women empowerment in a big way to bring about qualitative change and harmony in the society and to further strengthen the foundation of the Nation.

Speaking at the Inter-College Seminar on "Role of Education in Women Autonomy" organized by Prasar Bharati Corporation of India through Doordarshan Kendra, Jammu here this evening, the Governor said that the growth of a nation largely depends on the status of women, their education and their role in decision making.

Gen Sinha said that Indian ethos accords high status to women, not now but from time immemorial. The women have been the guiding force of the great civilization, he said while referring to Goddesses Durga, Sarsawti and Laxmi, who symbolized power, virtue, emancipation, compassion, righteousness and love.

"Though we have traversed a long way in this regard, many milestones are yet to be covered to carve out a better position for women", he added.

The Governor dwelt on the strides made by women in different walks of life and said their role in the development of the nation and growth of society cannot be undermined.

Deputy Chief Minister, Mangat Ram Sharma while speaking on the occasion took pride in highlighting the level of excellence achieved by women in academics, administration, politics and many other spheres of activities.

Mr Sharma agreed with the speakers that for freeing the women from the shackles of ignorance and illiteracy, multipronged strategy are required especially in remote and far-flung areas that lack even the basic facilities of higher education. Minister of State for Finance, Babu Singh, senior officers of the district administration and academicians besides students of eight colleges of education were present on the occasion.

JAMMU, Mar 12: Jammu University employees are as good artists as they are efficient in discharging their official duty and this pleasant fact came to fore in the celebration of annual function of Jammu University Non-Teaching Employees Union, here today.

The employees, both male and female, displayed their talent before the Vice-Chancellor, their colleagues as well as students and enthralled jam packed Brig Rajinder Singh Auditorium by presenting various items ranging from solo song to chorus and mimicry to skit.

Through skit ‘Office-Office’, presented by Kailash Gupta, Lekh Raj, R S Dalpatia, Ram Gopal and Gurcharan Kour, a satire was made on the style of functioning by some officers and plight of lower class employees also highlighted.

Prof Amitabh Mattoo was chief guest on the occasion while former Vice-Chancellor of JU, Prof M R Puri was the guest of honour.

The function commenced with a patriotic song which was followed by a solo dance by Sudesh Kumar and Dogri song (solo) by Sunita Amla. Mimes presented by Lekh Raj, Raman Gupta, Kulbhushan Thakur, R S Dalpatia, Ghani Shyam and Pritam Singh were highly appreciated while Assistant Librarian P R Vaid, who is attaining superannuation this year, proved through his Sapera dance that ‘Abhi To Mein Jawan Hoon’.

Punjabi dance by Pooja Tuli, Dogri chorus ‘Dharein Dhuran Payian’, Kashmiri folk ‘Rouf’ and Dogri duet, presented by the University employees, were also highly appreciated by the audience. Poonam Sharma and Charak brothers, who were guest artists, presented mimicry and a Dogri duet, respectively.

Speaking on the occasion, Vice-Chancellor Prof Amitabh Mattoo described non-teaching employees as back bone of the University and assured that he would try his best to take care of their demands and requirements. He also disclosed that the Best Employee Award, comprising Rs 10,000 in cash and one additional increment to the winner, is being instituted very soon.

Prof M R Puri advised JU authorities to provide maximum facilities to its employees for better functioning of the University. He also appealed Vice-Chancellor to establish direct contact with his employees.

Earlier, president of Jammu University Non-Teaching Employees Union, Aman Sharma welcomed the guests and assured the Vice-Chancellor that non-teaching employees would provide their maximum cooperation for scaling new heights by the University. Private school teachers threaten to gherao Civil Secretariat

JAMMU, Mar 12: All J&K Private School Teachers Association today held demonstration in front of the office of Divisional Commissioner Jammu in support of their demands.

The participants led by president of the Association Sushila Jamwal and state president of National Trade Union Front (NTUF) Mohd Gafoor Dar shouted slogans against the callous attitude of the State Government and management of the schools towards their demands.

Addressing the demonstrators, Mrs Jamwal said that the private school teachers are being exploited by the managements of the schools and despite being aware of the fact, the State Government continued to sleep over their demands.

"The private school teachers, who have been serving for the past several decades are being denied of fundamental rights of job security and uniform wages policy", she said.

Speaking on the occasion, Mr Dar said that though the Government has initiated some steps regarding the rules but unless and untill this initiative is given the shape of proper rules and strictly implemented by the management, the teaching community in private schools cannot be benefited.

He appealed the Chief Minister to intervene personally for the immediate solution to the most burning and genuine demands of the private school teachers, who are being treated as bonded labourers.

Both Mrs Jamwal and Mr Dar warned the State Government to fulfill the demands of the teachers before April 3 failing which thousands of private school teachers will gherao the Civil Secretariat.

The demands which were highlighted on the occasion included implementation of minimum wages policy in private schools, framing of proper rules to protect the service conditions of private school teachers, gratuity for private school teachers as in the Government and other sectors, implementation of contributory pension scheme, provident fund subscription in PF office and strict implementation of all the Government orders issued from time to time for the benefit of private school teachers and students.

Others who spoke on the occasion included Kanta Nanda, Rama Tandon, Sunita Sawhney, Ranjana Bajaj, Vimi Suri, Saroj Chopra, Darshan Mangotra and others.

The film set in beautiful locations in Jammu and group song by famous folksingers was highly applauded by the audience.

This type of songs are usually sung with classical chords and without musical instruments.

The sweet folk music is a precious possession which need to be preserved and further promoted.

Mr Ved Rahi has done a good job in collecting the voice of some of the artists of this traditional singing.

Speaking on the occasion, Mr Rahi opined that though this folk art is on the wane but the accompaniment of few musical instruments has created wider interest among the people.

Two artists Praduman Singh and Krishna Devi have made this popular not only across the country but even abroad when during India festival in France it caught the imagination and appreciation of audience there.

Of the Bahkaks in the film, two were composed by Mr Ravi.

In the Ek Mulakat programme, organised by the Dogri Sanstha at Dogri Bhavan, Karan Nagar, Jammu, Mr Ved Rahi, recipient of Sahitya Akademi in Dogri recited his choicest poetry composed recently by him.

Two Bahkha, two gazal and few other poetic compositions won repeated applaud for the flight of imagination and depth of sentiments.

Prof Lalit Magotra, president, Dogri Sanstha, while speaking on the occasion, underscored the need for preservation of our rich and unique cultural heritage and put in sustained efforts for its promotion.

JAMMU, Mar 12: Prof Amitabh Mattoo, Vice Chancellor, Jammu University, who visited Jodhamal Public School today interacted with the staff and promised his continual guidance in curricular as well as co-curricular activities, as one of the founder members of the school.

Prof Mattoo complimented the teachers on the phonetic lab and the communicative lessons and phonetic way of teaching the English language. He spoke high of the management and complimented them on the excellent curriculum that has been mapped out for all the classes.

Reduce Council of Ministry: Rather

JAMMU, Mar 12: Leader of Opposition Abdul Rahim Rather today demanded that Council of Ministers should be confined to 15 per cent of the total strength of Lower House as per a law passed by the Parliament.

Initiating discussion on grants of the departments held by the Chief Minister, Mr Rather said he and CPM leader Mohd Yusuf Tarigami had introduced bills to this effect in the Assembly, which were referred to the Select Committee. "The bills are deliberately not being re-introduced in the House", he regretted.

Voicing concern over frequent transfers of the Government officers, he said the officers hardly take over their charge when they are given marching orders. There was also a dispute among Cabinet Ministers and Ministers of State as transfer files were not being routed through the latter, he said, wondering why the Ministers are interested in transfers only.

He alleged that a bad precedent was set by the ruling party by "distributing money" in by-elections to two Assembly seats. This was for first time in the history of Kashmir that money was distributed among the people, he said, adding several other "unfair means" were also adopted by the ruling party like giving a special package of Rs 60 lakh to Pahalgam.

Mr Rather said the Government has not stopped issuing appointment orders under SRO 43. Now their priority has shifted to back-door appointments, he remarked.

He said while the Chief Minister has claimed a decline in human rights violations, the Human Rights Commission chairman has pointed out increase in his report for the year 2002-03.

Sartaj Madni (PDP) said the NC had misled the people of Kashmir for several years on Rawalpindi road, ‘Raishumari’ and autonomy. "We had promised opening of Uri-Muzaffarabad road and we got it done in two years", he added.

He charged the previous NC Government with making large scale appointments through back-door. There was no transparency in the NC Government, he alleged.

Ajay Sadhotra (NC) said the name of Mufti Government will be written in the history for being the "most corrupt Government". He wanted to know why the authorities were hesitant in producing challan against IAS officer Ajit Kumar.

Mr Sadhotra criticised the Government for making no mention of unemployed youths in Governor Address and budget speech. He pointed out that chairman of Accountability Commission hasn’t been set up even after two and a half years.

Ashwani Sharma (Independent) demanded that pending cases of the border migrants under SRO 43 (compassionate appointments) should be cleared immediately. He regretted that no money has been released for Bishnah by R&B Minister for the last two years.

Mian Altaf (NC) said corruption was on increase and no action is being taken against the corrupt officers. Alleging discrimination with Gujjars and his Kangan Assembly segment, he regretted that only 10 Anganwari centres have been given to Kangan.

He said he had given specific examples of human rights violations but no action was taken on them.

Dr Mehboob Beg (NC) said the Ministers didn’t visit their offices causing inconvenience to the people. He said there was no criteria for transfers and promotions of the officers. He alleged that many detenues were languishing in jails without trial.

Ali Mohd Sagar (NC) described the Government as "unholy coalition of partners" just to keep NC out of power. He said the Government was a one man show and there was no collective responsibility.

Jugal Kishore (BJP) alleged that justice was not being done with his constituency (Nagrota). He said no roads have been sanctioned in his constituency.

Girdhari Lal Chalotra (Congress) demanded that Scheduled Caste (SC) officers should be posted in the districts. Mohd Abbas (NC) demanded recruitment of SPOs and Forest Protection Force in Kargil. Dr Manohar Lal Sharma (Congress) demanded setting up of a Fire Service station in Billawar. Qaiser Jamsheed Lone (NC) said instead of disbanding STF, the Government has converted entire police into STF. Javed Rana (NC) alleged discrimination with Rajouri and Poonch districts.

Balwant Singh Mankotia (National Panthers Party) demanded increase in SPOs salary. He said the constables of Jammu region, posted in the Valley for last 10-15 years, should be transferred to their home towns.

Sham Sharma (Congress) called for transparency in the transfer policy. He sought a fire service station in Khour and an increased in SPOs’ salary. Sajjad Kitchloo (NC) demanded implementation of Wazir Commission report. He demanded hike in the salary of SPOs and VDCs and on spot recruitment in far off areas. He regretted that no orders have been issued under SRO-43 in Kishtwar.

Mushtaq Bukhari (NC) criticised the Chief Minister for trying to take credit of Muzaffarabad bus service saying it was the decision of India and Pakistan Governments. He demanded a degree college for Surankote. Chaman Lal (NC) alleged that SC/STs were not being given reservations in Universities. He demanded reservation for SC/STs in Anganwaris. Faqir Nath (NPP) demanded ex-gratia for the kin of 35 persons killed in a bus accident at Chenani recently.

Mohd Sayeed Akhoon (NC) said selected PDP Corporators have been provided with security and official vehicles. He said the human rights violations were still going on. Saifullah Mir (NC) said the Security Related Expenditure (SRE) is being diverted in the districts. Rashpal Singh (NC) demanded increase in SPOs’ salary. Abdul Gani Malik (NC) demanded that the people should be paid rent for the houses occupied by the security forces.

2,470 militants eliminated in 2003-04 in J&K: Veeri

JAMMU, Mar 12: A total number of 2470 militants were killed in various encounters with security forces in Jammu and Kashmir during the year 2003 and 2004.

This information was furnished to State Legislative Assembly in a written reply to a question of S D Shariq by the Minister of State for Home, A R Veeri.

The Minister said out of this, 1494 militants were killed in 2003 while 976 were eliminated in 2004.

Giving further details, the MOS Home said 714 security personnel also lost their lives while fighting the terrorism in the State during the last two years. He said out of them 384 were killed in 2003 while 330 lost their lives in 2004.

The Minister said a total number of 1569 civilians were also killed in militancy related incidents during the last two years in the state. However the number of civilian killings decreased to 733 in 2004 which was 836 in 2003, he added.

Mr Veeri said on the basis of circumstances leading to the death, in each case, legal action has been taken by registering a case in the jurisdictional police station.

However, whenever there is a suspicious killing , Government has ordered a separate Magisterial probe in addition to the cases registered by the police, he said ,adding so far in 40 cases of killings probes have been ordered by the Government.

The Minister said the security forces have all along been given strict instructions to take utmost care to ensure that life and property of civilians is safeguarded and a number of steps have already been taken in this regard.

He said the security force personnel are under explicit directions to uphold human rights during operations.

In a written reply to another question of S D Tariq, the Minister said 447 government buildings are under the occupation of security forces in the J&K State.

He said these include 69 educational institutions, 25 hospital buildings and 383 other government buildings.

He said the Government is engaged in tackling the situation to restore the buildings. Efforts are also on to construct the alternative accommodation for security forces so that all the Government buildings occupied by them are vacated and restored to concerned departments.

1200 families of lake dwellers rehabilitated
Rs 237 cr Dal conservation project sent to Centre: Mir

JAMMU, Mar 12: Minister for Urban Development, Housing and Tourism Ghulam Hassan Mir has said that 1200 families of Dal Lake dwellers have been rehabilitated in colonies and 1143 kanals of encroached land around the lake cleared by removing 516 illegal structures.

While replying to a question of National Conference legislator, Shamima Firdous in the Legislative Council here today, Mr Mir said a project costing Rs 237.70 cr has been approved by Government of India and sent to Planning Commission for its final approval. He said the project envisages conservation of Dal lake and an amount of Rs 6.5 cr has been released January 2005 to LAWWDA.

He pointed out that conservation plan for Dal-Nageen lake comprises two components viz conservation and rehabilitation component. The conservation component is being funded by Central Government whereas, the rehabilitation by the J&K Government. Three sewerage plants are being installed as the several drains directly pollute the lake.

Responding to supplementary question of G R Kar, the Minister said the rehabilitation of 1200 families of Dal dwellers by way of acquisition of their land and structures and rehabilitating them in housing colonies has been accomplished. The removal of encroachments, both structures and land mass and Nadroo is being carried out and so far 516 illegal structures have been brought down. Out of total land of 2201 kanals, encroachment on 1143 kanals land has been removed. The land measuring bout 96 kanals of Radhs/ Reed and 100 kanals under Nadroo cultivation has been cleared.

Several measures have been taken to improve the lake hydrology. In this connection construction of nallah Amir Khan channel has been initiated to enhance its capacity from 150 cusec to 1330 cusec. Construction of three STPs at Habak, Hazratbal and Lam is in progress. A total length of 11560 m of main and sub-main sewers have been laid. Construction of Brari Numbal Cut and cover conduit for lake water discharge to attain adequate water circulation has also been initiated.

For the development of catchment area massive crate work, afforestation, contour trenching, barbed wire fencing, dry rubble stone masonry and check dam works have been executed and it is still in progress. Deweeding / skimming for weed management through manual and machines is being done on regular basis. More than 20,000 cum of wet weed is being removed annually and for solid waste management programme to prevent flow of solid waste into the lake is being carried out through NGOs.

PHE is biggest defaulter of PDD

JAMMU, Mar 12: Besides disconnecting power connections of Government departments, the Power Development Department (PDD) has asked the Finance Department to cut budget allocations of departments having outstanding power tariff.

This was informed by Minister of Power, Mohammed Sharief Niaz while replying to a question of National Conference Member Ali Mohammed Sagar. "I have asked Finance Minister to reduce the budget to defaulter departments", Mr Niaz said.

The Power Minister informed the House that as many as 3744 disconnections of various installation were affected during 2004-05 (ending January 2005) which include government as well as commercial establishments. He informed that disconnections have been affected to ensure early recovery of the arrears.

According to Minister’s reply, Public Health Engineer (PHE) is biggest defaulter as far as recovery of power tariff was concerned. In 2003-04, total payable tariff of PHE was Rs 139.55 crore in Jammu and 100.21 crore in Kashmir Valley but the Department only paid 31.54 crore and 15.32 crore respectively to the PDD.

The Minister informed that in year 2002-03, an amount to tune of Rs 323.20 crore was realised as electricity tariff whileas in 2003-04, Rs 324.63 crore were recovered as power tariff. In 2004-05 (ending January 1, 2005) a sum of Rs 241.91 crore has been realised so far. In 2003-04, an amount to tune of Rs 129.47 crore was recovered from Kashmir division while as share of Jammu division was 213.16 crore.

Disclosing steps initiated by the department for recovery of power tariff, the Minister said that procedure for payment of power tariff has been made consumer friendly by issuing pass books under which consumer can deposit electricity tariff in the designated branches of J&K Bank without waiting for any bills. The consumer can now make payments for the whole year in one go.

Replying to a question regarding recovery of outstanding amount from security agencies, the Minister said that matter regarding recovery of outstanding dues from Army/Security forces has been taken up, first time, in the civil-military liaison conference held on February 19, 2005. The intervention of Ministry of Home Affairs has also been sought in the matter.

The Minister further informed that the J&K Electricity Act, 1997 has been amended through an ordinance on January 1 this year to deal effectively with the menace of theft of energy, to plug revenue losses and to provide for speedy trail of offences under the Act.

"Besides metering of consumer installations, new technologies like Aerial Bunching Cables (ABC) and High Voltage Distribution System (HVDS) are being introduced for energy accounting and prevention of theft. Like wise check meters are being introduced for bulk consumers for energy audit and recovery of dues accordingly", he stated.

3.72 lakh domestic, 40,000 foreign tourists visited J&K

JAMMU, Mar 12: Minister of State for Tourism Jugal Kishore said that about 3.72 lakh domestic and more than 40,000 foreign tourists visited Jammu and Kashmir last year.

Responding to a joint question of Mohd Yousuf Taing and P Namgyal in the Upper House today, the Minister said in Kashmir valley alone 3,58,095 domestic and 18,634 foreign tourists arrived during last year while in Ladakh 13,483 domestic and 21,608 foreigners paid visit during the same period.

Referring to the pilgrims travel, the Minister said that over 61.09 lakh pilgrims visited holy cave shrine of Mata Vaishnodevi while over 4 lakh devotees paid visit to Shri Amarnath cave last year.

In response to yet another question, he said 330 tourists which include 20 foreigners participated in winter games of Gulmarg this year. Besides tourists, 365 students participated in various winter sports courses held by the Indian Institute of Mountaineering, Youth Service etc. In ice hockey event at Leh, 14 teams of Inter Club of Leh district participated , 11 teams came out for CM Cup while nine teams took part in National Ice Hockey Championship. And each team comprises of 12 players. Mr Jugal further intimated that the work on 2nd section of Gulmarg Gandola Project from Kangdori to Apharwat was taken up in 2002. Due to unfavourable condition the work was delayed and now for commercial operation it would be started shortly. He expected turnover from section-I of Gandola project during current financial year is Rs 280 lakhs.

While intervening, the Minister for Tourism, G H Mir said that with the increase in the arrival of tourists and changing security environment, the Government was vacating the hotel accommodation occupied by the security forces. Last summer the problem was faced as a large number of tourists visited Kashmir.

Cong organizes function to commemorate Daandi Yatra

JAMMU, Mar 12: In connection with 75th anniversary of Mahatma Gandhi’s Daandi Yatra (Salt Satyagrah) today, a function was organized at PCC headquarters here in which president Peerzada Mohd Sayeed administered a pledge to party leaders and activists to follow principles of Mahatma Gandhi in practical life.

Deputy Chief Minister and leader of Congress Legislature Party was also present on the occasion. The pledge was administered at 6.15 a.m. like other parts of the country especially in Sabarmati Ashram where AICC president Sonia Gandhi administered pledge to participants at the same time and launched the Yatra to celebrate the occasion.

After the pledge, PCC president and Deputy Chief Minister addressed the participants and asked them to follow the path shown by Mahatma Gandhi, like non-violence, religious brotherhood, tolerance etc. They said today’s occasion reminds us the long struggle and sacrifices during the freedom movement and every citizen should devote to the unity and integrity of the country.

6 Tourism Development Authorities being set up in Jammu

Jammu, Mar 12 : Minister for Tourism, G H Mir said that after assuming the charge of administration by the coalition Government, the attention was focused only on two tourist places of Pahalgam and Gulmarg keeping in view the prevailing situation of militancy in other parts of the valley.

Mr Mir said Pahalgam and Gulmarg two tourist spots also experienced tourist influx during peak militancy days. Mr. Mir while replying to the points raised by Mr. G. R. Kar and Mr. Bilal Ahmad Lodi. He said that in addition to these areas Government has also given due attention to development of Gurez, Bagtor, Tilel, Tangdar, Lolab, Rampur, Bungus and Machhil. He said myself alongwith the Chief Minister visited Palmdan, Dudh Pathri, and Toshandan areas last year and decided to bring these areas on the tourist map besides construction of road connectivity.

The Minister said that the Bandipora is already on the tourist map and special attention was given to reconstruct the totally gutted infrastructure at Mansbal, which has given a new shape. He said Wular lake would also be developed to attract for holiday tours besides Baba Shukur Din Shrine would be given face lift.

Keeping in view the opening of Srinagar Muzaffarabad road, he said special attention is being given for the development of Uri. For this purpose Tourist Reception Centre, a park and other infrastructure of tourist attraction is being created. To develop tourism potential in Jammu division six development authorities have been constituted, the places of tourist attraction at Poonch, Rajouri, Baderwah, Kishtwar, Bani and Basohli have been given special attention in respect of tourism activities.

Minister for Power Mohammad Sharief Niaz said that estimates for installation of transformers includes cost of poles, conductors, transportation and labour charges. He was responding to a point raised by G. N. Lone regarding preparation of excess estimates in installation of transformers and demanding charges by the PDD for transportation of poles, conductors and other allied material, besides labour from the people. He said stringent action would be taken against those who are found involved in such malpractices.

While taking part in discussion Mr. Bhim Singh raised the issue of implementation of De-limitation and Wazir Commission Report, he said Prime Minister during his recent visit to the state had assured the implementation of Wazir Commission and De-limitation reports in letter and spirit but nothing has been done so far.

P. Namgyal demanded direct air flights for the people from Leh to Srinagar and Jammu as presently the air flights are operational from Jammu to Leh and Srinagar to Leh but no direct return flight from Leh to Jammu is operating.

G. S. Charak raised the issue of MBBS students selected for GMC, Srinagar and demanded their migration to GMC, Jammu.

Nizam-ud-Din Khatana raised the issue of construction of receiving station at Kokernag area.

Nassarullah demanded air lifting of people belonging to Leh and Kargil from Srinagar and Jammu and demanded compensation to the stranded passengers of Leh and Kargil on the pattern of others.

N. A. Mir raised the issue of old buses plying on Rajouri and Poonch routes, causing frequent accidents due to overloading. He said there is no check on the overloading, rash driving and demanded deployment of traffic magistrate to keep check over the menace of overloading.

Dupender Kour demanded that the streetlights shall be given direct connection so that these are put off during the day time to save the energy.

Ikhlaq Khan and Mr. Iqbal Bhat also raised the issues of drinking water supply, power and clearing of roads in their respective constituencies.

Speaker discusses rehabilitation measures
for border migrants

Jammu, Mar 12 : Speaker Legislative Assembly Tara Chand reviewed the rehabilitation and relief measures for the border migrants at a high level meeting of officers here today.

The Speaker asked the Financial Commissioner, Home and Divisional Commissioner Jammu to speed up the relief measures for which the Central Government has already provided funds. These include tractorisation of un-cultivable land that was left out for some years due to border disturbance in various villages of Akhnoor Tehsil.

The matter of release of Rs 78 crore relief package for border migrants came up for discussion, out of which Rs seven crore have already been released by the centre, the Speaker impressed upon the concerned officers to peruse the case vigorously for obtaining the pending amount at the earliest so that the pending rehabilitation process is completed. Mr Tara Chand said that several other relief works which include allotment of plots at safer places, payment for purchase of oxen for ploughing purposes house-holds and extension of cash relief for another six months for those who are not able to start their forming activities due to some technicalities would also be undertaken with the same financial assistance of Central Government.

It is recalled that the Centre had already sanctioned Rs.seven seen crore under the rehabilitation programme for Akhnoor border migrants out of the Rs. 78 crore proposal sent by the State Government. Balance amount to the tune of Rs. 71 crore has been agreed by the Centre to release in phased manner.

JAMMU, Mar 12: ‘Pearls’- an ISO 9001 certified nursery school, celebrated its first Annual Day function at Amar Singh Club, here today.

Minister of State for Tourism, Jugal Kishore Sharma was chief guest in the function which was attended by parents of the school students, management and staff of Pearls. Sarita Chauhan, Additional Secretary, Agriculture Department, presided over the function.

On the occasion, tiny tots of the school presented a variety of items which included dances, skits, modeling and songs. The show also included a performance by girls from Apna Ghar.

Prizes were also distributed to the winners of various activities, held in the school.

In his address, Jugal Kishore Sharma exhorted the school management and parents of the children to encourage and promote their own Dogri culture and language. Expressing his pleasant surprise over the excellent performance of children in front of huge audience, he appreciated the school management for encouraging the tiny tots for their participation in extra curricular activities.

NC members allege pick and chose policy
in development works

JAMMU, Mar 12: Alleging discrimination with the constituencies represented by the opposition members, four National Conference MLAs Rashpal Singh of Kalakote, Mohammed Aslam of Rajouri, Mushtaf Ahmed Bukhari of Surankote and G M Jan of Poonch today staged a walkout from the House.

Reply of the Minister of Works regarding constituency wise details of allocation/expenditure under section in Jammu division during the year 2003-04 and 2004-05 by Public Works Department (R&B) generated much heat in the Lower House. As the written reply speaking about discrimination with some constituencies, the Deputy Chief Minister intervened and asked the Speaker to defer the question.

By the end of January 31, 2005, 15 schemes have been sanctioned for Jammu East constituency under state sector schemes of Jammu district. Maximum number of 38 schemes were sanctioned for Akhnoor, followed by 28 for Gandhi Nagar, 22 for Raipur Domana, 20 for R S Pura, 20 for Jammu West, 18 for Nagrota, 18 for Samba, 16 for Marh, 13 for Chhamb, 9 for Vijaypur and only four for Bishnah.

As far as Kathua district is concerned, 12 schemes sanctioned for Bani, 16 for Billawar, 28 for Hiranagar, 25 for Kathua and 21 for Basholi.

In Udhampur district, 24 schemes have been sanctioned for Udhampur, two for Chennani, 29 for Reasi, 12 for Ramnagar, nine for Gool Gulab Garh and 11 for Gool Arnas. In Rajouri district, nine schemes were approved, 10 for Darhal, 13 for Kalakote and 26 for Nowshera.

In Surankote constituency 13 schemes were sanctioned, nine for Haveli and six for Mendhar while as in Doda district, 12 schemes were sanctioned for Doda, 15 for Kishtwar, 22 for Bhaderwah, 7 for Banihal, 6 for Inderwal and four for Ramban.

The Minister’s reply infuriated opposition members, who alleged that the coalition regime has been adopting ‘pick and choose’ policy in allotting development funds. They alleged that Government has not released funds for those schemes which have been approved from the constituency represented by opposition members.

Expressing their anguish over reply of the Minister, four NC members staged a walkout. Leader of the Opposition, Abdul Rahim Rather regretted that some Ministers have been treating Government’s exchequer as their personnel property. There was uproar in the House for quite some.

Ultimately, the Deputy Chief Minister intervened and asked the Speaker to defer the question. Speaker, Tara Chand immediately deferred the question.

JKSS sends Ist truck load of items for snow victims

JAMMU, Mar 12: First truck load of relief material for snow victims of Udhampur and Doda districts was flagged off by Dr Om Parkash Mengi from Jammu Kashmir Sahayta Samiti headquarters Ved Mandir Complex, Ambphalla this morning.

Relief items included ration, blankets, medicines and other essential commodities collected by Samiti from masses in Jammu for distribution amongst the victims of snow Tsunami in the State.

Thanking the people of Jammu for their generosity, Col K S Juneja, general secretary, said that Samiti has been doing a yeoman’s job for the past 15 years rendering a helping hand to the needy, victims of terrorism and natural calamities.

He said Jammu has a tradition of hospitality and the people of this region have always remained in the fore-front in providing solace and succour to the victims since partition of the country. He appealed the people to donate more as there were atleast 1000 more families which needed immediate relief in terms of food and clothing.

Former Union Minister of State Prof Chaman Lal Gupta and BJP leaders Bali Bhagat, Ch Piara Singh, Surekha Choudhary, Satinder Mahajan etc were also present on the occasion.

LIC unveils Future Plus

JAMMU, Mar 12: In response to demands of customers, the Life Insurance Corporation of India (LIC) has unveiled ‘Future Plus’ its unit linked pension plan. This pension plan is bundled with lots of options with in built flexibility.

This was stated in a LIC handout issued here today. It said Future Plus a deferred pension plan is available with or without life cover and can be taken as a single premium policy or under regular premium mode i. e yearly or half yearly.

The plan comes with a host of riders like accident benefit rider, critical illness rider etc which are to be opted at the time of taking the policy. On vesting, the customer gets a pension on accumulated bid value of the units allotted under the plan.

The handout said the option is available to commute up to one -third of the fund under the units at the time of vesting and the policy can be surrendered at no loss on the bid value of the units after two years of its existence and a small charge upto maximum of four percent is levied if surrendered within two years.

On death of the customer during the deferment period, basic sum assured plus the bid value of units becomes payable by LIC provided life cover option is exercised, the handout said. Otherwise, the bid value of the units become payable to the nominee. The nominee can also opt for a pension in lieu of lump sum death claim amount.

Persons in the age band of 18-65 years are eligible to take future Plus. The minimum and the maximum vesting age offered is 40-75 years and the minimum policy term is five years and the minimum premium payable under single premium mode is Rs 10,000 and Rs 5,000 per annum.

Mufti assures accommodation, job
incentive to migrant youth

Jammu, Mar 12 : A deputation of the Youth Wing of All India Kashmiri Samaj AIKS met the Chief Minister Mufti Mohammad Sayeed here today, apprised him about their problems and sought his intervention to redress these.

The deputation, among other things, demanded reservation in Central and state Government jobs, relaxation in age for the recruitment and interest free loan to set up their own ventures. The deputation presented a detailed memorandum listing various demands.

Responding to the points raised by the migrant youth, the Chief Minister said the coalition government was actively working on early and honourable return of the migrants to the Valley. He said their return would be the important sign of normalcy in Kashmir and sought the cooperation of both majority and minority communities to achieve this objective.

The Chief Minister said residential cluster accommodation is being constructed for migrants at various places where complete facilities would be available. He said initially 200 families would be accommodated. He said residential accommodation and job incentives would be provided to the migrant youth for return to their ancestral place. He asked the deputation to send a team to Kashmir and see the initiatives taken by the Government for the return of the migrants.

Rani Bloeria given warm reception at PCC office

PHEEA elects head for Reasi

JAMMU, Mar 12: Munshi Ram was elected as president of water Works (PHE) Employees Association for Reasi division by the provincial president of the Association Shiv Kumar Sharma.

Mr Sharma made the announcement to this effect after the recommendations of the district Udhampur president of the association Mr Som Nath and other provincial office bearers.

While addressing general meeting of the PHE employees at Reasi, Shiv Kumar Sharma, provincial president, assured all possible help for protection of rights of the employees of the department. He said provincial body would not hesitate to make any sacrifice for the cause of employees.

Mr Sharma recounted all the long pending demands of the employees including two and a half day extra salary for extra work under Essential Services Act, enhancement in retirement age from 58 to 60 years, decrease in qualifying service for pension benefits from 33 years to 25 years and inclusion of Janata Personal Accident Insurance Scheme.

Others who spoke included Udhampur district president Som Nath, Raman Kumar, Om Parkash, Brij Mohan, Sanjay Dubey, Ajay Sharma and Tilak Raj. they all appealed the PHE employees to remain united under the banner of the association and work for betterment of entire community.

JAMMU, Mar 12: J&K Central Non-Gazetted Electrical Employees Union held demonstration at Samba in support of their demands.

Hundreds of employees and workers including provincial senior vice president P N Raina, provincial secretary Parshotam Sharma, Gurnam Singh Slathia, Dev Raj, Surjeet Sharma and Rashpal as also others participated in the demonstration.

A large number of daily wagers of the department also participated in the demonstration and demanded wages for the past 12 to 15 months, which have not been paid to them till date. The main demand was lifting on ban on engagement of daily wagers, their regularisation and release of wages.

The dharna was also supported and addressed by Mr Karam Chand from Medical Department, Kulbhushan Singh from PHE Department and Shashi Bala from Medical (E&W Association).

Later a deputation led by Mr P N Raina met Tehsildar Samba and handed over a memorandum for its further submission to the Government for immediate redressal.

A nine member tehsil committee for Samba was constituted with Gurnam Singh as president, Dev Raj as vice president, Surjeet Sharma as organiser, Anil Kumar as secretary, Balvinder Singh and Tara Chand as joint secretaries, Rajesh Jamwal as Joint secretary-II, Ganesh Kumar as cashier and Mohd Hanief as publicity secretary.

The committee fully supported the action programme announced by the union to hold demonstration/rally on March 17 at Janipur Power Grid and pledged to participate in the same.

Amul delegation calls on CM

Jammu, Mar 12: A delegation of the Board of Directors of the Gujarat Cooperative Milk Marketing Federation (GCMMF), of the Amul fame, today called on the Chief Minister Mufti Mohammad Sayeed and briefed him about the progress made by the two milk plants set up at Srinagar and Jammu. Managing Director GCMMF, B M Vyas, headed the delegation.

Minister for Agriculture, Abdul Aziz Zargar, Agriculture Production Commissioner, B B Vyas, Secretary Animal Husbandry, Dr. Deen Mohammad were also present on the occasion.

The Chief Minister asked the delegation to introduce more products in cheese, ghee and curd for which adequate market is available. The Chief Minister also sought inputs about various aspects in this regard and assured support from the Government.

The Chief Minister was told that the chemical analysis of the milk in Kashmir has shown no pesticide presence and the ghee got from Jammu is one of the finest varieties.

Mr Vyas informed the Chief Minister that at present GCMMF collects 11,000 and 3000 liters of milk respectively from Jammu and Kashmir divisions through 107 cooperative societies.

Minister for Agriculture, Abdul Aziz Zargar, on this occasion informed the Chief Minister that the number of such cooperative units would go up to 200 by the next years.

Udhampur Councillors administered oath

UDHAMPUR, Mar 12 District Election Officer (DEO), Udhampur, Ashok Parmar administered oath of office to newly elected 17 Councillors of Municipal Council, Udhampur in a colourful swearing in ceremony held here today.

The councillors who were sworn representing all the 17 wards of Udhampur Municipal Council included, Ashwani Khajuria, Rakesh Kumar, Mohan Bodh Raj, Mrs Parvez Akhtar, Brij Mohan, Vijay Kumar, Mrs Shakuntla Devi, Jugal Kishore, Darshan Kumar Abrol, Mrs Neelam Nargotra, Prahlad, Singh, Rajesh Kumar, Mrs Basant Kailoo, Pawan Kumar Khajuria, Ashok Kumar, Mrs Kanta Devi and Mrs Shamim Akhtar.

Speaking on the occasion, Parmar congratulated the newly elected councillors and hoped that they would leave no stone unturned in discharging their duties honestly to the entire satisfaction of the citizens of Udhampur town.

Similar oath taking ceremony was held at Municipal Committee, Chenani today where all the seven elected ward members where administered oath of office by the Assistant Commissioner, Revenue, Udhampur, Abdul Hafeez.

With the smooth conduct of today’s oath taking ceremony, the process of administering oath to newly elected councillors and members has been completed in all the 63 wards of Udhampur district. These include 17 councillors in Udhampur Municipal Council, 13 Members each in Municipal Committee of Ramnagar, Reasi and Katra and seven in Chenani, successfully.

According to the District Election Officer, Udhampur, the election of President and Vice President in Udhampur Municipal Council and Municipal Committees of Ramnagar, Reasi, Katra and Chenani would take place at the respective towns of the district on March 16.

Sofi asks MD SFC to identify corrupt officials

Jammu, Mar 12: Minister for Forests and Environment, Ghulam Mohi-ud-Din Sofi has directed the Managing Director, State Forest Corporation (SFC) to identify the employees of the corporation, who allegedly involved in collecting the money from their colleagues as gratification and overhead expenses for grant of COLA to the corporation employees, released by SFC Board of Directors meeting recently.

Taking the report to this effect very seriously, the Minister directed the Managing Director SFC to make the list of such employees for initiation of their termination from service, if allegation is found correct. He said that SFC is a bread earner for hundreds and thousands of employees directly or indirectly and there is no room for corrupt and delinquent officers/officials in the corporation. He warned unscrupulous elements in Government services of stern action, adding that there is no room for such employees in Government department.
