PKM holds demonstration, rejects dialogue with Hurriyat

Excelsior Correspondent

JAMMU , July 17: Panun Kashmir Movement (PKM) held a demonstration at Dogra Chowk here today to protest against what it called the anti Pandit policies of the State Government.

The demonstrators warned the Government that Pandits will accelerate the struggle in case the Government does not change its attitude towards the hapless people who have been forced to flee from the Valley by militants.

Earlier the organisation held its Youth convention for 2005 in which a large number of delegates participated.

In his address PKM chief Ashwani Kumar Chrangoo termed the contact exercise being made by Hurriyat Conference with displaced Pandits as an effort to seek representation and throw a curtain on the genocide and ethnic cleansing of minorities in Kashmir. He made it clear that the Pandits can not trust the conglomerate as they know Hurriyat’s agenda is to seek separation from India.

He said the Pandits have rejected the return formula of the Government to clusters and with the same voice they reject the dialogue with Hurriyat leadership.

He said the Pandits are well aware about the root cause of exile. "The Hurriyat wants to seek separation from India through political means as the terrorist gun has failed to drive out India from Kashmir", he added.

Mr Chrangoo said that an indigenous group of homogeneous population, Pandit community has claim on territory of Kashmir and by virtue of this claim, the community treats the accession of J and K to India as final and complete. Pandits are also first and natural party to any dialogue with the Government of India on the future political set up of the state within Indian Union, he added.

He urged the community to be vigilant and keep the on going developments concerning Kashmir under constant watch. He also warned those community members who on the behest of separatists blame the former Governor Jagmohan for the migration.

He said the recent spate in the terrorist violence in the Valley against the civilians including school going children and the security personnel has made the security situation quite alarming. The infiltration of the armed terrorists from across the border is a continuous process and Pakistan has backtracked from its word of not allowing terrorist structures to function on its land against India, he added.

The PKM chief said under these circumstances demands made by various leaders in the Valley for reduction of security forces and the declaration of unilateral internal cease-fire as an ingredient of confidence building measures to strengthen the so called policies of healing touch and peace process.

He also accused the State Government of being hell bent to destablise the community by forcibly evicting the members from quarters, stopping their relief and putting them to unnecessary trouble. "This attitude of government is hostile regime for the Pandits", he added.

Mr Chrangoo alleged that by denying the jobs to the Pandit youth the government was forcing them to leave the state. He appealed the youth to get ready for struggle to achieve their rights.

Among other who addressed the convention include S N Dulloo, P N Raina, Vijay Qazi, Virender Kaul and Nanaji Dembi.

The programme was conducted by P K Bhan and Upinder Kaul while the welcome address was made by Prof. H L Jalali, vice president PKM.

project demands: Baig to people

Excelsor Correspondent

BARAMULLA, July 17: Minister for Finance & Planning, Muzaffar Hussain Baig has called for constituting Development Committees at village and mohalla level in rural and urban areas respectively, which, he said could project the developmental needs of their respective areas at the appropriate forums for focused attention.

Addressing public meetings at Kitchhama and Singhpora today, Mr Baig said the Development Committees, once constituted, could serve as a link between the Government and the masses and such a mechanism could help achieve the objective of equitable development. He said that such a system could also save the people from the trouble of making rounds of the civil secretariat and visiting the residences of the Ministers to put across their demands. He said these Committees could route their demands to the Government through the Panchayats, District Development Commissioners or directly bringing the same into the notice of the political executive.

Mr Baig said the Development Committees could also become public watchdogs by keeping an eye on the works being executed in their respective areas. "If the Committee comes across compromise of quality in the execution of works by the executing agencies, they could immediately bring the same into the notice of the Government for appropriate action," he said.

Acknowledging the support the Government getting from the Centre for the economic development of the State, Mr Baig said the Centre has been more than forthcoming in ensuring and facilitating adequate flow of funds to the State for development.

He said education and health sectors have especially achieved landmarks in expansion, and the upgradation of education and health institutions on such a large-scale has taken place after more than five decades. He said the next revolution would be in road communication and power sectors as huge funds are being pumped into these sectors for upgradation and reforms.

Asking the Government functionaries, especially the officers in the field to keep their doors open for the public, Mr Baig said the officers must instead of closeting themselves in their office chambers, reach out to the people to redress their grievances.

Expressing grief over the continued spate of killings, especially the youths, Mr Baig said, "I fail to understand why our young generation continues to become the cannon-fodder for vested political interests." New Colleges to function today with thin
roll, no infrastructure

Excelsior Correspondent

JAMMU, July 17: With a very thin roll of students and almost negligible infrastructure, the newly opened Government Degree colleges in Jammu division are going to start class works alongwith other colleges from tomorrow.

Already puzzled over the very poor response of admission seekers in these newly designated colleges, which are accommodated mostly in existing local Government higher secondary schools, incharge of these institutions are in a dilemma as minimum infrastructure required to start the class work has not yet been provided to them.

At Government Degree College (Girls), Kathua, there is no sitting arrangement for the students as desks have not yet been provided while the teacher for ‘Computer Applications’, which is one of the four regular subjects being offered by the college, is also not made available by the Education authorities.

Further, except the Degree Colleges at Ramnagar and Akhnoor, the strength of students in all these newly established institutions is thin as a very poor response of admission seekers was drawn due to lack of counselling, non-availability of popular and traditional subjects and alleged indifferent attitude of Education authorities in providing infrastructure to these institutions.

Only seven admissions have been made in Kathua College (Girls) while the number of students is 17 and 27 at Hiranagar College and R S Pura College, respectively. The admission seekers were not provided counselling and awared about the subjects, which have been introduced in these newly opened colleges.

Except Ramnagar Degree college, all the newly opened colleges have been sanctioned subjects like Applied Mathematics, Computer Application, General English and one optional subject.

However, the response was encouraging in Ramnagar and Akhnoor Colleges where the number of admitted students has touched 200 and 100 mark, respectively. In Samba, 76 admissions have been made.

It is pertinent to mention here that only Ramnagar college has the privilege to start all streams, including Arts, Commerce and Science with traditional as well as new subjects.
