Delegates session of NSUI held Excelsior Correspondent JAMMU, Jan 4: One day delegates session of National Student Union of India (NSUI) was held today at Congress headquarters under the chairmanship of Rajiv Saraf, state president of NSUI. Representatives of all colleges of Jammu district were present. Minister of Panchayati Raj and Rural Development and Pradesh Congress Committee (PCC) chief Peerzada Mohammed Sayed was chief guest in the function. Speaking on the occasion, Peerzada Sayed exhorted the students to shoulder their responsibilities. He said that students were the future of the nation and their demands should be seriously considered. PCC chief educated the youth about programmes and policies of the Congress party. He said that Congres party was committed for strengthening secular fabric of the nation. Pointing towards demands of the NSUI, PCC chief admitted the delegates that demands put forth by the students were quite genuine. He assured that Minister incharge of Youth Affairs and Sports will be asked to address these demands at the first instance and on priority. PCC leaders Parduman Singh Azad, MLC, Vinod Mishra, who is former president of NSUI, Yash Pal Khajuria, Ashok Sharma, Amolak Singh and others addressed the gathering. Earlier speaking on the occasion, Mr Saraf highlighted various problems being faced by the students. He demanded a permanent office in Jammu city to run the organisation smoothly. In a message, the Governor described Guru Gobind Singhji as an apostle of peace, righteousness and truth, who fought injustice and exploitation, relentlessly with fortitude and strove for bringing about harmony in the society. The message of this fearless revolutionary and social reformer spread fast and played an important role in cultural renaissance of a multiracial society, he added. General Sinha said that the teachings of the Tenth Guru are relevant in every age and society as they lay emphasis on the evolution of strong, noble and selfless individuals and an enlightened social order. He said that Guru Gobind Singh pursued his mission of unity, equality, compassion, love and of virtuous deeds single mindedly and hoped that people will rededicate themselves to the values professed by the great Guru. Excelsior Correspondent SRINAGAR, Jan 4: The fresh snowfall on the new year eve may have brought an end to the dry spell prevailing in the Valley, but the snowfall has also meant more trouble for the people as the temperature in the valley has gone down sending chill down the spine of an ordinary Kashmiri. The entire Valley is witnessing a cloudy weather and the weatherman has predicted snowfall in most parts of the valley adding to the misery of the people. As if snowfall was not enough the Valley today witnessed the lowest temperature with Pahalgam, recording a temperature of minus 9.7 during the early hours of the day. " During this part of the year the western disturbances originate in the Caspian and the Mediterranean Sea and then they move eastwards, touching parts of Pakistan and entire Jammu and Kashmir. During their movement the western disturbances bring good amount of rainfall and snow with them as a result entire region of Jammu and Kashmir witness a sudden dip in temperature," says G.K.Mohanty, Director at the Regional Met office at Srinagar. "The western disturbance at present is laden with moisture and it can effect the entire North India, influencing the weather as a whole," he said. Because of the western disturbances, south Kashmir has been the worst hit where unlike the last few years the snow gods were more pleased this year leaving behind a visible impression. Most parts of the South Kashmir belt like Verinag, Aharbal, Pahalgam, Duksum, Kapran, Tchimnar and Poshnari have witnessed heavy snowfall ensuring that the famous river Jhelum overflows this year as most of the tributaries running into the Jhelum are fed by these areas. Not to be left behind, the mountainous terrain of the North Kashmir belt too has witnessed a heavy snowfall bringing down the day as well as the night temperature here. During the last two days the North Kashmir belt has witnessed heavy rain and snowfall-bringing hope to the farming community as the perennial water supply will see restoration after a long time. " This year Jammu and Kashmir can boast to have a normal rain and snowfall. We have measured the rainfall this season and it has crossed the 154 mm mark, which is considered to be normal," Mr. Mohanty said. " The readings can further go up as the region will witness a lot of rain and snow this season," Mr. Mohanty added. |
Bajwa highlights Mufti Govts achievements Excelsior Correspondent JAMMU, Jan 4: S Tarlok Singh Bajwa, PDP MP in Rajya Sabha highlighted the achievement of the Mufti Government since it came into being and apprised the people about the welfare works done by the coalition Government in the State. Addressing a Peoples Democratic workers convention organized by him at R S Pura, Mr Bajwa said situation has marked a sea change since the Chief Minister Mufti Mohammed Sayeed took over and there was peace on the borders and when the farmers can cultivate their lands along the border peacefully. S Manjit Singh, Minister of State for Law, Labour and Parliamentary Affairs while addressing the convention appealed the people to avail of the various schemes launched by the State Government for their welfare. He said pension to widows and handicapped persons was being given on priority basis and the old age pension will also be released soon. He said Mufti Government was doing a commendable job for the welfare of the people and held that problems of border area people would be resolved on priority basis. He asked the party workers to give strength to the PDP so that hands of Chief Minister were strengthened further. SRTC asked to improve its performance Excelsior Correspondent JAMMU, Jan 4: The House Committee on Public Undertakings has directed Jammu and Kashmir State Road Transport Corporation to improve its performance and bring more transparency in its functioning. The PUC met here with Peer Mohammad Hussain, MLA in chair and discussed the Comptroller and Auditor Generals Audit Report and over all functioning of the corporation. The Committee deliberated on various issues relating to the working of the corporation and suggested various measures for its further improvement. While discussing a query of the CAGs report regarding embezzlement of Rs. 8.70 lakh by the cashier of the corporation, the Committee expressed concern over this grave lapse and said that the corporation should have taken appropriate steps to recover the money from the defaulter. However, the Committee directed the Commissioner/Secretary, Transport, Pramodh Jain to get the matter enquired into afresh and furnish a detailed report. The committee opined that such lapse cannot go unnoticed for a long period and suspected the convenience of other employee as well. The committee further directed the corporation to pay the General Provident Fund arrears of those employees whose money has been embezzled by the cashier. The Committee also asked the corporation to devise a foolproof mechanism to avoid local purchases, adding, the codal procedure tender procedure should be adopted always. The Committee also sought a list of fleet of vehicles with modles existing with the corporation indicating the number of road worthy and off the road vehicles. The Committee also emphasised the need that the Government departments like CA&PD and PWD should only use the corporations vehicles and avoid hiring vehicles from the open market so that the revenue generation of the corporation could be improved. Present in the meeting included Mohammad Khalil Band, M. Y. Minister for Tourism, Housing and Urban Development Ghulam Hassan Mir who is the chairman of the LWDA chaired the meeting while Principal Secretary, Housing and Urban Development P. G. Dhar Chakerborty, Principal Secretary, Tourism Anil Goswami, Commissioner/Secretary Forest Mrs. Sonali Kumar, Vice Chairperson LWDA Ms. Tanvir Jahan, Chief Engineer, UEED and senior functionaries of Planning and other concerned agencies besides board members attended the meeting. Apart from reviewing the decisions 12th and 13th board meetings, detailed discussion was held over the current years action plan and several decisions were taken in the four hour long meeting to remove the bottlenecks hampering smooth take off of the various schemes. These include speedy completion of 3 sewage treatment plants, retrieving Dole Demb, Rehabilitation of Dal Dwellers, sanitation process with thrust on solid waste management of houseboats, besides implementation of alternative programme launched for making Dal Lake polythine free zone. The board also considered the proposal moved by Vice-chairperson LWDA for procurement of latest and sophisticated machines like Taxer and Acquaries for dredging purposes on the plea that these latest designed machines would go a long way to ensure continuous process for dredging and de-weeding. After consulting the observations of the board members, the Minister asked the LWDA authorities to examine the feasibility and effective utilization of the equipment under the climatic conditions of the valley and other related aspect of the water body before going ahead with the proposal The board considered expansion of marginal dredging of Hazratbal basin, removal of encroachments, acquisition of land and structures, sewerage treatment works, hydraulic works, catchments management plan, scientific monitoring of conservation and management activities, removal of nutrient and sediment, retrieval of navigational routes by removing slush, sediments, construction of earthen dyke, acquisition of two structures on the left side of Shalimar Channel, provision of supplying mobile phones to the field staff for effective coordination of monitoring agencies and lake bed aeration system. Summing up the discussion of the four hour long meeting of the board, the Minister underscored need for close coordination among the agencies connected with preservation of water bodies and comprehensive plan formulated for restoration of pristine glory of world famous Dal lake. He asked the LAWDA authorities to dovetail their efforts more effectively so that the outcome of the ambitious programme emerges with ground visibility. |
Mian Altaf meets Governor, lists demands of remote areas Excelsior Correspondent JAMMU, Jan 4: Former Minister senior National Conference leader Mian Altaf Ahmed today called on Governor of J&K State Lt Gen (Rtd) S K Sinha and apprised him of the difficulties being faced by people residing in the remote and far flung areas of the State who are suffering due to negligence of those at the helm of affairs. Mian Altaf stressed upon the Governor, who is also the Chairman of Amar Nath Shrine Board, to improve the conditions of the roads leading the Amarnath cave from Baltal side and ensure the overall development of adjoining areas. He stressed the need to continue Amarnath Yatra round the year so that economic condition of the people is improved with the help of religious tourism. Mian Altaf also demanded establishment of a Bus Stand at Baltal. He thanked the Governor for extending the period of Amarnath Yatra and also highlighted the difficulties being faced by remote and far flung areas people who stand denied the basic amenities of life even after 56 years of independence. The Governor was requested to take up the matter with the Government to ensure that economic packages be formulated and implemented keeping in view the backwardness and poverty of different areas. He also drew attention of the Governor towards difficulties being faced by the people of Kangan constituency represented by him in the Assembly. The Governor assured Mian Altaf Ahmed that all genuine demands put forth by him would be met on priority. Let Gen Sinha further assured that Amarnath Shrine Board would be impressed upon to get the desirable work done. |
Army constructing Balidan Stambh in Jammu city Excelsior Correspondent JAMMU, Jan 4: A Balidan Stambh is being constructed by Army in Jammu to commemorate the sacrifices made by brave soldiers of the Army, Para Military Forces and the Police in Jammu and Kashmir State. Presently there is no memorial of its kind in the State which claims maximum sacrifices by the security forces and police. The Balidan Stambh is being constructed with scenic beauty all around to include musical fountains and beautiful gardens where people could remember the departed souls and pay homage to them. The design of the Stambh has been planned with a 60 m high structure which would be visible from the entire city and its surroundings. Various designs were considered for the memorial. Finally the 60 m Stambh, signifying a pillar of strength, was selected, which would be surrounded by fountains and parks giving it a simple but aesthetic ambience. The structure will be majestic, robust and imposing to convey underlying strength and solidity associated with with al things militarily in nature. Memorial walls will have the inscriptions of war history of Jammu and Kashmir and the marble columns surrounding the Stambh will have the names of martyrs inscribed on them. The memorial will be illuminated in the night for public. The foundation of Balidan Stambh will be laid on January 6 at 1500 hours by the Chief of Army Staff General N C Vij, PVSM, UYSM, AVSM, ADC, in the presence of the Governor and Chief Minister of Jammu and Kashmir apart from other dignitaries. |
Coolies of Jammu Railway Station observe strike Excelsior Correspondent JAMMU, Jan 4: As a part of nationwide strike of Akhil Bharatiya Railway Coolie Sangathan, the coolies working in the Jammu Railway Station today held day long demonstration in support of their demands. The participants raised slogans against the Railway authorities for not conceding their demands and staged dharna outside the main entrance of the Jammu Railway Station. It was disclosed on the occasion that on January 11, protest dharnas would be staged in 67 divisions of the Railways across the country and on January 18 demonstrations would be held in regional offices. Addressing the dharna, the State leaders of the SangathanMangat Ram Saini said that 35 years back Anandan Committee was framed but the recommendations of the Committee with regard to coolies working in railway stations across the country have not been implemented so far. He demanded that the recommendations should be implemented at the earliest to provide justice to the coolies. "The Committee had recommended recruitment of licensed coolies as fourth class employees but it is astonishing that nothing has been done so far in this regard", he said. Mr Saini also demanded that the benefit of travel pass should be extended to the entire family of the coolies as against two persons only. He also demanded strict adherence to the directions of the court of law with regard to allowing coolies to work in the parcel units and proper medical facilities. The other demands which were highlighted during the dharna included pension scheme for the coolies, ex-gratia to the tune of Rs one lakh, providing of retiring room facilities to the coolies and woolen clothes in the winter season. Others who addressed the dharna included Mohinder Saini, Shamsher Singh, Kamal Kishore, Harnam Dass, Girdhari Lal and Ashok Kumar. |

Talking to media-persons, president of the Front Sunil Dimple said that non-use of Electronic Voting Machines (EVMs) and wide-spread irregularities are the reasons behind the doubts over the fairness of the elections. Moreover, he said, the Photo Identity Cards have not been issued to all the voters thus giving an opportunity to rig the polls. He demanded that the counting of all the Corporation, Committee and Council elections should be held on a single day. Welcoming the reservation for women, SC and other categories, Mr Dimple criticised the way in which the same is being imposed on innocent voters by the State Government. |
450 teachers appointed in Khour block Excelsior Correspondent Jammu, Jan 4: As many as 450 teachers have been appointed under Rehbar-e-Taleem programme in Khour block during the last two years to give boost to the education sector in this border area. Large number of schools have been upgraded for to expand education facilities This was stated by the Speaker Legislative Assembly, Tara Chand during a public meeting at village Jogwan in Akhnoor tehsil. Mr Tara Chand said that the Government has tried its level best to provide all basic amenities to the people of this border belt, which include relief to migrants who were dislocated due to shelling across the border. He said upgradation of heath institutions, road connectivity, and improvement in power sector and other sectors is afoot in the area. The Speaker appealed the people to cooperate with the administration in implementing various ongoing projects. He stressed for peoples active participation in the development activities as they should ensure that the works executed are of standard quality and fulfill their need. The Speaker said for improving the power situation in the area, a receiving station is being established at village Jogwan which will cater to the needs of dozens of villages falling in the periphery. Madan Lal Sharma, MP who also accompanied the Speakers said that the Jammu-Poonch Parliamentary segment is spread over a large area and it is not particularly possible for him to visit every corner frequently. But his efforts would be to keep close liason with the people of rural and far-flung areas and to solve their problems on priority. He said that the development works started by him in Akhnoor constituency during his tenure as MLA will be carried forward by new MLA, Sham Lal Sharma and no project will get hampered in any case. Highlighting the major achievements of the coalition Government, Sharma said that in the Prime Ministers recent package, the Jammu has got its due share. He said that recently the Government has taken a bold decision to keep 33 per cent reservations for the women in the assembly, civic and Panchayati elections which would prove a landmark decisions. He asked women folk to actively participate in the civil and panchayat elections which have already been notified and contribute their might in the society in a big way. Mr Sharma said that he will raise his voice in the Parliament for arranging more facilities for the people living near the border. He said that hailing from the border area he is better acquainted with the peculiar problems being faced by the people. |
Mufti Govt scuttling voice of nationalist forces: NC Excelsior Correspondent JAMMU, Jan 4: "The Coalition Government in the State has been scuttling the voice of pro-Indian forces and time has come for the Government at the Centre to intervene and ensure adequate security to the nationalist forces." This was stated by provincial president of National Conference Jammu Province and MLA, Ajay Sadhotra while addressing the protest dharna of Youth National Conference outside Raj Bhawan this morning. "Since NC is the only pro-India force in the State and has always worked for spirit of nationalism, the Chief Minister Mufti Mohammad Sayeed, under a well-planned conspiracy was hell bent to eliminate NC leaders one by one so that none could dare to speak in favour of India", alleged Mr Sadhotra. Senior NC leadersSafdar Ali Beg and Farooq Zargar fell easy prey to the militants because of inadequate security provided to them by the Coalition Government, he alleged and said that the selective killings of NC leaders and workers has assumed alarming proportions. Refering to unemployment in the State, the NC leader remarked that "even when the Prime Minister has announced lifting of ban on appointments and announced Rs 24,000 for the State what was the harm in providing employment to the people". He said that as long as Mufti Mohammad Sayeed remains in power the State would continue to be in turmoil and claimed that only NC has the capability to bring State out of turmoil of any sort. Former Minister Surjeet Singh Slathia and provincial president of YNC Jammu Taranjeet Singh Tony appealed the Governor to take serious note of the attacks on NC leaders and workers and direct the State Government to take immediate steps to ensure their security. The Youth NC leadersSurinder Singh Bunty and Surinder Singh Jamwal while addressing the dharna, asserted that the Government which cannot provide adequate water and electricity has no right to stay in power. "Almost all the departments are under the grip of corrupt officers and Government is a mute spectator", they alleged. PPEU suspends Jan 7 dharna on
assurance Excelsior Correspondent JAMMU, Jan 4: Following the assurance given by the Chief Engineer M&RE, D S Pawar, the Provincial Power Employees Union (PPEU) has decided to suspend the dharna to be staged by it on January 7. The assurance was given by Mr Pawar to the delegation of PPEU led by its chief Shakti Gupta in presence of Superintending Engineers and executive engineers who called on him here today. A handout issued by the Association said that the meeting between the Chief Engineer and employees leaders was held in a cordial atmosphere in which the former has agreed that all the daily wagers will be provided the benefit of Rs 70 maximum rate engaged upto January 1 this year. He also assured that the arrears of last 12 months wages in favour of these daily wagers will be released within one week. The delegation was also informed that the DPC for all categories of employees has been conducted and the beneficiaries are about to get the orders in a reasonable time. He also assured the delegation that the daily wagers engaged prior to March 1994 are likely to be regularized. In addition to it the Chief Engineer informed them that parity of pay in terms of SRO 149 at par with the employees of PHE and other departments is being maintained with issuance of appropriate orders and he also agreed that two and half days salary will be extended to all employees up to the pay scale of Rs 5000-8000. |
House Committee pulls up Revenue Deptt Excelsior Correspondent Jammu, Jan 4: The House Committee on Government Assurances has pulled up the Revenue Department for showing lack of seriousness in implementing the Government assurances given on the floor of the House from time to time. The Assurance Committee which met here today with M. Y. Tarigami in chair reviewed the progress of implementation of various assurance given by the Government in the House. In todays meeting the committee discussed the matters related with the Revenue Department. While reviewing details provided by the revenue department the committee expressed grave concern over the luke-warm attitude of the department in dealing with such sensitive matters and failure to provide complete information sought. The committee viewed the matter relating to the Government land scams at various parts of the State including Rawalpora, Narakara, Hanjura in Budgam district, Galinder Pampore, Pahalgam, Batmalloo, Paloura in Jammu. The committee observed that the matter did not get the due attention of the Government despite of the fact that Government land amounting to crores of rupees has been encroached upon. The committee also expressed its concern that even the assurance given by the Deputy Chief Minister in the House regarding eviction of illegal persons who have grabbed the land of graveyard at Bahu Fort area has not been implemented. The committee directed the Commissioner/Secretary Revenue, Mumtaz Afzal to complete the detailed report within one month positively. The committee also desired to have a detailed report on the eviction of illegal encroacher from the grave yard land at Bahu Fort area with the reasons of delay in furnishing the report the committee opinied. |

She said Government has solved the long pending problems of its teachers, which is a welcome step but the woes of private school teachers should also be resolved who are imparting 70 percent quality education in the State Mrs Jamwal made an appeal to private school teachers to remain united to get the genuine demands fulfilled in this very year and also appealed to donate one days salary in Prime Ministers Relief Fund for Tsunami sufferers. Seva Dal demands share in Municipal, local body poll Excelsior Correspondent JAMMU, Jan 4: A one day convention of J&K Pradesh Congress Seva Dal was held under the chairmanship of Balbinder Singh Sambyal at Party Headquarters Shahidi Chowk here, today. The convention was attended by all the Party leaders, office bearers and a large number of workers in which it was resolved that the Seva Dal will leave no stone unturned for the victory of Congress candidates in the forthcoming Municipal elections. The meeting among others was addressed by Hari Lal Hiteshi, Vinod Kumar Sharma, general secretary PCC, INTUC chairman Shiv Kumar Sharma, Sukhdev Singh Jamwal, Kunj Lal Bhall, Anil Sharma, Harjeet Singh Gill, Sheetal Devi, Rajiv Sharma, Mrs Santosh and Geeta Devi. In his address Mr Sambyal urged the Party High Command to take Seva Dal into confidence while distribution of tickets in the Municipal Corporation and local body elections. He said because Seva Dal is working tirelessly for the betterment of the people in the state. He said there are good number of people in Seva Dal who enjoy the public reputation and can win the elections so the organisation be given its due share in the ensuing Municipal and local body elections. Tributes paid to Louise Braille Excelsior Correspondent JAMMU, Jan 4: "It has been serious endeavour of the State Government to ameliorate the condition of socially downtrodden, handicapped persons, widows and orphans" said Social Welfare Minister Mula Ram while paying rich tributes to Louise Braille the pro-generator of Braille script, generally known as "Messiah of Blinds" on his 197th birthday at a function organised by the Social Welfare Department at blind home here today. Minister of State for Social Welfare, Ghulam Hassan Khan was also present. Emphasising the role of general people to provide social status to these people, Minister said that it is a social and moral responsibility of every to take out down trodden from vicious circle of the feelings being alienated and helplessness. He said the blind people need our sympathy and helping hand so that they could contribute in the progress and development of the country. Louise Braille was born on January 4, 1809 in a village Kopre near Paris and lost his eyesight with a sharp edge tool while working in a workshop at the age of six. After many years struggle he succeeded in inventing 6 dots and by these dots 63 symbols of different shades could be made. On January 15, 1852 Louise Braille left for heavenly abode. In 1857 this system was recognized with the efforts of his student John Moory and later this system was adopted in all the countries. Presently 30 inmates are putting up in blind school accommodated in a building at Roop Nagar constructed at a cost of Rs 46 lakh. Rupees six lakh has also been released for provision of basic infrastructure, the minister said and added that daily diet rates already has been enhanced from Rs 20 to 25 per head. He said that Disability Act 1998 has been passed for securing three per cent Government job for the physically challenged in the State. Minister of State for Social Welfare G H Khan while paying tributes said that service to humanity is the real worship to the God and we must be soft and sympathetic while dealing with such people. He stressed for mass awareness to provide social justice and due respect to this section of the society so that they may not feel neglected in any sphere He cautioned the departmental functionaries about any negligence towards their duty and asked them to be very kind and deal them on priority bases. Earlier, both the Minister garlanded the portrait of the Louise Braille. The inmates of the home also presented a cultural programme, which was highly appreciated by the audience. The participants of the cultural programme was given prizes by the minister. Short term course for Cooperative auditors held Excelsior Correspondent JAMMU, Jan 4: One day short term duration course for auditors was organized at Centre for Cooperative Management , Karan Nagar, here today. The auditors of the Cooperative Department belonging to the districts of Poonch and Rajouri participated in it. The course was organised to provide latest information regarding Cooperative audit . The participants during interaction appreciated the arrangements of such type of course organised by CCM. They demanded that more such courses be organised with the enhanced duration of two to three days. In addition to this they also demanded holding of on spot programmes at district level from time to time so that they can know about the latest trends of the cooperatives which can benefit the members of the Cooperative societies. Principal C C M Jammu Ms Sharda Raina inaugurated the course. She stressed the cooperative auditors to flush out the mal-practices from the cooperatives. |
