Elected NC chief for second term From Ahmed Ali Fayyaz SRINAGAR, Dec 19: Elected as president of Jammu & Kashmir National Conference (NC) for the second consecutive term of three years, Omar Abdullah today asked both, militants as well as security forces, allow peace to return without any more mayhem and bloodshed. Describing his partys support to Ghulam Nabi Azads coalition Government as conditional, Sheikh Abdullahs grandson berated Congress party as a mistress of mistakes for Kashmir. He complained publicly that Dr Manmohan Singhs Government at the Centre was "completely non-serious" with regard to holding the exercise of talks with the Kashmiri leadership. According to him, the Congress-led coalition Governments Kashmir policy was "nothing but to humiliate Kashmiri leaders in the trap of a dialogue process" which, according to him, had not moved a step forward beyond the courtesy of a cup of tea in the last few years. Thirty-five-year-old lonely son of the former J&K Chief Minister and NCs Chief Patron, Dr Farooq Abdullah, Omar was elected as his Partys president for the second consecutive term of three years today. Nearly three thousand delegates of the partyincluding almost all former Ministers and sitting and former legislatorshad gathered at NCs headquarters of Nawai-e-Subh for Omar Abdullahs re-election as president. Chief of NCs Legislature Party and former Minister Abdur Rahim Rather, who had been appointed as Returning Officer for the election, declared Omar elected as president of the party after all the delegates in attendance raised their hands for the young leader. Rather announced that 6,662 delegates had been elected in the current organisational elections3,307 in Kashmir and 3,355 in Jammu. Even as he was supposed to be proposed by only one elected delegate, Omar had been proposed by as many 2,474 delegates. According to Rather, they included all of NCs MPs, MLAs, MLCs, District presidents and Block presidents. Senior NC leader and former Speaker of Legislative Assembly, Ali Mohammad Naik, administered the customary oath of office to Omar Abdullah amid clapping of hands and high-pitch slogans from an enthusiastic gathering. Omar had been elected as NCs president for his maiden term on the eve of the Assembly elections of 2002, which his party lost albeit retaining the status of the states single largest mainstream political party. In contrast to the high-voltage coronation event of 2002, Dr Abdullah and Omar were the two-odd leaders of the party who addressed the election gathering today. Partys anthem lehra ae Kashmir ke jhande was also missing this time. Holding firmly his belief that Azadi and accession to Pakistan were impossible and impracticable, Omar Abdullah reiterated that granting autonomy to Jammu and Kashmir was the only solution to the Kashmir problem. He, however, cautioned New Delhi that a lasting solution to the vexed Kashmir dispute would never crystalise in absence of a meaningful dialogue with Pakistan and all shades of political opinion in the State. Omar dismissed New Delhis current format of talks with Mirwaiz faction of the separatist Hurriyat Conference as "an exercise in futility" and alleged that the Centre was "simply humiliating the separatist leaders". "They (New Delhi) called Mirwaiz and his colleagues for talks as many as four times in the last three years. What have they achieved other than a cup of tea? Dont you have any other means to humiliate the Kashmiri leaders?" Omar asked the Centre. He claimed that talks between the Hurriyat and the Centre had not moved a step forward beyond the courtesy of a cup of tea in the last three years. Omar argued that Dr Manmohan Singhs Congress-led Government at the Centre was "completely non-serious" in pursuing a meaningful process of dialogue with the Kashmiri leadership. He narrated his own experience of "meaningless meetings" with the Union Home Minister Shivraj Patil and asserted that, as of now, New Delhi had no policy to engage the Kashmiri leadership in a meaningful dialogue. "Everybody in Kashmir is ready for talks today. But you people are pushing us to the wall. You people are not sincere in your intentions", Omar addressed the Centre. He said that nine months ago, he was called for a meeting by Patil who announced constitution of a committee to discuss autonomy with the NC. "Thereafter, I met him (Mr Patil) three times and asked him where was his committee and where were its talks with the NC. His reply was dont go by my words; wait and go by my deeds. Since that day, I have been waiting and theres nothing from the Centre", Omar lamented. "If those people (leaders at the Centre) are not prepared to discuss autonomy with the National Conference, what can they discuss with Mirwaiz who is calling for a solution outside the framework of the Indian Constitution?" Omar asked. Addressing New Delhi, he grumbled: "Why dont you people say it clearly that India is not going to entertain any talks on Kashmir; That India is determined to crush Kashmirs insurgency like that of Punjab. Whats this duplicity on Kashmir. If you believe that Kashmir is (Indias) internal matter, what Kashmir are you discussing with Pakistan everywhere from Simla to Lahore and Agra? Why dont you tell us the truth? We are fed up with listening to the false. Why dont you make it clear whether or not you are going to give a political package to Jammu and Kashmir?" Omar asserted that merely an economic package would not alter the situation in Kashmir. "We have seen enough of such packages from Rajiv Gandhis Rs 1000 cr to Manmohan Singhs Rs 24,000 cr. These havent brought a solution to Kashmir. If you people are serious about holding talks, please call everybody from Mirwaiz to Geelani, from Yasin Malik to Shabir Shah and from Omar Abdullah to Mehbooba Mufti. This problem is going to remain until you hold talks sincerely with all shades of political opinion in Kashmir, Jammu and Ladakh" Omar asserted while addressing the Centre. For the first time in his political career, the NC chief asserted that both, militants as well as security forces, should immediately vacate Kashmir as "our people have been subjected to enough of torture and violence". Making frontal attacks on the Centre, Omar said that New Delhi had been making and repeating mistakes with regard to Jammu and Kashmir since the day Sheikh Abdullah was arrested by a soldier in August 1953. According to him, it was high time for New Delhi to apologise to the people of Jammu and Kashmir for its "mistakes of five decades". He believed that such a gesture from the Centre would mean suspension of the Kashmir trouble for the next one thousand years. Citing the recent example of Mufti Mohammad Sayeeds "humiliating exit from power", Omar said that Congress party was not a friend of even its friends. "This is the treatment with a friend. Their treatment with others can only be imagined", Omar said. Turning to Pakistan and Kashmirs separatist leaders, Omar said that after having 100,000 Kashmiris killed, the champions of Azadi were finally suggesting what Sheikh Abdullah had 50 years ago. "All of them say it today that gun is no solution to the Kashmir problem. They talk of self-rule and self-governance. Sheikh Abdullah would call it autonomy. If this is the solution, what was the need of getting one hundred thousands Kashmiris killed?", Omar asked the Hurriyat and Pakistan. Having returned from Kabul the other day, Omar narrated the miseries of the people of Afghanistan and said that the gun culture had taken a huge toll of human lives in that country and rendered every second Afghan maimed. Omar announced to the highly responsive crowd that NC would establish its offices at Mujahid Manzil after 16 years of militancy in near future and the partys next Presidential election would be held there in three years. He asked his party workers to prepare themselves for the next Assembly elections, which, according to him, would be held anytime in the next three years. He alleged that Mufti Mohammad Sayeeds PDP-led coalition Government left no stone unturned to crush and kill the Kashmiris under the smokescreen of healing touch. Dismissing Muftis slogan of "goli nahi boli" as a facade, Omar asked who of the militants had the former Chief Minister brought to the mainstream or on the table of dialogue. He took credit for his party that during the NC rule, Hizbul Mujahideens seniormost commanders had held a round of talks with the Centre. Suggesting NCs support to Ghulam Nabi Azads Government as conditional, Omar sought to make it clear that his party would assert as a responsible Opposition in all matters of public interest. He cautioned Congress against interpreting NCs support to Azad as a weakness of his party and asserted that it was in fact NCs strength. Omar observed that unlike Muftis, Azads Government was not "vindictive against National Conference". Earlier, former Chief Minister and NCs Chief Patron, Dr Farooq Abdullah, asserted that "only a solution that was acceptable to the people of Jammu and Kashmir, India and Pakistan" would be the lasting, durable and ultimate solution to the Kashmir problem. "We have made it clear to India, Pakistan and the whole world that any solution without ascertaining and accommodating the aspirations of the people of the State would not be acceptable", he said. Dr Abdullah proposed a round-table conference of all Kashmiri leaders and asserted that an agreed draft of the solution could be passed on to New Delhi and Islamabad. He demanded all Kashmiri leaders, from Omar Abdullah to Mirwaiz Umar and sons of late Abdul Gani Lone, should sit together, exchange their views and reach a consensus solution which could be submitted to India and Pakistan for their consideration and sanction. Sawalakote Power Project approved Excelsior Special Correspondent JAMMU, Dec 19: The State Cabinet, which met under the chairmanship of Chief Minister, Ghulam Nabi Azad today, accorded sanction to the implementation of States prestigious and mega hydro power project, Sawalakote with 1200 MW installed capacity. The special feature of the decision is that the tentative cost of the 1200 MW capacity project has been approved at Rs. 7000 crore as against Rs. 7586.68 crore for only 600 MW earlier estimated. The estimated cost per MW has been worked out at Rs. 5.83 crore, accordingly per unit cost would be Rs. 2.05, the cheapest power generation cost in the State so far. The Cabinet approved implementation of the project through a consortium comprising M/s SPAS of Norway, M/s Ozaltin of Turkey and M/s HCC of India at an estimated project cost of 415 million Euros and Rs. 1926.25 crore. The new estimated cost will not be subject to any increase including that on account of escalation. However, it can be subject to reduction as may be agreed by the consortium and Jammu and Kashmir State Power Development Corporation, yet another outstanding feature of the Cabinet decision. The consortium would construct two to three mini hydro-electric power projects of 10 MW capacity free of cost during the completion period of the Sawalakote project within seven and half years, the Cabinet approved. The MD JKPDC has been authorized to approach international and national lending institutions for financing with debt equity ratio of 70:30.Cabinet also approved that the State Government would provide 30% of project cost as equity out of which advance 10% would be released at financial closure and 10% at the start, to the consortium against bank guarantee. Cabinet also approved engagement of reputed national/international consultant by JKSPDC having special expertise in contract law for examining and drawing of contract documents. Cabinet also approved the performance of contract under turn-key agreement to be guaranteed under joint and several responsibility amongst consortium. The State Government would approach Union Ministry for Power for according Mega Status for the Sawalakote Power Project, Cabinet approved. It was also approved that JKSPDC shall incorporate a Special Purpose Vehicle (SPV) for speedy completion of the project. |

Excelsior Special Correspondent Jammu, Dec 19: The State Cabinet that met here today with Chief Minister Ghulam Nabi Azad in the chair, approved the promotion of Sayeed Khurshid Ahmad, Chief Engineer, Generation, J&K State Power Development Corporation to the grade of Rs 16400-450-20000 with effect from December 1, 2005. The Cabinet also approved the placement of the Superintending Engineers, Electrical, as Incharge Chief Engineers, Electrical in their own pay and grade. They are Mr KL Bhagat, Superintending Engineer, Electrical, Planning and Design, Circle Jammu and Mr AR Tak, Superintending Engineer, Electrical, J&K State Power Development Corporation. Consequent upon the promotions, the transfers and postings have also been ordered. Sayeed Khurshid Ahmad, upon promotion to the grade of 16400-450-20000, was posted as Development Commissioner, Power, with effect from December 1, 2005 against the vacancy caused due to the retirement of Bashir Ahmad Sheikh. Only 35 pc work completed so far By Mohinder Verma JAMMU, Dec 19: As only 35 percent work on doubling of Jammu-Lakhanpur railway track has been completed in three and half years, Northern Railways may not meet the target of this 80 kilometre track which has been fixed at mid 2007. Though Northern Railways has now started laying more focus on this track to meet the target and even diverted additional manpower for the same, yet the project is unlikely to be completed within the stipulated period as 65 percent work is required to be completed in remaining one and half year which appears to be herculean job in view of multiple problems coming in the way of carrying out work at pace. Sources in Northern Railways told the EXCELSIOR that the work on the doubling of 200 kilometre Jammu-Jallandhar railway track was started in mid 2002 and main focus continued to elude Jammu-Lakhanpur section till mid 2005 despite the fact that the terrain in Jammu and Kashmir is much more difficult than in Punjab and required special attention. The intensity of the low pace of work on this section as compared to Lakhanpur Jallandhar can be gauged from the fact that as against only 35 percent work in Jammu and Kashmir, 32 kilometers of track has been doubled in Punjab and 30 kilometer more will be ready by end of current financial year, out of total 120 kilometers. "Its only few months back that Northern Railways started laying focus on this section and deployed additional manpower including engineers", they said and added that out of 80 kilometers, earthwork has been completed only on 20 kilometre of track from Jammu to Vijaypur which has to be made ready in the first phase. There are about 50 major and 175 minor bridges on this section but none of the major bridge has been completed so far and work is going only on 30 of them, the sources said and added that 35 percent work which has been completed so far include all the 175 minor bridges and earthwork on Jammu-Vijaypur section. They further said that the doubling project is facing acute shortage of crusher material particularly ballasts which are the basic necessity for laying rail track. "Due to simultaneous work on both four lanning of the National Highway and doubling of rail-line, the demand of crush material particularly ballasts and cement has gone up mani-fold and local contractors are not in a position to meet the target", they added. Tough terrain, inhospitable climatic conditions and non-cooperation from various J&K Government agencies are other impediments in meeting the target of doubling of the 80 kilometers long track, the sources further said and informed that the State Forest Department has not felled the trees for which payment was made by the Northern Railways about one year back. "It is difficult to pin-point as to for how much period the doubling project would remain out of the track as there is great imbalance in supply-demand ratio of crushing material", the sources said and added that climatic conditions would also play major factor in the timely completion of the project. |

Excelsior Special Correspondent Srinagar, Dec 19: A top commander of Jaish-e-Mohammed militant outfit was killed in an encounter at Lolab Kupwara, north Kashmir today while as in south Kashmir district of Anantnag a fierce encounter was going on between the holed up militants and the troops in which one militant was reportedly killed till last reports came in. According to the sources, a joint party of SOG Kupwara and 19 RR launched an operation in Lalpora village of Lolab Kupwara after being tipped off locally about the presence of militants there. The sources said that the militants hiding there were asked to surrender, however they refused and opened fire on the troops. The fire was returned triggering a fierce encounter during which one militant was killed. The slain militant was identified as Qari Zarar, a top commander of Jaish-e-Mohammed militant outfit. Reports from south Kashmir said that troopers of 1st RR, SOG Anantnag and 162 Battalion Territorial Army cordoned off Malaknag village in Anantnag early this evening. Sources said that militants hiding in the house of one Ghulam Ahmed Wagay opened fire on the troops, after they refused the surrender offer. The fire was returned ensuing into a fierce encounter, which was going on till reports last came in. The spokesman said police apprehended four militants of Hizbul Mujahideen outfit from Pulwama district. All of them are being questioned. Security forces recovered two hand grenades and 10 AK rounds at village Redwani in Anantnag district during a search operation, the spokesman said. |
Indo-Pak talks on J&K next month ISLAMABAD, Dec 19: India and Pakistan are expected to resume another round of composite dialogue process to resolve all bilateral issues, including Jammu and Kashmir, next month, Foreign office spokesperson Tasnim Aslam said today. She said the two countries have achieved some progress particularly in the context of Confidence Building Measures on Jammu and Kashmir. "There is greater interaction between Kashmiri leaders and a public discourse is taking place on various options for resolution of the dispute," she told reporters here at a weekly briefing. She said the two countries will resume the round of composite dialogue process tentatively next month. About Siachin, she said certain ideas were exchanged during the last meeting between the two sides and hoped they would be able to move further on the issue in the next round of composite dialogue. To a question she said India may attend the meeting of Turkmenistan-Afghanistan-Pakistan gas pipeline project as an observer. Also, the project structure of the Iran Gas Pipeline project would be examined in the next Joint Working Group meeting in Islamabad, she said."There would also be discussions on matters relating to transit fee," she said, adding there is an agreement to set up a technical group to discuss various technical aspects of the project. The spokesperson said the Minister for Petroleum and Natural Resources would visit India to review the progress. Replying to a question, Aslam said US Vice President Dick Cheney would be visiting Pakistan to express solidarity with the people and Government over the earthquake tragedy. He will also visit the affected areas. To another query, she said Pakistan welcomes the inauguration of Afghan Parliament and hoped the country will enter into a new era of stability. She said a Pakistani Parliamentary delegation led by the Deputy Speaker of the National Assembly is representing Pakistan at the inaugural ceremony. Asked to comment on reported statement of the American Ambassador about democracy in Pakistan, she said "this is our internal affair and upto the people of Pakistan to discuss and debate the issue." She told a questioner that there are about seven Pakistani nationals at the Guantanamo Bay prison and that eight Pakistanis detained in Iraq several weeks ago have been released.(PTI) 2 more Development Authorities to
come up Excelsior Special Correspondent Jammu, Dec 19: The State Cabinet, which met here today under the chairmanship of Chief Minister, Ghulam Nabi Azad took many decisions and accorded approval to the filling up of 916 posts of class-IV vacancies under SRO-43, besides ordered creation of two Development Authorities. The Cabinet ordered that these 916 posts will be filled up by concerned District Development Commissioners. The Cabinet also approved filling up of 2927 class-IV vacancies including 946 of State and Divisional cadre by the competent committees within a given time frame. The Cabinet sanctioned creation of 82 posts of different categories for the five development authorities of Pahalgam, Sonamarg, Patnitop, Gulmarg and Kokernag. Cabinet also cleared clearance of 147 posts for seven newly created development authorities of Kishtwar, Bhaderwah, Poonch, Rajouri, Lakhanpur, Sarthal, Kargil and Leh. It also approved creation of one post of Chief Executive Officer for Gulmarg Development Authority. The Cabinet also accorded sanction for setting up of two more development authorities for Zanskar and Mansar-Sruinsar. The Cabinet also directed for creation of posts for newly created development authorities of Aharbal, Doodapathri, Veerinag, Yousemarg, Wullar- Mansbal as per standing norms. The State Cabinet further approved that the Corporations may consider to pay the COLA out of their own resources if they have no loan liabilities with any financial institution and are not in receipt of budgetary support from the State Government. The Cabinet approved engagement of a consultant of repute by the Forest Department to suggest the strategy to be adopted for the preservation of Wullar Lake. The Cabinet also decided that experts/consultants would be invited from the rest of the country to survey coal, marble lignite in the State and suggest the best way in which these could be exploited economically. The State Cabinet also accorded sanction of land measuring nine kanals and 10 marlas of the Horticulture Department Kashmir at Dooru, Check Path in Anantnag district to Education Department for construction of school building. |
Status-quo ordered in liquor licensing case Excelsior Special Correspondent Jammu, Dec 19: Justice Nisar Ahmed Kakru of the State High Court Jammu Wing today in batch of writ petitions filed by the aggrieved licencees of liquor-vends, has ordered status-quo as on date with regard to the business in question ( Sale of IMFL). Justice Kakru after hearing some Advocates appearing in these petitions, issued notice which was accepted by AH Naik Advocate General, on behalf of State and directed Registry to list the case after winter vacations. In the meantime, subject to objections to the other sides and till next date, there shall be status-quo as on date with regard to the business in question the, Court ordered. These directions were passed in a batch of 56 writ petitions who are holding licences for retail vending of IMFL (Indian Made Foreign Liquor) on fixed annual license fee. Due to recent development, the Govt was contemplating to cancel the liquor licences issued in favour of the petitioners, acting on recommendations of Vigilance Commissioner. In the petitions, it was further submitted that the petitioners on the completion of procedures under rule 30, were expecting to have a regular licence issued in their favour on the expiry of period of their temporary licences. The respondents instead of processing their cases for the issuance of regular licences, maintained a complete silence and a few days back, there were news item in the newspapers, indicating that acting on the recommendations of the Vigilance Commissioner, that the "draw of lots" had been tampered/ screwed, the Govt in a committee took decision to cancel all the licences issued in pursuant of the "draw of lots" held on August 9, 2005. In the petition, it was further submitted that while relying upon the report of the Vigilance Commissioner, the respondents have issued notices on December 14, 2005 without supplying the material including the report of Vigilance Organization. The petitioners have been deprived of their rights to make effective representation to the show cause notice. The show cause notice has been issued only by way of ritual and is an eye-wash, whereas, the decision to cancel the licences, has already been taken at a high-level meeting. In the petition, it was further submitted that the temporary licences issued in favour of the petitioners are otherwise also going to expire between December 19, to 25, 2005, as such the petitioners challenged the show cause notice issued by the Commissioner Excise. NDA to oppose Reservation Bill NEW DELHI, Dec 19: Resolving their differences, NDA leaders today unanimously decided to oppose a Constitution Amendment Bill providing reservation in private educational institutions but exempting minority institutions from its purview. "There should be reservation for Scheduled Castes, Scheduled Tribes and Socially and Educationally Backward Classes in Government and Non-Governmental institutions, aided or unaided. "It should be applicable to all institutions and we have unanimously agreed that the clause exempting minority institutions should not be there," BJP spokesman V K Malhotra said after a 75-minute long meeting of the alliance leaders. Demanding that there should be reservation for Dalits and Backward Classes among Minority Community in the minority institutions, the NDA leaders decided to move amendments to the bill when it is introduced in Parliament. "Moreover, definition of minorities is not clear. There are institutions run by linguistic minorities where majority of the students are from majority linguistic community," Malhotra said. Earlier, key NDA ally JD(U) had reservations about the BJPs opposition to the bill as it did not want to be seen as adopting an anti-minority stance. The meeting chaired by leader of opposition L K Advani was attended among others by Prabhunath Singh and Digvijay Singh JD(U), Braja Kishore Tripathy and B J Panda (BJD) and Dinesh Trivedi (Trinamool Congress) besides senior BJP leaders Jaswant Singh, Murli Manhor Joshi, Sushma Swaraj and Malhotra.(PTI) Cheetah, Chetak to be replaced CHANDIGARH, Dec 19: The Army will be replacing its fleet of Cheetah and Chetak helicopters by the new upgraded choppers in a phased manner, Army Vice Chief Lt Gen S Pattabhiraman today said. "Sixty such upgraded helicopters from Italy and the United States were already put on trial and these would replace Cheetah and Chetak by the end of 2006," the Vice Chief said here. The Hindustan Aeronautics Limited (HAL) would be manufacturing these new helicopters, based on Italian and US technology, after procuring a valid license, he said, adding that nearly 200 choppers would be replaced in a phased manner. Lt Gen Pattabhiraman said that upgrading and increasing the strength of UAVs (Unmanned Aerial Vehicles) was also on the priority list of the Army. The Army in this financial year would spend 100 per cent of the Rs 1900 crore budget for the first time, unlike previous years. "It is for the first time that we (Army) will be spending 100 per cent budget this year, unlike the previous years when every time we surrendered with 20 per cent cut or some times even 50 per cent cut," the Vice Chief said, after flagging in a cycle expedition of the Bombay sappers at the Western Command headquarters at Chandimandir near here. Responding to a question regarding the fate of the proposed appointment of a Chief of Defence Staff (CDS), the Army Vice Chief said no major development was taking place in this regard at present. "But ultimately we will have CDS one day," he added. A group of ministers on national security constituted during the NDA regime had strongly recommended the creation of the CDSs post. According to Lt Gen Pattabhiraman, all the field commands of the three forces -Army, Indian Air Force and Navy- have to be integrated first to make the atmosphere congenial to the appointment of the CDS. He pointed out that the Andaman Command was presently the only integrated command for the three services. "We (the three different forces) have some cultural differences as well," he added, while explaining the necessary requirements of integration of the three armed forces.(UNI) |
