DB directs Govt to file status report within five days

JAMMU, Dec 9: In a public importance order regarding regulation of traffic/ transport in Jammu region, the Division Bench of the State High Court Jammu Wing comprising Chief Justice Bashir Ahmed Khan and Justice JP Singh today directed Transport Commissioner, Divisional Commissioner Jammu, IGP Jammu, DIG Traffic, Commissioner CAPD, Commissioner JMC, Vice-Chairman JAD and RTO Jammu to file their status reports within five days.

This order was passed in a writ petition titled J&K All India Taxi Sumo and Others in which the Division Bench took serious note for not complying with the directions passed by the Court on December 5, 2005 in which the DB directed to file status reports in respect of directions passed by the Court for better transport and traffic regulation in Jammu region.

No such status report supported by affidavits have been filed which tantamounts to disobedience of the orders of the Court and for which suo-moto contempt action would have been initiated against all those concerned authorities, the Court observed. At this stage Additional Advocate General B S Salathia prayed for more time. He prayed for some more time to be given to these authorities to submit reports. Upon this the DB granted five days time for filling status report as per the directions passed by Court.

Senior Advocate DC Raina assisting Court in this matter submitted that Govt was watching as an idle spectator when petrol/ Oil Tankers had gone on strike to build pressure tactics upon the orders passed by the Court. He further submitted that if no immediate action was taken by the Govt, by taking alternative steps to make alternative arrangements, Jammu city would be badly affected for want of petrol and diesel.

Upon the submissions made by DC Raina, the Division Bench directed Chief Secretary to take immediate steps to deal with this situation and to save the Public from inconveniences being caused as result of the strike.

The Division Bench at the same time observed that the State level Coordinator on behalf of oil companies supplying petrol/ diesel to Jammu city/ State; is directed to furnish particulars of Managing Directors of these companies, require them to make alternate arrangements to ensure un-interrupted supply of petrol and diesel to the City of Jammu.

Regarding the Strike of tankers, the DB further took serious note and observed that it will be considered later whether any such strike was directed against the Court order in which case necessary orders would have to be passed to declare the Strike Illegal.

The Division Bench further observed that at this stage it is submitted by Sr. Advocate DC Raina that whatever reports being submitted, as per experience, these reports existed on papers only and were aimed at buying time.

In this regard he referred to pressure and double tone horns being used. The DB upon this took serious note of this and said that this should have again invited a contempt action against SSP Traffic Jammu and also an explanation from Traffic Magistrates but granted them time to explain their position in this regard.

Divisional Forum's directive to National Insurance

JAMMU, Dec 9: Divisional forum Jammu comprising S L Pandita its president and JK Gandotra and Meenu Sharma its members has directed national Insurance company to pay the full sum insured in policy of Constable Rohit Sadhu, who died on October 1, 2001 while fighting with militants along with interest at the rate of 6% PA from November, 2001 till realization by depositing the amount before the forum.

The Forum further ordered that complainant is also held entitled to an amount of Rs 1000/- as litigation expenses as the litigation has been thrust upon the complainant by the insurance company. The mother of late Rohit Sadhu had filed this complaint before the forum for release of insurance amount. After hearing the attorney holder of the complainant and counsel appearing for the Insurance company and finance department, the forum observed that "we are satisfied that a case of deficiency in-service is established and national insurance company is found negligent in discharging its obligation towards the customers/ consumers which is nothing short of deficiency in service. The National Insurance Company having been found guilty of deficiency in providing service is directed to pay the full sum insured in the policy of Rohit Sadhu along with 6% interest".

Tarigami supports self-governance

JAMMU, Dec 9: After PDP chief Mehbooba Mufti and NC president Omar Abdullah, CPM leader Mohd Yusuf Tarigami has also supported the demand for self governance in Jammu and Kashmir describing it as only viable solution to Kashmir problem.

Calling for setting up of a Federation of Jammu and Kashmir on this side and Pakistan occupied Kashmir (PoK) on the other side with regional autonomy, Mr Tarigami told the Excelsior: "the position which our State enjoyed under the Constitutional provisions should be restored".

"There is no difference between self-governance and autonomy", he said in response to NC president Omar Abdullah’s stand that Pakistan President Pervez Musharraf’s proposal for self-governance was what NC patriarch Sheikh Abdullah stood for.

Mr Tarigami said Jammu and Kashmir has to emerge as a truly Federal State by evolving proper mechanism—both at political as well as administration level—to ensure that rights of all the regions are defined, safeguarded and protected Constitutionally.

Despite terror, the peace process must continue, the veteran CPM leader said, adding terror tactics shouldn’t weaken the resolve of people in the region. "It will be tragic if India and Pakistan can’t or will not work towards some form of co-operation for peace and democratic future".

He said will of the people of the region must prevail. "No outside authority or alliances like of NATO has any business to meddle in the affairs which the people of the region are capable. Our friends must know what the track record of America and NATO has been and what exactly they are doing in Iraq", he said in response to Hurriyat leader Mirwaiz Omar Farooq’s statement seeking NATO’s intervention in the State.

Mr Tarigami said "the coalition Government led by Mr Azad will be getting our support provided it sticks to the CMP". It seems a good effort is being made by Mr Azad to revamp administration and provide good governance, he added. He asserted that CPM’s options to join the coalition Government are open.

Accident victim succumbs; 13 injured in mishaps

JAMMU, Dec 9: An accident victim succumbed to injuries in the hospital while as 13 persons were injured in road accidents.

Police spokesman said that one Jatinder Singh, son of Kuldeep Singh of Gole Gujral camp, who was admitted in Government Medical College Hospital Jammu yesterday, succumbed to injuries today. He had reportedly sustained severe injuries in road accident. Police has taken the cognizance of the incident.

A woman—Naseema Begum, wife of Mohd Afzal Wani of Banihal received severe injuries after she was hit by a speeding tipper number JK02H-7786. She was immediately rushed to hospital and her condition was stated to be critical when reports last came in.

Driver of the tipper—Sanjay Bhatt has been arrested by the police for negligent and rash driving.

Meanwhile, 12 persons were injured in road accidents. All have been hospitalised and their condition was stated to be out of danger when reports last came in.

They have been identified as Vikas, son of Mool Raj, Arun, son of Yog Raj of Hari Nagar, Rajni Jamwal, wife of Bhanueshwar Singh of Link Road, Lal Singh, son of Kaan Singh of Chatha Pind, Bari Ram, son of Kali Ram of Palma, Mohinder Singh, son of Chander Ram of Udhampur, Hoshiyar Singh, son of Ram Singh, Sharda Devi, wife of Hoshiyar Singh, Priya Devi, daughter of Hoshiar Singh, all the residents of Doda, Kulbir Singh, son of Makhan Singh of Chak Sain, Munish Bhatia, son of HC Bhatia of Gandhi Nagar and Dr Gurej Singh, son of Bhupinder Singh of Tali Morh Miran Sahib.

A woman—Sunita Devi, wife of Swaran Lal, who was admitted in Government Medical College Hospital for the treatment of burn injuries, succumbed to injuries today.

She had reportedly received injuries in accidental fire at her residence.

JAMMU, Dec 9: Mystery behind the recovery of body of an unidentified youth from a hotel in the holy town of Katra some days back has been worked out by Police with his wife and her paramour turning out to be the murderers.

The deceased had entered into wed-lock five days before the incident and visit to holy town was planned by his wife only to eliminate him with the support of her paramour.

Both the accused have been arrested from Delhi, by a police team from Katra Police Station headed by SHO S S Sambyal under the supervision of SDPO Katra Anil Magotra that visited the capital, today. The accused have been identified as Archna, wife of deceased Hira Lal, son of Sohan Lal of Indira Lake area of Sultanpuri New Delhi and Ramesh Thakur, son of Jaswant Thakur of Ram Park area in Extension Loni Gaziabad. They are being brought to Jammu for action warranted under law.

The deceased was found dead under the heap of mattresses in Prem International Hotel on December 3 and initially police started investigation under Section 174 CrPC which has now been converted into Section 302 RPC.

Giving details, Senior Superintendent of Police (SSP) Udhampur Rajesh Kumar said that during the course of investigation, Katra police came to know that couple, which accompanied the deceased, had made a phone call from the Public Call Office (PCO) near the hotel on December 2, when they checked in the hotel alongwith the deceased.

Police verified the list of phone numbers dialed from the PCO on that day and ultimately came to know that the couple had made a call to Gaziabad. On this, a message was flashed to the police stations in Delhi and Uttar Pradesh. Yesterday, Katra Police came to know that a missing report has been lodged in one of the police stations in Sultanpuri area of Delhi by a woman namely Archana. On this a team led by SHO S S Sambyal was immediately deputed to Delhi.

On the request of Katra Police, Delhi Police called Archana and put her to sustained interrogation during which she confessed that the body which was recovered from a hotel in Katra was that of her husband.

"During questioning, Archana revealed she had relations with Ramesh Thakur since long and her parents married off her with Hira Lal on November 27", the SSP disclosed and said that she also confessed that the visit to Katra was planned with the sole motive to eliminate Hira Lal. To pave the way for accompanying of Ramesh Thakur with them, Archana introduced her paramour with her husband as her cousin.

Archana further revealed that at Katra Hotel she and Ramesh Thakur gave some sedatives to Hira Lal in tea and strangulated him to death after he fell unconscious. "On reaching Pathankot after leaving Katra, Archana made a call to her in-laws and informed that Hira Lal had gone missing near Pathankot", SSP said quoting Archana’s statement and on reaching Delhi, she got a missing report lodged.

She also disclosed the address of Ramesh Thakur but before police could raid at his residence he managed to escape. However, after series of raids at different places, Ramesh Thakur was arrested from the Red Fort area.

It was due to the professional approach of the Katra Police that the sensational and blind murder of an unidentified youth has been worked out.

Meanwhile, Deputy Inspector General of Police (DIG) Udhampur-Doda Range Satvir Gupta said that the names of police personnel in the investigating team will be sent to DGP for suitable cash reward.

Bhim for vigilance raids on Ministers
JKNPP to decide next line of action on Dec 13

JAMMU, Dec 9: Jammu and Kashmir National Panthers Party, one of the constituents of the Coalition Government in the State, will decide next line of action regarding extension of support to the Government on December 13, as the ultimatum of 40 days, extended by it to implement Wazir Commission and constitute Delimitation Commission, is expiring on December 12.

Disclosing this at a press conference here today, JKNPP supremo Prof Bhim Singh said that even the new Chief Minister Ghulam Nabi Azad has failed to implement CMP which was furnished in his presence three years back and added that since the 40 day ultimatum is expiring on December 12, a special session of the State Council of the party will be held at Gulab Bhawan on December 13 to discuss the failure of the Government to implement CMP and take decision on future line of action.

"Even new Chief Minister seems to be not interested in implementing the CMP despite the fact that All India Congress Committee (AICC) president Sonia Gandhi and Prime Minister Dr Manmohan Singh have issued clear instructions for the same", Prof Singh asserted and said that during one month, the new Chief Minister didn’t utter even single word about implementing CMP which ``makes it clear that he is like other Kashmiri rulers’’.

The JKNPP supremo said that recent raids on the name of corruption were only aimed at diverting the attention of the people from the CMP and added that nabbing officials like Block-Development Officers (BDO) was not going to bring down the corruption graph in the State.

Advocating similar raids on the former and present Ministers, Prof Singh said that Government should seek details of property of former as well as present Ministers and their close relatives if it really wants to get the state rid of the menace of the corruption. "Drive against corruption should not remain confined to bureaucrats and officers only", he further said.

"What sort of session of State Legislature is being convened when no body will be allowed to move private bill or calling attention motion", he asked and said that the main aim behind convening Legislature session was just to pass the anti-defection law.

Governor appreciates Azad’s vision for J&K

JAMMU, Dec 9: Government Lt Gen (Retd) S K Sinha has appreciated Chief Minister, Ghulam Nabi Azad’s nationalistic convictions and said that his efforts to provide good governance in the State will bring radical improvement in the ground situation in the State.

In an interview with Zee Kashmir in the Take 1 studio here Gen Sinha hoped that Azad’s vision for J&K will lead to the normalisation in the State.

The Governor laid emphasis on ‘Kashmiriyat’ and said that he was committed to revive the secularism, sofism and brotherhood of ‘Kashmiriyat’ in Kashmir, which he said was the greatest strength of Kashmir. He was emphatic that the forces of religious fundamentalism need to be crushed and old values of Kashmir need to be revived to lay the path for normalcy and peace in the State.

He reposed his confidence in the democratic values of India and said that record of human rights of India was better than many countries.

The Governor appreciated the role of Indian Army during the snow Tsunami last year and the devastating earthquake this year. He said that yeoman service provided by the Indian Army during these natural calamities has brought them closer to the people of Kashmir and touched their hearts.

Asked to name the soldiers, who impressed him most during his service in the Indian Army, he named General Carripa, General Thimmaya and General Sam Manekshaw.

Going down the memory lane, Gen Sinha described his childhood impression of his grandfather who was the first Indian IGP of the Imperial Police.

Earlier, Gen Sinha was received by Devender Singh Rana, president Take One Television, Sujoy Sen, vice-president Zee Network and other staff members of Take One TV. Gen Sinha, who appreciated effort of Take One TV was presented with a memento as a token of gratitude by Devender Singh Rana.

Karvaan-e-Aman has earned Rs 8.50 lakh revenue till date

SRINAGAR, Dec 9: The Srinagar-Muzaffarabad bus service has earned a revenue of nearly Rs 8.50 lakh till date for the Jammu and Kashmir State Road Transport Corporation, an official statement said today.

Inaugurated by Prime Minister Manmohan Singh on April 7, the historic bus service Karvaan-e-Aman (caravan of peace) ferried 707 passengers from Srinagar to Kaman Post, the last on the Line of Control, during the period, the statement said.

The revenue could have been much higher but for the October 8 earthquake which damaged the road on both sides of the Line of Control rendering it unsafe for travel for over a month, it said.

Meanwhile, the Delhi Transport Corporation, which runs the Delhi-Lahore bus service, earned a revenue of nearly Rs 2.40 crore between July, 2003 and October, 2005 ferrying 17,740 passengers.

So far only one point-to-point bus service between India and Pakistan - the Delhi-Lahore bus service - is under operation, it added. (PTI)

Jammu, Dec 9 : Maharaja Hari Singh Agricultural Collegiate School (MHAC) organized its Annual Day function at Nagbani today.

Minister of State for Roads and Buildings Gulchain Singh Charak was the chief guest on the occasion.

LPG distributors’ plea to Govt

JAMMU, Dec 9: J&K LPG Distributors Association has appealed the Government to look into the genuine problems of the distributors, so that timely distribution of cooking gas cylinders is ensured and consumers don’t face more hardships.

Addressing a press conference here today, the Association president Siddharth Sharma, vice president Ravi Braroo and general secretary, Jagmohan Singh Raina said ever since the imposition of restrictions on the entry of commercial vehicles in the cities, the distributors are facing wide ranging problems as regards timely distribution of LPG cylinders in Jammu and Srinagar cites besides far flung areas along the border districts.

They said LPG is supplied to the dealers in J&K by three petroleum companies which include Indian Oil Corporation, Bharat Petroleum and Hindustan Petroleum and the vehicles are loaded at filling stations of Bari Brahmana in Jammu and Pampore in Kashmir valley.

They said as the filling stations are located over 15 kilometers away from the main distribution centers in both Srinagar and Jammu cities, the distributors are finding it difficult to cope with the rising demand and distribution. In addition, the distributors are facing day to day problems of transporting the gas cylinders from godowns to consumers as no big vehicle is allowed to carry the gas cylinder during the day time. And most of the godowns are located 10 to 15 kilometers from the distributors show room.

They said the distributors have a wide network of big and small commercial vehicles for home delivery and ever since the restrictions imposed, it has become difficult to maintain regular supply to 80 percent of consumers.

Moreover, the labourers are not ready to work during the night time for loading and unloading of cylinders, they added.

Mr Sharma said that the distributors have been put to huge losses as against twenty four hours, the vehicles are taking over 48 hours for unloading the supplies ever since the restrictions were enforced .

He said for vehicles traveling to far flung areas it takes over 48 hours as the travel time exceeds by more than 12 hours on an average.

Rotary Club Jammu Mid Town conducts

JAMMU, Dec 9: Rotary club, Jammu Mid Town, organised a tour for about 120 children of SOS Home, Channi Rama, Jammu. The SOS Home is a institution for orphans and destitute children.

These 120 children, alongwith staff of the Home were taken by train to Udhampur and arranged some sight-seeing besides meeting some people.

All the members of Rotary club Mid Towm Jammu also interacted and encouraged the children of the SOS Home.

President of Rotary club G I Singh stated that more such tours should be organised for the children so that they also get opportunity for more exposure.

Jammu, Dec 9 : The Minister for Agriculture and Cooperatives, Abdul Aziz Zargar today announced formulation of a comprehensive revival plan for sick cooperative societies in the State to infuse fresh blood in the cooperative movement, which has a glorious past in the State.

He said One Time Settlement (OTS) Scheme through Jammu Central Cooperative Bank has already been launched to liquidate outstanding loans of farmers offering exemption of panel interest and repayment of principal amount in easy installment.

Speaking at a function at Bishna after laying the foundation stone of a shopping complex to be constructed by the Cooperative, Marketing Society, Bishna with its won resources, the Minister said that promotion of cooperative movement has significant importance in eradicating exploitation of farmers by the middle men.

The shopping complex shall have a provision for women’s cooperative Bank, Agri-clinic and an automatic milk collection booth where small milk producers would receive the cost of their produce instantly.

The Registrar Cooperative, J&K, Managing Director and Chairman of the Bishna, cooperative marketing Society and a large number of villagers and cooperators were present on the occasion.

The Minister, called upon the youth to come forward and strengthen cooperative movement in the State for ameliorating the lot of poorest of poor. He reiterated government’s resolve to revive cooperative movement in the state adding that transparency, honesty and accountability would be the bench mark of the new revival plan.

The Minister appraised the gathering about various agriculture promotion schemes and called upon the village youth to avail of various attractive incentive available for taking up poultry, floriculture, dairy as dignified livelihood.

He said a separate brand for world famous Basmati would also be created on the pattern of Kashmir Garden Fresh Apple Brand to promote export of Basmati on large scale.

The Minister was shown a rare manuscript of Maharaja Pratpa Singh’s period depicting existence of Cooperatives in the State some 90 years ago.

Plus 2 Officers Forum demands regularisation

JAMMU, Dec 9: Plus Two Officers Forum has urged upon the Chief Minister Ghulam Nabi Azad who is also holding the charge of Education department to redress the pending demands of the Forum.

The main demands of the Forum included regularisation of incharge Principals/ Chief Education Officers and Joint Directors considering their service conditions and removal of pay anomalies.

Referring to imposition of ban on private tuitions even after school hours, the members of the Forum termed it as unjustified act on the grounds that other categories of employees such as doctors and professors etc are doing on with such practice after their duty hours and the Government has legalized the same.

Those spoke in the meeting included—Arun Kumar Sharma president, R K Maini, Nirmal Choudhary, Balbir Singh, Gurcharan Singh, Tilak Raj and Om Parkash.

Sham-e-Gazal programme organised

RAJOURI, Dec 9: Police-Public Welfare Society, Rajouri organised a Sham-e-Gazal programme at Raina Auditorium of 25 Infantry Division here this evening.

Deputy Inspector General of the Police, Rajouri-Poonch Range V K Singh presided over the programme while Maj Gen V K Datta and Maj Gen G N Naik were the special guests on the occasion besides SSP Rajouri J P Singh and some political and social activists. Besides a few local artists, the singers from Jammu also participated in the programme. The programme invited lot of applaud from the audience. They widely appreciated the programme which was held in the militancy infested town after a long time. The DIG, described it as a new beginning and stressed the need of organising such cultural programmes.

Prominent among those present on the occasion include- K K Langar, Members Society, Kuldip Raj Gupta senior BJP leader, Yogesh Gupta Distt BJP president, Rajeev Khajuria and others.

‘Euro Care’ celebrates its 4th foundation day

JAMMU, Dec 9: Euro Care- a pre-schooling institution, celebrated its fourth foundation day by organising a colourful and impressive function at Abhinav Theatre.

On the occasion, several cultural items were presented by the school children which were highly appreciated by the parents and guests.

Rani Gargi Bloeria, Deputy Mayor of Jammu Municipal Corporation, was chief guest on the occasion.

The function started with the lighting of traditional lamp by the chief guest and director of the school Bala Gupta. It was followed by Saraswati Vandana and other cultural items which include dance, group songs. Parents of the children also participated in the cultural programme. Mother of a kid sung Dogri song which evoked applause among the audience.

Speaking on the occasion, Rani Bloeria lauded the efforts of Euro Care for taking care of physical and mental growth of the children.

Director Bala Gupta reiterated the commitment of the management of Euro Care to put best efforts in overall development of the children of the institute.

 

Rotary Club office bearers elected

SRINAGAR, Dec 9 : Rotary Club of Kashmir has elected the new team of office bearers for the year 2006-07. While Dr Amit Wanchoo has been elected president Dr Abdul Hamid Zargar and Syed Shujaat Bukhari will continue to hold the posts of of vice president.

At the second Annual General Meeting of the Club held here on Thursday evening, the elections were held through scret ballot. Dr Wanchoo, Dr Zargar and Mr Bukhari were elected to their posts for the third consecutive term. Sameer Wazir was elected new secretary whilr Lubna Bhat as the Treasure. A Board of Directors comprising Shehzadi Simon, H K Lohia, Dr Shabir Qazi, Prof Ehsanul Haque, Tasnim Akhtar and Dilafrose Qazi was unanimousy elected for the next year.

The working and the future plans of the Club were discussed at length and statisfaction was expressed over the programmes held in the previous year. Particularly, the work done in the aftermath of October 8 was discussed threadbare. The members felt that much more needed to be done. They resolved to devout and dedicate themselves towards the society and help needy and poor. The Club woud soon chalk out a calender of programmes.
