Discrepancy
in Electoral rolls
I
There
is no mincing of the words in the fact that
Migrants from Kashmir valley are found running
from pillar to post with hectic struggle for the
solution of their problems. There are hardly some
people who listen to their problems but the
response is always negative. Now, they are being
deprived of their right of franchise as their
names in thousands have been deleted from the
electoral rolls. This shocking blow has come to
them when they failed to find their names in
Electoral Roll of 2005. In a democratic set-up it
is the responsibility of the authorities to
ensure that there is 100 percent enrolment of the
original residents of all the constituencies of
the State. For this purpose Chief Electoral
Officer is requested to employ officers to locate
and point out the lapses and flaws and bring to
book, the erring officials. The accountability
with regard to enrolment, change of name,
inclusion and exclusion should be enforced so
that the people don't suffer. The only viable
solution appears that 1988 be taken as the base
of Electoral Rolls, the revision of which was
published in 2002 and all present inclusions and
necessary correction be carried on accordingly.

Sir,
I
would like to draw the kind attention of the kind
attention of the Election Commission of India as
well as the concerned officer (s) in the state,
towards the ongoing renewal process of electoral
rolls. No doubt, this prestigious body has taken
the right step regarding renewal i.e, addition,
deletion and correction of names of all eligible
persons in the electoral rolls but the methods of
communication regarding reading the rolls and
filling the application forms for the same is
little bit difficult for a certain section of the
society especially those who do not know Urdu.
This
is true that Urdu is the official language of
J&K but still hundred percent population of
the state is not proficient in Urdu. In the
interest of general public, the concerned body
should publish the rolls in
bilingual/multilingual form and also allow the
citizens to fill the application forms, whose
format is in Urdu only, in any of the languages
like, Hindi or English. This will help EC to
achieve success in preparing good electoral
rolls.
The
ECI should think over this genuine demand of the
general public for publishing rolls and
application forms in bilingual/multilingual
format and take necessary steps in this regard
for the convenience of the general public

Teacher's transfers
Sir,
Because
of the recent transfers of teachers in Jammu
district (during summer vacation period until
ending July 2005), the sanctity, reputation,
integrity and decorum of education department has
become the talk of town which is compelling the
intellectuals of this society to think seriously
to save this pious department from being
discussed in the streets.
It
has become an open secret, that this time, about
a dozen agents were operating their network in
the city to trap the frustrated and needy
teachers wanting their suitable adjustments. In
this process, the persons/teachers who could
develop direct or indirect contact with these
agents, got choice postings.
Whereas,
because the general teachers (who are either
honest, or had no contacts with these agents) are
still suffering from non-redressal of their
grievances for their posting on suitable places
even after remaining on long leave and without
salary as only the influential and over smart
persons/teachers got the relief.
Not
only this, even the teachers who got choice
postings are virtually cursing the present
culture in the department; which was earlier
known as the only clean department. Their zeal
and enthusiasm of serving the society by teaching
the pupils sincerely, is polluted and infected
after meeting these agents and undergoing their
treatment. This way, if now the teachers do not
teach the students seriously in schools and
instead invite them to their tutorials or if in
any examination centres they allow mass copying,
their conscience shall hardly be shaken as they
have visited the hideouts of agents and shall
remain visiting them in future too, for suitable
adjustments, without bothering about the rough
and sub standard product being produced by this
way in the society.
In
this backdrop, I request our Education Minister,
who is an upright person, to look into the
matters of transfers personally to make a
permanent (teachers friendly) transfer policy so
that neither any teacher is tensed for his/her
transfer unnecessarily nor any agent culture is
developed to exploit the teacher community. A
teacher must be tension free for teacher and
nurturing the pupils of our society to make them
the learned and good citizens to stand as pillars
of nation.
