Scrap Evacuee Property, Resettlement Acts:JSM

JAMMU, July 31: Demanding immediate scrapping of Resettlement Act and repealing of J&K Evacuee Property Act, the Jammu State Morcha (JSM) has strongly advocated for permanently transfer of evacuees property including agriculture land , houses and shops to its present occupants who have mainly migrated from Pakistan and Pak Occupied Kashmir (POK) to J&K in 1947.

In this regard a resolution was passed by the Party during its one day workers’ conference here today which was held under the leadership of Shree Kumar, chairman of the Morcha.

The meeting was attended by the Morcha activists from Doda, Udhampur, Kathua, Jammu and Poonch districts.

Addressing the meeting, Shree Kumar said that Resettlement Act is frought with serious consequences as it will open flood-gates for Pakistan spies and saboteurs to cause demographic changes in Jammu region.

Reiterating the demand for reorganization of J&K, the Morcha also declared that a signature campaign will be undertaken for submitting a memorandum to President of India in this regard.

He said that the creation of separate State for Jammu is the only step to fulfill the aspirations of the people of Jammu and remove the regional tensions in the State.

The Morcha also expressed its deep concern over the ‘irresponsible’ utterances of Chief Minister, Mufti Mohammed Sayeed and other Peoples Democratic Party (PDP) leaders for advocating open borders with Pakistan, joint control over water and power projects, supporting the visit of Pakistan Information Minister, Abdul Rashid and openly criticising the army and security forces.

The Morcha also blamed the Government for totally neglecting Jammu region in all spheres of life including employment, admission in MBBS and other professional courses.

JAMMU, July 31: J&K Low Paid Handicrafts Employees Union in its meeting here, today held under the chairmanship of its president Romesh Sharma various problems being faced by the employees of the Department were discussed.

The meeting also urged the Director Handicrafts Jammu to fulfill the long pending demands immediately which include holding of DPC to fill up the 50 percent quota of vacant posts lying in the Department.

It also demanded transfer and adjustment of HTO/ACSS etc who have completed their tenure.

JAMMU, July 31: A delegation of Welfare Committee, Roop Nagar Enclave Block A led by G L Kath its advisory member called on Deputy Mayor Jammu Municipality Rani Gargi Billoria today and apprised her of various problems being faced by the inhabitants of the area.

The delegation alleged that the Parthenium grass has created health hazards in the area and despite repeated pleas it has not been weeded out till date.

It demanded implementation of Prime Minister’s Comprehensive Drainage package which comes under UEED.

The delegation also called on SE PHE and demanded replacement of old worn-out and less dimensional waste pipes. The SE issued instructions to the subordinate engineers for redressal of the problems.

Later the deputation also called on Executive Engineers of PWD and PDD and demanded repairing of drains, installation of electric poles and replacement of old worn out electric pipes.

The other members of the delegation were B J Zuthsi, P K Peshin, A K Razdan, Sanjay Hali, R C Vaid, S C Verma, Girdhari Lal Bhagat and Ashok Sharma.

Sainik Colony residents’ concern over

JAMMU, July 31: The inhabitants of Sainik Colony have expressed grave concern over the frequent power cuts in the area.

In a statement issued here today by the Sangrash Samiti a meeting was held in the Colony to discuss the problem caused by frequent black outs in the area. The meeting which was chaired by Corporator Ward No 70, Ms Namrata Sharma urged the PDD authorities to solve the problem immediately.

It said the people of the area in general and student community members in particular were put in lot of trouble due to frequent power failure. It said despite the installation of electronic metres in the locality the power supply has not improved.

Addressing the meeting president of the Samiti Rajiv Sharma warned that people will launch agitation in case the problem was not solved immediately.

PoK delegation meets Governor

SRINAGAR, July 31: Saying that violence is no solution to problems, Governor Lt. Gen. (Retd) S K Sinha today described commonality of culture and rich traditions between people of India and Pakistan especially two parts of Kashmir as a strong weapon to overcome problems besides steering the sub-continent to peace and progress.

In an interaction with members from Northern Area in Pak occupied Kashmir delegation, which called on him at Raj Bhavan, the Governor said that rich traditions and strong community ties bind the people together, leaving no room for mistrust and misunderstandings. ‘Together, we can steer to new era of peace and progress’, he observed.

Northern Area delegates fully reciprocated these sentiments adding that they had much in common with people of Kargil and Leh.

The delegation led by Haji Fida Mohammad Nashad, Member Northern Area Legislative Council and former Deputy Chief Executive of Northern Area urged the Governor to pursue the cause of opening of Kargil-Skardu Road, enabling divided families to meet frequently.

They reminded General Sinha of his Republic Day Address in which he had made a mention in this regard and said that the people of Northern Area were overwhelmed to hear his sentiments on the issue. They felt that opening of this road will reduce journey to just few hours from present several days.

Responding to their plea, the Governor said that opening of roads will help in cementing relations between the people of India and Pakistan which will eventually isolate the elements inimical to peace who were still active across the border. He said violence has brought miseries to people of the Valley as they become victims of indiscriminate firing and bomb blasts carried out by terrorists.

The delegation exuded confidence about the success of ongoing peace process between India and Pakistan and said that General Parvez Musharraf has a positive attitude to curb religious terrorism. They said Islam believes in peace and harmony but unfortunately some elements were misinterpreting it for their vested interest. They also referred to the measures taken against terrorist outfits in the neighbouring country.

Stressing the need for lasting peace in the region, the Governor said that terrorism has spread its tentacles in the entire world and the West was also grappling with this menace. Unfortunately, Pakistan had been the epicentre of terrorism in past few decades and it is not easy for it to completely change gear. He said India has been fighting proxy war in Jammu and Kashmir for the past decade and half but never during this period air operations or artillery has been used or religious places damaged as was done in Faluja in Iraq or Wana in Pakistan. He referred to the operations carried out to clear Hazratbal shrine from militants of Kashmir and said that its pluralistic character makes the Valley unique in the world.

The Governor gave historical perspective of the problems in the subcontinent including Northern Area that has commonality of culture, language and religion with Kargil district.

The Governor inquired if the Minister for Kashmir Affairs continued to be the Chairman of the Council. He was told that this continues to be so but the Deputy Chief Executive has been given more powers. The Governor’s enquiry about influx of Sunni population from Punjab and North West Frontier Province, one of the delegates confined that this was a matter of concern as it would reduce the indigenous population to a minority. Haji Mohammad Nishad clarified that this was a problem affecting the urban areas and not so much the rural areas. Impressed with his knowledge of men and matters of Northern Area, the delegation observed that he was more aware about their problems than they themselves.

The delegation expressed desire for extension in their visas to visit Kargil and sought intervention of the Governor who assured that this would be earnestly taken up at appropriate level. They were enthusiastic to visit Kargil, which they feel has much in common with their area than any other part of the subcontinent.

The other three members of the delegation were Imran Nadeem, Mohammed Ismail Khan and Assadullah Khan. They are part of the 13-member delegation currently in Srinagar in connection with a seminar on Intra-Kashmir Dialogue.

As a token of affection, the delegation presented a traditional cap, a book and a CD on Northern Area to the Governor who reciprocated their friendly gesture.

Industries Deptt urged to establish
Entrepreneur Assistance Cell

JAMMU, July 31: Association of Industries, IGC Samba today urged the Industries Department to establish Entrepreneur Assistance Cell in the Complex of IGC Samba.

Addressing a press conference, president of the Association, Vijay Aggarwal said that most of the industrialists have been spending substantial time in getting approvals at Jammu District Industries Centre and Director of Industries and Commerce and there was a dire need to set-up Entrepreneur Assistance Cell in IGC Samba.

"Moreover, there is an urgent need to simplify the process of providing guidelines to the industrialists", he further said and stressed that State Pollution Control Board should execute the cases in a time bound manner for consent to operate, establish and renewal as this is interlinked with obtaining permanent registration with Industries Department as well as various other incentives given by the Government.

There are cases which are pending with State PCB for over four months whereas the time frame given by the Industries Department at the time of permanent registration is only three months, he said. He added that notification from SIDCO for obtaining ISI and ISO certification within a time period of one year of commencement of commercial production is not practically possible and should be assessed on a case to case basis and should not be binding upon all the units.

Highlighting the other problems of IGC Samba, he said that roads, street lights and drains at IGC are virtually non-existent and repeated requests to the concerned authorities have fallen on deaf ears. "Jammu and Kashmir Bank should set-up core branch in the Industries Complex at SIDCO Samba with facilities like online banking, net banking, ATM, payment of telephone bills, VAT etc as the present branch in Samba town is not a member of clearing house which results in delay in clearing of cheques", he added.

He demanded that an independent feeder only for the industrial estate should be installed by the concerned department so as to reduce these trips there by supplying uninterrupted power supply to the industry.

Natrang stages ‘Natak Nahien’

This full convass play was creatively designed and directed by Anil Tickoo. The effort of Natrang in keeping Jammu city lively with this weekly programme has generated lot of enthusiasm among the people and this initiative is being appreciated at the National level.

The play ‘ Natak Nahein’ is a satire on the contemporary economic, political, social and instructional scenario of India in a sarcastic manner. Commenting upon the hypocrisy, corruption and daulity of prevailing order in society, the play opens with two beggars beseeching for alms near a bus stand. The conversation between them exposes the vagaries of various systems and clamors for human values.

Both in the play have been shown evolving a new methodology of begging and in that process they experiment various methods but finally take inspiration from the political representatives who are the experts in begging and best part is that they need to beg once in five years and receive dividend for whole of the life.

The play concluded with a statement about the pauperization of our political system, which forces main character to become part of the system for survival. The backdrop of the bus stand perhaps indicates the constant journey of man in his confusion and chaos and beggars are representatives of the human race, which ultimately joins the rut for survival as systems are too strong for a few to change. Gopal Singh and Deepak Virdhi played the lead roles in the play.

Govt urged to save transport industry in Rajouri-Poonch

JAMMU, July 31: Fearing a total collapse of passenger transport system in the militancy hit border districts of Rajouri and Poonch, the Jammu-Poonch Bus Service Association has appealed the State Government to come to the rescue of this sector and save it from further damage.

"With no incentive or financial aide from the Government, the passenger transport sector on this vital route is on the verge of collapse and operators are in a state of frustration," said Bharat Bhushan Gupta, president of the Association while talking to media persons, here today.

Claiming that most of the bus operators of Jammu-Poonch route are running their buses on colossal loss as the cost of operation which has gone beyond manageable limits, Mr Gupta pointed out that main reason for increased cost of operation was only due to extremely bad condition of roads and steep hike in the diesel prices. "In past few months, the diesel prices have been hiked thrice by the Central Government but the State Government has failed to take a final decision on corresponding hike in passenger fares," he explained.

Highlighting other demands and grievances of the Association, Bharat Bhushan Gupta said that fresh tax imposition of Rs 30,000 on the import of fabricated body at Lakhanpur, which was earlier transported in the State at nominal charges, has further damaged the already hit transport sector. He also informed that the Insurance companies were denying risk cover Insurance to the passenger vehicles in Jammu division without assigning any reason. "Even on production of all necessary documents and the fitness certificate by the concerned authorities, the Insurance companies are refusing to renew the insurance cover to the passenger buses on this route," he said.

Mr Gupta also appealed to the State Government to waive off outstanding Passenger Tax arrears of the bus operators by announcing an amensty scheme for the transport industry in Jammu. "Transport industry in Jammu has suffered badly because of militancy and the Government must announce some incentives to save it on the line of houseboat industry in Kashmir valley," he argued and claimed that the operators were currently not in a position to pay the outstanding Passenger Tax which accumulated during the peak years of militancy and waiving off of the same would provide a great relief to the transport industry.

R P Kohli, vice-chairman of the Association, who was also present in the press conference, drew the attention of law enforcing agencies and the concerned authorities towards unauthorised plying of some buses on Jammu-Poonch route without route permit and charging of ‘Adda fee’ by some goonda elements.

He also announced that Jammu-Poonch Bus Service Association has launched a group Insurance coverage scheme for all the drivers and cleaners of the busses operating on this route and premium of the Insurance cover is solely being borne by the Association.

 

Jagran’s J&K edition to hit stands today

JAMMU, July 31: Dainik Jagran’s J&K edition, to be published from Jammu, will hit the stands tomorrow.

This will be the 27th edition of this Hindi newspaper, which is already being published from eight States across the country.

Jagran is the first Hindi daily to start its publication from Jammu and Kashmir. This J&K edition will have six different city specific sub-editions. This include Jammu city, Jammu Aas-Pas, Udhampur, Kathua, Poonch-Rajouri and Srinagar, informed Sanjay Gupta, Chief Executive Officer (CEO).

Gupta said:" Until now Dainik Jagran was serving the State market from Jallandhar. But now, we have decided to start operation from here. It will lessen the people waiting time and will also give them better coverage of events".

The Jammu edition, Gupta claimed, will focus on local events. "Through the content, we aim to reflect hopes and aspirations of the local people. This will also bridge the gap between residents of the State with the rest of the country", said CEO.

Meanwhile, a havan was performed by the family members of Jagran Parivar alongwith staff members today to mark the occasion.

The Association was formed in 1991 and since then for the first time the constitution which governs rules and regulations for the morning walkers to uphold sanctity / cooperation was framed. The function was held at Wazir point Manda. The by-laws were released by the chairman MWWA Col V P Bhasin ( retd), in presence of other office bearers including Kuldip Sharma -president, H L Bajaal and Ashok Dogra.

The aim is to upkeep and maintain the ‘Manda Sairgah’, to hold Yoga and health awareness camps, promotion of ideas of social equality, secularism and eradication of untouchability, social evils, celebration of Van Mahotsav and social festivals.

 

Speaker gives appointment letters to
48 Anganwari workers

JAMMU, July 31: Speaker Legislative Assembly Tara Chand today conducted an extensive tour of Akhnoor tehsil to redress the difficulties of the people living in the border areas.

Addressing huge gatherings at Malal and Chak Malad, Mr Tara Chand said that the coalition government is fully committed to raise the living conditions of the masses especially those living in the border belts of the state. He said that the state has witnessed tremendous progress in all sectors and as a result hundreds of schools have been opened and upgraded besides establishing new colleges to provide quality education to students at their doorsteps.

The Speaker stated that over 32000 teachers have been appointed under Rehbar-e-Taleem scheme in various educational institutions during the past over two and a half years in a most transparent manner.

Highlighting the achievements, he said that a number of tube wells and transformers have been installed to provide adequate supply of electricity and drinking water in the left over areas. He said that several roads have been constructed facilitating connectivity of villages with towns and cities. The focus is to provide better civic amenities even in the rural areas bringing these at par with urban centres.

Mr. Sham Lal Sharma, MLA Akhnoor in his address said that the state government is pursuing the matter with the centre for absorbing border youth in para-military forces to create job avenues for them.

Later, the Speaker distributed engagement letters among newly appointed 48 anganwari workers of Khour block.

A deputation of PHE employee union and the people in general also met the Speaker at Malal and urged for adequate supply of drinking water and electricity.

PRM asks Centre to adopt comprehensive policy on J&K

JAMMU, July 31: Newly floated People’s Revolutionary Movement (PRM) has asked the Central Government to adopt a comprehensive policy on Jammu and Kashmir by involving people from all regions of the State.

Talking to media persons, here today, PRM chief Rajinder Jamwal accused New Delhi of treating Jammu and Kashmir as a laboratory for experiments of the Ministry of Home and External Affairs without caring for the sentiments of people of the State. "Both Central and State Government are befooling the masses of Jammu and Kashmir on the name of peace process and ignoring the real issues," he alleged.

Mr Jamwal opined that spurt in violent activities in the recent past was the result of fractured policy of Central Government and ideological leaning of Mufti Government towards terrorists. He also held the ruling coalition partners responsible for the present mess in J&K by not addressing real grievances of people and misleading them for their political benefits.

Reiterating his organisation’s commitment and demand for re-organisation of J&K State with Jammu as a separate State ranging from Ravi to Peer Panjal, the PRM leader asked New Delhi to understand sentiments of people and concede the popular demand. "Trifurcation of J&K State and separate Statehood to Jammu region is the only solution to address the grievances of Jammu people and PRM will take this movement to a logical conclusion," he emphasized.

The PRM leader also announced to launch an agitation against the ‘outsiders’ who have managed to get Permanent Resident Certificates (PRCs) and gulped the major share of locals.

Mr Jamwal was flanked by other PRM leaders, including A R Fani, Sanjeev Kumar and Varinder Slathia, in the press conference.

77 road projects sent to NABARD

Srinagar, July 31: In order to provide better road connectivity to the people and ensuring hustle free transportation to the commuters a massive road construction and upgradation programme has been taken up by the government in the entire state.

Srinagar district, which enjoys a central place for being hub of administrative and economic activities particularly during summer triggering movement of thousands of commuters daily, is put to heavy rush. Considering the pressure, the government submitted 77 road projects for NABARD funding of which 30 were sanctioned involving a cost of Rs. 27.28 crore. The project aimed at providing better road connectivity to the summer capital with other parts of the valley. Mot of these projects have either been completed or are nearing completion by spending of Rs. 23.92 crore during last financial year on these road projects.

These road projects envisage construction, upgradation of road length including macadamization of 33 kms, black topping of 150.49 kms, metteling and re-matteling of 154.30 kms.

The important road projects completed or nearing completion include the 18 km long Doderhama road at a cost of Rs. 2.50 crore, upgradation of 6.50 km Nagbal-Batapora road at a cost of Rs. One crore, strengthening of 15 km long Ganderbal-Sumbal road involving expenditure of Rs. 3.89 crore and strengthening of 6 km long Behama-Safapora road in Ganderbal tehsil of the district.

Likewise, in Hazratbal constituency strengthening and improvement of 6 km Shala Naseem road is near completion at a cost of Rs. 1.11 crore and upgradation of Tailbal-Khimber road at a cost of Rs. 87 lakh. So for, Rs. 83 lakhs have been spent on this 5.50 km long road.

In Kangan tehsil, 68 km long road projects under NABARD scheme have been completed involving a total expenditure of 8.27 crore. The other roads completed in main city under NABARD scheme include construction of 1.50 km long Babshipora-Ziarat Bahu-ud-Din road at a cost of Rs. 22.23 lakh, upgradation of Burzahama-Chatterhama 5.50 km road at a cost of over Rs. 61 lakh and upgradation of 7 km long Harwan-Darbagh-Saidapora road at a cost of Rs. 1.26 crore.

4 water supply schemes commissioned in Anantnag

Giving details of the schemes inaugurated, the Minister said that Water Supply Scheme, Gopalpora, estimated to cost Rs. 36 lakh with a capacity of 50,000 gallons and Tube Well source would benefit five villages of the area with drinking water. Similarly, water supply scheme Jogigund costing rs. 26.80 lakh with a capacity of 16,000 gallons and Achabal Spring source will benefit 2,000 souls, he added.

The Minister further said that Water Supply Scheme Kothier of Anantnag district constructed at a cost of Rs. 30 lakh with a capacity of 30,000 gallons would benefit 4,035 souls.

Another Water Supply Scheme under execution at an estimated cost of Rs. 26.50 lakh would benefit 1,667 souls on its completion. Its source would be Achabal Spring, he said.

The Minister on this occasion expressed satisfaction on the completion of work for commissioning of these schemes in stipulated time.

Appreciating the work of concerned engineers, Qazi Afzal directed them to keep it up till the 100 percent target of providing clean drinking water would be achieved in the state.

 

INTUC organises workers’ conference

JAMMU, July 31: State unit of Indian National Trade Union Congress organised a workers conference at village Ajal Malal in tehsil Akhnoor today.

Speaker Tara Chand was the chief guest, MLA Akhnoor Sham Sharma guest of honour while State union president of the INTUC Shiv Kumar Sharma presided over the function.

In his welcome address, Shiv Kumar raised the problems of the workers and sought the attention of the government towards them. He demanded regularisation of daily wagers who have completed seven years years service and hike in the rates of consolidated workers. He stressed for the special recruitment drive in Jammu region, transfer of GP fund accounts of the employees to Banks, sanction of bonus to the state employees on the pattern of Central government employees and sanction of risk allowance/ disturbed area allowance to the state government employees.

The Speaker appreciated the the functioning of INTUC and and expressed that all the genuine demands of the employees will be taken up with the government. MLA Akhnoor also spoke on the occasion. Others who spoke included—Raghubir Singh general secretary, Ravi Khajuria, Narinder Sharma, Jagan Nath and Parmanand.

 

Ravi Dass Sabha for clearance of backlog vacancies

JAMMU, July 31: All J&K Guru Ravi Dass Sabha has urged upon the State Government to clear all the backlog vacancies pending in various Government departments.

In a meeting of the Sabha members held here today, its president Vijay Kumar Lochan stressed for the implementation of Reservation rules in letter and spirit. He said that a great injustice is being done with the unemployed Scheduled Caste Agriculture graduates.

He alleged that Reservation Act has been framed by J&K Government but it is meaningless if the Reservation rules are not framed. It is great injustice with the SC/ST communities. He said the Sabha is planning a mass agitation in support if their demand if Government fails to frame reservation rules. He also demanded reservation in University and RETs selection.

 

SSRI renamed as Harbhatta Research Institute

JAMMU, July 31: Sant Samagam Research Institute, Jammu and Kashmir, has been renamed as The Harbhatta Shastri Indological Research Institute.

Maharaja Ranbir Singh has appointed Pandit Harbhatta Shastri as the Head Pandit at the Oriental Research Department of Jammu and Kashmir State, a post from which he retired in 1931. His razor-sharp intellect, great erudition and deep insight into ther Shaiva philosophy of Kashmir won him the esteem of such distinguished scholars as Prof K C Pandey of Lucknow University and Prof James H Wood of College of Oriental Languages and Philosophy, Bombay.

His repute attracted the well known linguist Prof Suniti Kumar Chatterji to him and he stayed in Srinagar for two years to learn the basics of monistic philosophy of Kashmir Shaivism from him.

It was only after David B Spooner came from America to Kashmir to learn from a scholar like Harbhatta Shastri that Sanskrit began to be taught as a subject at the Harvard University in 1905. At that time only nine students were studying Sanskrit out of a total of 5000 at Harvard.

The Harbhatta also earned great repute for having compiled and edited nine Shaiva texts with notes and explanations, which were published by the J&K Research and Publications Department under the general title Kashmir series of texts and studies.

 

NIFD organises exhibition at Akhnoor centre

JAMMU, July 31: National Institute of Fashion Design, Akhnoor centre today organised a creative fashion exhibition today, which was inaugurated by Mrs and Mrs Sham Lal, MLA of the area and the exhibition held under the guidance of Mrs Mona Gupta, Managing Director of the Centre, which is an annual event of the said centre.

A number of people visited the exhibition and evinced keen interest in all the items on display. They all lauded the work done by the students of the NIFD Akhnoor centre. The exhibition not only depicted the creativity and talent of the budding designers but also had games and fun stalls as also various eating stalls.

 

Jammu, Pathankote National Highway remains
blocked for two hours

JAMMU, July 31: The Jammu, Pathankote National Highway was blocked for two hours due to flash floods in two nallahs at Lakhanpur and Bagyal this afternoon.

According to reports the Highway remained closed from 2-30 to 3-30 pm after the Bagyal Nullah was overflooded this afternoon due to heavy rains in higher reaches of Kathua district.

The Highway was only thrown open for vehicular traffic after the water level receded in the nullah.

Later the traffic was again blocked on the National Highway near Lakhanpur from 3-30 pm to 4-30 pm as the Lakhanpur nullah was in fury.

The vehicular traffic was only restored after the water level decreased.
