Central funds worth Rs 3.11
cr for forest fire Excelsior Correspondent JAMMU, Apr 11: While there has been a considerable increase in the incidence of forest fires in the forest rich Jammu and Kashmir State, the funds to the tune of Rs 3.11 cr released by the Central Ministry of Environment and Forests for protection of forests from such accidents were allowed to lapse during the just concluded financial year. The sources in the Forest department said that a special package is kept for the protection of forests and preventing such fire incidents every year. But unfortunately, the funds released for the purpose for the 2004-05 remained unused and were allowed to lapse. It was also alleged that this money was diverted to some other wing and not even a single penny was released for taking fire safety measures. With the advent of summer every year, the forests of the lower and middle Shivaliks and middle ranges of Pir Panjal in Udhampur, Doda, Jammu and Poonch districts are seen on fire. The number of these fire incidents is increasing every year and loss running into crores is being caused to the green gold of the State. These fire accidents also contribute a lot in increasing the temperature of the region and also play a crucial role in the global warming as well. The fire once starts, continues for days and weeks together. It becomes impossible to contain it with the existing equipment of the Fire Services and also in absence of mode of communication to the affected areas. Principal Chief Conservator of Forests, J&K S D Swatantra when contacted told the Excelsior that Centre had sanctioned funds to the tune of Rs 3.11 cr under Integrated Forest Protection scheme for the year 2004-2005. This money could not be used for the purpose and the proposed works for the protection and safety of forests against such fire incidents remained unexecuted. He further said that every year a large number of such incidents occur and for this awareness among the people from rural areas and their cooperation is very essential. Besides deploying watchers at specific forest points, some members from the village forest committees can also be involved in communicating information to concerned Forest units. Responding to another question, he said no doubt some control rooms are required for swift action in this regard and some effective measures are yet to be taken in this regard. But for that a lot of infrastructure is required and scientific measures will also be a better option. Watch towers, large water tanks and well equipped control rooms are required for the better safety of our forests. He said trained forest men use the methods to contain the fire and per the education provided to them in the institutes. Replying to another question Mr Swatantra said the process of revalidation of funds will also be taken up accordingly. Giving figures, another official disclosed that in 1991-92 the number of fire incidence reported in J&K was 210 and the area affected was 8.4 lakh sq. Km. In 1992-93 the number was 230 and the area affected reached up to 9.1 lakh sq. km whereas, 246 incidents were reported in the year 1993-94. In 1996-97 the area affected was put at 16.5 lakh sq kms with the number of incidents increasing up to 274. The pace of loss still went on increasing and during 1999-2000, the figures touched 369 mark with affected area expanded up to about 35 lakh sq kms. During the year 2003 and 2004 the figures remained above 300 mark. Sufficient funds are needed for the safety of the forests, he added. |
