Engineers hold dharna against attack on Xens

JAMMU, Aug 31: To lodge protest against assault on two Executive Engineers of Roads and Building (R&B) Department, engineers of different department today staged a protest dharna at Nirman Bhawan.

The dharna was jointly organised by the All Jammu and Kashmir Graduate Engineers’ Association and All Jammu and Kashmir Diploma Engineers’ Association.

All engineers belonging to R&B, PHE, Irrigation, Mechanical, JKPCC, UEED, REW, Electrical Department, PWD departments participated in dharna and expressed their anguish over the incident.

This is first time that CEs, SEs, Executive Engineers, AEEs, AEs and JEs belonging to various wings of PWD jointed the protest demonstration to show solidarity among the engineering fraternity.

Addressing the dharna, leaders of engineers’ association asked the authorities to immediately arrest those who were responsible for attack on executive engineers. Speakers, while pointing out at the incident, said that a group of contractors and unscrupulous elements in the guise of contractors association assaulted two executive engineers of R&B Department at Nirman Bhawan. Engineers took serious note of the incident.

Expressing solidarity with those who were attacked by the contractors, engineers asked the State Government to provide adequate security to engineers of all levels from Junior Engineers to Chief Engineers. The speakers decried the misuse of contractor’s card by way of subletting works to mischievous and criminal elements for their own vested interests.

K K Puri, Chief Engineer PHE, JBS Johar, Chief Engineer, Procurement, K K Arora, Chief Engineer, R&B, Mr Awasthi Chief Engineer/Mechanical addressed the dharna.

Engineers with one voice demanded an immediate mechanism to check these frequent brutal attacks on the engineering community.

Diploma Engineer Association pressed the higher ups of the department that all the major works of emergent nature be executed departmentally that too by adopting the laid codal procedure as already demanded few minutes back.

In the evening all engineers met the Minister of State for R&B G A Mir and presented a memorandum to him.

Individuals who have applied for passport in this regard included Tahira Begum of Bemina, Haneefa Begum of Baramulla, Shameema Begum of Kathihil Bijhama Uri, Khatija Begum of Nagam Bandipora, Wajahat Hussain Khan of Keran Kupwara, Gh Ahmed Wani of Batergam Kupwara, Gh Hassan Wani of Bongam Baramulla, Hajra Begum of Kandi Khas Kupwara, Jameela Kousar of Chontipora Handwara, Mohd Ramzan Bhat of Katrsoo Kulgam, Asiya Gani of Panzgam Pulwama, Ulfat Qureshi of Delina Baramulla, Mohd Akbar Lone of Hanjibagh, Budgam and Kabir Mir of Adipora Sopore.

The spokesman has also revealed that field inquiries have established where-abouts of many youth who have been reported missing. A list of 1528 such youth, who have joined terrorist ranks and most of whom went across from various districts of the Valley has been compiled.

The list includes names of 718 individuals from Baramulla, 467 from Kupwara, 112 from Pulwama, 75 from Budgam, 92 from Srinagar and64 from Anantnag. Field inquiries continue to prepare similar list for Jammu province and also add names and particulars of other individuals who have joined terrorist ranks from the Valley.

CB starts investigation into fraud case

JAMMU, Aug 31: Crime Branch Jammu registered a case FIR No 24/2004 U/S 420, 467, 468, 471, 120-B RPC relating to fraudulent drawal of Rs 13,75000 by some persons impersonating themselves as BSF employees from the Bank of Baroda, Purani Mandi Jammu.

During the course of investigation two persons namely Krishan Lal son of Bua Ditta of Hikkal and Ghulam Ali son of Shakur Din of Kheri Bantalab have been arrested. They have been put to sustained interrogation.

During the interrogation some important clues and involvement of some other persons have been detected. In this connection further arrests of some more accused are expected. The main accused, who is kingpin of the racket is learnt to be detained by Police Station Satwari.

Concerned police has requested to handover the said accused. After receipt of the kingpin, efforts will be made to extract some more clues. The case is still under investigation, a release issued by Crime Branch stated.

Rangil Singh flays NC’s role over PRD Bill

JAMMU, Aug 31: Former Minister and senior PDP leader, Rangil Singh has condemned the alleged negative role played by the National Conference in the recently concluded Assembly session at Srinagar.

Addressing party leaders here today, Mr Singh who is senior vice president of the Party said that NC tried its utmost to politicize and communalise the Permanent Disqualification Bill issue although it was because of the absence of their members in the Legislative Council in the earlier session where bill could not go through. It seems that National Conference had no other agenda except hampering the smooth functioning of the Assembly.

Referring to the statement of NC president Omar Abdullah said that all MLAs/ MLCs of the party would resign if the PRD Bill could be passed, Mr Singh said that it only showed his political immaturity and ignorance about the functioning of the legislature, although he himself has been a member of the Parliament and a minister in the Union cabinet. He should have been aware about the constitutional requirements for passing a bill which requires a particular majority in a House.

Mr Singh lauded the efforts of coalition government and security forces for smooth conduct of Shri Amarnath yatra where record number of about 4 lakh pilgrims visited the holy shrine. He also congratulated the people of Valley for giving full support to Amarnath yatra. He said ailing tourist industry in J&K has got a big boost because of the large influx of tourist tourist this year.

He stressed on the party activists to make the people aware about the positive policies and programmes of the PDP and coalition government.

Kiran Bedi delivers lecture at IMPA

SRINAGAR, Aug 31: Renowned police officer and author, Dr Kiran Bedi today visited J&K Institute of Management and Public Administration and Rural Development (IMPA) and interacted with the fresh probationers of the Combined Competitive Services, currently undergoing training at the institute.

In her speech, Dr Bedi advised the young probationers to hold strong to the resolve for social upliftment, justice and impartiality. She told them that before stepping into the world of administration, one should have the firm commitment to serve people with honesty, truthfulness, and sincerity.

"One must have perseverance and the strength to absorb shocks that an administrator usually comes across in the form of obstructions and snags created by antagonistic forces. The ability to manoeuver with soaring self conscience and high spirits without succumbing to pressures would determine the success as an administrator," Dr Bedi said.

Narrating her experiences and initiatives of development in the Tihar jail, Dr Bedi said that those incarcerated souls were human beings as well but with a difference of having wasted their past in antisocial activities. "These people also want to propel into the main stream provided jails turn into their abode of reformation from the filthy cages of punishment and denunciation," she said.

While welcoming the guest, Assistant Course Coordinator at the IMPA, Dr Khurshid-ul-Islam, said that Dr Bedi was a role model for young officers. He also threw light on her achievements as a police officer and author and said that she was the person who brought Tihar jail out of its bad repute. Dr Khurshid said that the veteran police officer had carved out niche as jail reformist as well as social reformist.

Sahasranaman seeks suggestions of industrialists
in implementing VAT

JAMMU, Aug 31: Principal Secretary, Industries and Commerce, Sahasranaman today assured the industrialists that their interests would be watched while implementing Value Added Tax (VAT) system in the State.

Addressing a function organised by the Chamber of Commerce and Industries (CCI) to create awareness among industrialists regarding implementation of VAT, Mr Sahasranaman said that Government was very much aware about the problems being faced by the industrialists. All incentives of new industrial policy announced by the State Government will be given to the industrialists despite implementation of VAT in the State.

Pointing towards certain demands and suggestion made by the industrialists during the interaction, Principal Industries and Commerce said that interests of industry would be watched. He said that State Government was committed for the industrial growth of the State. He pointed towards various steps taken by the Government in this regard.

Reacting to the demands raised by the Chamber of Commerce and Industries, Mr Sahasranaman announced said that system of export permit for cricket bat will be abolished. He assured that decision in this regard will be taken in two days. On the issue of Form-25, he said that the Government was principally agreed to it and decision will be taken in this regard.

It is worthwhile to mention here that Sports Goods Manufacturing Association Jammu has been demanding abolishing of permit system for cricket bat.

Industrialists gave various suggestions to the Principal Secretary Industries and Commerce to protect interests of industrialists in the State while implementing VAT.

Speaking on the occasion, president of the Chamber of Commerce and Industries, Ram Sahai also gave suggestions how to protect interests of the industrialists while implementing VAT.

B S Dua, Managing Director, SICOP, V K Bakshi, Managing Director, SIDCO and N K Verma, Director Industrialists were also present on the occasion.

Court summons Raman Mattoo in another cheque
dishonour case worth Rs 33 lakh

JAMMU, Aug 31: In another instance of cheating and dishonour of cheque worth Rs 33 lakh, issued by Raman Mattoo, Minister of State for Industries and Commerce, the Third Additional Munsiff Jammu, Mr Mohd Rafiq Chak today issued summons against the Minister for his appearance.

The summons for the Minister’s appearance were issued on a complaint filed by one Parvez Shera of Channi Himmat Jammu. In his complaint ( filed Under Section 138 Negotiable Instruments Act-Bouncing of Cheque and Section 42-RPC), the complainant claimed that he was appointed Director in the Protection Plus Pharmaceutical Private Limited by Raman Mattoo on a monthly salary of Rs 45,000 plus Rs 5,000 conveyance allowance and Rs 5,000 accommodation allowance. However, from the date of his induction as Director, the complainant alleged that he was not paid any salary. It was only after the release of loan from SIDCO, the Minister had issued a post-dated cheque on February 18, 2004 vide cheque number 876003 of May 19, 2004 for Rs 33 lakh drawn on UCO Bank Badshah Chowk Srinagar.

According to the complainant, on the due date, he had presented a cheque for encashment, but the same was dishonored for want of insufficient funds. The complainant had again presented the cheque, but the same was returned with the same endorsement. He was later compelled to serve legal notice to the Minister to make the payment, but Mattoo didn’t pay any heed, forcing the complainant to file a complaint before the court.

It may be mentioned here that a similar nature of dishonour of cheque worth Rs 50 lakh is pending in the court of City Judge Jammu in which the court issued summons against Raman Mattoo.

Mattoo is the second Minister in Mufti Sayeed’s Cabinet against whom case of cheating has been lodged. A case of timber theft is pending in the Court of Mobile Magistrate Doda against Abdul Majid Wani,MoS Housing and Urban Development.

Director Health Services pays surprise visit
to Kathua Hospital

JAMMU, Aug 31: On the instruction of Minister of Health and Medical Education, Suman Lata Bhagat, Director Health Education Dr Kailash Kohli along with Assistant Director Health Service Dr J S Khurana paid surprise visit to District Hospital Kathua at 7.45 this morning.

According to official handout, the night duty staff was present while as morning staff reported late for the duty. It was observed that attendants of the indoor patients were collecting diet for the patients directly from the hospital kitchen.

The Director gave necessary instructions to the Medical Superintendent for making it a routine that the diet is distributed to the patients in the wards itself.

During the examination it was found that medicines of a particular concern only were being indiscriminately prescribed, obviously for pecuniary benefits which was viewed seriously by the Director Health Services and instructions were issued on spot to refrain from such practice forthwith.

Director Health Services made it clear to all categories of staff of the District Hospital Kathua that such surprise checking by him or any of senior officers from the Directorate, will be made in future also anywhere and at anytime.

Later Dr Kohli visited DTC, Mahatma Gandhi Memorial Hospital, Dy. CMO’s office and office of the Chief Medical Officer Kathua and issued necessary administrative instructions on spot. He further emphasised that quick disposal of employees grievances and efficient implementation of National Health Programme must be made for the welfare of general masses.

Terrorist incidents in J&K on rise: Chaman Lal

JAMMU, Aug 31: Former Union Minister and senior BJP leader Prof Chaman Lal Gupta has alleged that during past 100 days of UPA Government regime, the militancy related incidents have increased in the Jammu and Kashmir.

In a press statement issued here today, Prof Gupta said that in Jammu and Kashmir, terrorist incidents have doubled after taking over by new Government. He further pointed out that 550 innocent civilians were done to death and about 1000 have been injured during this period in the state. Out of these, over 350 were killed in the past 100 days, so is the ratio of injured and incapacitated, he maintained.

Prof Gupta said it was intriguing that while the incidents of terrorists violence have sharply increased , the number of infiltration bids also marked rise, moreover, the dialogue process initiated by the Vajpayee Government with the secessionist outfits of Kashmir in search of peace has run into rough weather.

He alleged that leaders of the State coalition especially those of Congress have been emboldened and they have increased their dubious functioning resulting in problems for the people and their actions have jeopardised the national interest.

The BJP leader alleged that Congress has come to be the symbol of soaring prices and paucity of essential commodities. The people are facing erratic electricity and drinking water problem.

Rs 5 crore yatra complex proposed at Jammu

Srinagar, Aug 31: The Deputy Chief Minister, Mangat Ram Sharma has lauded the role of civil population, administration, security forces and the police for the incident free and successful culmination of Amarnath yatra.

In a statement, Mr. Sharma said that this year yatra has attracted a record number of pilgrims who by and large appreciated the role of administration, Amarnath Shrine Board and the security forces. Though it was opened officially for 45 days, pilgrims had been visiting the cave shrine even prior to July 15. It is for the first time that yatra was opened for more than two months.

Mr. Sharma who was closely associated with the extension of yatra and arrangements at Jammu and Anantnag districts said that next year the Government and Shrine Board would take advance action to further improve the amenities for pilgrims on both traditional Pahalgam and Baltal routes. He said central Government has assured the State Government for assistance of Rs. 5 crore for establishment of yatra complex at Jammu which will go a long way in further promoting this annual yatra.

Expressing his personal gratitude to gallant army, security forces and police jawans for ensuring incident free yatra despite extending it to over two months, Deputy Chief Minister said that it is also demonstration of courage and faith of over 3 lakh pilgrims who descended on the Valley to participate in this yatra, trekking all the way to Baba Amarnath in most difficult terrain.

The Government and Shrine Board is committed to make the stay during pilgrimage as comfortable as possible. He said for the purpose, Shrine Board has already formulated an ambitious road map.

Mr. Sharma said this year’s Yatra coupled with successful tourist season has given economic dividends to the people associated with tourist industry in valley as well as in Jammu. He said the Government will make sincere efforts to consolidate the peace process which alone can bring back smile on the faces of people of Jammu and Kashmir who are suffering for over 15 years due to unfortunate situation.

Govt launches crop insurance scheme

Srinagar, Aug 31: The State Government has, for the first time, launched national agriculture crop insurance scheme during kharief season this year. The Agriculture Insurance Company of India Ltd. (AIC) will act as implementing agency (IA) in the State. The main crops covered under the Insurance Scheme during the Kharief season include paddy and Maize. The scheme would be implemented in twelve districts of the State in the first instance.

Announcing this here today, the Minister for Agriculture and Cooperatives, Abdul Aziz Zargar said that all the farmers growing insurable crops and availing Seasonal Agriculture Operation (SAO) loans from financial installations (i.e.loanee farmers) are entitled for the crop insurance scheme. Besides, all other non-loane farmers growing insurable notified crops in the notified defined areas can also opt for the Insurance Scheme.

The Minister said 10% subsidy on the due premium would be provided to small and marginal farmers having land holding upto 2 hectares, which shall be shared equally by the Government of India and State Government during the current Kharief Season. The districts covered under the crop insurance scheme included Jammu, Kathua, Udhampur, Rajouri, Poonch and Doda in Jammu division and Srinagar, Budgam, Anantnag, Pulwama, Baramulla and Kupwara districts in Kashmir divisions, Mr. Zargar added. He said the loaning period for Insurance Coverage would be upto-ending September and the cut off date for banks to send premium to the AIC alongwith declaration has been fixed as 30th of November 2004.

The Minister said that crops would be insured against calamities including floods, hailstorm, landslide and cyclone as per the guidelines of the scheme. The farmers who suffer losses to their crops on account of these perils shall compulsorily give intimation to the implementing agency within 24 hours alongwith the details of insured crop, occurrence of peril, date of occurrence, estimated loss etc. On receiving intimation, the implementing agency will assess the loss in the area who will be assisted by the concerned district authorities, Mr. Zargar added.

Meanwhile, the Minster has called upon the agriculture officers and field agencies to launch exhaustive awareness campaign about the benefits of the crop Insurance Scheme so that they could be benefitted by it in a big way.

CAG notices variations over Rs 382 cr
in Finance Department

JAMMU, Aug 31: Noticing a variation of Rs 382.24 crore in toll receipts as shown by the Department and those booked in accounts, the Finance Department is yet another State Government organ whose functioning has been criticised by the Competent and Auditor General (CAG) in its report 2003.

Passing severe strictures against the Department, the CAG report revealed that the control records at all toll posts were not maintained properly. This affected proper monitoring of the toll posts that led to leakage of revenue, it added.

Besides inadequate coordination between toll and sales tax / railway authorities and non application of revised rates of additional toll resulted in short assessment / levy of toll of Rs 3.95 crore, the report further revealed.

Pointing out irregularities in the Department , the report observed that 10 small scale industrial units were allowed exemption from payment of additional and special toll of Rs 46.16 lakh without obtaining the material receipt / consumption verification certificates from Industries and Commerce Departments for one or more quarters during the period 1999-2002.

The Department has failed to realise the arrears of toll amounted to Rs 32.80 crore as of January 2003 out of which Rs 29.56 crore were in arrears for over five years, the report observed.

It maintained that the toll collection by the J&K Bank Limited were not credited to Government in time which would have resulted in saving of interest of Rs 2.62 crore on the overdrafts taken by Government from the Bank.The Department received shortfalls in toll collection from 1999 to 2003 and it was attributed to Kargil war, transporters strike, blockade of Jammu, Srinagar National Highway and fall in import and export commodities.

Though the reconciliation of figures is an important control mechanism for collection and remittance of toll collection, there was a variation of Rs 382.24 crore between the Departmental figure Rs 720.17 crore and those booked by Senior Deputy Accountant General (A&E), Rs 337.93 crore during the period from 1998 -99 to 2002-03. The variation in the relevant years had not been reconciled by the Department and the reasons for the same were not intimated, the report observed.

It further pointed out that the possibility of seizable number of vehicles not reporting at toll posts and escaping toll could not be ruled out due to the Department’s failure to installation of minor guarded posts and relocation of toll posts along the Punjab border.

When pointed out in the audit during March 2003, the Excise Commissioner revealed that mobile raiding teams had been established for stopping clandestine movement of tollable goods on all routes, but he failed to furnish the details about the number of mobile raiding teams established, escape routes identified, inspections conducted and offenders apprehended.

Pointing out the gross irregularity in the functioning of the Department the report revealed that at Toll Post , Lakhanpur against the closing balance of 1,26,000 preprinted tickets (for export trucks) as on May 2001, 80,000 pre printed tickets only were carried over, resulting in short accounting of 46,000 tickets involving toll of Rs 14.12 crore.

Likewise at Toll Post Lower Munda (Kashmir) machine numbered permit books (from RT-4) were not used as provided under the rules. Even at Toll Post Railway Station Jammu the balance in stocks register of permits (From R T 6) had not been worked out correctly. Permits were not written in duplicate by using double sided carbon at toll posts Railway Station Jammu and Bari Brahmana. Unused permits were not cancelled and the stock register of permits was full of over writings at the Toll Post. The non and defective maintenance of control records affected monitoring of the toll posts leaving scope for leakage of revenue.

It said the toll rules 1938, provide for co-ordination between ST and toll authorities for verification of the weight recorded in the challans presented at the toll post. Cross check of records of Toll Post Railway Station, Jammu and Patrol Taxation Officer , Jammu revealed understatement of 53,207 tones of High Speed Diesel (HSD) imported in the State by four oil companies during 1999-2000 to 2001-02 resulting in short levy of Rs 1.67 crore.

Moreover the Government revised rates of toll in December 1998 and October 2000. As per revised rates, basic toll of Rs 50 per vehicle and additional toll of Rs 60 per quintal was to be levied on dry fruit from December 1998 and October 2000,respectively. But Audit scrutiny revealed that basic toll was not levied on 3.47 lakh vehicles carrying fresh and dry fruit which crossed the toll posts Manwal and Nagrota during April 1999 to January 2003. Similarly, additional toll at pre-revised rate (Rs 10 per quintal) was levied on 2299 vehicles carrying 89601 quintals of dry fruit crossing these toll posts during October 2000 to March 2001. This resulted in short levy of toll of Rs 2.18 crore.

It further established that against 58.87 lakh quintals of fresh fruit destined for export as per the records at Lower Munda Toll Post during 2001-02, 56.63 lakh quintals had been shown exported in their records of Toll Post Lakhanpur. The reasons for the discrepancy involving toll of Rs 69.56 lakh were not intimated.

No case of cholera found in SKIMS, SMHS
Suman pays surprise visit to Srinagar hospitals

SRINAGAR, Aug 31: No case of cholera has been found positive among the patients suffering from symptoms of dehydration and diarrhea in SKIMS as well as SMHS hospitals during recent medical examination.

About 250 such patients till now have been discharged from SMHS hospital after treatment. Not even a single patient lost its life with the disease.

This was stated by Minister for Health and Medical Education, Suman Lata Bhagat after a surprise inspection of city hospitals including SKIMS and SMHS hospitals today. The Minister was accompanied by Chairman, Handicrafts Corporation, Haji Abdul Rashid Dar, Chairman, Social Welfare Board, Mr. G.M. Saroori

It was informed by the Head of the Department, Gastroenteritis, SKIMS that the root cause of the disease was water contamination which could be prevented by taking simple measures. He said that every patient with the symptoms of gastroenteritis and diarrhea were tested for cholera but no result has been found positive. Medical Superintendent, SMHS said that eight special teams of doctors with the requisite medication have been deputed in the affected areas, a great awareness has been spread amongst people and number of cases gastroenteritis is coming down sharply with every passing day. He said that with the simple precautions like consuming boiled water avoiding stailed fruits, vegetables, local ice creams and similar items can prevent gastroenteritis.

The Minister stressed the medical fraternity that all possible care should be taken while treatment of patients and people should be completely enlightened on the issue. She also stressed upon the concerned officers in the PHE department and other administrative wings to check the water contamination anywhere and prevent the origin of water borned diseases. She said that any negligence in this regard would not be tolerated.

The Minister enquired from the patients about the medical facilities provided at hospitals and the draw backs they feel are existing. She asked the authorities to take special care of economically backward and people and also those who are living in the far-flung areas.

The Minister appreciated the cleanliness found in the wards and the efforts of the doctors especially in SMHS hospital who prevented even a single death of the spread of gastroenteritis. She said that dedicated efforts of the disease, medical practioners is commendable and proves why the profession is taken as pious.

150 road projects of Rs 194 crore formulated
for Jammu division

JAMMU, Aug 31: With formulation of 150 projects at an estimated cost of Rs. 194 crore for construction of rural roads under the Pradhan Mantri Gram Sadak Yojana, Phase IV, all the villages of Jammu division with population of more than 1000 would be connected through network of roads by next year.

This was disclosed by Minister of State for R&B G.A. Mir while chairing a high level of engineers to review the implementation of works undertaken under PMGSY Phase III, a fully sponsored and centrally funded scheme.

The meeting apprised that under the Phase IV of the implementation of PMGSY, 26 roads would be constructed in Jammu and 23 in Doda at an estimated of Rs 68 crore each. Of these, 15 schemes in Jammu district would provide road connectivity to villages having habitation of over 1000 souls while 21 road projects would provide road link to various villages in Doda with population of more than 1000. For district Udhampur 17 schemes have been formulated, Rajouri has its share with 8 schemes, Poonch 13 and Kathua 5.

It was also stated that all the villages in tehsil Basohli and Katra with population of more than 1000 souls have been connected and now the emphasis is on providing connectivity to the villages with habitation of more than 500.

Under PMGSY, Phase IV, 78 schemes are being taken for execution with populace of more than 1000 while 14 projects would provide connectivity to villages with habitation of more than 500 souls in Jammu province.

Earlier, reviewing the implementation of Phase III of the PMGSY, the Minister informed that a total of 67 roads projects are being executed at a cost of Rs. 93 crore. He asked the engineers to accorded top priority to the far-flung and neglected pockets of Jammu division.

Mr. Mir also called for perspective planning while formulating new schemes and also expressed his concern over the slow implementation of works under the phase III of PMGSY. ‘Learn from the previous mistakes and improve your efficiency’, he advised the engineers adding that local representatives and legislators of the concerned constituencies must be taken into confidence while formulating the projects.

On the high profile 50 km long inter-State Bhadarwah-Chamba road, the Minister said that efforts are being made to bring this under the ambit of national highway authority. He informed that the during his recent meeting with the Union Parliamentary Affairs Minister Mr. Ghulam Nabi Azad, the proposal for bringing this vital inter-State road link under NHAI for construction was submitted. He said Mr. Azad has assured that Rs. 9 crore Bhadarwah-Chamba road would be brought under NHAI for its speedy completion.

Among others, Commissioner Secretary R&B R.K. Jerath, Chief Engineers, Superintendent Engineers and executive engineers of Jammu division attended the meeting.

JKVM submits memorandum to President

JAMMU, Aug 31: Jammu and Kashmir Vichar Manch (JKVM) in an appeal to President of India, Dr. A P J Abdul Kalam have demanded the extension of last date for the registering of migrant voters from Kashmir valley be extended by one month.

In a memorandum to Prof Kalam it also demanded that the existing voter lists as they stood prior to total revision be maintained for the displaced voters, the current drive be turned into a summery revision drive in which revision would be called for but the entries already in existence are not discarded because these are the only records available to the displaced people of their residence in the Valley.

It also demanded that the NGOs and activist groups working among the displaced people be involved in a big way and they be provided the necessary forms and assistance to make the summery revisions more extensive.

It also stressed that the provision of counter check at the level of supervisor when the new voter lists are compared with the old lists , before sending them onwards , be used to ensure that all the displaced voters listed in the earliest lists are included in the new lists.

The memorandum said that the displaced people from Kashmir are highly perturbed over the implications of the present total revision of electoral rolls so far as it concerned the migrant voters, who after their displacement from their homes have been scattered in different parts of the country. As a result the normal procedure of the door to door listing which is adopted for the total revision of the electoral rolls cannot be allowed in the case of displaced voters.

Meanwhile the Sanaskar a voluntary organisation has expressed grave concern over the statement of Relief Commissioner, Jammu that only those migrants who are registered with the Organisation will be taken care of for inclusion in electoral rolls.

This has disappointed the rest of the migrants who are not registered with the Relief Organisation, the Sanaskar in a statement said today.

The meeting of the Sanaskar which was chaired by H N Tickoo its president said the rest of the migrants this way will be deprived of the right to vote guaranteed in the Constitution.

He alleged that the forms of unregistered migrants are not even entertained by the concerned deputy commissioners in the Valley which has added to their worries.

He sought immediate intervention of the Election Commission of India in the matter.

Attack on senior Engineers by anti-social
elements condemned

POONCH, Aug 31: Attack on executive engineers of Public Works Department by some unscrupulous elements was widely condemned by engineering fraternity from different disciplines today.

A meeting of All J&K Graduate Engineers Association unit Poonch, attended by graduate engineers from Mendhar and Surankote engineers besides those of Poonch proper in a meeting presided over by Mr Ashok Kumar Tandon, chief organisor, expressed serious concern over indecent episode at Lok Nirman Bhawan. Engineers strongly condemned the incident and demanded adequate security for genuine contractors of the Department who are serving as a back-bone of the society.

Engineers of Kathua of various ranks in a meeting strongly condemned attack on engineers of senior rank by anti-social elements and called upon the State Government to ensure adequate security to the contractors who were out to prove themselves as builders of the nation.

Engineers working in different disciplines in Udhampur district alongwith members of All J&K Diploma Engineers Association went on one day protest leave in protest against assault on two senior engineers at lok Nirman Bhawan Jammu by some anti-social elements under the garb of contractors.

The Degree and diploma engineers at Udhampur took out a protest procession which passed through the main streets of the town and later met the District Development Commissioner Udhampur Mr Ashok Parmar, IAS.

The contractors as a whole stated that it has become a tradition by anti-social elements to subvert the process of auction of jobs by different agencies by exhibiting their muscle power the said system was prevailing since long for various considerations.

Ati Vishno Rath launched

JAMMU, Aug 31: Ati Vaishno Rath (Chariot) was launched for campaigning of Ati Vishno Maha Yagya to be held from November 4 at Tawi Island here by Swami Balak Yogeshwar Ji Maharaj today.

The Ati Vishno Rath is a fleet of four Chariots. It will visit the four corners of J&K State for campaigning of the Maha Yagya. Before the launching of the Rath, Pooja archana was performed by the Swami Ji and his devotees.

Meanwhile, 300 artisans from Jaipur have reached here today to start the construction of 700 feet by 700 feet Yagya Shalla in Tawi island the venue of Maha Yagya. The Yagya shalla will have 1000 kunds.

According to Swami Ji this is for the first time that such a Maha Yagya is being solemnized in the world after the Maha Bharata.

Tomorrow a flag hoisting, Yagya shalla foundation and Bhoomi Pujan ceremony will also be performed by the Swami Ji in Tawi Island.

PNB Lakhanpur celebrates 27th Foundation Day

Mr Garib Dass who happens to be the oldest customer of the Branch and Ms Narula , Principal, K V School also graced the occasion.

J&K Rashtriya Janata Dal units dissolved

JAMMU, Aug 31: Senior leaders of State unit of Rashtriya Janata Dal while addressing a press conference have stated that the State unit of RJD stands dissolved through a resolution passed by a largely attended meeting of office bearers on August 16 last.

Mr Vijay Mahajan who chaired the meeting stated that an 11 member adhoc committee of the State body was constituted, other members being Des Raj Gupta, Om Parkash Sharma, Jagjit Singh Wazir, Surinder Khajuria, Suresh Khajuria, Master Sripati Sharma, Harbans Lal Sharma, Bharat Bhushan, Abbu Hasan Bhat and Sumit Gupta.

The meeting nominated Mr Bharat Bhushan as president for District Jammu of RJD and Mr Suresh Khajuria as president for Kathua district of RJD respectively.

Ayurvedic Congress expresses concern over
mis-management

JAMMU, Aug 31: Working committee meeting of State Ayurvedic Congress was held today under the chairmanship of Dr H N Patwari, president in which besides district presidents Dr B R Sharma, general secretary, Dr Shiv Dutt Sharma, Dr Shrinivas Gupta, Dr Satya Gupta, Dr Tilak Raj Gupta, Dr R L Gupta and Dr Anil Gupta participated.

Great anguish and concern was expressed for prevailing mis-management, anarchy and adhocism in Ayurvedic Department. The meeting held that despite meager administrative infrastructure at District level, even the said infrastructure has ceased to exist resulting free for all situation as there was no administrative control at district level.

The meeting held that the posts of ADMO Poonch, ADMO Rajouri, ADMO Jammu, ADMO Udhampur, Assistant Director Jammu, Medical Superintendent Ayurvedic Hospital and A Grade Specialists Ayurvedic Hospital have remained un-filled so far. The Government was urged to fill up all these vacant posts as per seniority for proper functioning of ISM Dispensaries and ISM Department.

The meeting noted with concern that all classical drugs which are fundamental basis of Ayurvedic treatment have been withdrawn from the annual supplies to Ayurvedic dispensaries and Ayurvedic Hospital Jammu.

The meeting held further that various new dispensaries have been opened during the past two decades which are being manned by Doctors of ISM but with out any staff, which was negating the purpose of opening of such dispensaries with out any sanctioned strength of Dawasaz or Nursing Orderlies.

The meeting held that at least 13 non-sanctioned dispensaries were inaugurated but later forgotten by the concerned authorities in all the districts of Jammu province the fate of which was still unknown.

SBI Jourian celebrates Foundation Day

The Manager of the Bank, B M Sharma threw light on the various schemes launched by the Bank for the customers benefit.

Army holds medical, veterinary camp at Mehjoor

RAJOURI, Aug 31: A Medical cum veterinary camp was organised by army at village Mehjoor in Thana Mandi today inwhich 800 civilians were examined by a team of civil and army doctors.

The medical camp was organised by 43 R R. Brig. M S Kapoor was the chief guest on the occasion.

Over 800 live stock and cattle were also examined by a team of veterinary doctors. The army distributed free medicines among the patients.

Addressing the function Brig. Kapoor assured all help and assistance to the people of the area. He urged the people to be vigilant. He appreciated the people’s role in fighting the terrorism in the far flung and remote areas of twin border districts of Rajouri and Poonch.

Meanwhile, the RR 43 doctors saved the life of a poor woman of village Mehjoor who suffered a heart stroke at late night yesterday .

The poor lady was immediately rushed to the army hospitals where Brigade doctors provided emergency treatment to her.

Jammu Yatri Bhawan celebrating Krishan

JAMMU, Aug 31: Jammu Yatri Bhawan, Haridwar is holding two day celebrations of Bhagwan Krishan Janamashtmi on September 7 and 8 in the Bhawan premises at Haridwar.

Special poojan and day night long prayers with fasting on September 7 will mark the first day of the celebrations. Akhand Hom Agni Prajawalan in the Yagya Shalla of Bhawan will complete seven years of its continuous lighting to enter 8th year.

A large number of devotees from all over Jammu region and few from other parts of the country are likely to participate in the celebrations. The Yatri Bhawan Trust and management have asked the devotees from Jammu, desirous to visit Haridwar on the occasion to participate in religious celebrations, to intimate the Bhawan management at Jammu or Haridwar, so that they could be provided best of the hospitality and necessary facilities in the Hawan.

On the second day of celebrations, 56 dishes will be prepared in the Bhawan for Bhog of Bhagwan Krishan and for the distribution of Prashad to the devotees. One hundred forty rooms of the Bhawan with all modern amenities would provide best of hospitality to visitors particularly those hailing from Jammu region.

The Yatri Bhawan has completed a month long religious and spiritual discourses during Parshotam Mas, ending Raksha Bandhan Poornima on September 30. Several thousand devotees from Jammu region who visited the holy place during this period enjoyed the hospitality of the Bhawan and joined the religious programmes organised there. Particularly on the occasion of Somavati Amavasya there was heavy rush of devotees who took holy dip in the sacred Ganga river.

Dev given addl charge of DDE, Santokh Ram
re-employed; more developments in offing

What was the matter of speculation became a known fact this noon when Jammu University Vice-Chancellor Prof Amitabh Mattoo accorded re-employment to Dr Santokh Ram, who was attaining the age of superannuation today, and gave additional charge of Directorate of Distance Education to Dr J S Dev, Controller Examination.

Dr Santokh Ram, who was heading the Directorate of Distance Education and holding the additional charge of Directorate of Colleges Development as well as office of Dean Academic Affairs, has been re-employed for five months with re-designation as Advisor to Vice-Chancellor on Academic Matters.

As per the order in this regard, all files in DCD and DDE, concerning academic matters, shall be routed through Dr Santokh Ram in his capacity as Advisor on Academic Matters.

In another significant administrative decision, Controller Examination Dr J S Dev has been given additional charge of Directorate of Distance Education. According to the order in this connection, Dr Dev will hold the charge of Directorate till further orders or till the post of Director is filled up permanently.

Sources said that Dr Dev has been given additional charge as Director Distance Education to improve functioning of the Directorate which needs immediate attention. Prof Amitabh Mattoo has already acknowledged the administrative qualities of Dr Dev by appointing him Officer on Special Duty (OSD) to him (Vice-Chancellor) in addition to his assignment as Controller Examination.

Since the post of Director Distance Education has already been advertised, speculations were round the corner that an efficient administrator may be appointed till filling up of the position on permanent basis.

Even as the post of Dean Academic Affairs and Director Colleges Development also fell vacant today, ironically no appointments were made for these two crucial positions. Since Dr Santokh Ram shall deal all academic matters in his capacity as Advisor to VC on Academic Affairs, he will indirectly hold the post of Dean Academic Affairs, till further orders. Similarly the post of Director Colleges Development will also be held indirectly by Dr Santokh Ram.

However, on the other hand, sources foresee some more developments in administrative matters and most likely the decision to appointment new Dean Academic Affairs and Director Colleges Development may be taken shortly.

Prof Devinder Singh and Prof Rajiv Gupta are among the front runners for the posts of Dean Academic Affairs and Director Colleges Development, respectively, sources added.

Road-widening project for Kunjwani bypass discussed

JAMMU, Aug 31: On the demand of people, the Minister of State for Consumer Affairs, Public Distribution and Transport, Raman Bhalla today convened a high-level meeting of officers for widening of road from Kunjwani-Bypass which is a entry point for the City of Temples.

Prominent among those who participated in the discussions included Divisional Commissioner, Jammu, B. R Sharma, Deputy Commissioner, Jammu, Pawan Kotwal, senior engineers of various departments, prominent citizens, transporters and political activists.

Addressing the participants, Bhalla said that it would be a unique project and on completion, a long pending demand of the people of the area would be fulfilled and minimize the chances of road accidents. He asked the people to cooperate with the Government functionaries for its early start so that benefits reach to all the sections of society at the earliest.

Later, the Minister accompanied by senior officers also visited Bahu Fort Complex where the renovation and repair work is going on. He directed the management of Bahu Fort complex to conduct the repair of this historical monument according to the guidelines and norms laid down by the committee constituted for this purpose

Earlier, during the day, the Minister inspected over a dozen on-going development projects. The projects inspected include covering of open nallahas, construction of roads, installation of PHE pump stations, leveling of parks, black topping of roads and laying of deep drains.

JPTA constitutes adhoc committee of Bhalwal Zone

JAMMU, Aug 31: Jammu Provincial Teachers Association has constituted adhoc committee of Bhalwal Zone of the Association.

The eleven member committee was constituted during a meeting of the Bhalwal unit of the Association, held today under the chairmanship of Balwan Singh Jamwal, president of JPTA. The committee members were announced by Babu Ram Padhyar, district president Jammu, with the consent of house.

The committee will work under the chairmanship of Kewal Krishan and its members are; Rajeev Kumar Sharma, Sanjay Kumar Sharma, Mohd Mushtaq Ahmed, Shamim Ahmed, Ali Akwar, Kuldeep Chander, Ajeet Kumar, Rajinder Kumar, Duni Chand, Kuldeep Singh Slathia and Suram Singh.

The committee will work for three months and submit its report regarding the membership drive to the chairman of committee.

A number of teachers belonging to far flung areas of Zone Bhalwal participated in the meeting and highlighted the demands and grievances of teaching community. The demands included removal of pay anomalies of teachers, continuation of Senior Teacher grade to the Primary Grade Teacher of Jammu province to clear the backlog and an increase in minimum wages of ReT teachers.

Plus 2 Lecturers Forum holds interactive session

JAMMU, Aug 31: All J&K Plus 2 Lecturers’ Forum organised a day long interactive session at Udhampur in which members from all over the district participated and discussed in detail the overall scenario of the School Education Department. H D Qureshi president chaired the session.

The interactive session was called to deliberate upon various demands included removal of pay anomalies, elevation of lecturers to the senior scale and confirmation of Incharge Principals. District president Sunil Sharma gave a resume of the progress of working in the district and also raised some local problems.

Mr Qureshi in his presidential address elaborated on the recent move of the central leadership especially for removal of pay anomalies and outcome of the tour of the summer secretariat at Srinagar conducted last week. He expressed determination that Forum would achieve the results with its constant efforts as the Government was bound to fulfil its commitments already agreed upon in principle while constituting a pay anomalies committee vide Government Order No. 460 of 2003.

He said the decision of the Government to defer the removal of pay anomalies in favour of Plus 2 cadre and providing benefits to other sections of employees like Veterinary Doctors, employees in Judiciary and public sector employees was illogical as it was only the Plus 2 cadre for which the Government itself had constituted a committee and which gave its recommendations.

Mr Qureshi said the claim of Plus 2 cadre was based on logic and alive in the active consideration of the Government which involves only minor financial implications as against Rs 60 crore already sanctioned by the Government for other sections mentioned above. He said delay in release of orders for promotion of lecturers was procedural in nature and required a regular follow up, which has been ensured during recent tour of recently leadership to Srinagar and held that requisite orders were expected very soon.

Others who spoke included Nirmal Choudhary, Didar Singh, Ajeet Singh, M L Sharma, J M Tarmath, Rachpal Singh, Mushtaq Wani etc.

KMWA organises Mahayagya

Thousands of Kashmiris and others from NOIDA and adjacent areas participated in today’s Mahayagya. Member of Parliament Omar Abdullah, Nawab Singh Nagar MLA alongwith Chief Executive Officer NOIDA Dev Dutt also participated in the programme.

To preserve and protect the cultural integrity of Kashmiris, an integral part of diverse cultural mosaic of this great country, after forced displacement from Kashmir in particular, was a big challenge today.

The function was held at Plot: A- 98, Sector 34, NOIDA (Allotted by NOIDA Authority) for construction of a Cultural Museum cum Socio-Cultural Charitable Centre for the World Peace. The proposed Centre would act as a cohesive pivot towards the aim of preserving and protecting the cultural integrity of Kashmiris.

A release today said cultural diversity is the essence of Indian Civilization in particular and progressive humanity in general.

NC pays tributes to Darshan Lal Jain

JAMMU, Aug 31: District Committee J&K National Conference, Jammu district (Urban) convened a condolence meeting and paid rich tributes to Late Darshan Lal Jain, district president of NC.

Paying rich tributes to the departed leader, they recalled the services rendered by Darshan Lal Jain in strengthening the party from grass root level. With the death of Darshan Lal Jain, the party has lost a senior comrade who stood with the party in all crises, speakers said.

The meeting was convened by Ramneek Singh Bijral and conducted by Ravinder Raina. Eco-friendly art exhibition organised

JAMMU, Aug 31: Eco-friendly art exhibition of art work performed by the children artists from waste materials and polythene bags was organised by DBN Vidya Mandir, Amarvilla Middle wing at Abhinav Theatre here today.

The aim of making art work from waste material and polythene bags by the children is to convey the message to public for maintaining ecological balance.

The exhibition was inaugurated by Director, Doordarshan Kendra Jammu, M K Raina. This eco-friendly art work mainly comprised of sculptures of wild animals, rainy season, human figures in different actions. The other art works displayed included glass paintings, thermocol cut out art work, poster colour paintings, Indian God and Goddess, cartoon characters, Kashmir landscapes etc. The art work was performed by children under the guidance of art instructor Suresh Sharma and Inderjeet Kour.

Mr Raina, encouraged the artist children and appreciated their work. He also hoped that such exhibition work be displayed every year. Virenderjit Singh, chairman appreciated the efforts of the children in this regard. Manju Jain, advisor of the institute gave vote of thanks to the guests and advised all the children to learn this art and utilise the waste material for beautification and maintaining ecological balance.

JE, labourer killed in accidents

DODA, Aug 31: A Junior Engineer of the Agriculture Department and a labourer were killed and a shopkeeper received injuries in two separate road accidents in Doda district.

Police spokesman said that JE of Agriculture Department Amarjeet Singh was killed and a shopkeeper Kuldeep received severe injuries when a car bearing registration number JK02S-4411 skidded off the road and rolled down in gorge at Gursu last mid-night. The vehicle was on its way from Kud to Kishtwar when met with accident.

Police came to know about the accident at 6 am in the morning and shifted both the occupants of the car to hospital where JE was declared brought dead. The condition of shopkeeper was stated to be critical when reports last came in.

In another accident, a labourer Kalyan Singh of Beoli was killed after he was hit by a speeding tipper. He was rushed to hospital in critical condition where he was declared brought dead.

5 kg poppy husk seized, one held

JAMMU, Aug 31: Police today seized five kilograms of poppy husk and arrested a drug-peddler from Upper Gadi Garh under the jurisdiction of Satwari Police Station.

Police spokesman said that on a specific information a police party from Satwari Police Station under the supervision of Sub-Divisional Police Officer (SDPO) South Shiv Kumar Chouhan conducted a raid at a house in Upper Gadi Garh and arrested a drug-peddler. From the house, police recovered five kilograms of poppy husk.

The drug-peddler has been booked under Narcotics Drugs and Psychotrophic Substances Act (NDPSA).
