Army's method to tackle J&K militancy in new doctrine

NEW DELHI, Oct 29: The Indian Army’s three-pronged strategy for countering insurgency, especially in JK, figures prominently in the newly-unveiled Army doctrine, which portends the next war to be held in the backdrop of terrorism.

"Terrorism was discussed at length in the conference and we have evolved a strategy to counter it...This is reflected in the doctrine," Army chief Gen N C Vij told newspersons after a session of the ongoing Army Commanders’ Conference.

"The new doctrine based on the premise that any wars would be short and intense, and in all probability under the backdrop of terrorism, incorporates measures to tackle such a situation," he explained.

"We have evolved a three-pronged strategy — the first step is curbing infiltration, the second is eliminating terrorist elements in the hinterland, and the third and the most important is winning the hearts and minds of the people," the Army chief said.

"We have managed to cut down on infiltration attempts, have gone after the elements in the hinterland — we have managed to cull their number down to 2000 from 3500. We have achieved great success in the third objective but are striving to further improve it," he said.

The Army chief said that in pursuit of the third objective, the forces have set-up more than 1000 mini-hydel projects to ensure electification of villages, have laid stress on woman empowerment and education and tried to improve the lives of the people.

"There has been a marked improvement in the situation but more needed to be done," he said.

"We have released the doctrine today. It is in two parts. The first, which will be circulated widely incorporates the changed operational scenario, the impact of terrorism, organisational and structural changes to meet the challenges of the Revolution in Military Affairs (RMA) and network-centric warfare and joint operations,"Gen Vij said.

"The second part is classified," he added.

Responding to a question on the doctrine dealing with nuclear warfare, the Army chief was cautious in his reply.

"We do not think use of nuclear weapons desirable, as I am sure no sane man does. Our policy is well-stated and is non-ambiguous," he said, adding that they were aware of what is being said by others and were prepared to deal with it.

On being asked how the organisational and structural changes mentioned in the new doctrine translated "on the ground," Gen Vij said that it was not possible for him to go into much detail.

"It suffices to say that the measures in the doctrine have a direct implication on what we can do and changes have been effected accordingly," he said.

However, stressing the impotance of network-centric warfare, he said a couple of changes had been made to incorporate it.

"In the last conference, we had made one of the deputy chiefs responsible for information systems, changing his designation from DCOAS (training and co-ordination) to DCOAS (information system and training). Now, we have also decided to appoint an officer of the rank of Major General in the military operations directorate to take care of information warfare. Likewise, officers with similar responsibilities will be posted in the different commands," he said. Speaking about the concept of joint operations, the Army chief said it was a "known thing" and there was nothing new in it.

"Joint operations assume importance in the sort of warfare we can expect to see. There are times when the Army and Navy have to work jointly and so on," he said, adding that the Indian defence forces have gone in joint operations whenever needed.

The Army chief refuted claims that there had been a problem about which service was to head a particular joint operation.

"We have an institutional method of evolving a command structure for this," he said.

He said the creation of the post of Chief of Defence Staff, which has been under consideration of the Government for the last four years, is "already on the way."

"The structure for the post of CDs has been put in place and it is now for the Government to take a policy decision in this regard. When they will do it is up to the Government," he said.

The CDs will be headquartered in Delhi and would help integrate three services of the armed forces.

On the issue of new uniform being given to the personnel of the armed forces, Gen Vij said efforts were being made to ensure that quality uniform is supplied to the soldiers keeping in view the comfort level as also operational requirements.

"Once these objectives are achieved, the new uniform would be introduced in the forces," he added. (AGENCIES)

Govt land worth crores in danger of encroachment
J&K address at Amritsar shabby, unkept

AMRITSAR, Oct 29: J&K Government’s land and real estate at Amritsar (Punjab) with present-day market value running into crores of rupees is in the sorry state of affairs, thanks to the callous attitude of the concerned authorities. The two properties belonging to J&K Government at Amritsar include the building of JK Guest house, located at 3, Court Raod and a piece of land measuring over 39 kanals at Diam Ganj, near Putligarh.

The JK Guest house, a colonial building, purchased in 1950 by the State Government alongwith 19 kanals of land equipped with age-old furniture, furnishings, leaking taps and not white washed since years, speaks volumes of neglect and obvious lack of maintenance.

Under the State Department of Hospitality and Protocol and Administrative Control of Resident Commissioner, New Delhi, the guest house comprising four-rooms, spacious lobby, dining room and staff quarters, has a staff of seven person which includes a manager, two room-bearers, two chowkidars, one mali and a sweeper. But the building with unkept lawns and jungle like backyard, gives the look of a haunted house in otherwise posh locality of Court Road.

The JK Guest House, Amritsar, which serves as official address of J&K in the historic city of Punjab, due to its sorry state of upkeeping not only is creating inconvenience to those who stay there as guests but also tarnishing image of the State.

State Government’s other property at the Diam Ganj land, near Putligarh, Amritsar, is again in the danger of being grabbed as the lease under which the land was leased to three individuals namely Harprakash, Beli Ram and Gurbaksh, have expired since 20 years.

Thanks to the general unaccountability prevailing at bureaucratic levels in the Secretariat, the heirs of old lesses have been allowed to keep the prime land. They have the control even without renewing the lease, said G.D. Singh, incharge Manager JK Guest House, who looks after the Daim Ganj land also. "I have written so many letters to the State Government but no action has been taken so far", he said.

G.D. Singh, who is Incharge manager since 1986, and has not only been denied promotion but charge allowance also, said that fearing the ill-legal sub-letting of the lands by the old lessies on large premium to other private parties, I have put a notice on the Diam Ganj land informing the public about its status. But that is no deterrent for the unscrulplous elements and the State Government has to take immediate action to safeguard the property that costs crores as per existing market rates, he said.

The JK Guest House could be renovated to create a well maintained transit accommodation not only for officers of the State Government employees on official duty, but to many state subjects who visit Amritsar for medical treatment or simply as tourists.

Similarly the Diam Ganj land could be developed as a office -cum market complex which can be ideal location for sales outlets of State Government’s different departments like handicrafts, handlooms.

But that is only possible when the concerned authorities take full possession of Diam Ganj property and draw a plan for its development and convert it to a revenue earning property at Amritsar.

Two top HM ultras surrender in Kathua
Mercenary among 3 militants, jawan killed

JAMMU, Oct 29: Three militants including a foreign mercenary and an Army jawan were killed in two separate encounters in Doda and Poonch districts today.

Two top militants of Hizbul Mujahideen surrendered before Kathua police and Army at Loang in Bani tehsil last night.

Official sources said a team of 4 Rashtriya Rifles, Bhaderwah police and 148 CRPF launched a joint search operation at village Dedni falling in upper reaches of Marmat in Doda district last night. The operation was based on a specific information about a militant hideout given by a Pakistani militant Noor Ahmed Baluch, who was arrested by the police on late Tuesday night from Doda-Bhaderwah road during his sustained interrogation.

Baluch also accompanied the security personnel to the hideout. Sources said a contact with the militants was established at 11 am today leading to a heavy exchange of gun-fighting for next three to four hours.

The militants, who were numbering between four to five, lobbed four grenades on the security personnel in which an Army jawan Ashutosh Kumar was killed while fighting bravely in the hills.

Retaliatory firing led to the killing of two militants while other ultras managed to escape towards a surrounding forest area.

Bodies of both the militants have been recovered from the encounter site. They have been identified as Shakeel Ahmed son of Talib and Yassif Hussain son of Ghulam Hussain, both residents of Lati, Udhampur. Shakeel was a ‘deputy district commander’ of Hizbul Mujahideen outfit.

Recoveries made from the spot include one AK-47 rifle, three magazines, 22 rounds, two grenades and some explosive material.

Another Pakistani militant was gunned down by the troops at Hari Buddha in Mandi area of Poonch district last night. One AK rifle, three magazines, 90 rounds and two hand grenades were recovered from him.

A local associate of Pakistani militant escaped during the encounter. He was being searched.

DIG Rajouri-Poonch range S M Sahai identified the slain militant as Abrar.

Meanwhile, two top militants of Hizbul Mujahideen outfit last night surrendered before Kathua police chief and CO 9 JAK at village Khurdawa in Loang area of Bani tehsil in Kathua district.

They have been identified as Raj Din son of Abdul Gani R/o Loang and Hassan son of Bashir Ahmed Bhat R/o Lohai. They handed over two AK rifles, 240 rounds, two grenades, one wireless set and two pouches to police and Army officers at the time of surrender.

The militants were involved in a series of activities, the sources said, adding their surrender was a big blow to the Hizbul Mujahideen outfit.

Yatri hotel case
Ground floor, basement too to be demolished: JMC

JAMMU, Oct 29: Jammu Municipal Corporation (JMC) has stated that as per the approved plan of Yatri Hotel, the basement of the building was not permitted and same will have to be demolished. Further, the ground floor of this hotel was approved for parking and if the shops have been constructed, they too need to be demolished.

This submission was made by JMC Commissioner BD Sharma who appeared in the court on the directions of the State High Court. The Division Bench, comprising Justice VK Jhanji and Justice YP Nargotra had yesterday directed Mr Sharma to appear in the court with the approved Master Plan of the site/building. This was ordered after the tenants of the hotel had pleaded modification in the order so far it concerned basement and the ground floor.

Mr Sharma, who was present in the court today, stated that he had carefully gone through the judgment of the State High Court and also the approved Master Plan, wherein basement of the building was not permitted and no shops were to be constructed , as the space was meant for parking slot at the first floor. Mr Sharma said that he would file an affidavit as to how the directions would be carried by JMC. The DB accordingly directed Commissioner to file an affidavit in this regard.

In their petition filed through Advocate Romesh Arora, the tenants had submitted that neither Munshi Ram, the owner of the building, nor other parties have at any point of time indicated that the petitioners are necessary parties. The petitioners have no source of income and Munshi Ram received huge amount to be adjusted as rent from each party and career of parties will be ruined if the structure of ground floor and basement is also demolished. It was stated that because of the fault of Munshi Ram, the tenants should not suffer. They had pleaded for modification of the High Court order dated September 6, so far it pertains to basement and ground floor.

It may be mentioned here that after the judgment of the State High Court, Yatri Hotel owner Munshi Ram filed a Special Leave Petition (SLP) in the Supreme Court, which was dismissed and thereafter the tenants of the shops situated in the hotel complex also filed SLP, which too was dismissed.

Shehzadi hopeful of clearing liabilities soon
PM to launch DD’s DTH service in Srinagar next month

SRINAGAR, Oct 29: Prime Minister Dr Manmohan Singh was likely to inaugurate Doordarshan’s Direct-to-Home (DTH) service in Srinagar on November 19. Through the DTH, viewers can watch DD’s 30 channels, like other parts of the country, anywhere in the State of Jammu and Kashmir.

Director Doordarshan Kendra Srinagar, Shehzadi Simon, and Superintending Engineer, Vinod Kumar, revealed to mediapersons at a DTH presentation today that with the help of a 60-cm diametre dish antenna and a top set box, costing about Rs 3,000, viewers in any part of the State could now watch as many as 30 channels of the Doordarshan. In addition to that, viewers would have access to 10 FM channels of All India Radio on the same system. They clarified that no smart card or monthly fees would be charged from the viewers as the service would be fully free.

They said that the DTH was already in operation in the State but the service would be formally inaugurated by the Prime Minister Dr Manmohan Singh during his forthcoming visit to Kashmir valley on November 19. In addition to DD National, DD India and DD Bharti, viewers could watch DD Sports, DD News and DD Kashir without facing the hassles of approaching the cable operators.

The DD officials said that the DTH hardware would be available for sale at different outlets including three in Srinagar city. It would cost Rs 3,000 and the customers would have to pay installation fee of Rs 500.

Shehzadi Simon said that DDK Srinagar would revive its programming in near future as the Fixed Point Chart (FRC) was being revamped completely. She admitted that private producers were not being associated with the programming for the last many months as the Kendra had yet to clear their liabilities. She said that she was hopeful that Prasar Bharti would provide requisitioned funds to DDK Srinagar and the liabilities of private producers would be cleared shortly. Presently, DDK Srinagar is burdened with the liabilities of over Rs 12 Cr. About 600 private producers, who were engaged to make 2,200 episodes of programmes in Complete Broadcasting Rights (CBR) category, have yet to receive their payments.

DDK Srinagar has received their programmes in November 2003 and also forced the private producers to pay Rs 2,000 per episode as "commercials" towards DD. The system of making programmes at the rate of Rs 25,000 per episode is not in practice anywhere in the country other than the "special status" State of Jammu and Kashmir.

Shehzadi said that DDK Srinagar would soon engage theatre groups, besides in-house and outside producers, to make 100-episode television serials. She said that a package of Bollywood films was also being obtained. Describing news as the face of any DD Kendra, Shehzadi said that the format of Srinagar DD’s news bulletins was being refurbished completely. She said that Urdu and Kashmiri computerised graphics had recently been introduced in DDK’s news bulletins. She was hopeful that Kashmiri and Urdu scrolls would also be introduced in the local news bulletins in near future.

Govt to accord priority to Pandits' demands: PM

NEW DELHI, Oct 29: Prime Minister Manmohan Singh today assured Kashmiri Pandits that their demands of representation in the Parliament and J&K Legislature will be given priority .

Dr Singh gave this assurance to a delegation of Kashmiri Pandits led by All India Kashmiri Samaj (AIKS) president M K Kaw which met him to apprise the difficulties faced by the community and demanded a nodal agency at the Centre and the State level to address the problems of displaced community including encroachment on their properties.

He also assured them that Government would consider their demands for Confidence Building Measures including employment package and proper security for the members of community living in the Valley.

The delegation apprised the Prime Minister, who is likely to visit Jammu and Kashmir soon, that unless Confidence Building Measures are not taken by the Government to instill a sense of confidence and constitutional guarantees granted to them, any call to return is of little sense.

The leaders said that any solution of Kashmir issue without the involvement of Pandits would not be lasting. The Samaj also discussed various facets of the issue, particularly the role of Pandits in the ongoing dialogue process with the Centre.

It suggested formulation of a national policy on Kashmir by taking the AIKS policy paper on the subject as base and holding an all party conference to evolve a national consensus and have the draft document approved by Parliament.

The delegation demanded creation of a two-tier consultative apparatus by having a committee under the Union Home Minister and other under the Chief Minister with AIKS representatives so that the matters pertaining to the community are dealt in consultation with their accredited representatives.

Expressing concern over the attitude of the State Government, they asked the Prime Minister to give employment to youth, provide relief and rehabilitation to the Kashmiri Pandits from the State budget and prosecute those responsible for the killings of innocent Pandits.

The delegation demanded an ordinance for the upkeep and maintenance of Hindu shrines and other religious places, management control of minority institutions back to the community and restoration of Devnagri as additional script for Kashmiri language.

The Pandit leaders demanded that at least 10,000 youth be given employment in armed forces, para-military forces, Central Government Offices, Public Sector Undertakings and in the State Government.

Self-employment opportunities be provided to Pandit youths by galvanising the Central and State Government agencies and banks by creating infrastructure and marketing facilities and giving subsidised loans against group guarantees, the delegation demanded.

Their other demands included providing all migrants in Jammu, Delhi, Udhampur, Nagrota and elsewhere with two-room flats, the displaced people be given exemption from Income Tax and provided health insurance.

The delegation demanded that Kashmir affairs not be left solely in the hands of police who tend to convert everything to security consideration alone and prevents a holistic approach to the problem.

It urged the Prime Minister to state clearly that the exodus of Pandits was most unfortunate incident in the history of the nation as entire community has become the victim of genocide.

It urged Dr Singh to appeal the saner elements in the Valley to express genuine regret over what has happened and invite their Pandit brethren to return to a life of dignity and honour in their native soil.

"The Prime Minister sympathetically heard our problems and assured that he will take up our demands with the Home Minister, the Finance Minister and the State Government to provide justice to the Pandit community," Mr Siban Dudha, the political advisor of the Samiti said.

The other members of the delegation include vice president AIKS, H N Jattu, Sqn Ldr (retd) B L Sadhu, Dr B L Kachroo, H L Wangnoo and Mr Dudha.

Deshmukh returns as CM

MUMBAI, Oct 29: Former Chief Minister Vilasrao Deshmukh was today elected Leader of the Congress Legislative Party (CLP) and will be Maharashtra’s 24th Chief Minister.

Outgoing State Home Minister R R Patil, who was elected the NCP Legislative Leader, shall be Deshmukh’s deputy.

Both leaders, incidentally, hail from the politically strong Maratha community.

After initial confusion over the name of the new leader caused by partisan exhuberance by some Congressmen, Mr Deshmukh was named CLP leader. The confusion arose when Central observer Ghulam Nabi Azad invited Mr Shinde to say a few words over the microphone. This was perceived as a signal by the Shinde camp that their man had been elected the CLP leader. Elated, some of them even burst crackers within the Vidhan Bhawan premises where the seven-hour long meeting was held. Following this, the name of caretaker Chief Minister Sushilkumar Shinde was flashed across the country.

Union Parliamentary Affairs Minister Azad soon dampened the mood of the Shinde supporters when he announced that after the marathon CLP meeting and discussions with Party president Sonia Gandhi in New Delhi, late in the evening, it was Mr Deshmukh who had been elected the CLP leader.

The air was cleared only after Mr Azad, accompanied by Party general secretary (in-charge Maharashtra) Margaret Alva and Maharashra Pradesh Congress Committee(MPCC) president Prabha Rau, came out of the meeting and announced Mr Deshmukh’s election.

Earlier in the day, Mr Patil’s election as NCP Legislative Chief was announced by Party general secretary Tariq Anwar, who was deputed as central observer for the Legislature Party meeting here. Addressing a press conference, Mr Anwar said the election was "unanimous". Mr Patil’s name was proposed by outgoing Deputy C M Vijasinh Mohite-Patil and seconded by predecessor Chaggan Bhujbal, Padamsinh Patil and Jayant Patil, both ministers in the outgoing Shinde Government. The trio were the other contenders for the top job.

Mr Anwar said secret ballot was called to elect the new leader. "Counting, though, was not taken up as the other contenders for the top post decided to withdraw in Mr Patil’s favour,"he said. He said the NCP had upheld the tradition of inner-party democracy by holding the election through a secret ballot.

Popularly known as ‘R.R.’ and ‘Aaba’ in party circles, Mr Patil, who is in late 40s, was elected from Tasgaon in Sangli district. NCP had emerged as the single largest party in Maharashtra winning 71 Assembly seats on October 13 elections.

In case of Mr Deshmukh, it was a "unanimous" election with Mr Shinde proposing Mr Deshmukh’s name and seconded by outgoing ministers Govindrao Adik, Patangrao Kadam and Surupsing Naik.

There was a near stampede on the tenth floor of the Council hall where hundreds of a supporters had gathered. As a result, some journalists had to rough it out with the large crowd. It will be Mr Deshmukh’s second term as the Chief Minister of Maharashtra. The first time was between 1999 to January 2002 after which he was replaced by Mr Shinde.

Both Mr Deshmukh and Mr Shinde are very close friends and in fact, were popularly labelled, "do hanso ka joda" (a pair of swans) in political circles here due to their proximity.

Although the CLP meeting was held behind closed doors, Party sources said Mr Deshmukh was preferred over Mr Shinde by a large number of legislators—both the newly elected MLAs and the MLCs—who were individually called by the three-member team of observers comprising Mr Azad, Mr Ashok Gehlot and Ms Margaret Alva, according to party sources.

The CLP began at 1130 hrs. Within a few minutes, though, the observers came out and went into an other room on the tenth floor, where they summoned the MLAs and the MLCs. They were called inside and their views were taken.

Even though the meeting had ended around 1400 hrs, the observers accompanied by Ms Prabha Rau and Mr Shinde and Mr Deshmukh, went into the office of the Chief Minister in the Vidhan Bhawan from where contact was established with Congress president Sonia Gandhi.

The deliberations continued till almost 1800 hrs this evening after which the observers and the top leadership went into a huddle in the the Party Office on the tenth floor, where proceedings of the CLP were again conducted. It was at this meeting late this evening Mr Deshmukh’s name was announced.(UNI)

Army helicopter with GOC on board crashes

NEW DELHI, Oct 29 : An army helicopter carrying a top General and two other senior officers today crashed near the famous Mana Pass on the Sino-Indian border in Uttaranchal, but army authorities have not ruled out that the three could have escaped.

Major General D P Singh, GOC of Six Mountain Division and Lt Col B K Pande were on board the army aviation Chetak hopper being piloted by Capt Arjun Sardana when it went missing over the Garhwal Himalayas in Uttaranchal. It was on an operation recce when it lost radio contact with the control room at 0940 hours, an army spokesman said.

Later in the evening an IAF helicopter spotted the wreckage at an altitude of more than 17,400 feet with the pilot reporting that the ill-fated helicopter was not in that bad damaged condition.

This, army sources said, did not rule out the possibility that the occupants could have jumped out.

They said a full scale land and air rescue operation would be launched tomorrow morning. (PTI)

Mirwaiz met Musharraf at Amesterdam

NEW DELHI, Oct 29: Founder chairman of Hurriyat Conference Mirwaiz Umer Farooq met Pakiatan President Pervez Musharraf in Amesterdam when the Kashmiri leader was travelling to London and Jeddah on a religious trip in September.

The meeting took place in Amesterdam when Musharraf was returning from the United Nations after talks with Prime Minister Manmohan Singh and attending the UN General Assembly session, Umer told PTI over phone from Srinagar.

The Mirwaiz said the meeting lasted for nearly two hours during which the Pakistani President sought his help in uniting all the separatist leaders into one forum.

"President Musharraf was all praise for Prime Minister Manmohan Singh and appreciated his stand in resolving the Kashmir issue," the Mirwaiz said.

Though the former Hurriyat Conference chairman had denied earlier about the meeting with Musharraf, the immigration stamp on his passport revealed that he had visited Amesterdam on September 24.

The meeting between the Mirwaiz and Musharraf is seen as a rebuff to fire-brand Jamaat leader and chairman of the breakaway Hurriyat Conference Syed Ali Shah Geelani, who has been asking Pakistan to stay away from Hurriyat’s moderate leadership.

The Mirwaiz had finalised the meeting with Musharraf during his stay in Jeddah. (PTI)

Pak pilgrims return

SRINAGAR, Oct 29: A 12-member group of Pakistani pilgrims today left here for Jammu on their way back home after completing the first ever pilgrimage of devotees from the neighbouring country to the Kashmir valley.

The pilgrims, mostly Kashmiris who came to their native places in the Valley after a gap of over five decades, sought a three-day extension of their visa which was turned down by the authorities, official sources said here.

Before their departure, group leader Sardar Alam Khan said such people-to-people contact between intellectuals, artists and journalists of the two countries should have taken place earlier.

"Our visit has no political motives. It is purely a mission to create goodwill between India and Pakistan. We have come here with a message of peace and friendship," he said.

The members of the group visited their relatives in Baramulla, Kupwara, Safapora, Bandipora, Anantnag and Srinagar yesterday.

Jammu and Kashmir Pradesh Congress president Peerzada Mohammad Sayeed hosted an Iftaar Party in honour of the pilgrims here last evening which was attended by a host of ministers and legislators of the party.

Sayeed, who is Rural Development Minister in the Coalition Government, said the visit would bring an era of peace and tranquility and further strengthen the dialogue pocess between India and Pakistan.

He also lauded the role of ‘Akhil Bharat Rachnatmak Samaj (Gandhian Workers Society) and Association of People of Asia for organizing the pilgrims’ visit to the State.

Sayeed presented Kashmiri shawls to the visiting pilgrims. Reciprocating, Khan presented a memento to him on behalf of the Chrar-e-Sharief Committee, Rawalpindi.

The pilgrims also met National Conference leaders and discussed various issues related to the history of Kashmir here last evening.

Abdul Rashid Shaheen MP, leader of opposition in State Assembly Abdul Rahim Rather, Ali Mohammad Sagar, Shariefuddin Shariq, Mohammad Akbar Lone and Mehboob Beg (all legislators) were present during the interaction which lasted for 30 minutes, a party spokesman said. (PTI)

TN, Punjab Governors quit

CHENNAI/NEW DELHI, Oct 29: Tamil Nadu Governor P S Rammohan Rao and his Punjab counterpart O P Verma resigned today even as the Jayalalithaa Government fought a battle in the Supreme Court against the Centre’s move to remove all those given gubernatorial posts during NDA rule.

Rao, a reitred police officer from Andhra Pradesh who was appointed Governor more than two and half years ago, faxed his resignation to President A P J Abdul Kalam saying he would not like to go to North-East which the Centre had reportedly offered him.

Earlier in the day, the apex court declined to pass any interim order on the Tamil Nadu Government’s plea to restrain the Centre and the President from transferring Rao who had been a target of DMK and other constituents of UPA.

Rao is to be replaced most likely by Andhra Pradesh Governor Surjeet Singh Barnala.

The Tamil Nadu Government in its application in the Supreme Court had cited a conversation between Jayalalithaa and Union Home Minister Shivraj Patil in which he was said to have told the Tamil Nadu Chief Minister that Barnala has agreed to be shifted to Raj Bhawan in Chennai.

Rao said in a statement that he had decided to quit as his request for a transfer to any other State other than the north-eastern states had not been accepted.

The Tamil Nadu Government’s bid to retain Rao also saw a war of attrition between it and the Centre with Patil expressing unhappiness over the disclosure of "privileged conversation" between him and Jayalalithaa concerning the State Governor.

Later in the day, Punjab Governor met Kalam in Delhi and handed over his resignation a day after he was said to have been asked by the UPA Government to put in his papers.

The resignations by Rao and Verma came close on the heels of two NDA-appointed Governors Rama Jois in Bihar and Madan Lal Khurana in Rajasthan putting in their papers.

As the Centre stepped up efforts to remove and replace all NDA-appointed Governors, Jois is likely to be replaced by former union minister and senior Congress leader Buta Singh in Bihar while former Haryana Chief Minister Bansi Lal, who merged his Haryana Vikas Party with Congress recently, could succeed Khurana in Rajasthan. ‘No proposals, but ideas by Musharraf’

ISLAMABAD, Oct 29: As Pakistan President Pervez Musharraf came under attack from opposition and Islamic parties for his new Kashmir formula, the Government today clarified that the General has not made any proposal but thrown open certain ideas for a debate to elicit public opinion.

Musharraf has not given any proposal for resolving the Kashmir issue, rather he has asked the media to carry out a debate to elicit public opinion, a foreign office spokesman said in a statement.

While elaborating on Musharraf’s talk with journalists at an Iftar dinner on Tuesday, he clarified that the President had not given any proposal as being reported in a section of the press.

He said Musharraf had described various ethnic and geographical regions of Jammu and Kashmir and said that one way to initiate the debate was to identify regions, demilitarise and look at ways to change their status.

The spokesman said the media should carry out a debate to elicit public opinion, which if conducted in these broad parameters will bring out dozens of options, reflecting various shades of public opinion.

The spokesman said the President’s statement set out a direction towards a purposeful analysis on options for discussion.

"The President reiterated Pakistan’s long standing position that the status quo on Kashmir was not the solution and the Line of Control could never be accepted as an International Border," he said.

The statement came a day after Foreign Minister Khurshid Mehmood Kasuri told reporters in Karachi that the option suggested by Musharraf was not final and it was open for alterations and changes.

He said there was nothing new in the formula suggested by Musharraf proposing to divide Kashmir on both sides of the LoC into seven regions and then demilitarise them and change their status.

Moreover, various options were considered for finding a final solution to the Kashmir issue during the Agra summit, Kasuri said.

"The President’s proposal was meant to invite a debate to resolve the issue. Nothing is final and it is open for alterations and changes," he said. (PTI)

IT receipt counter to remain open today, tomorrow

JAMMU, Oct 29: The receipt counter of Income Tax Department will remain open upto 5 pm on October 30 and 31 and upto 8 pm on November 1.
