Stare towards your left and you will be amazed to find a larger than life size soldier on the horseback readying for giving a war yell. Outlines are fast emerging and the sculptor working on the Plaster of Paris statue is giving final touches to his masterpiece - the statue of the great Dogra warrior General Zorawar Singh is in the making.

Ravinder Jamwal, the much-acclaimed sculptor of Birpur village, has a surprise visitor in Jammu and Kashmir Governor, Lt. Gen. (retd.) S K Sinha at his workplace this morning, taking keen interest in the minutest details of one and a half size statue of the Dogra pride, one of the two statues slated to be installed near the prime site opposite Bahu Plaza on Railway Road and the native place of General Zorawar Singh on his forthcoming birth anniversary.

General Sinha discusses a few technicalities of the combat dress, donned by the conqueror of Ladakh, and gave suggestions to the sculptor, which were well taken. Jamwal is burning his midnight oil on the statue since May this year to have it ready in bronze before March next. ‘I have developed an obsession to have it finished as a masterpiece’, he says with his articulate wife, Veena standing by his side.

The Governor drove to the village, 20 kilometers from Jammu, this morning to see the progress on the statue. Accompanied by Maj. Gen. (retd) G S Jamwal and Director Rajya Sainik Welfare Department, Brig. (retd) K S Kotwal the Governor went round the work place of the Lalit Kala Academy Award Winner sculptor and was impressed to see the statues of Brig. Rajinder Singh and Prakash Singh Chib, great soldiers, Padam Singh Nirdosh, renowned literary personality, Krishan Chander, famous novelist of international fame, Comrade Danvantri, revolutionary freedom fighter, Gulbadan Singh, assassinated Dy SP of Jammu a and Kashmir Police and many others. Two daughters of Brig. Rajinder Singh were also present.

Zorawar Singh, Maharaja Gulab Singh’s able General, extended the boundaries of the state by conquering Ladakh and Skardu and died while fighting in the snow bound heights of Tibet.

4 killed, 8 injured in road accidents

JAMMU, Oct 28: Four persons were killed and eight others received injuries in separate road accidents while as three persons allegedly consumed poisonous substances at their respective residences.

Police spokesman said that one person was killed and eight others received injuries in collision between a car and a mini-bus at Sarore. All the injured were immediately rushed to Government Medical College Hospital where one of them Deepak Kumar, son of Bana Ditta of Samba was declared as brought dead.

The condition of injured was stated to be out of danger when reports last came in. They have been identified as Sharina, wife of Deepal of Dehradoon, Raman Anand, son of Madan and his wife Sweety Anand and son Harsham Anand of Delhi, Sabir Malik of Rehya, Anju, wife of Surinder of Samba, Radhika, daughter of Surinder Kumar, Ram Kali, wife of Jagdish of Samba and Abdul Rehman, son of Mohd Ramzan of Raya.

Meanwhile, three persons—Ram Dass alias Rolu, son of Sain Dass of Hiranagar, Naved, son of Shah Dulla of Doda and Kuldeep Singh, son of Avtar Singh of Nai Basti, who were admitted in the hospital for the treatment of injuries they had sustained in road accidents, succumbed to their injuries in Government Medical College Hospital today.

Three persons allegedly consumed poisonous substances at their respective residences. Identified as Neelam Gupta, wife of Ram Chander of Birpur, Rakesh Kumar of Nanak Nagar and Arvind Sharma, wife of Shankar Dass of Udhampur, they were rushed to hospital when spotted unconscious by family members.

Doctors attending on them immediately provided them stomach wash treatment followed by other medicare. Their condition was stated to be out of danger when reports last came in.

It could not be ascertained as to whether they intentionally consumed poison or swallowed the same mistakenly.

JAMMU, Oct 28: In a much publicised Yatri Hotel case, in which the State High Court recently ordered demolition of the illegal construction of the hotel, the tenants of the shops situated in the hotel complex have filed an application seeking modification of the order to the extent of ground floor and basement.

The Division Bench comprising Justice VK Jhanji and Justice YP Nargotra after hearing Advocate Romesh Arora appearing for the petitioners, asked Jammu Municipal Corporation (JMC) Advocate SS Nanda to produce JMC Commissioner BD Sharma in the court with the approved Master Plan of the site.

The tenants in the petition submitted that neither Munshi Ram, the owner of the building, nor other parties have at any point of time indicated that the petitioners are necessary parties. The petitioners have no source of income and Munshi Ram received huge amount to be adjusted as rent from each party and career of parties will be ruined if the structure of ground floor and basement is also demolished. It was stated that because of the fault of Munshi Ram, the tenants should not suffer. They pleaded for modification of the High Court order dated September 6, so far it pertains to basement and ground floor.

It may be mentioned here that after the judgment of the State High Court, Yatri Hotel owner Munshi Ram filed a Special Leave Petition (SLP) in the Supreme Court, which was dismissed and thereafter the tenants of the shops situated in the hotel complex also filed SLP, which too was dismissed.

Dr Vaid takes over as IGP

JAMMU, Oct 28: Dr. S P Vaid took over the charge of the Inspector General of Police (IGP), Jammu zone here today from the outgoing IGP, P L Gupta.

Dr Vaid is the 7th IGP Jammu zone and has earlier served the State and its people in different capacities and earned name and fame for himself and the State. He has been decorated with the Indian Police Medals for gallantry and meritorious services.

Immediately after assuming charge of the office of the IGP, Dr Vaid convened a meeting of the DIGs, SSPs of the zone and took stock of the law and order situation presently prevailing in Jammu zone.

In the afternoon, people from all walks of life including some legislators came to the IGP office to personally congratulated Dr Vaid on his posting as IGP Jammu zone.

Earlier a warm and emotional farewell was accorded to the outgoing IGP Jammu, P L Gupta by the staff of the zonal and range police headquarters Jammu on his transfer as IGP, Traffic.

After handing over the charge to Dr S P Vaid, Mr Gupta addressed the officers, staff and jawans gathered on the occasion. He said that police force have faced many challenges in the past and many more may come across in future too in respect of providing proper and adequate security to the people besides maintaining law and order.

Mr Gupta expressed hope that since the morale of the our police is very high and it will definitely overcome each and every threat posed to the State and its people. The outgoing IGP informed that the Jammu is very sensitive city and accordingly the police personnels of high and low rank have to work with intellectual propriety to provide professional policing at every step.

Encouraging the officers and jawans on the occasion, Mr Gupta said that the State police had a rich tradition of effective policing and gallantry record at its disposal and need of the hour, he said, is to maintain a close rapport and friendship with the masses so that the police force come to the expectations of the common people and it is our first and foremost duty to uphold the tradition of communal harmony, unity, integrity and dignity of the State and its people at every cost, he added.

JAMMU, Oct 28: Crime Branch, Jammu today unearthed a huge dump of illegally stored kerosene oil at Chhan Roarian and Hamirpur in Kathua district, which was being sold to truck operators on higher rates.

"The kerosene oil was meant for sake on ration cards. However, two depot owners were selling them in black market depriving the poor people of their due quota", DIG Crime and Railways Gulzar Singh Slathia said.

Both depot owners were arrested red handed while selling kerosene oil to truck operators. They have been identified as Narinder Kumar and Sunder Kumar sons of Om Parkash, residents of Mangtian Hamirpur in Hiranagar.

About 18,000 litres of kerosene oil, which had been illegally dumped in the shops by the two brothers, was seized from their possession, Mr Slathia said.

He said some higher ups of Food and Supplied Department were also involved in huge dump of kerosene oil. A case has been registered in this connection by the Crime Branch, Jammu for further investigations. Some more arrests are expected, he added.

Srinagar, Oct 28: Chief Minister Mufti Mohammad Sayeed has stressed the need for a multipronged awareness campaign to dispel the impact of disinformation generated in and outside the State over Shahtoosh procurement.

Asking for the conduct of seminars and awareness drives, he said the human aspect of the Shahtoosh industry needs to be underscored properly.

The Chief Minister was addressing a high level joint meeting of the officers and members of the Kashmir Chamber of Commerce and Industry (KCCI). Among others who attended the meeting were Deputy Chief Minister Mangat Ram Sharma, MoS Industirs Raman Mattoo, Principal Secretary Industries and Commerce, A. Sahasaraman, Principal Secretary Tourism, Anil Goswami, Principal Secretary Finance B R Kundal, Commissioner Secretary Forests Sonali Kumar, Chairman J&K Bank Mohammad Yousuf Khan, Director General Tourism Mohammad Saleem Beigh and representatives of KCCI headed by Rouf Punjabi.

Mufti Sayeed directed the concerned officers to act proportionately to the misconceived reports in media regarding the killing of antelopes and asked for the conduct of seminars and other awareness activities to put across the factual position vis a vis the Shahtoosh trade. He said the concept of domestication of antelopes as developed by the SKUAST scientists should on priority be taken up with the central government.

The Chief Minister said efforts should be made to preserve the exquisite Kashmir handicrafts for posterity. In this connection he directed the industries department to procure a trademark for the handicrafts manufactured in Kashmir. He said the Government is already contemplating the establishment of a Handicraft Village to address the problems of the artisan community.

Mufti Sayeed also directed the establishment of a regulatory authority for Pashmina de-hairing so that the Pashmina industry does not face the scarcity of raw material after the coming up of a Pashmina de hairing plant at Ladakh. He also asked for the establishment of more common facility centres in Srinagar so that the unemployed youth of the city are benefited. He also directed the forest and finance departments to settle the cases of compensation of fur traders whose products were confiscated by the government when fur and its products were banned by the government. However, the Chief Minister told the meeting that the leather trade of domesticated animals which are not banned like rabbit, sheep etc. should be encouraged.

The Chief Minister directed the handicrafts and tourism departments to prepare for international exhibitions at Dubai and in Europe where not only the Kashmir crafts are displayed and prospective tourists approached but the Kashmir cuisine is also introduced at the international level. The Chief Minister also directed the concerned authorities to take steps for re opening up of offices of RBI and DG Foreign Trade at the Air Cargo complex, Srinagar.

Mufti Sayeed directed the Power Development authorities to monitor the meter installation process and involve the self help groups in the same. The houses of minister and heads of departments should be brought within the ambit of metering immediately, he added.

NEW DELHI, Oct 28: Jammu and Kashmir Education Minister Harshdev Singh today demanded opening of 12 additional Kendriya Vidyalayas and 10 Jawahar Navodaya Vidyalayas in Jammu and Kashmir.

Addressing State Education Ministers’ conference, convened by Human Resources Development (HRD) Minister Arjun Singh here today, Mr Singh also sought three more teachers per Government middle school.

"Presently, there are five teachers for eight classes of middle school. We want number of the teachers in the middle schools to be raised to eight i.e. one teacher per class", he said and sought the Central funding for raising number of the teachers.

"At par with universalisation of elementary education, we demanded universalisation of secondary education as well to carry forwards the gains of elementary education", Harshdev Singh asserted and sought funds in upgradation of higher and higher secondary education.

He said since the education sector was worst affected due to 15 years long militancy, a massive efforts is being made to bring it back on rails. "For the purpose, the Centre should provide full assistance to the State", he added.

The J&K Education Minister reiterated the demand for changing J&K’s funding pattern under Sarv Shiksha Abhiyan from 75:25 to 90:10.

He demanded a special package from the Centre for recruitment of Urdu teachers in the State since Urdu was official language of the State. The special posts for Urdu teachers shall be funded by the Centre, he said.

He also stressed for periodical medical check up of the students, construction of compound walls and play fields in the schools. Construction of some school buildings, which were functioning in open, was also projected by him in the meeting.

The Human Resources Development Minister justified demands putforth by Harshdev Singh and assured him of due consideration very soon. Some of the demands will be considered within next couple of days, he said.

The Education Minister was also assured that Prime Minister Manmohan Singh during his proposed visit to Jammu and Kashmir will make important announcement on education front.

In his address, Mr Singh pointed out the damage caused to education infrastructure in 15 years of militants and the steps being taken by the State Government as well as the Education Ministry to bring the system back on rails.

Justice Sethi delivers extension lecture at K C Law College

JAMMU, Oct 28: Justice R P Sethi, former judge of the Supreme Court, delivered an extension lecture to the students and staff of the KC Law College on the topic ‘Criminal Justice in India: An Appraisal.

Justice Sethi began his appraisal of the criminal justice system in India by making a distinction between civil and criminal justice systems. He elaborated upon the various stages of the administration of criminal justice which among other things including the lodging of FIRs, investigating, trial and judgment etc.

He then dwelt upon the disturbing fact of the increasing rate of crime in India. The rate of crime in India, he pointed out, has grown in excess to the rate of growth in population. Thus whereas population in India increased by 127 percent from 1951 to 1990, crime rate grew quite disproportionately by 146.09 percent during the same period.

Presenting his critique of the prevailing criminal justice system, Justice Sethi referred to the numerous pending cases in Indian courts, most of being criminal cases. Thus out of 2.5 crore pending cases in the various courts, 1.5 crore are the criminal cases under IPC only, according to him.

Justice Sethi cited some of the reasons for delay in the administration of criminal justice in India. He referred to some provisions of the Evidence Act as well. He also pointed out that the rate of actual conviction is abysmally as low as 6.4 percent. He suggested that hyper-technical approach in deciding criminal cases should be shunned to improve the administration of criminal justice. At the end of his lecture, he referred to some landmark judgments of the Supreme Court regarding the rights of the accused and innocent persons.

The extension lecture was followed by a short interaction session between the learned speaker and the college students.

After his lecture, Justice R P Sethi gave away cash awards of rupees 1000 each on behalf of KC Educational Society to Anjum Manhas and Indra Thakur, who had secured 5th and 7th positions respectively in the first semester LLB examinations conducted by the Jammu University.

North West Indian Sociological Conference begins at JU

JAMMU, Oct 28: Identity assertions by J&K Muslims is the major reason behind ongoing secessionist movement in the State and vexed Kashmir problem can be tackled by providing adequate political autonomy and appropriate cultural identity within the federal framework of India.

This was propounded by Prof T K Oommen, former president of International Sociological Association, while delivering key note address in the inaugural ceremony of VIII North West Indian Sociological conference on ‘Identity Formation in North West India’, at Jammu University, here today.

"Secessionist movements can often be contained by conceding adequate political autonomy to the contending identity group within the federal polity," he said.

Prof Oommen claimed that exclusion in the case of Muslims in J&K and assimilation in the case of Sikhs in Punjab by Hindu nationalists and Indian State, led to their collective alienation from India’s cultural mainstream and polity leading to virulent identity assertions manifesting in secessionist movement.

"Assimilation and secession are two sides of the same coin as the first reinforces the identity of the dominant collectivity, the second provides political legitimacy to the identity of the dominated," he explained.

Prof Oommen said that the tendency to concentrate on one identity as the master identity-be it class, citizenship, race, nationality or religion - and to treat other identities as secondary is a common and persistent source of the problem. "Therefore, a democratic, multicultural and multinational polity has no option but to endorse the pluralist pattern which involves not only recognition by the state of several identities but also their careful nurturing," he stressed.

JU Vice-Chancellor Prof Amitabh Mattoo, who was chief guest on the occasion, also said that pluralist direction was the only direction in a society like India.

He hoped that the conference would deliberate upon some very important issues like collision of identities and violence and level of inter-dependence for harmony.

Prof Keshav Kaistha, president of North West Indian Sociological Association, presented data of various groups in North West and pointed that new kinds of identity formations were emerging out.

Earlier, Prof J R Panda, Head of the Sociology Department in Jammu University, presented welcome address and threw light on the VIII North West Indian Sociological Conference.

Dr Abha Chouhan presented vote of thanks.

On the occasion, a souvenir on the conference and profile of the Department of Sociology, JU, were released.

Later, in the technical session, delegates presented papers on the topic ‘Gender and Identity Formation’. Court grants 5-day remand of Lassa Vakil in forest scam

JAMMU, Oct 28: Special Judge Anti-Corruption Jammu, Mr BL Bhat, on the application of Vigilance Organisation, today granted five day’s Police remand of Ghulam Rasool Vakil alias Lassa Vakil, who was arrested in forest scam yesterday from Jammu airport.

Today ZA Shah with Advocates Irfan Noor and Vipin Kumar appeared for Lassa Vakil and argued on the bail application moved by him yesterday. The Court directed Vigilance Organisation to file police report and objections in this bail plea.

It was stated in the bail application that there was a private transaction between Lassa Vakil and Mushtaq Ganai and the money was not to be received by Forest Department, but the timber had been supplied through Director General of Supplies and Disposals and the order was placed through Forest Department which received its own commission in the supplies. It was stated that the timber didn’t belong to Forest Department nor the amount was routed through Forest Department. The petitioner submitted that there was a deep rooted conspiracy intended to upset the business of petitioner who is a lawful businessman.

Lassa Vakil was today produced in the Court by Vigilance Organisation at 10.30 am and was in the court premises upto 4.30 pm when the court granted five days police remand for investigation of the case.

GHPS celebrates birthday of Guru Harkrishan Sahib

JAMMU, Oct 28: Guru Harkrishan Public School celebrated birthday of Sri Guru Harkrishan Sahib Ji today in the school premises. Mahant Manjit Singh of Dera Nangali Sahib Poonch, the sole trustee of the school management also graced the occasion.

Mufti for making IMPA India’s foremost training institute

Srinagar, Oct 28: Chief Minister Mufti Mohammad Sayeed has asked the Institute of Management, Public Administration and Rural Development (IMPA) to coordinate with reputed institutions of the country to upgrade training facilities and involve guest faculty in the training programmes.

The Chief Minister who is also the Chairman, IMPA was addressing the 10th Executive Council Meeting of the institute held after a decade here this afternoon, also highlighted the need to explore the requirements of the corporate sector so that the youth of Jammu and Kashmir were given the requisite training to compete for jobs in private sector. He said the thrust of the Prime Minister’s policy was on corporate sector employment in the state. He directed the IMPA authorities to keep in touch with the corporate sector of the country and inquire about its requirement. He said the IMPA should become the foremost institution of imparting training in government and corporate sectors.

Chief Secretary, Dr. S. S. Bleoria, Director General, IMPA and principal Secretary, GAD, S. L. Bhat, Principal Secretary, Planning and Development, Mohammad Iqbal Khandey, principal Secretary, Finance, B. R. Kundal and Commissioner/ Secretary, ARI, B. L. Nimesh were present.

To infuse greater professionalism in the IMPA, the Chief Minister asked for advertising the post of the head of the institute at the national level so that a full time, talented and professional person was assigned the job of running it. He said the institute had the daunting task of preparing the youth of the state to compete nationally in the job market. He said it was necessary that well qualified and talented faculty was attracted to take up this important task. He was of the view that adequate incentives should be given to the faculty take up job in the institute.

The meeting, held for the first time in the IMPA campus, took some decisions regarding the functioning of the institute. It also decided to have the old and dilapidated Forest Lodge building within the campus removed to allow direct and aesthetic connection between the proposed hostel building and the main building.

Earlier, the Director General, IMPA, S. L. Bhat told the meeting that a hostel block would be constructed within the Srinagar campus while administrative and academic block would be constructed at Jammu. The cost of these buildings would be about Rs. 14 crore.

The Chief Minister asked the DG, IMPA to have the design of the hostel complex revised to increase its accommodation capacity.

Lt Gen M L Naidu, GOC 14 Corps laid down the wreath at the war memorial to pay homage to the fallen comrades who laid down their lives for the sake of the country, keeping high traditions of the Indian army. This was followed by a special Sainik Sammelan and a Barakhana at the Ladakh Scouts Regimental Centre, Phyang. A musical concert was organised for all ranks and families of Leh garrison. Mrs Neeharika Naidu gave a musical performance of Hindi and classical songs which enthralled the audience and was appreciated by everyone. The celebrations came to conclude with a social evening in the officers institute for all infantry officers and special guests.

SMVD Shrine Board urged to concede
demands of Safai Karamcharis

JAMMU, Oct 28: Criticising Shri Mata Vaishno Devi Shrine Board for not initiating steps to regularise the Safai Karamcharis, J&K Council of All India Trade Union Congress and All J&K Federation of Trade Unions today asked the Board authorities to stop anti-employees policies and concede the genuine demands of the Safai Karamcharis.

Talking to media-persons, presidents of both the bodies—Atam Jeet Singh and N K Dogra said that in 1988 the services of several Safai Karamcharis were regularised but since 1997 this practice has been given up thereby denying the Safai Karamcharis of their genuine rights.

"When the Safai Karamcharis constituted a union to collectively raise their voice but they were harassed and some of them were thrown out of the jobs", they alleged and asked the Shrine Board authorities to provide justice to the hapless Safai Karamcharis by conceding their demands.

The demands which both the trade union leaders highlighted included regularisation of services of all Karamcharis, who have completed more than two years of service, increase in wages by 50 percent, enhancement in pay scale of the permanent Karamcharis, implementation of pension scheme, enhancement in DA and other allowances, increase in house building advance to Rs five lakh on soft interest rate of six percent, conducting of colonies for civil Karamcharis, free education to the children of Karamcharis, protection to women Karamcharis and immediate reinstatement of all the leaders of Safai Karamcharis, who were thrown out of the job after they raised their voice against the Shrine Board authorities.

5th annual conference of Anaesthesiologists today

JAMMU, Oct 28: For the first time in the history of Govt Medical College Jammu, a two-day annual conference of Indian Society of Anaesthesiologists (ISACON) is being held here on October 29 and 30.

This is the fifth conference of ISACON -North Zone and is being organised by the Jammu Association of Anaesthesiologists and Department of Anaesthesiologists & Intensive Care Unit of GMC Jammu in the auditorium of Govt Medical College from tomorrow.

Giving details about the conference to the media-persons this evening, Head of Anaesthesiology and Intensive Care Unit (ICU) of GMC Jammu, Dr Satya Dev Gupta said that Deputy Chief Minister Pt Mangat Ram Sharma will inaugurate the two-day conference at 9 am while Minister for Health and Medical Education, Suman Bhagat will preside over. Minister of State for Health A G Sofi will be the special guest.

He disclosed that about five hundered delegates including a few from abroad, are expected to be participating in the conference. About four hundered delegates have already registered by Thursday evening while more are expected to be reaching here from Punjab, Delhi, Haryana, Himachal Pradesh, Kashmir province, CMC Ludhiana, PGI Chandigarh and other areas.

Referring to the objective of organising the programme, Dr Gupta said that Medical professionals in the field will be discussing the problems being faced by them during operations and performing related duties, new developments and trends in the field and sharing their experiences. He said that the surgery and anaesthesia are closely related and the medicos of these two units are working in close coordination with each other. There is need to educate the people about the role of Anaesthesiologists whose job is also manage Intensive Care Unit and not only to make patients unconscious before operations as people usually feel.

Dr Gupta disclosed that resource persons during technical sessions will be taking up the scientific topics like pain management, conventional anaesthesia, trauma & critical care, recent trends etc. Pre and post conference tours have also been arranged at various places like Patni Top, Vaishnodevi, Mansar lake and Amar Mehal for the delegates.

Govt asked to give 3-month time to implement
Guest Control Orders

JAMMU, Oct 28: A deputation of persons belonging to different walks of life including general traders, businessmen dealing in catering business and even general public called on Mr Ram Sahai, president, Chamber of Commerce and Industry and strongly denounced the draconian Guest Control order issued by the Government to be implemented from November 5.

The people termed it as a bolt from the blue which has come at a time when marriage season after a lull of many months was at its peak.

They said people have already issued invitation cards, made arrangements for solemnizing wedding functions.

The members of the deputation asked Mr Sahai to highlight the problems of the people and take up the issue with appropriate authorities so that a notice of minimum three months is given before implementing the said order, which will save the people from lot of financial losses, harassment and mental agony.

Mr Sahai while appreciating the points raised by the members appealed the authorities that while taking pragmatic and practical view of the matter three months breeding time should be given to the public, so that in future public could prepare itself mentally to take benefit of the spirit of the said order.

NC continues protest against attack on party leadership

KATHUA, Oct 28: A day long dharna was organised by the National Conference (NC) workers here at Mukherji Chowk in protest against the murderous attack on former Chief Minister and its patron Dr Farooq Abdullah and NC patriarch Omar Abdullah by militants recently.

The NC leaders while strongly condemning the attack, the NC leaders demanded a judicial probe into the episode. They wondered that how the life of the common man will be secure when this Government can not provide security to the leaders of a premier political party.

They termed the attack on Dr Farooq and his son Omar Abdullah a gameplan to get the top brass of NC leadership eliminated from the state politics. They said it is the duty of the Central Government to ensure the security of the nationalist forces in the J&K.

Holding the State Government responsible for the attack, the NC leaders demanded its immediate dismissal.

Those who spoke on the occasion include Ajit Kumar, district president, Kathua, K K Bakshi, district vice president, Giani Isher Singh and Rajinder Zalim.

BJYM holds dharna against entry fee in hospitals

JAMMU, Oct 28: In protest against Government’s move to impose entry fee on the visitors in Government medical College and Associated Hospitals in Jammu region, State unit and Jammu district unit of Bhartiya Janata Yuva Morcha (BJYM) organised a joint protest dharna outside Raj Bhawan.

While addressing BJYM leaders came down heavily on the Government for adopting anti people and anti Jammu policies every now and then. They said if Government wanted to enhance its revenue, it should reduce the size of ministry, cut short their expenses and ban foreign tours of Ministers and bureaucrats at the cost of State exchequer.

They said the time has come when poor and aggrieved people should unite irrespective of their caste, creed and religion and oppose such anti-people move of the Government. They added that in our society we live in joint families and if something untowards happens all the family members rush to the hospitals to take care of their dear one and levying entry fee in visitors would add financial burden on the already suffering families.

The speakers also criticised the Health Minister Suman Bhagat for the said move and held that coalition Government has totally failed on all fronts and appealed the Governor to intervene in the matter and direct the Government to stop adopting such policies which were anti-people.Prominent speakers included Messrs Yudhvir Sethi, Narotam Sharma, Sanjay Mahajan, Munish Sharma, Rajesh Gupta, Deepak Aggarwal, Dharamvir Sethi and Amrik Singh.

Humanitarian Award

LEH, Oct 28: The 3rd Acharya Buddharakkhita Humanitarian Award for Mahabodhi International Meditation Centre (MIMC) Leh has been conferred to Thupstan Chhewang, Member Parliament Ladakh for his excellent services rendered in the overall development of Ladakh in various capacities.

The founder president of MIMC, Leh Ven. Bhikhu Sanghasena has conferred the award to Mr Chhewang at an impressive function at MMIC Leh.

The award carries a mementos and a cash prize. The first prize had been bagged by H H Kushok Bakula and second prize was awarded to Lamdon Society in earlier occasions for their humanitarian services to the human beings particularly for the down trodden people.

Earlier the general secretary of MIMC read out the annual performance report and thanked all the standing members for their cooperation and contribution in the development of the MIMC. A documentary film prepared by the Doordarshan Kendra Leh was also exhibited reflecting the day today work progress and development of various sections of the Mahabodhi Meditation Centre. On the occasion two books written by Ven. Acharya Buddharakkhita were also released. A colourful cultural programme including a skit play highlighting various life style and achievements of Thupstan Chhewang was also presented by the MIMC students on the occasion.

Children of Surankote look forward to
prosperous tomorrow

POONCH, Oct 28: In continuation of the drive to promote peace, harmony and goodwill in the area, troops of counter insurgency force (Romeo) of Rashtriya Rifles organised an inter school patriotic songs competition at Jawahar Navodaya Vidyalaya, Surankote today.

The aim of the competition was to promote nationalism and instill the qualities and values expected of a true Indian in the young hearts of students of Surankot.

Teams from 12 schools from various parts of Surankote tehsil participated. Maj. Gen G D Bakshi, General Officer Commanding (GoC) Romeo Force graced the occasion as the chief guest. Other dignitaries who were present including officiating commanders, Surankote and Mendhar sectors Rashtriya Riffles, D C Poonch, Tehsildar Surankote, DSP Surankote, ZEO Surankote, ZEO Bafliaz, BMO Surankote and prominent citizens of Surankote.

While the participants mesmerised the audience with the melodious patriotic songs, the enthusiasm evident from their glowing faces was indicative of their strong desire to shun the path of terrorism and march ahead with pride on the road of prosperity.

Parents of the participants and other prominent citizens echoed the sentiments of their children by openly speaking out against the so-called ‘Jehadis’ who had pushed this area towards the path of doom.

While acknowledging that the internal security situation in the area had witnessed a marked improvement over the past two years, they also thanked the armed forces and the civil administration for their continued joint efforts to ensure the successful implementation of development projects in the area.

Irate villagers of Shapki block National Highway

KATHUA, Oct 28: The irate villagers of Shapki today blocked the Jammu, Pathankote National Highway near Chadwal to protest against the water scarcity in the area.

Over 250 strong protestants including a seizable number of women assembled on National Highway at 1,000 hours this morning and squatted on the road to block the movement of the vehicular traffic.

The slogan shouting mob alleged that they were facing the scarcity of drinking water for last two months as the authorities of Public Health Engineering (PHE) have completely failed to restore the local tube well in the village.

The protesting villagers did not allow even a single vehicle to move from either side upto 1200 hours. There was a huge jam of vehicles upto 10 kilometers on the Highway.

However the demonstrators left the blockade on the assurance of senior revenue and police officers that all efforts will be made to restore the tube well in the village. They also assured the agitating people that the villagers will be supplied water through tankers till the tube well is restored.

249 female driven vehicles challaned by special team

JAMMU, Oct 28: In a special drive launched on the direction of SSP Traffic, a team headed by Inspector Anita Chopra has challaned 249 female driven vehicles (two-wheeler and four-wheeler) in the city.

The team, which is comprised of four constables (including two female), realised compound to the tune of Rs 28,750 under the provisions of MV Act in this week-long campaign. In addition, 49 cases were referred to Traffic Courts for challan.

The special team was constituted in order to take the cognizance against the females drivers on various city roads without wearing crash helmets and without possessing relevant documents under Motor Vehicle Act. This move, according to a handout issued by the Traffic Police Jammu, was started after realising that the traffic staff was reluctant to take the cognizance against the female drivers.

The aim was to educate female drivers about traffic rules and ensure that they don’t drive vehicles without complying the provisions of wearing crash helmets and obtaining valid driving license, the handout added.

It further said that more such drives would continue in near future so that the traffic discipline is inculcated among the female drivers especially school and college going students.

Principals express shock over junior’s promotion

SRINAGAR, Oct 28: College Principals Forum (Kashmir wing) has expressed its resentment on the promotion of a junior principal to the post of Director of Colleges.

In a statement issued here today, the Forum said that the officer had been promoted to the post was junior to sixteen other principals. "The principals consider it a grave act of injustice, which goes against all the norms of justice and fairplay," the statement said.

According to this statement, in a meeting, the members of Forum demanded the wrong done should be rectified so that justice prevails. "The wrong done should be rectified so that justice prevails and the confidence of principals in the fairness of the dispensation is restored," it said.

The Forum also expressed its shock and resentment on the unbecoming and an unsuitable posting of the Director Colleges, Dr Muzaffar Ahmed Khan.
