Welfare
State
Sir,
The
transition of the State from autocracy to
democracy and 'welfare' now so much in
evidence is a fact of historical
struggles and sacrifices of the people.
Democracy is a people's Govt. It is by
the people and so ipso facto for their
welfare! Welfare postulates provision of
the means of earning livelihood and
necessary amenities of life refreshed
with a modicum of enjoyments. Modern
Govts have means and powers to ensure and
provide for the well-being and happy life
of the people. The human and natural
resources of the State are harnessed and
exploited by the Govt for better life of
the people catering to their basic needs,
comforts, luxuries, enjoyments and
amusements. The Govt. controls, regulates
and also subsidizes industry,
agriculture, trade, commerce, business,
imports, exports. It also resorts to
investments, borrowings, banking,
Insurance for development of economy.
Other enterprises, public undertakings,
taxes, levies, price controls etc are
also instituted besides check on black
marketing, hoardings & other
mal-practices so as to ensure the welfare
of the people. The Govt have a vast
net-work of services and systems to
provide for peoples and country's safety
& security besides dealing with the
international community and states. For
the well being of the people there is the
Govt administration and its various
deptts and agencies to provide water,
electricity, transport, education,
health, law, order Justice, internal and
external security etc to people to be
enabled to learn, earn live and develop
with full protection of law peacefully.
Govt. of the welfare state is duty bound
to provide employment through its plan
and non plan ventures, developmental
investments, expenditures besides
assistance in the private productive
sector, exporting cheap know-how and
labour to developed, under-developed and
developing countries through joint
ventures exporting man power.
Unfortunately massive investments of the
Govt. under its five year plans have not
yield commensurate returns. Much of the
plan and non plan developmental
expenditure money has been eaten up by
massive corruption. This evil has even
worsly tainted and criminalised peoples
representatives and democratic ministers.
Political parties out of power befool the
electorate assuring them of honest and
crime free Govt. Their false ethics cause
distrust, disgust and dis-illusion to
voters with such govts and their
political parties. No abilis work with
voters when a Prime Minister of a country
admits such "Compulsion" to
take corrupt and criminals as Ministers
in Govt to keep "BJP out of Power!
This is a confessional case of
"Politics of opportunism" of
the UPA govt" does not carry
conviction with people. Example is better
than precept. Let Govts create a
ministry/Deptt or the CBIs be made
independent of the Executive directly
under Parliament to eradicate corruption!
Only clean Govts can usher in
"Welfare State".
