call for doctors

Refer news
item "Mufti urges migrated doctors
to come back" published in the Daily
Excelsior on Oct 15, 2004.
While
addressing the gathering on the occasion
of annual day function of GMC Srinagar,
the Chief Minister made a fervent appeal
to the doctors who left the state for the
other countries. If I may not be wrong,
the Chief Minister made this appeal
several times. The intentions of the
Chief Minister are good. By asking them
to return to their native place, he wants
to improve the medical scenario of the
state, particularly in rural areas. But
before considering the CM's appeal, the
doctors may think twice, keeping the
political and economic unrest in the
state. Not only that, they will keep the
factor of posting and promotions in the
mind. Almost every body knows that
transfers are made as per the whims and
caprices of the ministers bureaucrats and
the influential people. The blue eyed
boys receive a privileged treatment while
others are treated with contempt.
Sometime back, the appointment of
assistant surgeons raised hue and cry
from all sections of the society. This
coupled with other factors created a bad
notion of the state in the minds of
doctors.
Unless,
the whole administrative set up is
overhauled, it is not expected that any
one may return.

Delay
in COLA
Sir,
Althrough
the State Government has released the due
COLA in favour of Public Sector Employees
with effect from 1. 1. 1999 to 1.1.2003,
but till date no payment has been made/
disbursed to the workers, with the result
a strong resentment has developed in the
minds of PSU employees. The market prices
since 1999 have increased manifold and
this situation has resulted in the
economic snag and financial disaster for
the PSU employees because of non payment
of COLA by the respective organisations.
It is the duty of the governing bodies to
look after its masses and provide them
equal treatment, right and benefits. The
discrimination leads to unrest and
resentment, which can badly tell upon the
health of any Public Sector Unit and
State as a whole.
Hence the
authorities at the helm of affairs are
humbly requested to ensure early
disbursement of COLA to PSU workers as
per the notification already issued in
this behalf, so that the discrimination
and injustice is removed.

interaction with Pak scribes
Sir,
This is
with reference to the news item
"migrants ire at Pak
journalists" dated 5th October, 2004
and related news item dated 10th October,
2004 in your esteemed news paper. It is
gratifying to note that the response of
the Kashmiri Pandit Community to the
Pakistan journalists delegation exhibited
unanimity in regard to the Kashmir
problem the demand of homeland. The
Pandits, true to their cultural
traditions, extended their courtesy to
the vision delegation notwithstanding the
role of Pakistan in extending help and
support to the Islamic fundamentalist and
terrorist movement in Kashmir and their
sympathisers for genocide, ethnic
cleansing and exodus of Kashmiri Pandits.
We also
derive satisfaction from the response of
the Kashmiri Pandits to the questions of
the Pak Press journalists at Muthi Camp,
Jammu. The presentation made by the
delegation of the Panun Kashmir Movement
(PKM) led by its President Ashwani Kumar
Chrungoo in describing the plight of the
displaced people, without mincing words,
is commendable. The interaction of the
Pak Media delegation with the Kashmiri
Pandits led this delegation to
acknowledge that "the homeland
demand is an overwhelming sentiment among
the community (Kashmiri Pandits )".
The statement of the General Secretary of
the SAFMA, Pakistan that "they will
play their role in conveying the plight
of the Kashmiri Pandits" should be
acknowledged as a good gesture keeping
into view the journalistic ethics. The
presentation of the document-book 'Kashmir
Documentation : Pandits in exile'
along with the other papers regarding
Human Rights Summit of South Asia Region
by the PKM is bound to educate and
present true picture about Kashmir and
Kashmiri Pandits to the people of South
Asia Region and the world especially the
people of Pakistan. The issue of Sharda
temple has also been taken during the
discussion, is also reassuring.
The
political developments reaffirm the faith
of the K.P. community in the demand for a
separate homeland for the Kashmiri
Pandits in the Valley. This is the only
way to ensure safe and honourable
resettlement of the Pandit Community in
the Valley of Kashmir so that the progeny
and the future generations of the
Kashmiri Hindus are neither put to
servitude nor subjected to genocide,
ethnic cleansing, cultural onslaught,
exodus and exile in future.
