FMD Baramulla employees all set
to resume Excelsior Correspondent SRINAGAR, Oct 15: After staying idle for more than 18 years the employees of Flood Mechanical Division (FMD) Baramulla, are all set to work again. Courtesy: the decision of the present coalition government to make the FMD functional after making a fresh investment in reviving the decaying machinery available with the Department. Senior officials in the FMD say that machinery worth rupees 70 cr is rusting, as there is no work to be done. Besides, more than 200 employees of the division are getting their salaries without doing any work. The machinery, which is presently available with the department, includes two dredges, two dozers, one crane and one excavator, besides other relevant machinery. According to conservative estimates-if the machinery and the staff available with the FMD are put to work, the department can earn an amount of Rs 10,000 as revenue per working hour." FMD is one of the few engineering departments, which can generate revenue for the government. If the government is serious and exploits the department to its full potential we can provide revenue worth crores," says an official of the department requesting anonymity. To start with the FMD has asked for a sanction of Rs 582.50 lacs for repairing the machines, which have been rusting from the last 15 years. The department has initially asked for a release of Rs 39.50 lacs under the first phase out of the total amount needed for repair work. "We are waiting for the approval from the Finance Ministry so that the FMD starts work at an earliest," says Qazi Mohammed Afzal, Minister for Public Health Engineering. " The plan has already been approved and it is a matter of only a few months when FMD will see its revival," adds the Minister. The FMD was allotted dredging of River Jehlum from Seer to Khadinayar in Baramulla. The department deployed heavy machinery in 1962 to carry out the work. But after a period of more than 20 years work on the project was stopped in1986. Insiders in the department say that work was stopped ignoring the fact that dreading is vital for the survival of the Kashmir Valley. Experts believe that the deposits in the river can cause a heavy damage, as the valley is prone to floods. These experts opine that under no circumstances can excavations work be stopped as water bearing capacity of river Jehlum can see a tremendous reduction and this according to them can prove to be detrimental for the whole Kashmir Valley. According to officials in the Irrigation department dredging work done by the FMD-using machinery-was stopped for other reasons also. These officials allege that excavations was stopped to please a lobby of engineers who had developed a vested interest in manual de-siltation. Officials also point out that records about manual operation were tempered with, which resulted in many engineers making hefty amounts. Officials of the FMD also admit that the stoppage of the dredging process gave way for continuos floods in valley during the last decade in addition to a revenue loss-because no sale of sand earth excavated by way of dredging could take place. Officials also admit that the machinery available with the FMD if used for dredging can excavate 3700 cubic feet of sand per hour. The sand if put to sale can fetch a revenue of Rs 18000 to the FMD. Officials say that the machinery used for dredging and excavation can be run on an hourly expenditure of about Rs 5000 only, thus the provision of earning profit from the excavation is quite high. |
