Governor calls for exposure to
management scholars Excelsior Correspondent KATRA, Oct 13: Governor Lt. General (Retd) S.K. Sinha today called for greater exposure to management scholars in military environment and said the upcoming Shri Mata Vaishno Devi University (SMVDU) will take lead in this sphere. Delivering a lecture on "management in military and Industry" to the first batch of Management Sciences and Information Technology courses at SMVDU campus near here this morning, the Governor said some sort of arrangement will have to be worked out with the college of Defence management for ensuring visiting faculty to achieve the objective. General Sinha, who is also the chancellor of the university, became the second top dignitary after President APJ Abdul Kalam to take the class. President Kalam had delivered the historic first lecture on the inauguration of the varsity on August 19. The Governor said that imparting lectures on defence spheres would add up military angle in the management courses. He said the military can make use of managers as consultants and advisors. The Governor said that the Nation has set an ambitious agenda of becoming a major economic power and extracted the budding management scholars to contribute in realizing the vision 2020 of making India a developed nation. He said management should be based on higher values as ethics is very important for credible business. He said it is incumbent upon management to ensure that the gains of economy percolate down to poor. In his 75-minute lecture, the Governor touched key aspects of management in military and industry, modern trends in management, factors affecting management and leaders and managers. Admitting with humility that he was not a qualified academician to teach scholars, but given his long years in service and public life besides experience, General Sinha said that he will try to come up to the expectations of the students. In pin drop silence with students putting down notes, the Governor elaborated. The Governor said that the technique of management and leadership developed in the Army for centuries provided a role model for the Industry to be adopted with suitable modifications to suit its requirements. He said similarity between military and corporate sector comes into focus when one takes note of the various stages of functioning of the two. The military bases its plans on the basis of its perception of threats while industry does so on its perception of peoples needs. The opponent in the case of military is the enemy who threatens national security but in the case industry it is the rival who may undercut its existence. This contest for the military takes place on the battlefield and in the case of the industry, it is in the market place. The objective of the military is victory and the guiding factor for the industry is profit, he added. The Governor said that another area of similarity between the Army and the industry is the scope for career advancement in both these sectors. It was said that the French Revolution that every Private had a Field Marshals baton in his knapsack. Napoleons Marshals had risen from the lowest rank. The British did not experience a Revolution as such, yet in their Army there were two instances of a private rising to the rank of Field Marshal-Robertson and Slim. In the Indian Army also we have had instances of individuals from the lowest rank rising to the rank of General Gurbachan Singh, the Army Commander in Jammu and Kashmir had risen from the rank of Sepoy. Similarly in the Industry we have several instances of rags to riches. Lord Nuffield rose from a puncture repairer to a leading industrialist of Britain of his time. Similarly, we in India had our Dhirbhai Ambani and Oberoi, he maintained. "There is an imperative need for the guiding hand of a leader in any collective human endeavour. A group of men without a leader is like a ship without a rudder. Nepoleon once said that any an army of lions led by a sheep cannot ensure victory but an army of sheep led by a lion can do so. The best description of the qualities of a leader that I have come across were the famous words spoken 5000 years ago, by a 116 year old warrior, lying on a bed of arrows, awaiting his end. After the battle of Kurukshetra, Lord Krishna took the Pandav brothers to Bhishma, the Kaurav Commander-in-Chief, to hear his words of wisdom. In his long dissertation, Bhishma emphasized the three qualities of a leader. First the conduct of a leader at all times must be above reproach. He must exercise self-restraint, control his passions and act in a righteous manner. Secndar, the leader must subordinate his own interest to the interest of the cause he is serving and to the welfare of the men he is leading. Third, a leader must not be too indulgent, otherwise his men will tend to disregard him. At the same time he must not be too harsh, otherwise that will spread unhappiness and adversely affect his men in attaining the goal desired by the leader. These are very wise words indeed for a leader to follow in all walks of life. The responsibility of a military leader is very great, as in no other walk of life, a leader is required to lead his men to death", the Governor said. Vice Chancellor, SMVDU, Prof Amitabh Mattoo welcomed the Governor in the classroom and said it was yet another historic moment for the first batch to hear General Sinha delivering on a very important topic. Tax evasion bid foiled, goods seized Excelsior Correspondent JAMMU, Oct 13: Vigilance and Inspection wing of Sales Tax Department seized goods worth Rs 1,39,225 and realised Rs 50189 as penalty from the evaders. The teams of ST during surprise checking of vehicles, laid a nakka at Bari Brahmana during wee hours today and found that PVC water tanks and mustard oil were being transported by the tax evaders without any documents as specified in the J&K GST Act 1962. These goods were being carried in the two different Tata pick up vans. A truck bearing No. HR-58/ 2512 was also intercepted carrying the Fire crackers , suspected to be undervaluation. After physical check of the vehicle, it was found to be undervalued for Rs 40,000. These good worth Rs 1.39 lakh were seized and an amount of Rs 50189 was realised from the tax evaders for offences committed by them under the different sections of the Act. The realised amount included Rs 3000 fine which was recovered from the driver of the Video coach bearing No. PB-23D-1097 who tried to flee the spot. An amount of Rs 38,273 was also realised from checking of vehicles enroute during last week. Dy Sales Tax Commission, Jammu Bashir Ahmed Saraf was heading the vigilance team. |
Rs 20,000 realised as fine, 5 vehicles seized in Rajouri Excelsior Correspondent RAJOURI, Oct 13: Rs 20,000 were recovered on spot fine by the Transport Department and Rajouri Police who conducted a surprise checking of the vehicles at Darhali and Thana Road here, today. The checking parties were led by ARTO Rajouri, Ashwani Khajuria and SHO Sajjad Khan. The documents of 110 vehicles on the route were checked. Out of which the RCs of 50 vehicles were seized. Besides five vehicles were seized under Section 207 of MVD Act. The surprise check was conducted on the complaints received by the ARTO Rajouri from the people that a large number of vehicles were plying on the route without valid documents. Taking strong exception to violation of the traffic rules the ARTO conducted a surprise checking today. Meanwhile, Mr Khajuria warned the transporters of strict action violating the MVD Act. He said no vehicle will be allowed to ply on any route in the district without the valid documents including the RC. He also sought the cooperation of people in this regard. |

Interactive session on VAT held Excelsior Correspondent JAMMU, Oct 13: An interactive session on Value Added Tax (VAT) was held with the Sales Tax Bar Association Jammu in the Excise and Taxation Complex here, the other day. The Interactive session was organised by VAT Cell of the Tax Planning Wing of Sales Tax Department. Dwelling at length on the Salient features of VAT R K Koul, Deputy Commissioner, Sales Tax (Tax Planning), Incharge VAT explained how the new tax regime which is to be introduced throughout the country from April 1 next year scores over the present Sales Tax system. Giving details about the new tax regime, Mr Koul said that the elements of fairness simplicity and transparency make VAT really trader and customer friendly. He said that VAT will provide relief to small and marginal traders and the "self assessment " mechanism under it will provide the much needed relief to the trading fraternity from the "Inspector Raj". The members of the Sales Tax Bar Association Jammu evinced keen interest and raised a number of queries about the new tax regime which were promptly responded to by Mr Koul. Allaying fears and apprehensions of the ST Bar Association, Mr Koul said that VAT was presently in vogue in 160 countries around the world and covered nearly 75 percent of the worlds population and all our neighboring countries viz. Pakistan, China, Bangladesh, Sri Lanka and Nepal have introduced this system. V K Grover, president Sales Tax, Bar Association, Jammu thanked the authorities of the ST Department for organizing the inter-active session and expressed the hope that in future too such interactive sessions would be organised to spread the awareness about the VAT. back-burner during Pak Excelsior Correspondent JAMMU, Oct 13: Criticising the organisors of the Pakistani journalists visit to the Jammu and Kashmir for not allowing them to meet with the Pakistan-occupied-Kashmir (PoK) refugees, SOSan international organisation of PoK refugees today said that the visit was arranged in such a way that it conveyed to the visiting scribes that only Kashmiri Pandits and Kashmiri Muslims are the sufferers. The non-issues became the prime issues and the real one was put to back-burner under a well-planned conspiracy and the opportunity which had come after 57 years for the PoK refugees was snatched, said president of the Organisation Rajiv Chuni while talking to media-persons here. "The Pakistani scribes were taken to Kashmiri migrants camp and allowed to meet cross sections of Kashmiri Muslims but it was disappointing and disgusting that they were not allowed to interact with PoK refugees, who are the worst sufferers", he said, adding "the visiting scribes returned without assessing the ground realities, which was the main purpose of their visit". He further said that PoK refugees were not expecting too much from the Pakistani journalists visit to the State and added that the happenings and statements during Pakistani scribes visit would have some deep implications. "We could only hand-over a questionnaire to all the scribes and we dont know whether they would taken the same seriously or not", he said. Mr Chuni sought to know from the organisors that why PoK refugees were not allowed to meet Pakistani scribes despite the fact that there could not be a more glaring example of human rights violation than of PoK refugees. "What to speak of PoK refugees settlement in Valley, Kashmiri rulers even didnt allow them to settle in Jammu which is evident from the fact that the directions of the State High Court with regard to giving of ownership right to these refugees over the evacuee property they have been possessing and relief at par with KPs have not been complied with", he said and disclosed that PoK refugees have filed contempt proceedings against the State Government in this regard. Pointing towards the talks about conversion of Line of Control into International Border, he said "such talks are expressions of what is simmering inside the Government circles of two countries", "but before taking any decision about PoK we should be consulted". |

other hospitals Excelsior Correspondent JAMMU, Oct 13: Health and Medical Education Minister Suman Bhagat today ordered suspension of three doctors in Bishnah hospital and attachment of Block Medical Officer Samba to the office of Director Health Services. During surprise check of Community Health Centre, Bishnah, Mrs Bhagat inspected outdoor and indoor patient department. She also inspected medical store. Three doctors, who were found absent from duty, have been placed under suspension. They are Dr Munaza, Dr Ratika and Dr Neeraj. Dr Kamal was fined Rs 500 for not using name plate. She was accompanied by MLA Bishnah Ashwani Sharma and PCC (I) general secretary Darshan Raina. Director Health Service Dr Kailash Kohli, on the directions of the Minister, visited Sub District Hospital, Samba along with CMO Vijay Gupta. He ordered attachment of BMO Samba Ashok Verma to his office. A store keeper Chaman Lal was fined Rs 100. Pharmacist Rajinder Kumar was fined Rs 100 while two safai karamcharis George Masih and Ravi Masih were fined one days salary. A Junior Accounts Assistant was also fined Rs 100. Earlier in the morning, Mrs Bhagat visited Medical College hospital, CD hospital, Dental hospital, Eye hospital and newly constructed building for eye hospital, their operation theatres and OPD to have on spot assessment of accommodation in the hospital to provide suitable accommodation to the newly created Cardiology and Theuro Surgery departments. She also inspected Cath Lab and inter-acted with the patients. She instructed GMC Principal Dr H L Goswami to work out requirement of Cardiology, Theuro Surgery, Eye and Dental department so that a decision is taken to provide required accommodation to each department. She was accompanied by Dr H L Goswamy, Principal GMC, Dr Goutam Mengi, Principal Dental College, Dr Manoj Chalotra, Medical Superintendent GMC and other Superintendents of the hospitals. |

posting in private school Excelsior Correspondent JAMMU, Oct 13: Education Minister Harshdev Singh today ordered a high level inquiry into the reports that a Rehbar-e-Taleem (ReT) teacher was transferred to a private school in Poonch district. Mr Singh told the Excelsior that Director School Education Hridesh Kumar has been appointed the Inquiry Officer. He has been asked to complete the inquiry within three days and submit a detailed report. "Negligence on the part of Government officers will not be tolerated at any cost", the Education Minister said, adding appropriate action will be taken after the receipt of the inquiry report. |
Vaishno Devi Shrine emerges
as international Excelsior Correspondent KATRA, Oct 13: Governor Lt Gen. (Retd) S. K Sinha said that the Mata Vaishno Devi Shrine to Jammu and Kashmir has emerged as an international pilgrimage with annual influx touching 5.5 billions. Releasing a postal stamp on Mata Vaishno Devi along with a greeting card here this afternoon, the Governor said that facilities have been upgraded on modern lines to provide comforts and facilities to devotees. Use of modern communication network will help drawing people from all over the world, he added. "Every time I come here; I get overwhelmed to see the progress on infrastructural development going on encouragingly with the blessings of Mata", he added. The Governor who is also the chairman of Shri Mata Vaishno Devi Shrine Board and Shri Amarnath Shrine Board said that equally good facilities would be created for Shri Amarnath yatra in south Kashmir and some of these would start coming up from next year. Referring to the launch of on line yatra slips and donors card, the governor said these facilities will enable increased pilgrims inflow and also provide easy access to devotees for making booking etc. he said recently inaugurated Trikuta Bhawan has been a great attraction for pilgrims which is evident from its full occupancy. He announced that a similar Bhawan would be constructed for such devotees who cannot afford minimum rental for accommodation. The Governor complemented the Post Manager General, J&K Circle for ensuring effective distribution of Prasad through speed post and postal services in Katra. he said that postal distribution of Prasad will satiate the spiritual thrust of devotees allover the country. He had also a word of praise of Chief Executive Officer and Additional Chief Executive Officer and Shri Mata Vaishno Devi Shrine Board for their relentless efforts in improving infrastructure and related facilities for pilgrims at Katra and various points of the pilgrimage. He said innovative ideas and use of latest technology would add up to the comfort of pilgrims seeking divine blessings of Mata. Post Master General S. Sawant said the special greeting card on Mata Vaishno Devi will be available at the Bhawan, Katra and some Post Office at Jammu. he said the release of Postal Stamp has been a part of celebration of postal week at international level and completion of 150 years of Indian Postal Services. Forest Corporation employees hold pen-down strike Excelsior Correspondent JAMMU, Oct 13: On the joint call of All J&K State Forest Corporation Union the working in all the offices of the SFC remained paralyzed on the first day of the pen down strike today. Protest demonstrations were held at the headquarters of each region in which the speakers strongly criticised the Government for stoppage of COLA (Cost of Living Allowance) slabs, which were released and approved by Board of Director in its meeting held on May 26, 2004 and June 14, 2004. They strongly resented the step motherly treatment meted out to SFC employees at the hands of the Government, despite the fact that the State High Court has already directed the Government for releasing the due COLA in favour of employees. In the demonstrations held at Srinagar and Jammu headquarters the rigid attitude of the Government was strongly resented and the Forest Minister was requested to intervene personally. The employees of both the provinces were congratulated by the president Bashir Ahmed Bhat for up-keeping the unity and making the strike call successful. The Government was once again warned to implement decision of Board of Directors as well as High Court orders immediately otherwise the strike of employees would be intensified and employees may come on the streets in support of their demands. Senior trade union leader of SFC Suresh Sharma while addressing a demonstration at Jammu lambasted the SFC management for maintaining criminal silence over non-release of COLA, due to which every employee is suffering a loss between Rs 1000 to Rs 3000 per month. Mrs C K Sudan, SFC Employees Union president appealed the chairman of the Corporation to order immediate release of COLA. Other demands projected by SFC employees at Srinagar and Jammu pertained to time bound promotion, diversification of working of the Corporation, which is need of the hour and uniform to the employees etc. It was resolved that the strike shall continue tomorrow also and in case the Government did not respond, the employees of SFC may come on the roads. Meanwhile SFC Employees Union, Chenab Valley in a meeting under the chairmanship of president M A Siddique decided to observe one day pen down strike on October 15 in support of the call given by PSU Employees of Kashmir valley. |
Religious function held at Hanuman Temple Manda Excelsior Correspondent JAMMU, Oct 13: A large number of devotees today thronged the Hanuman Temple at Manda near here to participate in the religious function . The function was organised by Mahant Shub Narayan Dass. Besides the Pooja Archana in praise of Lord Hanuman a prayer meeting was also held in the Temple on the occasion for peace, brotherhood and prosperity of the state and country. Among the prominent persons who participated in the function include Vishwa Hindu Parishad J&K unit chief , Dr Rama Kant Dubey, Sanatan Dharam Sabha chief, Jammu, Darni Dharan Sharma, and president of the Kranti Kari Brahmin Sabha, Inderjit Khajuria. Addressing the function the religious scholars made an appeal to the secessionists in Kashmir to stop violence and enter the national mainstream. They said the people of the state have suffered a lot in the 15 year long turmoil and except destruction the gun culture has given nothing to the state. They also asked the secessionist elements to learn a lesson from Pakistan where the terrorists have attacked mosques and killed people during the prayers. Pakistan is itself now fed up of fundamentalism and terrorism and has launched an offensive to contain it. The speakers said it is high time for the terrorists in Kashmir to shun the violence and work for the betterment and progress of J&K state. The devotees were served prasad after the Pooja Archana. |
JK Medical Employees Federation
threatens Excelsior Correspondent JAMMU, Oct 13: Express strong reservations over Government order regarding dress code for medical employees, Jammu Kashmir Medical Employees Federation has threatened to paralyse work in the hospitals if the controversial dress code order is not withdrawan immediately. The warning was issued during an emergent meeting of the Federation members, held here today, under the chairmanship of Sushel Sudan, general secretary of JKMEF. The meet observed that the dress code was discriminatory and the Government should concentrate more on the efficiency of work, good services to the patients and supply of medicines to needy patients. Moreover no such dress code has been imposed any where in India, added the members. According to the Government order number 283-HME of 2004, different categories of medical employees have been asked to bear particular dress, specified for the category. The meet was also informed that the Federation had also decided to meet the minister concerned and Commissioner in this regard while a team of the Federation, led by its president Kulbhushan Singh Chouhan, had already left for Srinagar to discuss the issue with their counterparts there and chalk out an action plan in case the order was not withdrawn. |
SBI takes possession of Sudershan Saw Mills Excelsior Correspondent UDHAMPUR, Oct 13: State Bank of India, Udhampur branch, today took the physical possession of property including stocks etc mortgaged in account of M/s New Sudershan Kumar Saw Mills and Wooden Furniture House located at National Highway near T B Hospital Udhampur under the provisions of various sections of Securitisation Act 2002. The possession of the possession of the properties was taken over under the dynamic leadership of Samir Saran DGM and able guidance of Arun Aggarwal, AGM of SBI. The party had defaulted in a sum of Rs 12 lakh approximately and was served a 60 days demand notice. The bank authorities sealed the mortgaged and hypothecated properties to secure its rights. K S Jamwal, Chief Manager of the Bank and authorised officer of the case advised other defaulters also to repay their debts. |

The play symbolizes the half truths of the problem and the way our so-called representatives of the society see to these through their eyes and even try to solve without going into the depths of the issues. The play highlights the political scenario of our country and the way the leaders adopt different strategies to solve political conflicts, seeing it through their tinted glasses. Difference of political ideologies are brought to the fore and the one daring to expose the network meets a blowing threat or death. Freshers of Natrang performed well under the direction of Balwant Thakur. Pawan Verma as narrator representing the intellectual community of the country superbly invoked the feelings of the art connoisseurs and intellectuals who witnessed the performance. Dimple Sharma, Deepak Virdhi, Gaurav Trayal, Kamaljeet Kaur and Rahul Chanda enamoured the audience with their roles as the blinds. Neeraj Kant deserved praise as assistant director and also designer of the play. Kanhaiya Sharma executed costumes and props of the play designed by Sanjeev Gupta. Suraj Singh excellently composed the music. Credit also goes to Mohit Sharma, Parul Mangotra and Mukta Passi for off-stage management.
