stopped development works launched Excelsior Correspondent JAMMU, Oct 6: Stressing the need for strengthening the forces of nationalism and saving democracy , the former Union Minister of State for Defence Prof Chaman Lal Gupta said that Congress was operating under a dynasty and its fellow travellers are posing a serious threat to all the set norms and the constitution. Addressing election meetings at Nazala Chak in Akhnoor constituency in favour of Party candidate Ram Saroop, Prof Gupta said that Parliament has adopted for limiting the size of the ministries to check wastage of public funds by putting brakes on the greed of power crazy politicians but in Jammu and Kashmir the constitution is being over looked on the plea of special status. It strange to note that poor daily wagers and consolidated employees are being denied their emoluments on the plea of paucity of funds but crores are being drained on the luxury of certain politicians by having a brigade sized ministry. Referring to the problem of unemployment, the BJP leader said that coalition government has no plans to absorb youths and remove their sufferings. They continued to misuse the huge central funds which are ment for various development works. Akhnoor to witness tough contest By Dinesh Manhotra AKHNOOR, Oct 6: Akhnoor Ass-embly segment may witness a tough electoral battle in the coming bi-elections , as there are 13 candidates in fray and the main fight is between four major contestants, who have been utilising their all might to surge ahead. National Conference candidate Baldev Singh Bhau and Kuldeep Raj Sharma of Shakti Dal are also in fray for this by-election and may make a difference in the election on October 13. Although the Akhnoor constituency has emerged as citadel of Congress for the last one decade, party candidate Sham Lal Sharma has been facing a tough fight from rebel party candidate Govind Ram Sharma, who has been contesting as independent candidate, Ram Saroop Sharma of Bharatiya Janta Party (BJP) and Dr Gafoor Ahmed of Bahujan Samaj Party (BSP). Besides, Congress candidate has also been confronting with infighting within the party. Govind Ram Sharma has won this seat twice while as BJP candidate Ram Saroop Sharma lost elections in 1996 by a narrow margin of 232 votes. As far as BSP candidate Dr Gafoor is concerned, he is also emerging as a strong contender. Prestige of Lok Sabha member, Madan Lal Sharma is at stake as his brother Sham Lal Sharma is contesting from Akhnoor seat. Sham, who has first time joined electoral battle, is not naive in politics. He used to coordinate elections of his elder brother apart from actively participating in the activities of the Congress party. Sham Lal is banking on development works initiated by his elder brother as Minister of Roads and Buildings. "Development of this constituency is our poll plank", said Congress candidate and promised to develop Akhnoor as a model constituency. Madan Lal Sharma had won this seat in last Assembly elections by a small margin. He had to quit the seat after he won Lok Sabha elections. Govind Ram Sharma, who had represented this constituency twice, is asking for people support in the name of development works initiated by him during his tenure as MLA as well as Minister. "I have done a lot for the development and upliftment of the constituency. Voters of this constituency cannot forget my works", he claimed. Govind Ram has raked up the local candidate issue to put Sham Lal on backfoot. Before filing his nomination papers as independent candidate, he made it clear that had Congress given mandate to local candidate he would support him whole heartily rather than contesting as independent. But the supporters of Congress candidate have categorically rejected the allegation of being outsider. "All the contesting candidates have their houses in Jammu. Govind Ram Sharma has four houses in Jammu", said a Congress supporter and added that it is Govind Ram who is an outsider. Govind Rams rivals have been dubbing him as turn coat. "What is the standing of that man who usually changes parties like any thing", asked a vice-president of BSP Tulsi Dass Langeh. It is most crucial battle for Govind Ram, rather it is a battle for political survival for him. In 1987 Assembly elections Govind had won this seat as independent candidate while in 1996 he emerged victorious as National Conference candidate. BSP candidate, Dr Gafoor Ahmed, who secured about 10,000 votes in 2002 Assembly elections, this time leaving no stone unturned. BSP, which had completed ground work much before other parties, is fighting the battle with full force. So serious is the BSP for this election that partys national president and former Chief Minister of Uttar Pradesh Mayawati came all the way from Lucknow to address a public meeting in support of Dr Gafoor. While other political parties facing dearth of leaders for this by-elections, Mayawatis visit has boosted morale of the BSP cadre. Although the party claims to get large chunk of votes of Upper Castes, BSP is largely depending upon about 30,000 votes of SC,ST, OBC and minorities. BJP candidate Ram Saroop Sharma is a grass root worker of the party. Unlike previous elections, this type BJP has jointly fighting the electoral battle and senior leaders have been campaigning in far-flung areas of constituency. Raking up the issue of under-development, BJP candidate has been shifting blame on both Madan Lal Sharma and Govind Ram Sharma for backward of this constituency. Mr Sharma, who had lost 1996 Assembly elections just by 232 votes, is claiming that he is the only choice before the voters. With total votes touching 90,000 and 87 polling stations, veteran Congress leader Dharam Pal Sharma had won this seat for four straight times in 1967, 1972, 1977 and 1983 Assembly elections. In 1987 and 1996 elections, Govind Ram Sharma had won election from this seat. In 2002 Assembly elections, Madan Lal Sharma defeated Govind Ram, who had contested as NC candidate. |
