JAMMU, Oct 4: Calling upon trading communities of both India and Pakistan to exert pressure on their respective governments to protect their interests, general secretary of the South Asia Free Press Association (SAFMA) and eminent Pakistani journalist, Imtiaz Alam today regretted that business community of South Asia has miserably failed to emerge as Class.
“Unlike other parts of the world, business community of South Asia has failed to create any lobby among the decision making bodies”, Mr Alam said while addressing a reception organised by the Jammu Chamber of Commerce and Industry in honour of visiting delegation of the Pakistani scribes.
“Business community of this sub-continent has failed to exert any pressure on their respective governments as it has failed to work as a Class”, he opined and called upon the business community of both the countries to jointly face international competition. “As far as trade is concern there is little competition among trading classes of both India and Pakistan so they should jointly face the challenge”, he advocated.
Stressing on the need of exploiting regional similarities, SAFMA general secretary said that business community of South Asia should emerge as regional group to negotiate terms at international market. He said that signing of South Asia Free Trade Association (SAFTA) in the last convention of South Asian Association for Regional Cooperation (SAARC) will prove as turning point in strengthening trade relations between countries of this region. He further stressed on the need of initiating steps like creation of South Asian Banks and laying of trans regional gas pipe lines.
Mr Alam appreciated joint statement issued by Prime Minister Dr Manmohan Singh and Pakistani President General Parvez Musharraf in New York in which it was decided to take some more Confidence Building Measures (CBMs) to further strengthen the ties.
Speaking on the occasion, K K Katyal, president of the SAFMA said that business community will take maximum benefit of improving relations between two countries. He admitted that traders were the worst victim of stand off between two countries.
Editor of the Times of India, Dalip Padgaonkar, general secretary of SAFMA Vinod Sharma, Pakistani scribes M Babur and Nusrat Javed also addressed the function and stressed on improving ties between two countries.
Speaking on the occasion, Minister of State for Consumer Affairs and Public Distribution, Raman Bhalla, who was special guest in the function, called upon visiting Pakistani journalists to take the message of secularism and brotherhood from this ‘City of Temples’.
Welcoming Pakistani scribes in the city, Mr Bhalla said that Jammu has been considered as ‘Mini India’ and this city is a symbol of brotherhood and secularism.
Before the visiting Pakistani journalists, the Minister touched the issue of proxy war and on-going terrorism in the State. Without naming any country, Mr Bhalla said that the State of Jammu and Kashmir was the worst victim of the proxy war and terrorism.
He pointed towards miserable conditions of displaced Kashmiri Pandit community and border people, who have became migrants in their own country. “Meet every sections of the society to get information of the ground realities”, he asked Pakistani journalists, adding, “only media can present real picture before the masses”.
Earlier in his welcome address, president of the Chamber of Commerce and Industries, Ram Sahai stressed on the need of improving personal as well as business relations between traders of both the countries.
“The present scenario as emerging today is an era of mutul trust and confidence building amongst two great nations, who have the potential of emerging as world’s power if both work jointly in unison”, he said, adding, “rulers of both the countries have realised futility of confrontation and enmity”. “I believe that your visit to this beautiful state will prove a mile stone for the direction of better understanding and cooperation with each other”, he hoped.
“So far as trade of our country with Pakistan is concerned we have the figures of export for the year 2002-03 in which we have exported goods worth Rs 99,773.17 lakhs at a growth of 45.27 percent from the year 1998-99 whereas the import figures from your country for the year 2002-03 is Rs 21,704.52 lakhs of rupees which is the decline of 29.72 percent from the year 1998-99 when our imports were Rs 90,219.27 lakhs of rupees in the year 1998-99 which speaks volume of our business between the two countries”, he said.
“The total trade between both of our countries has been Rs 121,477.69 lakhs with a growth of 22.01 percent. But otherwise we have a number of items which are being exported or imported indirectly through other countries which amounts to higher costs thus both of our countries are losing business because of the lack of coordination and unpleasant relationships’, he said.
Visiting Pakistani journalists along with scribes from Delhi were felicitated by the Chamber of Commerce and Industry. Besides Pakistani journalists, K K Katyal, Vinod Sharma and Pushap Saraf were honoured by the bussiness community of Jammu.

JAMMU, Oct 4: Candidly admitting that the displaced Pandits from Valley are living in the horrible and appalling conditions in the camps at Jammu, Imtiaz Alam the leader of visiting Pakistani journalists delegation said that the people of majority community in the Valley have to devise the means for their return.

Mr Alam was speaking at an interaction meeting organised by Action Committee for Return of Migrants and J&K Institute for Peace, Justice and Democracy at Hotel Asia this evening.

He said the delegation visited one of the migrant camps here this morning and we saw the conditions inwhich they are living are deplorable. .
He said even some migrants who met us showed their reluctance to return to Kashmir in the prevailing circumstances and advocated for the separate Homeland for the community in the Valley.

On the normalisation of relations between India and Pakistan and restoration of peace in Jammu and Kashmir, he said the journalists fraternity of Pakistan will play its positive role in this regard. He said “we stand for normalisation of relations between the two countries and our fraternity will try to bridge the gulf, though we have a limited role ”.

He said the people in India are fortunate enough that they are living in a free and democratic set up while we are under dictatorial rule in Pakistan.
On the growing fundamentalism in Pakistan, he said the conservative educational set up in that country is one of the causes for it. But now situation is changing there too and we are also trying to switch over to democratic set up , he added.

He however said the press is not totally controlled by the Government in Pakistan and english press and news channels are much free than the Urdu press which is conservative.

Later replying to some questions, he said we do not represent the entire press of Pakistan and can’t find answers to the volley of questions being asked in one meet alone. He reiterated that efforts by SAFMA will continue in future too for normalising the relations.

Earlier the Pak mediamen have to face volley of questions from the intellectuals, journalists and educationists who were present in the function.
Dr R L Bhat a renowned columnist made it clear that under the prevailing situation the Pandits can’t return to Valley as the Kashmiriyat of which we were talking has died down since.

He said the minorities can not feel themselves secure in the Valley today as the situation is totally different than eighties. The problem can’t be solved by passing off the real issues, he added.

Ramesh Hangloo, president, Pir Panchal sought the intervention of the visiting delegation in opening the Sharda Temple in Pak occupied Kashmir (PoK) for Hindu pilgrims. He also handed over a memorandum to Mr Alam in this regard.

Khalid Hussian a retire Civil Servant from J&K wanted to know what role the Pak media was going to play in containing the influence of increasing Madrassas and growing fundamentalism. He said they were responsible for terrorist attacks in India.

Maj Gen. (retd) R S Jamwal said that Kashmiri Pandits who belong to a rich culture and civilisation can be accommodated anywhere in this vast country but they are striving in the camps to return to their homes and hearts where from they have been forced to flee.

Ashok Braroo held the Pak media responsible for not projecting the reality about the Kashmir. He said a bad impression has been given about J&K that Muslims are facing persecution in the state which is totally wrong.

He said the J&K consists of three regions and Jammu is a Hindu majority area, while Ladakh has the majority of Buddhists and Kashmir is Muslim dominated area. But anti India bashing be media in Pakistan and making a wrong projection about the state is one of the causes for spread of terrorism.
Reenu Azad said when on one side our Government was trying a lot to restore peace and normalcy in the state the Pak media was still giving coverage to terrorism and killings which is harming the objective.
However, K K Khosa EX vice president, AIKS said the foundation of Kashmir is totally intact despite the spread of terrorism. He said Kashmir has over 5000 year old civilisation and the Kashmiriyat is still intact. The need of the hour is to set the paradigm, he added.

Speaking on the occasion, Prof Amitabh Mattoo said this initiative has proved fruitful as many points have been expressed. “This visit was not a bad idea and it will result in better understanding”, he added.

The vote of thanks was proposed by Prof. A N Sadhu who said the peace is the road to progress and prosperity and we have a goal to achieve and destination to reach. “Let us pray and hope that the people of two countries live in peace”, he added.

NABARD staff on agitation path

JAMMU, Oct 4: NABARD officers and staff are sore and agitating over the attitude of the management and the Central Government to disturb the pay parity with Reserve Bank of India with regard to pay structure, superannuation benefits and other service conditions of NABARD employees.

The NABARD Officers’ Association (NOA) and AINBEA have decided to observe country-wide strike on October 5, notice for which has already been served to the Management. These associations are also likely to intensify the agitation in the form of march to Parliament.

The pay scales and service conditions including pension of NABARD employees were on par with RBI staff ever since 1982, the year when NABARD was formed.

This was based on the assurances by then chairman, NABARD with the approval of Government of India and RBI. It has been established in various ways including four Bi-partite Settlements between NABARD management and AINBEA. Now attempts are being made to disturb this established system, a release issued by NOA and NBEA here said.

NABARD is an apex development financial institution in the field of agriculture and rural development sectors in the country.

The NABARD staff have launched a country-wide agitation against the stand of the management and the Central Government.

JAMMU, Oct 4: Panun Kashmir(PK) today appealed the visiting journalists from Pakistan to spend some time with the organisation members in Kashmir valley to have the physical evidence of the genocide.

Making this appeal at a press conference here this morning the PK chief Dr Ajay Chrangoo said this would bring them closer to the reality in Kashmir that what extent the death and destruction was brought by terrorism in the state.

He said though PK is not averse to people to people exchange between the two countries but will such tours prove fruitful as there lies a vast difference between the Pakistani civil society and ours.

He said Pakistan civil society believes in dictatorial regime and fundamentalism while the Indian state has no religion and our civil society believes in secular values and character.

He said while Pakistani civil society supports the religious concept on the name of national interest we are not ready to accept the communal and dictatorial dispensation.

He said no doubt some time the Pak civil society has to work under more difficulties but it has been observed that many times they have to support the army rule in the name of national interest.

He said I doubt that the visit can prove fruitful and the Pak civil society will be sensitive to genocide of Kashmiri Pandits as it ignored the disappearance of minorities in Pakistan.

He said during the initial campaign four and half lakh Kashmiri Pandits were thrown out under the gun. Initially a campaign has been launched to kill one and scare 10 and later they burnt our temples ‘ houses and other properties and locations, he added.

He alleged that the Kashmir Liberation war to oust our community from the Valley. If they visit Kashmir we will show them the destruction made there by the terrorists, he added.

He said the situation in the Valley at present is that entire Hindu minorities have been hounded out from the Valley by the Jehadis.

Dr Chrangoo made it clear that two things are important for normalising the relations between the two countries. One is that will the civil society of Pakistan become secular and the second is will genocide of KPs reverse permanently.

Sounding a word of caution, to India, people of the state and country and journalists fraternity, Dr M K Teng chairman Advisory Committee, said that they should think thrice that there can be no people to people contact with Pak so far the Pakistan continues to remain a supporter of terrorism and Fundamental state.

srinagar, Oct 4: PDP senior leader and Minister for Tourism Ghulam Hassan Mir has said that People’s Democratic Party led coalition Government has the credit of instilling sense of security, people’s active participation in development process and initiation of dialogue process leading towards logical conclusion.

Addressing largely attended election rallies at Tengpora, Maharajpora in Batmaloo constituency today, Mr. Mir said that the cherished dream of people of Jammu and Kashmir to meet and interact with each other along LoC would see its dawn by virtue of joint and serious efforts of present governments at centre and the state.

Saying that those are engaged in anti poll campaign are adding to the miseries of the people rather mitigating them, sort massive participation in the ensuing by election to cement the mandate they have given to the government for change two years back.

The contesting candidate of Batmaloo constituency and PDP General Secretary Tariq Hamid Kara highlighted the achievements of the present government during a short span of 23 months, referred to the people-friendly manifesto of PDP aimed at achieving long lasting peace and prosperity of the people.

Lamenting on National Conference, Mr. Kara blamed the party for its myopic attitude and ignoring the Batmaloo constituency in the context of development despite having a chance to develop it during its 23 years tenure.

Describing the Batmaloo segment as a crown of Srinagar city, Mr. Kara reiterated government’s endeavour to develop it as a model constituency.

PDP leaders including Sheikh G.Q.Pardsi, Sheikh Abdur Rahman and Ishtiq Ahmad Qadri also addressed the gathering.

SRINAGAR, Oct 4: While as Jammu Kashmir Liberation Front (JKLF) today launched its anti-election campaign from Batamloo Assembly segment, senior separatist leaders including Sheikh Abdul Aziz of Hurriyat Conference (Geelani) were detained by police on their way to Pahalgam.
A spokesman of JKLF said in a handout this evening that Mohammed Yasin Malik launched anti-election campaign for Batamaloo Assembly segment and addressed several public gatherings at Maloora, Mujgund, Lawaypora and Gund Hassibhat.
Speaking at the rallies, Malik told the audience that elections were a “useless” exercise in a disputed territory of Jammu and Kashmir. He emphasised that these polls were conducted to mislead international community and further the “vested interests” of India.
“These elections are being conducted to impress upon the international community to camouflage realities. The polls are being conducted to show all is well here. The people conducting these fraud elections are basically giving clean chit to the methods of suppression and barbarism unleashed by Indian occupation forces in Jammu and Kashmir,” Malik lamented.
The JKLF chief pointed out that international community was very concerned about the resolution of the Kashmir dispute and India and Pakistan were face to face with umpteen pressure to resolve the decades old issue. “We, however, again reiterate that without the inclusion of the people of Kashmir as real party, the Kashmir issue will not resolved,” he added.
Syed Ali Shah Geelani led Hurriyat Conference in its statement said that the party’s leaders including Sheikh Abdul Aziz, Mukhtar Ahmed Sofi, Pervez Ahmed Dar and Mohammed Maqbool Sofi were arrested by police at Pampore while they were on way to Pehalgam for anti-poll campaign.
The spokesman of the party said that “the puppet regime has started using sinister methods to conduct fraud elections”. “Mr Mufti has been defeated in his own created terminology of ‘battle of ideas’. If they had any moral standing, they would have not resorted to arresting and harassing of freedom fighters,” the spokesman said.
The spokesman also referred to its detained leader, Mohammed Ashraf Laya, who was behind the bars for last three years inspite of having several serious ailments. “Court had ordered to shift Mr Laya to Chandigarh or Delhi for treatment on the advice of doctors, but the tyrant rulers have proved too barbaric to detain him for more two years,” he added.
Javaid Mir’s Jammu Kashmir Liberation Forum has also appealed people to observe complete boycott to the by-elections of Pehalgam and Batamaloo Assembly segments.
In a statement, Mir said that suppression, arrests or any other method would not deter their anti-poll campaign at all. He also appealed to the people not to get mislead by the hollow promises of the politicians. Mir was speaking to various gatherings in Batamaloo constituency, the statement said.
Meanwhile, a press release of Jammu Kashmir Liberation Movement (JKLM) said that its three activists including advocate Meraj-ud-din, Aijaz Bukhari and Maqsood Ahmed were arrested by police in Pehalgam for when the trio was on anti-election campaign. The statement condemned these arrests.

This was part of the on-going observation of Wildlife Week which commenced from Gandhi Jayanti day and attended by a number of mediamen and officers from Forests and Wildlife Protection Department.

Justice R P Sethi, former Judge of Supreme Court, said t while the media, by and large, has been playing a pivotal role in creating awareness, the judiciary too has performed an active part in protection of environment and wildlife also.

He said in view of urgency of saving dwindling forests, the Supreme Court in a significant judgement directed ban on felling of green trees across the country. It was judiciary which intervened to issue instructions for safeguarding environment and protection of wildlife which is so essential for the human life, he added.

The courts, he pointed out have impressed upon the administration to initiate effective steps in maintaining nature’s delicate ecological balance. In the protection of wildlife, the judiciary stepped in and restricted ivory trade and decided such other cases.

He praised the work being done in wildlife conservation in Madya Pradesh and Orissa and asked the J&K State to take concrete measures to protect wildlife.

Listing some positive achievements by the media and the judiciary, he stressed that still much more remains to be done to effectively tackle this grave problem of degradation of environment and conservation of wildlife. This calls for sustained endeavours, he emphasied.

The former Judge of the Apex Court maintained that the three main Actsrelating to forests and wildlife, are insufficient, ineffective and even defective. A large number of cultprits who violate these laws are not severely punished.

Justice Sethi called for suitably amending the laws and strictly implementing them for preservation of environment, forests and wildlife.

Conservator of Forests and Regional Wildlife Warden, Lalit Sharma outlined the objective of the seminar and gave details of the weeklong activities to create awareness among the people about the need for protection of rich wildlife.

Mr Sharma informed that there are four national parks, 14 sanctuaries and other conservation enclosures to provide abode for wildlife growth.

Some of the media persons participated in the seminar and deliberated on the role being played by the print and electronic media in promoting wildlife conservation.

Dr Jatindra Udhampuri, Director, Radio Station, Jammu while speaking on the topic, underscored the role of broadcast media as an effective channel of communication.

Among the media persons who spoke on the subject included: Anil Mathur, Harbans Nagokay, OP Sharma, Mr Mir, Subash Sharma, Vijay Magotra.

The speakers underscored the need for adopting a multi-media approach and the message suitably tailored for special target groups for optimal result in creating awareness about rich wildlife and uurgent steps for its conservation.

JAMMU, Oct 4: Emphasizing the dire need to conserve, develop and utilize the natural resources for poverty alleviation and food security, the Deputy Chief Minister Mangat Ram Sharma today called for dedicated and sincere efforts for effective implementation, monitoring and success of the programme.

The Deputy Chief Minister was speaking at the inaugural function of Distance training TOT (Training of Trainees) programme on ‘Integrated Watershed Development’ here this morning.

The five-day training programme has been sponsored under UNDP- DOPT (Deptt. of Personal Trainings) Government of India. Project and organised by Jammu and Kashmir Institute of Management Public Administration and Rural Development (IMPA), Jammu.

Addressing the gathering, Mr. Sharma said that as a result of ever growing population and irrational management of natural resources people are living in acute poverty in India. He said improper and non-judicious use of these resources has led to disappearance of forest cover, desertification, erosion of soil, flooding of rivers and growth of population of fragile ecological zones. For the reason, he added, our country adopted as integrated approach for sustainable development of rainfed and upland areas through integrated watershed development programme. He sought cooperation of different departments associated with the project, local representatives and the general masses for overall socio-economic development of an area.

Mr. Sharma stressed for generating awareness regarding the watershed schemes, proper training, networking and organisation for successful planning implementation, monitoring and evaluation of this programme.

The Deputy Chief Minister soon after releasing the module on ‘Integrated Watershed Development’ said that this programme, wherein training would be provided to service professionals, would go a long way in not only creating awareness but also monitoring and implementing the integrated watershed development programme.

He asked the concerned officers to work with dedication and extra zeal for achieving the target.

Earlier, the Project Director, Mrs. Reva Sharma gave a brief resume of the course. She apprised that the TOT course on distance learning method is designed for faculty members of various states training institutes who would administer the distance learning modules developed in various disciplines.

Training would be provided to various categories of officers working in Union of State Governments.

She informed about the module objectives, which included natural resources and resource management, planning for integrated watershed development.

JAMMU, Oct 4: ‘Peace and friendship’ was the only message for the people of Pakistan from various delegations of political parties including Congress, PDP, National Conference and Panthers Party when they met a visiting group of journalists from that country here today.

Congress Party delegation headed by former PCC president and Ex-MP Mohd Ayub Khan presented its view point before the Pakistani media and termed this visit as beginning of a new chapter in the history of India and Pakistan. He said that interaction of Pakistani media-persons with the people, politicians, Press-persons, Traders, educationists, social activists and others in this part of the country will help them to understand real picture and get first hand information about the situation in the Jammu and Kashmir.

He said the media can play a very effective and positive role in presenting and translating the desire of the people of both the neighbouring countries to come closer and the settlement of all the issues and irritations through negotiation. The members in the delegation conveyed that violence has no place in a civilised society and can not lead to any solution except bringing miseries. They also appreciated the initiative of SAFMA in organising the tour of journalists exchange programme which will convey a good message to other people on that side of the borders.

Ex-MP and former minister Mir Poonchi, Dharam Pal Sharma (Ex-MP), Gulchain Singh Charak (MLC), PCC spokesman Ravinder Sharma also spoke on the occasion. They were accompanied by Farida Mir-MLC, Parduman Singh-MLC,Darshan Raina, Ravinder Singh and Shiv Dev Singh.

National Conferece delegation had an interaction with the Pak journalists at Sher-e-Kashmir in the morning. The media-persons exchanged views with the NC leaders group headed by Provincial president, Ajay Sadhotra. The NC leaders reiterated their stand of consolidating and further strengthening confidence building measures initiated by both the countries. They expressed that people to people contact and interface within the sub-continent was necessary for creating conducive atmosphere for a peaceful long term permanent solution to the Kashmir imbroglio.

The NC leadership stressed the need for opening of Suchetgarh-Sialkot road, Nowshera—Bhimber road , Mendhar Kotli road, Poonch Palandri, Kargil Sakardu and Uri-Muzaffrabad road. They requested the media-persons of both the countries to work towards peace and make efforts to reduce miseries of the people of the J&K state.

Bharatiya Janata Party delegation headed by state president Prof Nirmal Singh and Prof Hari Om also met the visiting media-persons and presented their view point. While welcoming them to the state, the BJP leadership described this interaction as greater opportunity for the people on that side to see the realty and truth and convey a message of peace and friendship for which Mr Atal Behari Vajpayee has taken a lead. They stressed the need for greater understanding between the people of both the countries and resolving all issues through dialogue.

Peoples Democratic Party delegation led by senior leader and former minister Mohd Sharief Tariq said that a new chapter has begin with this initiative of South Asia Free Media Association. He said both the countries can resolve their differences only with dialogue and their Party has only suggested dialogue as the major instrument to settle all the pending issues and win the hearts of the people besides initiative confidence building measures. Other PDP leaders, Ch Zulfikar Ali, Daman Bhasin, Ramesh Motton and Surjit Kour also accompanied.

Panthers Party delegation met under the leadership of Prof Bhim Singh who appealed the media-persons of Pakistan to write fearlessly and pressurise the Government of their country to initiate dialogue and resolve all the issues amicably without the involvement of any third nation. He said enough blood has flown down the lanes and nothing has been achieved in past 57 years and waging wars. He said gun culture should go and people want peace and good relations with neighbourers. The people have relations both the sides and they should be allowed to meet. The people of J&K including POK, New Delhi and Islamabad should sit together to find an amicable solution. Prof Singh also presented some books to the media persons.

The delegations of J&K Nationalist Congress Party led by its Pradesh president Th Randhir Singh, International Democratic Party unit led by Hoshiar Singh, Panun Kashmir organisation led by Dr Ajay Charangoo, Jammu Kashmir Freedom Movement and Kashmir Vichar Manch also met the visiting journalists and expressed their view point. Dr Charangoo highlighted the plight of the lakhs of Kashmiri Hindus who have been forced to leave their homes and properties in Kashmir Valley.

JMM campaigns for Raghubir Singh

JAMMU, Oct 4: Jammu Mukti Morcha leaders toured number of places in Akhnoor constituency and campaigned in favour of its candidate Raghubir Singh.

JMM leaders addressed public meetings at Bargal, Garh Mian, Sore, Bhalwal, Najle Chak, Choki Chora and Rah Salyote and criticised the policies of State as well as Central Government which have resulted into discrimination with and neglect of people of Jammu region.

They said more than 70 percent of State’s revenue comes from Jammu region while expenditure for this region was only 20 percent. They added that not more than 10 percent of central development funds have even been spent in Jammu region on its development.

The Morcha leaders stated further that though population and area of Jammu region was much more than Kashmir province, the Jammu region has been allotted with only 37 assembly seats as compared to 46 to Kashmir Valley and two MPs from Jammu as against 3 from Kashmir region. Moreso head officers of all the 13 corporations have been stationed in Kashmir.

JMM chief flayed Congress leadership for being touts of Kashmiri leaders which has always tried to enact laws which were against the interests of people of Jammu region.

Morcha candidate Raghubir Singh assured the people for district status to Akhnoor tehsil, opening up of degree college and ITI Centre in the town, establishment of industrial estate and construction of bridge over Chenab river.

Others who accompanied Prof Virender Gupta included Messrs H B Khajuria, Vikram Gaur, Ram Rattan, Virender Singh Baboo, Dr Ankur Gupta, Rajeev, Sardari Lal, Yash Pal, Swarn Singh, Sohan Sharma and Chain Singh.

PHE employees discuss demands

UDHAMPUR, Oct 4: District executive body of Water Works (PHE) Employees Association Udhampur held at PHE Complex Udhampur under the chairmanship of Som Nath, districts president and provincial secretary of the Association discussed various burning long pending demands.

Their demands pertained to merger of 50% DA in basic pay, release of new DA instalments, enhancing rate of daily rate workers to Rs 100 and covering all the consolidated rate workers in the said scheme to bring uniformity amongst workers.

Other demands pertained to benefit of Essential Services Act to PHE Department officials including two and half day extra salary, abolition of post of Helper wide SRO 43, full implementation of SRO 149 for ITI and non-ITI workers.

Association demanded that Income Tax be imposed on the basic -pay and not on allowances.

Others who spoke included Shiv Lal Pathania, Baldev Singh, Jagdish Raj, Rattan Singh, Vijay Kumatr, Kuldeep Singh, Suraj Parkash, Manoj Kumar, Des Raj, Shamsher Singh, Baldev Raj, Chuni Lal, Janait Ali and Darbara Singh.

BJP continues hectic campaigning in Akhnoor

JAMMU, Oct 4: Continuing hectic electioneering in Akhnoor constituency, BJP candidate Ram Saroop Sharma, accompanied by party MLA Jugal Kishore and Bharat Bhushan, member national executive of Anusuchit Janjati Morcha today toured Rah Seot belt.

Ram Saroop addressed several meetings and exposed Congress party’s mis-deed, which said, has failed to meet the promises held out to the people of kandi area, which has not been benefitted by water-shed development scheme.

Ram Saroop Sharma appealed the people to vote for BJP, which during NDA rule at the centre had formulated various developmental schemes for the area, but unfortunately the funds for the same did not reach the areas where the schemes were to be implemented and poor people’s fate has remained unchanged till date.

Former Haryana Governor Babu Parmanand accompanied by senior party leader Ved Bhagat visited Kot Garhi, Bamaal, Potha and Devipur and while addressing stated that Congress has no genuine sympathy and concern for weaker sections of the society except for only lip sympathy.

Babu Parmanand said during the NDA rule at the Centre led by Atal Bihari Vajpayee various measures were taken which resulted into restoration of normalcy on borders, which after several years saw peace and tranquillity. He said BJP rule at the Centre has been path breaking and appealed the people to vote for BJP candidate to punish Congress for its non-performance and anti-people conduct.

Pt Rajan, Sajan Mishra perform at JU

JAMMU, Oct 4: Classical singers of international repute, Pt Rajan Mishra and Sajan Mishra performed on Jammu University campus, here today.

The Pandit brothers performed ‘Rag Gojri Tori’, ‘Rag Durga’ and ‘Rag Bhairvi’. The performance mesmerized the audience and the listeners fully enjoyed the classical music.

The performance was organised by Jammu and Kashmir Chapter of SPIC-Macay ( Society for Promotion of Indian Classical Music and Culture Amongst Youth), in collaboration with Department of Students Welfare, JU.

Later after the performance, the Pandit brothers also replied some queries of the audience and said that there was no age bar for learning music. They stressed that one has to fully engross in this performing art and get totally involved in it to completely enjoy the classical music.

Speaking on the occasion, Vice-Chancellor Prof Amitabh Mattoo assured the audience that such programmes would be organised in future also to bring the awareness among new generation about age old traditions and cultural heritage.

Sham-e- Musiaki held at Rajouri

RAJOURI, Oct 4: Police Public Welfare Society Rajouri organised the Sham-e-Musiaki here, this evening.

The function was chaired by DIG Rajouri, Poonch Range, S M Sahai and the artists from Poonch and Rajouri participated in it besides a large number of people.

This is for the first time in last 15 years of turmoil in the state that such a grand function was held in the district.

Speaking on the occasion the SSP Rajouri, M A Mujtaba said the main objective of this function was to promote the brotherhood and peace. He said Kashmir is famous world over for Sofism and it was our duty to enrich it.

He said the Sofis and Rishis were the harbingers of peace and this message has been sent to every where by them.

He said the Kashmiriyat is also an outcome of this Rishi and Sofi cult.

In his address Mr Sahai said through such programmes we want to bring the people of different communities much closer to each other.

Recalling the role of Amir Khasroo he said, through music he built the bridges among the people.

The people appreciated the police for the initiative and expressed the hope that such programmes will continue in future too.

LIC observing October as social security month

Srinagar, Oct 4: Life Insurance Corporation of India is observing the month of October as the social security month.

The social sector which LIC covers comprises of the unorganised sector, the informal sector, the economically backward classes and other categories of persons, both in rural and urban areas.

The Central Government had set-up a social security fund and LIC of India was entruste   d the responsibility of managing this fund. The purpose of this fund is to finance the Life Insurance Group Schemes for weaker and vulnerable sections of the society.

LIC of India’s front ranking Social Security Scheme is "Jan Shree Bima Yojna (JBY) and was inaugurated by former Prime Minister Atal Behari Vajpayee in August 2000. Under JBY scheme people between age group 18 to 59 are covered. This scheme provides insurance cover of Rs 20000 on natural death and Rs 50000 incase of death and or total permanent disability due to an accident.

In case of partial disability, Rs 25,000 is payable. Premium under the Social Security Scheme is Rs 200 out of which 50 percent is subsidized from Government of India’s Social Security Fund. Another attractive feature of scheme is that the children of parents covered under JBY scheme are provided scholarships under Shiksha Sahyog Yojna. Without charging any extra premium, scholarship of Rs 300 per quarter to the children studying in Class 9th and 12th is provided. This benefit is restricted to two children of the member covered. The scholarship payments are made by LIC of India out of the Social Security Fund maintained by LIC.

Mr Sanjay Verma, Senior Divisional Manager while speaking at a function appealed the NGOs, Government authorities and Self Help Groups to come forward and avail of above social security schemes.

JAMMU, Oct 4: To accelerate electioneering, National Conference candidate from Akhnoor Assembly constituency, Master Baldev Singh Bhau party candidate addressed election meetings at villages Panj Grain, Jaddh, Bhri Triai, Lehar, Sungal, Sumah, Bardal, Kanger, Gurah Jagir, Karangi, Sangrampur, Bimal, Badyala Chak Kote Garhi and Handiwala.

While addressing Mr Bhau highlighted the policies and programmes of NC and held that it was the only party which represented all the three regions of the State and aspirations of all sections of the society. He said the NC has always worked for the welfare of poor and down trodden and stands testimony of abolishing Jagirdari system and other social reforms.

Engineers celebrate World Habitat Day

JAMMU, Oct 4: The Institute of Engineers (India) Jammu Local Centre observed the World Habitat Day 2004 in its premises at Gandhi Nagar, today. A seminar was organised on the theme topic ‘Cities-Engines of Rural Development’ in which number of engineers from different departments participated.

At the outset , Ashok Verma honorary secretary welcomed the audience. He briefed about the importance of World Habitat Day. Five technical papers were presented on this occasion on the theme topic by Santokh Singh, L K Mengi, O N Thusu, Rabinder Shekhar and P K Nanda.

The seminar was presided over by JBS Johar Chairman of the Centre and P B Khajuria chaired the technical session.

All the speakers emphasized for proper habitation in rural areas. It was also deliberated during the seminar that the concept of vertical development instead of horizontal development be adopted in rural areas.

It was suggested that projects like Gyan Doot being implemented in Madhaya Pradesh needs to be adopted by all states in order to make cities as engines of rural development.

Ashok Verma Honorary secretary of the Centre conducted the proceedings and delivered vote of thanks also.

Civil Defence Jammu conducts mock exercise

JAMMU, Oct 4: A mock exercise about the preparedness of Civil Defence was conducted today in Janipur near Fire Service Station.

A large number of civil defence volunteers of Janipura, Paloura and Roop Nagar participated in the drill. The civil defence teams of the division immediately swung into action and exhibited coordinated team work and various methods to rescue people.

DIG Home Guard and Civil Defence Sheikh Owais witnessed the mock drill and praised civil defence wardens.

Speaking on the occasion, he emphasised that for the success of any organisation thorough practical training and high level mock exercise are must to check the standard of organisation at the peace time so that their services are utilised at the time of disaster. The mock exercise was conducted under the supervision of Deputy Controller Civil Defence DySP Manjit Kour on the directions of ADGP Home Guard and Auxiliary Police P S Gill.
