Entry of Sayeed infuses interest in upcoming by-polls SRINAGAR, Oct 3: Entry of Chief Minister Mufti Mohammad Sayeed in the fray for election to the State Assembly after 17 years has infused interest in the upcoming by-poll to four Assembly segments in Jammu and Kashmir as this could be considered a severe test of popularity of the two dominant ruling coalition partners, Congress and PDP. Sayeed, a member of the upper House, is seeking election from Pahalgam constituency, where by-poll was necessitated following election of his daughter and PDP chief Mehbooba Mufti to Lok Sabha in May Parliamentary elections. Sayeed had last contested and won election to the Assembly from R S pura in Jammu also in a by-election held in 1987. He is locked in a four-cornered contest in the constituency including opposition National Conference (NC) candidate Rafi Ahmed Mir, who lost to Mehbooba in 2002 Assembly elections. Sayeed is likely to romp home without much resistance as PDP chief Mehbooba Mufti is more popular than other leaders in the constituency. However, the battle of ballot would be witnessed in Batmaloo constituency in Srinagar where PDP would be facing a stiff resistence from NC. PDP has fielded partys general secretary Tariq Hamid Karra from Batmaloo where he is facing NCs Irfan Shah and 11 others including a woman, Shameema, put up by National Panthers Party. PDP has left two other seats, Akhnoor and Basholi in Jammu region to its partner, Congress which has also not put up candidates against PDP in the Valley. Batmaloo seat fell vacant due to death of former leader of the opposition and veteran NC leader Ghulam Mohiuddin Shah while by-poll was necessitated in Akhnoor and Basholi seats due to election of two sitting Congress MLAs , Lal Singh and Madan Lal, to Lok Sabha. The by-poll has also assumed importance for the separatists who have called for boycott of the exercise saying elections were no solution to the Kashmir issue. Karra, a kin of former Chief Minister Ghulam Mohammad Sadiq, wields considerable influence in the constituency. However, he lost to Ghulam Mohiuddin Shah in 2002 Assembly elections by a narrow margin. While NC has nominated Shahs son, Irfan Ahmed, to keep its sway on the voters, which has provoked a lot of resentment among the party leadership. One of its senior leader Abdul Rehman Sheikh, considered a key figure in galvanising support in favour of the party during last elections, has defected to the PDP. Sheikh was an aspirant for nomination but NC president Omar Abdullah and party patron Farooq Abdullah preferred Irfan. Sources in the PDP said Sheikh had been promised a seat in the Legislative Council once its candidate Karra wins the seat. Karra is presently a member of the upper House. PDP, which is yet to make its entry into Srinagar, is trying its utmost to win the seat in order to gain foothold in the city. Its win in Batmaloo would certainly strike a deadly blow to the political monopoly of the NC in Srinagar, as it won seven of the eight Assembly seats in the city in 2002 elections. The prestige of separatists is also on acute test. Batamaloo has been the epicentre of Kashmirs separatist movement. It "overwhelmingly" voted in favour of Hizbul Mujahideen chief Syed Salahuddin in the 1987 elections. The 1987 elections, which were believed to be rigged, were considered as a watershed in Kashmir politics as it was only after that polls the gun replaced the entire political system in the Valley. Batmaloo threw up top militants including Mushtaq-ul-Islam, supreme commander of Hizbullah, who is behind the bars for the last 14 years and Sheikh Abdul Hamid of JKLF, one of the five militants who introduced the gun in Kashmir and at one stage served as polling agent of Salahuddin. Out of 104213 electorate, only 4171 votes were polled in 2002 Assembly elections. Ghulam Mohiuddin Shah of NC polled 2065 votes as against 1223 by Tariq Hamid Karra of PDP, giving victory to Shah by 842 votes. (PTI) |

CM for more facilities in district hospitals Excelsior Correspondent Srinagar, Oct 3: Chief Minister Mufti Mohammed Sayeed has highlighted the need for dispersal of health facilities to district hospitals so that the rush of patients at the core institutions was diverted. He said patients usually converge on major hospitals for seeking specialised treatment and consultation for ailments that could be easily handled at district or sub-district health institutions. Mufti Sayeed was talking to a group of prominent doctors led by the Director General, Indian Council for Medical Research (ICMR), Dr. N. K. Ganguly, that called on him here this morning and discussed the health scenario in the valley. Director, SKIMS, Dr. S. Jalal was also present. The group is here in connection with the 3-day national multi-disciplinary infection control and clinical microbiology conference that was inaugurated by the Chief Minister on September 30. The Chief Minister said that while the reputation of an institution draws patients in large numbers it was necessary to have the dispersal of facilities. He said that major hospitals like the SKIMS were flooded with patients, attendants and visitors, straining the existing facilities and infrastructure. He said the Government had to charge admission fee for regulating the flow of visitors to the SKIMS. He said major hospitals should be exclusively meant for specialised treatment and the residual rush of patients should be borne by peripheral institutions. Making a mention of the measures taken by his Government to streamline the health sector, the Chief Minister said that diagnostic and treatment facilities were strengthened at health institutions including in remote areas. He said that infrastructure facilities at district hospitals were being upgraded and doctors posted in remote areas but attached with institutions of their choice were detached and asked to report at their places of posting. This, he said, had improved health services particularly in far off places. He said the Government was setting up trauma centres on the national highway to take care of emergencies. The Chief Minister welcomed the suggestion of Dr. Ganguly to have some health centres set up outside the SKIMS and connected to the Institute through tele-medicine and asked the Director SKIMS to explore the possibility of implementing the suggestion. Earlier, Dr. Ganguly and his team appreciated the healthcare facilities available at the SKIMS saying that several departments of the Institute compete with the best in the country. BJP to file suit as contempt of HC order continues: Hari Om Excelsior Correspondent JAMMU, Oct 3: Vice president and spokesman of Pradesh Bharatiya Janata Party, Prof Hari Om has said that his party was contemplating to file a suit in the court as State Revenue authorities continued to indulge in contempt of J&K High Court orders regarding removal of Valid till marriage term from the Permanent Resident Certificates of the girls. In a press conference organised at Party headquarters here today, Prof Hari Om said that this historic order of Sept 24 is being violated by various district administrations including Kashmir valley and several districts of Rajouri. Even some have stopped issuing PRCs to the daughters of the state. Quoting some newspaper reports, the BJP leader pointed out that in Rajouri district, the authorities are still issuing PRCs to the girls alongwith the endorsement of " Valid Till Marriage" even after Sept 24. It shows that Congress and its allies are determined to make mockery of the Indian Judicial system. The BJP is convinced that the Congress is anti-women and that it has no respect for the Indian constitutional framework. There are convincing reasons to say that Congress has the audacity to please the certain fundamentalist forces belonging to a particular religious denomination by amending the Indian Constitution to nullify the Supreme Court judgement in the Shah Bano case. It has again adopted a similar line to please the PDP and its constituents, he maintained. In response to a question, Prof Hari Om said that PDP is already exposed due to its pro-Pakistan and pro-militant stance. Its approach is highly sectarian and anti-democratic. Congress always fought elections on the issues pertaining to Jammu region and captured most of seats in this region but everytime watched the interests of Kashmir valley and duped the people of Jammu ad Ladakh regions. The people must understand its game plan. Again on Wazir Commission, it has tried to befool the people of this region and from their statements their ill conceived designs are being exposed. Party vice-president, Lalit Moza also spoke in the conference and claimed that state unit would be filing contempt petition in the court against the State Revenue authorities for not accepting the court directives. |
