Monitor Govt schools

Sir,

Education is the basic need of human beings. No Nation worth her name and determined to progress, flourish and prosper to the limit of zenith, can afford to neglect this indispensable field.

It is the process of education which not only activates the dormant faculties of the of man but also ignites in him the flame of single minded devotion, responsibility, determination and burning desire to progress in spiritual as well as materialistic field.

At this critical juncture the system of education in our country is not working well. The dichotomous educational system of the country is ill placed and ill equipped to enable the Nation to achieve the desired results.

From primary school to University level, on the one hand we have Govt. schools run by the State Govt. as well as Central Govt. and on the other hand running parallel to it we have mushroom growth of private Institutions wherein the education is very costly and beyond the reach of common man.

Hefty sums of money are spent to either Govt. for running their schools. Good pay scales have been given to the teachers but quality of education being imparted in Govt. School is not upto the mark. Schools are not properly managed. Teachers pay scant attention in giving the best of education to their pupils, resultantly the standard of education in Govt. schools is falling at a rapid pace and the major chunk of society that is not economically equipped to educate their wards in private schools are worried and pertubed about the future of their children.

Selection of teachers is not done is a fair and just manner. Their teaching acumen is not given due weightage. Teaching is a specialised profession. Every Tom, Dick and Harry cannot teach. At present we don't have ideal and devoted teachers. They don't pay proper attention is shaping and architecting the personality of their students but most of the teachers misguide them. They goad them for private tuitions from them and if they refuse, they ill treat them, that is why number of students in Govt. schools is dropping. This is unhealthy and undesirable practice and needs be curbed by the Authorities that be.

Select your teachers with due pre-cautions. Give them needed training for teaching. Motivate them on proper lines, awaken them about the goals of education. Proper monitoring of Govt. schools is need of the hour. We have talented stuff in Govt. schools but apathy of teachers spoil their careers.

Apathetic attitude of BSNL

Sir,

As a subscriber of BSNL for my telephone connection No:- 233470 at Doda I have been made to suffer enormously and experience the ordeal of mental torture at the lands of BSNL, the organization, which claims to connect India. My ordeal began in December 1998 when an abnormally inflated bill amounting Rs. 7444/- was served upon me. Previously the average billing did never cross Rs. 600/- A more than twelve times increase in the bill for a non-STD telephone made me to take up the matter with the BSNL authorities at Doda and Udhampur. However the authorities did not deem it proper to hole in to the excess billing. Since Dec. 1998, the excess billing became almost a regular feature. The bills served upon me for 2/99, 4/2001, 6/2001 and 08/2001 showed manifold increase in the metered calls. 6/2001 and 8/2001 showed erroneous and excess billing. But instead of looking in to my complaint the BSNL authorities disconnected my phone for non-payment of the above-mentioned bills.

Being a practicing doctor posted in Distt. Hospital Doda, I require the phone facility round the clock to attend to my lawful and professional obligations. The fact of disconnecting my phone has created many hindrances in the discharge of my professional duties. Apart from the humiliation and harassment caused by the unwarranted act of BSNL, my right to complain and seek redressal has been curbed.

I have approached to A.O TR J.E Telecommunication Doda at office here several times personally, where by, I was told that the Department is not in a position of any record of the billing I may apply for fresh connection on my wife's name. I applied for fresh connection in name of my wife Dr. Rehana Khursheed, security amount of which was deposited vide demand no. 588323 dated 27.04.2004, the demand has been registered on 29.04.2004 in N.O. YT (G) category registration No. 1340/DDA in Doda and advised note No. 456 (Copy attached). Despite the lapse of more than four months the telephone connection has not been installed till date. I draw the attention of the authorities of BSNL to the defective, biased and allows attitude of the organization in providing smooth service to its subscribers. The matter of excess billing needs to be dealt with in accordance with the customer friendly manner and in the light of instruction issued by IT Ministry from time to time.
