COAS visits Army Rest & Refit centre Excelsior Defence Correspondent JAMMU, Oct 2: Chief of Army Staff General N C Vij today paid a visit to Rest and Refit Centre for soldiers of the Northern Command at Dalhousie today. The Army Chief interacted with some of the soldiers and officers and inquired about the facilities and their other needs in the Centre. He was accompanied by his wife, Mrs Ritu Vij, president Army Wives Welfare Association. This unique centre has been established to provide mental and physical rest to soldiers combating terrorism in J&K. This venture was conceived by Northern Command chief, Lt Gen Hari Parsad as a tribute to the soldiers who are fighting the insurgents in stress prone environment and maintaining round the clock vigil along the borders in the inhospitable terrain of J&K. The concept of this rest and refit centre was to provide a break to a soldier and fulfill his physical, mental, social, spiritual and emotional needs. This has been achieved by providing good living, meals, leisure time, social interaction, risk free environment and introducing him to yoga and the art of living. The desired state is feel good factor, physical and mental rest , improved self-esteem and high state of morale. This was aimed at bringing improvement in soldiers contribution towards operational effectiveness. This centre can accommodate 204 personnel at one time including 81 spouses and children. Various facilities being provided there are well furnished rooms with coloured TV, world space music system, cooking facilities for those staying with family. Library, Gymnasium, canteen, Shopping Mall, Cyber Cafe, STD/PCO, games, bank facilities are also available to the soldiers in the complex. One week stay is being organised in rotation for troops serving in Jammu region. |

ASKPC Student Wing takes out Mashal rally Excelsior Correspondent JAMMU, Oct 2: To highlight the plight of migrant youth and students, the student Wing of All State Kashmiri Pandit Conference (ASKPC) took out a Mashal rally from Geeta Bhavan to Raj Bhavan this evening. The rally was flagged of by ASKPC chief, Amarnath Vaishnavi. It was led by the Student Wing chief, Vincy Pandita and other activists Amit Raina and Kirti Fotedar. The rallyists who passed through various markets of the City shouted slogans in support of their demands. They also handed over a memorandum to the Governors representative at Raj Bhavan. The memorandum demanded employment package for displaced KP youth, setting up of libraries , laboratories, playgrounds, for the existing migrant schools, reservation of jobs for the KP youth in professional colleges and age relaxation for over aged youth. The memorandum also demanded that the displaced youth be provided opportunity to take part in the sports activities, given equal rights and free books be provided to those students who couldnt afford to purchase the same form market. Addressing the rally Mr Pandita said that the "ray of light" which Gandhi Ji had seen in Kashmir is presently under shadow due to the callous attitude of the State Government towards the displaced community. Among others the ASKPC general secretary, H L Chatta was also present. He warned that Government that any delay on its part in mitigating the problems of the displaced youth will prove counter. |

SKUAST organises Kissan Ghoshti Excelsior Correspondent JAMMU, Oct 2: Indian Council of Agricultural Research New Delhi in collaboration with SKUAST- Jammu has adopted a remote village Dhub. Both the organisations jointly organised Farmers Maize Day at the village. As a part of celebration, a Kissan Ghoshti was also organised at Macca Gaon today. The aim was to assess the impact, analyse shortfalls and enlist the constraints encountered during the front line demonstration of maize. The programme was attended by more than 200 maize growing farmers of the area, field staff of Command Area Development, Scientists from Krishi Vigyan Kendra, Faculty of Agriculture, Veterinary Sciences and officers of SKUAST, Jammu. CM for improvement in facilities at Sainik School Manasbal Excelsior Correspondent Manasbal, Oct 2: Chief Minister Mufti Mohammad Sayeed has highlighted the need for improvement in facilities and quality of education at the Sainik School Manasbal to make it compete with the other prestigious schools of the country. Mufti Sayeed was addressing the Annual Day function of the school held this morning. Chief Secretary, Dr. S. S. Bloeria, Secretary Education Mohammad Manzoor Bhat and Director School Education, Kashmir, G. A. Peer were present. Describing the school as an ambitious project of the State Government, the Chief Minister asked the authorities and students to make it one of the best educational institutions of the country. Apart from focussing on quality education, he suggested sending the teachers of the school outside the State for training and streamlining the admission procedure so that the best among the aspirants are able to qualify for the school. He also called for upgradation of the infrastructure facilities at the school including providing the Internet and the best laboratory facilities to the students. He said that the school should be the central attraction of all academic and extra curricular activities. Detailing the efforts of his Government to put the education back on rails in the State, the Chief Minister said the Government has adopted a scheme by which the public representatives and senior officers of the State Government would adopt a school each. This, he added, would enable the school to be managed efficiently and effectively. He made a mention of the Chief Secretary Dr. Sudhir S Bloeria who has adopted the Sainik School and has been monitoring its performance. Later, the Chief Minister presided the meeting of Board of Governors of the school and asked it to have a periodic review of the school activities and remove shortcomings. The meeting took some important decisions with regard to the smooth functioning of the school. Earlier, on his arrival the students gave the Chief Minister a warm welcome. He took salute on the march past by various contingents of the students. On this occasion, the students presented a colourful cultural programme and items of martial art. Muslim Teli Conference projects various demands Excelsior Correspondent JAMMU, Oct 2: The All India Muslim Teli Conference (AIMTC), at its meeting held under chairmanship of Bashir M Malik, discussed problems of Teli community in general and particularly in Jammu and Kashmir. Mr Mohd Shafi Dehlvi, secretary general, AIMTC, who was chief guest, said the community has remained neglected for pretty long time and a thrust for its accelerated development has to be ensured. Mr Dehlvi asked the community to gird up its loin to elect a president for Teli bradri in Jammu province and other functionaries at district levels to give a boost to this organisation. In Jammu and Kashmir the community is looking forward to the Chief Minister, Mufti Mohammad Sayeed for speedily ameliorating its lot. The meeting demanded due representation to Teli community in the governance. It was informed that foundation day of AIMTC will celebrated on October 7 at Awan-e-Ghalib, New Delhi. The meeting upon all backward sections to forge unity for getting expeditious redressal of their grievances. DyCM launches HPCLs ERP system Excelsior Correspondent JAMMU, Oct 2: In its efforts to achieve excellence in customer care, Hindustan Petroleum Corporation Limited (HPCL) has taken yet another stride with its "Project Parivartan". The project is an initiative to implement state of the art Enterprise Resource Planning (ERP) solution thereby gearing up to face any eventuality in serving the needs of the consumers. ERP implementation would enable HPCL to address the information needs due to the availability of on-line information of all its locations. This would also enable efficient tracking of inventories of its products so that even the remotest location is serviced as per its needs. With this information system in place, even in the case of any possible eventuality, the consumers needs will be addressed. The system also enables HPCLs Managers to take timely public interest and business decisions. The ERP system was formally launched at HPCLs office and bottling plant at SIDCO Complex Bari Brahamana by Deputy Chief Minister Mangat Ram Sharma. Deputy General Manager (LPG) Incharge of North Zone Anil Khurana, Deputy General Manager (O&D) C S Krishnaswami, Dy GM (ERP) Headquarters S T Satya, Senior Regional Manager T A Kirmani, Regional Manager S K Soni and Senior Manager (ERP) K R D Srinivas were also present on the occasion. The DyCM was informed that for implementation of ERP system, the Corporation has put up latest technologystate of art data centre at IBM enterprise servers at Mumbai with connectivity to locations through communication channels like leased lines, VSATs, ISDN and VPN. For tracking of the load dispatches, an immediate message will be sent via SMS or e-mail to the recipient location, dealer and customer on the making of the invoice. The consumers at large will benefit by the availability of information on-line any time and anywhere. The ERP is being launched simultaneously at all HPCL locations in Jammu and Srinagar. The DyCM was also informed that since HPC was the only company in the State covering each and every corner, so that consumers were not put to any inconvenience. The DyCM also paid a surprise visit to the plant and inspected the bottling facilities. He lauded HPCL for dispatching quality tested cyclinders and bringing in the latest technology and information system in the State. |

threaten to Excelsior Correspondent JAMMU, Oct 2: Alleging poor BSNL mobile service in Bari Brahmana, industrialists of the area have threatened to surrender their BSNL mobile connections. According to a press release, issued by Bari Brahmana Industries Association, mobile service in Bari Brahmana are has completely failed for the last 15 days and despite repeated complaints to the concerned station officers as well as GM BSNL, no improvement was observed. Listing the problems, being faced by the subscriber, BBIA said that no signal is observed on the mobile and if any time the signal is there, it vanishes as soon as the subscriber dials a number. Continuous Network Busy and echoing of sound while talking on mobile are other problems, added the release. At many times on dialing the number, no voice is heard despite the instrument is connected to the dialed number which results in dialling again and again and the subscriber has to pay 4 to 5 times for a single call. Asking the BSNL authorities to improve the service and rectify the problem in mobile service, the industrialists said that otherwise the subscribers would remain with no option other than to surrender their mobile connections. |
LJSP asks PM to involve KPs in dialogue process Excelsior Correspondent JAMMU, Oct 2: Any discussion or resolution with regard to Kashmir problem should be made with the active cooperation of Kashmiri Pandits, who were the direct sufferers of the militancy in the State. This was stated by national vice-president youth and incharge Jammu and Kashmir of Lok Jan Shakti Party (LJSP) Sanjay Saraf while taking to media-persons here today. "Any decision without consulting KPs would not be acceptable and Prime Minister Dr Manmohan Singh and Pakistan President General Pervez Musharraf should not ignore them while holding dialogue to resolve the Kashmir crisis", he said. Mr Saraf said that LJSP has decided that the grievances of the KPs living in exile within their own country would be brought to the notice of delegation of Pakistani journalists on their visit to Jammu and Kashmir and they would be apprised of pathetic condition created by the militancy sponsored from across the border. "While the Government talks about early return of KPs it has failed to improve the living condition of the camps in which the hapless community is residing", he said and added that return of KPs would be possible only when State and Central Governments create means of livelihood for the community in general and youth in particular. Despite promises the State Government has failed to start special recruitment drive for the unemployed KP youth, he regretted and said that even the Central Government has been toing States line on this issue. Mr Saraf demanded either enhancement in cash relief or employment opportunities atleast for one member of each family. |

The seminar was held in memory of former general secretary of the organisation , Ved Mitter Gandhotra. Dr S L Verma, former Principal Government Medical College, Jammu was the chief guest on the occasion and the function was presided over by D N Gupta, former IAS Officer and President of the Association. Dr Jitendra Singh a renowned Dibetologist and author, Dr Mohan Lal well known Cardiologist and Dr Anil Gupta renowned Physician gave the awareness lectures. Speaking on the occasion Dr Jitendra Singh said there is alarming rise in the diabetic patients all over the globe, especially in developing countries including India, where the incidence is likely to be 80 percent or above. He said in India alone about 10 percent population, in all age groups is unofficially stated to be suffering from this disorder. Elaborating the causes, prevention and cure of the diabetes Dr Jitendra Singh emphasised the need to revert to a regulated life style regime as was advocated and followed by our predecessors. He said diabetes is small manifestation of much larger problem and its detection can prove blessing in disguise some times as one becomes health conscious afterwards. Dr Mohan Lal spoke about the all pervading effects of diabetes on the heart, leading to cardiac complications resulting in angina, Ischemia and heart failure. Diabetes disorder must be aggressively treated to protect against the possible heart problems, he said, adding nearly 50 to 60 patients with coronary problems are found to be diabetic. He particularly cautioned females to be aware of this disorder because the symptoms like chest pain may not be manifest in them. Other symptoms like breathlessness, fatigues, painless injury etc must be taken cognisance of, he added. Dr Anil Gupta dwelt on medical complications of eyes, neuro and kidney problems and overall body reaction due to lack of insulin generation in the body. He cautioned about the hyglocemia due to low sugar and hypertension and high blood pressure due to high sugar in blood. This was followed by panel discussions and question and answer session. Questions were put by Ch. Talib Hussian ex MP, S K Gupta, Ex CE, Col (retd) Sahai, V P Sharma, ex Director GSI, Sujjan Singh former IFS Officer, V N Sharma Ex Administrator GMC and others. Earlier M N Sehgal general secretary paid rich tributes to Mr Gandhotra. He described him a great patriot and a dedicated, honest and simple person. This was stated by Minister of State for Tourism and Chairman Navratra Festival Committee Jugal Kishore Sharma while announcing the schedule of annual Navratra Festival at a press conference here today. "The Dogra culture is fast diminishing in the present era and annual Navratra Festival is a main step to keep it alive. Almost all aspects of local culture are being depicted during the celebrations to attract young generation and make the Dogra culture popular through the Mata Vaishno Devi pilgrims, who are visiting the cave shrine in large number during Navratras", he said. This year, the Minister said, Shrine Board and Tourism Department has initiated several steps to make the Navratra Festival more attractive and added that Krishan Leela light and sound programme would be the main attraction of the festival. "It is for the first time in the Jammu and Kashmir that Krishan Leela light and sound programme was being organised by Song and Drama Division, Ministry of Information and Broadcasting, Government of India", Mr Sharma disclosed. Chairman of the Navratra Festival Committee said that the festival would start on October 14 and conclude on October 22. "Governor Lt Gen (retd) S K Sinha, who is also the chairman of the Shri Mata Vaishno Devi Shrine Board, is scheduled to be the chief guest while Deputy Chief Minister Mangat Ram Sharma would preside over the inaugural function", Mr Sharma said. Huge hoardings of festival would be displayed right from Lakhanpur to Katra to attract more and more devotees. Folk dance procession with Jhankies in the evening hours will be the main attraction of the festival. Artists from North Zone Cultural Centre, Information Department, Cultural Academy and cultural organisations of Katra will perform cultural, folk music and dances of the Trikuta Hills during the festival. The Hotel and Restaurant Association Katra has announced 50 percent discount on room tariff during the festival. All India Devotional Songs/Bhaint Competition will also be organised and winner would be given Rs one lakh. The second and third winner would get Rs 25,000 and Rs 15,000 respectively. Addressing workers convention of Backward Classes at Narrari-Bala Mr Chib said that the Congress was fully committed to solve problems of backward classes. The coalition Government is taking concrete steps to ensure the reservation of Backward Classes and Congress is the only party which can fulfill the aspirations of working class, he claimed and called upon party activists to work with dedication and devotion in order to ensure victory of Congress candidate. Ram Saroop asks people to reject Cong Excelsior Correspondent JAMMU, Oct 2: The BJP candidate for Akhnoor Assembly constituency, Ram Saroop Sharma today addressed election rallies at Sungal, Samah and Bardaal and appealed people to vote in his favour. Launching a scathing attack on Congress for its alleged anti-Jammu policies, the BJP leader said that PCC chief Peerzadas statement on implementation of Wazir Commission report, regional council and delimitation commission, leaves no one in any doubt that the Congress has been playing with sentiments of people of Jammu region and befooling masses. He also drew the attention of people towards controversial role of Congress in allowing the ruling coalition to bring discriminatory Permanent Resident Disqualification Bill in State Assembly. The BJP candidate said that all those who have represented Akhnoor constituency since independence, have miserably failed to serve people of the area. Neither Congress nor those who remained in and outside the Congress for their own interests, have any welfare scheme in their kitty and people must not repeat them, he said and stressed that if elected to Assembly, he would leave no stone unturned to mitigate the hardships of people of the Constituency. National Group Song contest
organised by Excelsior Correspondent JAMMU, Oct 2: Bharat Vikas Parishad organised a National Group Song competition, here last evening, at which the Education Minister Harshdev Singh was the chief guest. The programme started with lighting of traditional followed by Vande Matram. S N Sharma, state president, Bharat Vikas Parishad welcomed the participating teams and the guests. The Education Minister, in his address said that Bharat Vikas Parshid is doing a very good work in inculcating patriotism character and discipline among the students. He was happy to know that the Government schools too are taking part in the competitions. In the contest, there were 14 teams, seven in senior category and junior group coming from schools located in Jammu city, Udhampur, Kathua and Katra. Among the senior category, Govt Higher Secondary school, Udhampur bagged first position, Dewan Badri Nath secured second slot and JK Public School, Kunjwani got third position. In the junior category, JK Public School stood first, while Dewan Badri Nath and Happy Model School, Udhampur obtained second and third position respectively. cataract surgeries Excelsior Correspondent JAMMU, Oct 2: Sood Eye Centre has become the first clinic in Jammu and Kashmir and among few in the country to have phaconit machine for cataract surgery. Several cataract surgeries have been performed through this machine by Consultant Eye Specialist and Phaco Surgeon Dr R D Sood during the last three months of installation of the phaconit machine. Talking to the EXCELSIOR, Dr Sood said that the cataract surgery through phaconit machine doesnt cost any tissue damage and patient can recover early and go back to home within a day. He added that very few centres are conducting cataract surgery through phaconit machine in the country. "For conventional cataract surgery 2.8 to 4 mm tissue opening is required but cataract surgery through phaconit machine requires only 1.5 mm opening", Dr Sood disclosed and termed the machine as most reliable one. To a query, Dr Sood disclosed that this surgery costs Rs 6,000 to Rs 18,000 depending upon the opting of lens by the patients. With the availability of phaconit machine for cataract surgery at Sood Eye Centre the patients need not to go for conventional surgery or to visit other centres outside the State for this facility. S K Sinha today said that revival of Kashmiryat is the strongest weapon to overcome difficult situation in Jammu and Kashmir. Speaking at a function organised by All India Rachnatmak Samaj held in observance of Gandhi Jayanti here this evening, the Governor said that reviving Kashmiriyat would be a message to the world that Mahatma Gandhi, who saw a ray of hope in Kashmir during horrendous days of partition, is still amid us. The Governor said that Kashmiryat symbolizes brotherhood, tolerance, peace and love and once this glorious tradition is fully revived there will neither be need of anybodys help nor guns to overcome problems in the Valley which has witnessed wanton destruction over the years. If we succeed in it, we can proudly say that Mahatma Gandhi is still alive, he added. Paying tributes to the Father of Nation, the Governor said that he inspired towering wold personalities and such was his statute that flags flew half mast over United Nations headquarter as a mark of respect to any non-Government individual. He made a mention of Gandhijis relentless struggle for strengthening the bonds of amity and said during the communal holocaust in 1947, he went to Calcutta to calm down frenzy. That was the time when over 40,000 troops were maintaining order in Punjab and Gandhiji was alone working for peace in Bengal. Lord Mountbatten had said that one man boundary in Calcutta is more effective than the 40,000 boundary elsewhere, About the spirit of sacrifice of the great saint, the Governor said that he did not aspire for any governmental assignment like President or Prime Minister after independence and responded to the offer of accepting independence from British by saying that it was the privilege of Prime Minister. When the entire Delhi was celebrating independence, Gandhiji was moving around in Calcutta streets, meeting his people, he added. He recalled his childhood days when an opportunity came to him to listen to the Gandhi during a public meeting and said that Bapu started with the hymens of various religious scriptures that described the world as a family. He referred to holy Quran and said God is Rabul-Almeen and not Rabul-Muslimeen. Similarly Gita emphasizes the universal brotherhood. He said Gandhiji professed love, amity and peace all his life. The Governor also mentioned various facets of Gandhijis life and said that though he fought British rule, he never nourished any animosity with English people. Deptt Excelsior Correspondent JAMMU, Oct 2: The State High Court has stayed the recovery proceedings against a petitioner, Dr RK Gupta who retired as Chief Animal Husbandry Officer in September 2002 and against whom, alongwith two other officers, a misappropriation case of over rupees 1,34000 was registered. The Government had issued orders of recovery of this money from the petitioner, vide its order dated August 2, 2004. The petitioner challenged this order in the State High Court here. Justice YP Nargotra after hearing petitioners counsel WS Naragal, issued notices to the Commissioner-cum- Secretary Animal Husbandry Department and Accountant General J&K, with the direction to the Registry to list the case after completion of the service. Meanwhile, it was directed that the recovery proceedings shall not be initiated against the petitioner, subject to his furnishing surety that incase the writ petition is decided against him, he will deposit the amount with the authority concerned. According to the case, an FIR was registered by Vigilance Organisation against the Officers of the Poultry Development Udhampur, in order to investigate into the alleged bunglings committed by the Purchase/distribution of the medicines during the period 1989-90 and 1990-91. After the investigations, Vigilance Organisation exonerated the petitioner and other officials of the Poultry Department and said that the material collected in the case was not found to be sufficient to lodge a successful criminal proceedings and consequently the criminal proceedings were dropped. However, it was advised to refer the matter to the Government for appropriate administrative action against the officers and directed to initiate the departmental inquiry. During the course of investigations, it was submitted that Vigilance Organisation had exonerated the petitioner and other officials of the charges leveled against them but the Government, without conducting the departmental inquiry, as envisaged under law, initiated the proceedings. It was prayed for quashing the recovery proceedings and seeking directions to the respondents to release full pension in favour of the petitioner alongwith all retirement benefits and commuted value. Qazi inaugurates water supply scheme at Navid Khai Excelsior Correspondent Srinagar, Oct 2: Minister for PHE, Irrigation and Flood Control Qazi Mohammad Afzal today inaugurated the water supply scheme at Navid Khai. The scheme, which is completed at a cost of Rs. 1.24 crore would provide safe drinking water to the villages including Navid Khai, Kanipora and Hanji, Gund-Jajangir and Tangpora covering a population of about 9,000 people. The scheme having a capacity of providing 15,000 gallons of clean water was started in 2001 and is completed in the year 2003-04. On the occasion, the Minister said that the Government is firm to provide atleast the basic amenities to every citizen including the lot residing in the far-flung areas. Several schemes to ensure the provision of safe drinking water in every nook and corner of the State have been launched by the coalition Government. He mentioned about the four water supply schemes at a cost of Rs. 3 crore on which the work is under process in Sonawari tehsil. |
