Education in Govt schools

Sir,

Govt. schools are suffering a lot of problems due to which the standard of Education is deteriorating day by day. No doubt Govt. has appointed 25000 teachers under Rehbar-e-Taleem scheme & introduced English from first class & started some PG classes at college levels but it totally failed in raising the standard of Education in these institutions. Some of the facts are described below:

It is a fact that most of the teachers are not interested to teach the students & are not performing their duties properly. Teachers generally teach some selected questions & prepare award rolls generally by guess work & not by giving tests properly. In this way the students even do not know the basic alphabet of any language. If a student at level Ist. Primary is not able to understand alphabet of English or any other language, counting or tables. How he will be able to write and read words and sentences or able to solve automatical problems? The worst position is in case of Science and social science because these subjects are never taught in schools at primary level. All the students are totally dependent on the notes (Khalasa) or on guides. The whole sale shopkeepers of such guides give a high amount to the head of the department in the form of corruption for forcing the students to purchase the guides. The result is that these students never able to make up their deficiency and carry this weakness with them in higher classes and unable to get rid of it.

Teachers do not reach schools in time. Even after reaching the schools they never enter their classrooms in time. Some teachers remain engaged in elections and other survey duties & thus causing great loss to the study of the students. Some schools are suffering for want of subject need teachers especially mathematics teachers who are not sufficient in numbers to cater the need of schools. The result is that the syllabus of the subjects remains incomplete.

Headmasters/Headmistresses of High Schools and in some middle schools who have to teach at least one subject do not bother to do so. They allot one subject in their time table but in reality this subject is taught by any other teacher. Some Heads stick to their chairs, never visit class rooms. Even some who are appointed at far off places attend their offices off and on. They are keen for the drawl of salary and not to the academic side.

CEO's & ZEOs never inspect schools under them. If by chance some times they inspect, they just complete it as formality. CEOs never transfer teachers as per need of the schools but only to please their kiths and kins. Many schools are suffering due to lack of subject teachers especially in Urdu and Mathematics. Subject need during transfers was not kept in mind by CEO's. In some schools there are more then required number of teachers were as others are short of such teachers. If department is not having subject teachers in sufficient number, why teachers are not appointed during appointment of Rehbar-Taleem teachers.

So, keeping above all facts and figures, it is requested to the Minister of Education to frame some rules and regulations to check the accountability of teachers in order to raise the standard of education. Some suggestions regarding in raising the standard of education in Govt. schools are as under:

(i) By removing the pay anomalies as agreed by various Governments.

(ii) By giving incentives to the hardworking teachers and punishing who are not performing their duties properly.

(iii) Remove CCE scheme and conduct Exams half yearly.

(iv) Conduct the exam of 5th class through BOSE

(v) Separate male and female wing.

(vi) Appointment of permanent teachers as per subject need.

(vii) Giving state awards on the actual performance of teachers and not as earlier announced.

(viii) Surprise visits by concerned authorities.

(ix) Remove such teachers who are not physically fit for performing their duty properly.

(x) Close such schools having very poor strength of students.

(xi) Introduce Computer and other audio visual aids and many more.

(xii) Introduction of Khalasas or guides is strictly prohibited in the schools.

(Xiii) Some old teachers who are not able to teach in a changed environment (English medium) are given premature retirement and give a chance to energetic talented youths.

Road for Kiramchi temples

Sir,

Apropos of the news item 'Heritage week' published in the Daily Excelsior on Nov. 25, it is regretted that the Government has not yet constructed a motorable road upto the historical Kiramchi temples. If this is the situation of this complex, then one can very well imagine the situation of the other forts, monuments and other historical places in the Jammu region.

Kiramchi temples are known for their style and grandeur. They are worth seeing and praising. They leave one awe struck. Moreover, they have a story to narrate which connects us to our roots.

So keeping in view, their importance, the Government should construct a motorable road there.

Moreover, the school authorities should make arrangements to take students on a sight -seeing spree there.
